The Harnett County Board of Commissioners met in regular session on Monday, May 17, 2021 at
6:00 pm, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, North Carolina.
Members present: W. Brooks Matthews, Chairman (Joined via Zoom and Conference Call)

Chairman Matthews called the meeting to order at 6:00 pm. Commissioner Johnson led the
Pledge of Allegiance and invocation.
Vice Chairman Weatherspoon made a motion to approve the consent agenda as amended.
Commissioner McKoy seconded the motion that passed unanimously.

G. Harnett Regional Water formally requests that the Board approve a Project ordinance
creating the Northwest Harnett Utility Extension Project. This project will provide water
and wastewater to the area. This project will be funded from HRW reserves and is
estimated to cost approximately $2,378,000. Attachment 2
H. Harnett Regional Water formally requests that the Board approve an engineering
agreement with LKC Engineering, PLLC in the amount of $294,000. The Engineers will
design and provide construction administration and observation for the Northwest Harnett
Utility Extension Project.
I. Emergency Services on behalf of Summerville Bunnlevel Fire and Rescue request
approval from the Board to construct a new fire station at 4043 NC Hwy 210 N on
property owned by the organization. The Board of Directors of Summerville Bunnlevel
Fire and Rescue would like to proceed with the construction of a new 9,000 SF station at

a cost of $1,150,000. The Board of Directors of Summerville Bunnlevel Fire and Rescue
believe the new station will improve response times and effectiveness in their district and
they plan to obtain financing from a local bank.
J. Harnett County Emergency Services requests approval of the Town of Lillington Fourth
of July fireworks permit application.
Commissioner Johnson read aloud proclamations honoring 911 operators and Medical personnel
during the Covid-19 pandemic. Attachment 3
Chairman Matthews read aloud a proclamation honoring Harnett County volunteers during the
Covid-19 pandemic. Attachment 4

Vice Chairman Weatherspoon opened the meeting for informal comments by the public,
allowing up to 3 minutes for each presentation up to 30 minutes. Citizens were allow to provide
their public comments verbally during this period or submit their public comments in writing
prior to the meeting to be read aloud during the meeting as time allowed or appear in person.

Vice Chairman Weatherspoon moved to appoint Phyllis A. Godwin to the Harnett County
Economic Development Council effective July 1, 2021 for District 2. Commissioner Nicol
seconded the motion that passed unanimously.
Senior Staff Attorney Christopher Appel shared that Paula Stewart began her Leave of Absence
early, May 14, 2021, and filed a letter with the Clerk designating George Wood as Acting
County Manager. Upon filing this letter it is incumbent upon the Board to accept this resignation
so Mr. Wood is able to exercise the power and perform the duties as county manger during her
temporary leave of absence. Vice Chairman Weatherspoon moved to accept the appointment of
Mr. George Wood as Acting County Manager. Commissioner Johnson seconded the motion that
passed unanimously.
Interim Clerk Lindsey Lucas administered the Oath of Office for George Wood, Acting County
Manager.

Director of Board of Elections Claire Jones came before the Board to request approval of a
Resolution to adopt and acquire new voting equipment. Commissioner Nicol made a motion to
approve the Resolution. Commissioner Nicol seconded the motion that passed unanimously.

Finance Officer Kimberly Honeycutt petitioned the Board for a Public Hearing Regarding the
Financing for Angier & Black River Fire Department, Incorporated with the Proceeds of Certain
Tax -Exempt Obligations and consideration of a Resolution Authorizing and Approving the
Delivery of an Installment Financing Agreement by Angier & Black River Fire Department and
the Tax -Exempt Loan Related Thereto.
Chairman Matthews called to order a public hearing on the matter and opened the meeting for
comments from the public. Citizens were allowed to speak in person or were allowed to submit
their comments in writing prior to the meeting or to call in and provide their comments verbally
during the meeting. No one spoke in opposition.
Chairman Matthews closed the public hearing. Vice Chairman Weatherspoon made a motion to
approve the requested Resolution Authorizing and Approving the Delivery of an Installment
Financing Agreement by Angier & Black River Fire Department and the Tax -Exempt Loan
Related Thereto. Commissioner Nicol seconded the motion that passed unanimously.

