050321 mHARNETT COUNTY BOARD OF COMMISSIONERS Regular Meeting Minutes May 3, 2021 The Harnett County Board of Commissioners met in regular session on Monday, May 3, 2021 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Due to COVID-19 this meeting was open to a limited number of the public to attend in person and citizens and staff were provided options to listen to the meeting live. Members present: W. Brooks Matthews, Chairman Lewis W. Weatherspoon, Vice Chairman Barbara McKoy, Commissioner Mark B. Johnson, Commissioner Matt B. Nicol, Commissioner Staff present: Paula K. Stewart, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Lindsey Lucas, Interim Clerk Chairman Matthews called the meeting to order at 9:00 am and Commissioner Nicol led the Pledge of Allegiance and invocation. Chairman Matthews called for any additions or deletions to the published agenda. Commissioner Nicol moved to provide public comment twice a month as was practiced before the Covid-19 pandemic. County Manager Paula Stewart suggested it be added under 5A on the Agenda. Vice Chairman Weatherspoon suggested deleting item numbers 9 and 10 which are discussing the One - Time Benefit Supplement and Use of outside Firm for County Manager Search Discussion. Vice Chairman Weatherspoon moved to approve the agenda as amended. Commissioner Johnson seconded the motion that passed unanimously. Commissioner Nicol made a motion to approve the consent agenda. Vice Chairman Weatherspoon seconded the motion that passed unanimously. 1. Minutes: April 13, 2021 Work Session Meeting 2. Budget Amendments (Attachment 1) 3. Tax rebates and releases (Attachment 2) 4. Harnett County Health Department has received additional Food and Lodging funds from the State. Funds in the amount of $7,500 were budgeted during the budget process for Harnett County Board of Commissioners May 3, 2021 Regular Meeting 1 of 3 FY20-21. The actual amount to be received is $15,732. The Harnett County Health Department is requesting approval to budget $8,232 additional funds for Food and Lodging. 5. Harnett Area Rural Transit System (HARTS) requests the Board consider and approve supplemental funding from the North Carolina Department of Transportation (NCDOT) FY2021 CARES Act grant in the amount of $312,060. This requires no local match. The additional grant funding will be used for operating services during and due to the COVID-19 public health emergency. The period of performance is from January 20, 2020 -June 30, 2021. 6. Finance Officer requests approval of the contract for the audit firm Martin Starnes & Associates, CPA, to audit the County's accounts for the period beginning July 1, 2020 and ending June 30, 2021. 7. The North Carolina Cooperative Extension, Harnett County Center, 4-H Teen Court At Risk program requests approval to receive additional funds from the juvenile Justice Grantor in the amount of $2,000 to be used for COVID-19 protective wear, sanitation, etc., for the continuation of the program. 8. Harnett County Legal Department requests approval of updates made to the Bylaws for the Commission for Women and Youth 9. Harnett County Legal Department requests approval of the Conflict of Interest Policy The Board discussed going back to having public comment at both monthly regular sessions. Commissioner made a motion to go back to public comment twice a month. Commissioner Johnson seconded the motion that passed unanimously. Victoria Whitt, Executive Director of Sandhills Center, stood before the Board to present the FY21/22 funding request and Program Update. Ms. Whitt gave a detailed update to the Board. Buren Fulmer, Harnett County Ranger came before the Board to present the NC Forest Service FY 21/22 Funding Request and Program Update. Mr. Fulmer gave a detailed update to the Board. Jerry Milton, Chair of the Harnett Regional Jetport Committee discussed with the Board his opinion on what direction the Jetport Committee should be going in. Mr. Milton suggested advertising and showing everything the Jetport has to offer. Questions were asked by the Board and discussions were continued. Vice Chairman Weatherspoon made a motion that at the ending of the current contract with Warren Aviation Investments that ends June 17, 2021 that the County take over operations at the airport. Commissioner Nicol seconded the motion that passed unanimously. Mrs. Stewart presented the Budget message and proposed 2021-2022 Budget Mrs. Stewart presented the County Managers Report Vice Chairman Weatherspoon made a motion to go into closed session for the following purposes; Harnett County Board of Commissioners May 3, 2021 Regular Meeting 2of3 Consultation with the County's legal counsel in order to preserve the attorney-client Privilege concerning the handling of certain claims and litigation including the following case: "Estate of John David Livingston, II, el als US District Court, Eastern District of NC, Western Division File No. 5: CV -00906 -BO.: And, To discuss certain personnel matters; And, - To discuss certain economic development matters Commissioner Nicol seconded the motion that passed unanimously. At 11:07 am Vice Chairman Weatherspoon made a motion to recess the Board of Commissioners meeting. Commissioner Nicol seconded the motion that passed unanimously. Chairman Matthews reconvened and called the meeting to order at 11:30 am for the Joint meeting with the Harnett County Board of Commissioners and the Harnett County Board of Education. Board Member Powell led the Pledge of Allegiance and Vice Chairman of the School Board Don Godfrey led the invocation. Dr. Aaron Fleming, Superintendent of Harnett County schools gave a presentation of their FY 2022 Budget request. Adam Mitchell with Tharrington Smith LLP discussed redistricting after the 2020 census. Tom Hughes with SFL&A Architects gave a school construction update Both Boards discussed future school facility needs and Elementary and Secondary School Emergency Relief (ESSER) Funds. Mitch Brigulio with Davenport & Company LLC gave a Harnett County Financial update The Boards discussed the 2022 School Bond Referendum Vice Chairman Weatherspoon made a motion to go into closed session for the following purpose; to establish and instruct the county staff concerning the position to be taken by the county in negotiating a contract for the acquisition of real property Commissioner Nicol seconded the motion that passed 4-0 Chairman Matthews asked the Board of Commissioners to consider a Joint Resolution for the exchange of real property tracts among the County of Harnett, Town of Lillington and Harnett County Schools. Vice Chairman Weatherspoon moved to approve the Joint Resolution. Commissioner Nicol seconded the motion that passed 4-0. Vice Chairman Weatherspoon moved to adjourn the meeting at 2:33pm.
