The Harnett County Board of Commissioners met in special session on Friday, May 21, 2021, in the
Commissioners Meeting Room, Harnett County Resource Center and Library Building, 455 McKinney
Parkway, Lillington, North Carolina.
Members present: W. Brooks Matthews, Chairman

Mark B. Johnson, Commissioner

Staff present: George Wood, Acting County Manager
Kimberly Honeycutt, Finance Officer
Christopher Appel, Senior Staff Attorney
Lindsey Lucas, Interim Clerk
The following agenda was before the Board:

➢ Proposed Fiscal Year 2021-2022 Recommended Budget

Chairman Matthews called the meeting to order at 1:30 pm. Chairman Matthews led the Pledge
and Invocation. The purpose of the special session was to continue discussions on the Proposed
Fiscal Year 2021-2022 Recommended Budget.
Mr. Wood wanted to bring the Board's attention to the airport which the County plans to take
over June 17, 2021. Mr. Wood stated we would need to get employees out there and go through
the standard employee process and technically we do not have a budget in place that covers June
17, 2021 to June 30, 2021. Mr. Wood explained that there would need to be a budget amendment
approved at the June 7, 2021 Regular Board meeting that would cover those 13 days before the
new budget is adopted. Mr. Wood would like to advertise those positions effective immediately
so by the time they are hired the Budget amendment will have been signed. Mr. Wood also stated
that Sheriff Coats made a strong case about the need for a 10% raise for the Sheriff s Department
so that they don't continue to lose employees. Discussions were continued.
Mr. Wood went through the Budget book he provided to the Board of Commissioners and gave
his recommendations in great detail. Comments were made by Steve Ward on budget requests
made by Harnett Regional Water. Questions were asked by commissioners and discussions were
continued.
Chairman Matthews recessed the meeting at 2:17 pm until Wednesday May 26, 2021 at 2 pm.