Budget Consultant Renee Paschal and Budget Director Lisa McFadden gave a brief overview of
Harnett County's FY 2021-2022 Budget
A proposed budget for the fiscal year beginning July 1, 2021, for Harnett County, North
Carolina, was presented to the Harnett County Board of Commissioners on May 3, 2021. The
proposed budget, including expenditures for the Harnett County Economic Development
Department as well as appropriations for specific economic development incentives, is available
in the office of Clerk to the Board, 455 McKinney Parkway, Lillington, North Carolina, for
public inspection. The proposed budget is also available for public inspection online at
www.harnett.org under "Harnett Happenings".
The total expenditures budgeted for economic development matters is $1,044,367, including
$27,394 budgeted in contingency for incentives for Rooms to Go based on tax values under
appeal.
Included are specific incentive grant disbursements pursuant to previously adopted Economic
Development Incentive Agreements. Grants are performance based and calculated as eighty
percent (80%) of property taxes paid by the company attributable to its direct investments.
Specific incentives are as follows:
• Rooms to Go: $357,429, plus the additional $27,394 budgeted in contingency for
incentives based on tax values under appeal.

• Krigen, $23,699
• Pallet Consultants: $2,753
Also included are three possible grant matches for economic development grants, including:
• A $25,000 match for a building reuse grant for Krigen
• A $50,000 match for a One NC grant for Krigen
• A $50,000 match for a One NC grant for Pallet Consultants
Chairman Matthews called to order a public hearing on Harnett County's FY 2021-2022 Budget

NW HARNETT UTILITY EXTENSION PROJECT
BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina, sitting
as the governing board of Harnett County.
Section I. This project consists of the construction of approximately 12,000 linear feet of 8 and
12 inch water mains plus approximately 5,000 linear feet of 4 inch waste water force main and
an 80 gallon per minute wastewater lift station to serve the Northwest Harnett area of the
County.
Section II. This project will be funded by Harnett Regional Water reserves.

PROCLAMATION RECOGNIZING HEALTH CARE PROVIDERS
DURING THE COVID-19 PANDEMIC
WHEREAS, the COVID-19 pandemic has led to a state of unprecedented health, social, and economic
disruption in the United States, in North Carolina, and in Harnett County; and
WHEREAS, health care providers, including physicians, physician assistants, nurse practitioners,
nurses, and medical assistants, have been considered essential workers during the COVID-19 pandemic;
and
WHEREAS, health care providers have been critical to the health and well-being of the citizens of
Harnett County during the fight against COVID-l9; and
WHEREAS, while many have been ordered or instructed to stay at home, health care providers have the
responsibility during the COVID-19 pandemic to continue operations; and
WHEREAS, throughout the course of the COVID-19 pandemic, health care providers have been on the
front lines providing testing and medical care for individuals exposed to or infected with the virus; and
WHEREAS, health care providers have worked and continue to work diligently to vaccinate as many
individuals as quickly and safely as possible in the ongoing effort to defeat COVID-19; and
WHEREAS, many of these employees are at risk of contracting COVID-19 or have already contracted
COVID-19 due to their exposure while providing critical medical services.
NOW THEREFORE, BE IT PROCLAIMED, that the Harnett County Board of Commissioners
express its sincere gratitude and admiration for all health care providers and for their sacrifices and
dedication as they work tirelessly during the COVID-19 pandemic.

DURING THE COVID-19 PANDEMIC
WHEREAS, Sunday April 11, 2021 was the start of National Public Safety Telecommunicators Week;
and
WHEREAS, National Public Safety Telecommunicators Week is a time to celebrate and thank those
who create a better and safer world for the public; and
WHEREAS, the COVID-19 pandemic has presented unique and challenging circumstances for these
hard working and dedicated public servants; and
WHEREAS, Harnett County Telecommunicators have been considered essential workers during the
COVID-19 pandemic; and
WHEREAS, Harnett County Telecommunicators have been critical to the safety, care, needs, and well-
being of the citizens of Harnett County during the fight against COVID-19; and
WHEREAS, while many have been ordered or instructed to stay at home, Harnett County
Telecommunicators have the responsibility during the COVID-19 pandemic to continue operations; and

PROCLAMATION RECOGNIZING VOLUNTEERS
DURING THE COVID-19 PANDEMIC
WHEREAS, the COVID-19 pandemic has led to a state of unprecedented health, social, and
economic disruption in the United States, in North Carolina, and in Harnett County; and
WHEREAS, the COVID719 pandemic has presented challenges for local health departments
which has required additional resources and assistance to provide essential services to the public;
and
WHEREAS, a number of individuals have volunteered their time to assist Harnett County with
these additional needs including vaccinating members of the public, which is a testament to the
compassion and generosity of the citizens of this County; and
WHEREAS, these volunteers have knowingly and selflessly risked their own health and safety
to assist with the care, needs, and well-being of the citizens of Harnett County; and
WHEREAS, these volunteers continue to work diligently to assist in any manner possible in the
ongoing effort to defeat COVID-19; and
.WHEREAS, these volunteers deserve to be recognized for their steadfast dedication,
compassion, and determination to support and assist the citizens of Harnett County.

PROCLAMATION RECOGNIZING NATIONAL EMERGENCY MEDICAL SERVICES WEEK
WHEREAS, May 16-22, 2021 is the 46`h annual National Emergency Medical Services Week; and
WHEREAS, the purpose of National Emergency Medical Services Week is to celebrate emergency medical
service practitioners and the important work they do in our nation's communities; and
WHEREAS, Harnett County Emergency Services employees are ready to provide lifesaving care to those in
need 24 hours a day, seven days a week; and
WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those
who experience sudden illness or injury; and
WHEREAS, emergency medical services has grown to fill a gap by providing important, out of hospital care,
including preventative medicine, follow-up care, and access to telemedicine; and
WHEREAS, Harnett County Emergency Services employees engage in thousands of hours of specialized
training and continuing education to enhance their lifesaving skills; and
WHEREAS, the COVID-19 pandemic has been an especially challenging time for these hardworking and
dedicated front-line workers; and
WHEREAS, Harnett County Emergency Services employees have been critical to the safety, care, needs, and
well-being of the citizens of Harnett County during the fight against COVID-19; and
WHEREAS, it is appropriate to recognize the value, accomplishments, and sacrifices of Harnett County
Emergency Services employees and all other emergency service members, especially during these
unprecedented times, by designating May 16-22, 2021 as Emergency Medical Services Week.
NOW THEREFORE, BE IT PROCLAIMED, that the Harnett County Board of Commissioners in
recognition of this event do hereby proclaim the week of May 16-22, 2021 as EMERGENCY MEDICAL
SERIVCES WEEK. With the theme, "This is EMS: Caring for our Communities", the Board of

RESOLUTION FOR THE ADOPTION AND ACQUISITION OF VOTING EQUIPMENT FOR
THE HARNETT COUNTY BOARD OF ELECTIONS
WHEREAS, the Harnett County Board of Commissioners, with the approval of the Harnett County Board of
Elections, is recommending the adoption and acquisition of a voting system of a type, make, and model certified
by the State Board for use in some or all voting places in the county at some or all elections in accordance with
G.S. 163-165.8;
WHEREAS, the Harnett County Board of Commissioners supports the recommendation from the Harnett County
Board of Elections for the type of voting system that should be acquired by the county, pursuant to G.S. 163-
165.9(a)(1);
WHEREAS, the Harnett County Board of Elections has witnessed a virtual demonstration, in the county on
March 11, 2021 of the type of voting system being recommended, and has also witnessed a demonstration of at
least one other type of voting system certified by the State Board of Elections as required by G.S. 163-
165.9(a)(2);
WHEREAS, the Harnett County Board of Elections has successfully tested during a mock election on May 3,
2021, coordinated with the State Board of Elections, that was opened to the public, the proposed voting system, to
satisfied the requirements of G.S. 163-165.9(a)(3);
WHEREAS, the Harnett County Board of Elections has received HAVA funds that was placed in the 2020-2021
election budget to fund part of the recommended purchase of new voting equipment; and
WHEREAS, the Harnett County Board of Elections has received CIP funds that was placed in the 2021-2022
election budget to fund the remaining part of the recommended purchase of new voting equipment; and
WHEREAS, the Harnett County Board of Elections plans to trade in their current voting equipment assets of 22
M100 Scanners, 22 M100 Ballot Boxes, and 22 ADA AutoMarks for the total value of $11,367.80.
NOW, THEREFORE, BE IT RESOLVED, by the Harnett County Board of Commissioners to approve the
adoption and acquisition of the following certified voting equipment pursuant to G.S. 163-165.9(a)(1) and forward
a copy of the resolution to the Harnett County Board of Elections:

EXTRACT FROM MINUTES OF BOARD OF COMMISSIONERS
The Harnett County Board of Commissioners met in regular session on Monday, May 17, 2021
at 6:00 pm, in the Commissioners Meeting Room, Harnett County Resource Center and Library,
455 McKinney Parkway, Lillington, North Carolina. Due to COVID-19 this meeting was open
to a limited number of the public to attend in person and citizens and staff were provided options
to listen to the meeting live.

The Chairman of the Board of Commissioners (the "Board of Commissioners") for the
County of Harnett, North Carolina (the "County") stated that the Board of Commissioners has
been requested by Angier & Black River Fire Department, Inc. ("ABRFD") to approve its
issuance of "qualified volunteer fire department" obligations under the Internal Revenue Code of
1986, as amended (the "Code") in order to finance the costs of renovation, construction and
equipping of a 3,005 square foot fire station addition to be located immediately to the North and
West of the interaction of W. Wimberly Street and N. Broad Street E in the Town of Angier,
North Carolina (the "Project"). The Chairman then stated that a notice of public hearing by the
Board of Commissioners regarding the Project and the proposed issue to finance the Project had
been published on the County's website on May 11, 2021.
Chairman Matthews declared the public hearing open on the Project and the proposed
issue to finance the Project.
At approximately 6:56 p.m., the Chairman announced that the Board of Commissioners
would hear anyone who wished to be heard on the advisability of the Project and the proposed
issue to finance the Project, and that a representative of ABRFD (or other personnel familiar with
the Project) was available and prepared to discuss the details concerning the Project.
The names and addresses of the persons who were present, summaries of their oral
comments and copies of their written comments are set forth as an appendix hereto.
After the Board of Commissioners had heard all persons who requested to be heard, the
Chairman declared the public hearing closed.
Chairman Matthews then introduced the following resolution, the title of which was read
and copies of which had been previously distributed to each Commissioner:

RESOLUTION AUTHORIZING AND APPROVING THE ISSUANCE BY
ANGIER & BLACK RIVER FIRE DEPARTMENT, INC. OF CERTAIN
TAX-EXEMPT OBLIGATIONS
WHEREAS, Angier & Black River Fire Department, Inc. (the "ABRFD") and the
County of Harnett, North Carolina (the "County") have heretofore entered into an agreement on
May 17, 2021 whereby ABRFD has agreed to provide the County fire protection services; and
WHEREAS, ABRFD wishes to finance the costs of renovation, construction and
equipping of a 3,005 square foot fire station addition to be located immediately to the North and
West of the interaction of W. Wimberly Street and N. Broad Street E in the Town of Angier,
North Carolina (the "Project") and, if applicable, to pay certain expenses incurred in connection
with the delivery of the Agreement (as defined below); and
WHEREAS, ABRFD and Fidelity Bank intend to enter into an installment financing
agreement (the "Agreement") whereby Fidelity Bank will advance to ABRFD funds for the
construction of the Project and, if applicable, such related costs; and
WHEREAS, the interest component of the repayment obligations under the Agreement
are intended to be excludable from the gross income of the recipients thereof, and
WHEREAS, pursuant to the Code, the issuance by a "qualified volunteer fire
department" (within the meaning of the Code) of obligations to finance the acquisition,
construction, reconstruction, or improvement of a firehouse (including land which is functionally
related and subordinate thereto) must be approved, after a public hearing required by Sections
150(e)(3) and 147(f) of the Code (collectively, the "Federal Tax Regulations", by the
governmental unit having jurisdiction over the area in which the Project is located;
WHEREAS, the Board of Commissioners, pursuant to public notice duly given, has held
such public hearing in accordance with the Federal Tax Regulations regarding the proposed
transactions of ABRFD contemplated by this Resolution and has considered the comments of all
persons who requested to be heard; and
WHEREAS, the ABRFD has requested that the Board of Commissioners approve
ABRFD's proposed issue in order to satisfy the requirements of the Federal Tax Regulations;
NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners as follows:
I . The Board of Commissioners has held the public hearing and taken the actions set
forth herein in accordance with and in order to satisfy the requirements of the Federal Tax
Regulations in connection with the Project.
2. The Board of Commissioners hereby approves the issuance by ABRFD of its
"qualified volunteer fire department" obligations in accordance with and in order to satisfy the
requirements of the Federal Tax Regulations in a maximum stated principal amount not
exceeding $1,260,000 in connection with the Project.

3. The issuance by ABRFD of its "qualified volunteer fire department" obligations
does not constitute, directly or indirectly, or contingently obligate or otherwise constitute an
obligation of or a charge against the credit of the County in any way. The County has no legal
responsibility for the payment of the principal of or interest on the "qualified volunteer fire
department" obligations or for any costs incurred by the ABRFD in connection with the Project.
4. The Clerk to the Board of Commissioners is hereby authorized and directed to
provide a certified copy of this resolution to ABRFD and Fidelity Bank.
5. This resolution takes effect upon its adoption.
