The Public Hearing was advertised on November 5, 2021, Decision: BACKGROUND: The property is located on N McKay Ave, Nu Home St, and N. King Avenue. It includes 8.32 acres and will be used for the purpose of new offices and operational space for the Public Works and Public Utilities Departments. This area also will be the location of the City's equipment storage, gasoline, and diesel fuel tanks and pumps. The property is located on the edge of the City limits within a half block of HWY 301 providing access to a major highway for large truck deliveries and keeping major truck traffic off of residential City streets. The loan for this property will be at or about $375,000 and will be for a loan period of less than or equal to 10 years. Once the loan is finalized for the building construction this loan will most likely be wound into that total loan keeping all property together for a single lien supporting the total funds borrowed. BUDGET IMPACT: The cost of the loan will be spread over the life of the loan and paid from the City's Budget. The loan will be through United Community Bank in the amount of $375,000 at an interest rate of 1.91 % for a term of 10 years from the date of the loan with semi-annual payments with a payback amount of approximately $45,000 per year. The city will finalize the loan within the next month. All closing costs will be paid by the City. RECOMMENDATION/ACTION REQUESTED: Motion to reaffirm the decision, on October 12, 2021, to borrow funds from United Community Bank for the purchase of 8.32 acres on N. McKay Avenue and allowing the Mayor, City Manager, and Finance Director to sign any and all documents needed to close this loan. Public notice is hereby given that the City Council of the City of Dunn will hold a Public Hearing at the Regular Meeting on November 15, 2021 at 7:00 PM in the Council Chambers of City Hall located at 401 E Broad Street, Dunn, NC to receive comments pertaining to the proposed acquisition of real property. The DRAFT plan is attached Presentation will describe the three "fix" methods for council selection... • Worst First method • Rehab method • Blended method BACKGROUND: The City of Dunn entered into an agreement with SEPI, Inc. to conduct a citywide pavement condition study to assist staff and council in making the most informed decisions when selecting future paving projects. BUDGET IMPACT: SEPI Inc. has taken the Condition Survey and applied it to a proposed budget of $1.5 M for the first year and $300,000 per year until the $1.5 M note is paid off. A 2022 Project will be proposed at the budget retreat in January. Project will be selected based upon "fix" method selected by the council. Staff expects to be able to present the findings at the upcoming Council Retreat. BUDGET IMPACT: The proposed cost is $23,200. This fee was not included in the 2021-2022 budget so Staff is recommending that $23,200 be taken from the Enterprise Fund Balance. Background Over the years, we have discussed several options to increase sewer capacity along the Highway 301/195 South corridor. Past discussions have Included replacing the Food Lion pump station with a larger PS and route the force main directly to the WWTP. We have also discussed the possibility of extending gravity from the WWTP to the area near Machine & Welding PS and installing a Pump Station below Copart to serve the both the southwest and southeast quadrants of the 195-Long Branch Interchange. No detailed analysis of any of these items have been developed previously. Recently, several developers have contacted the City to inquire about sewer service capabilities along the 195 Corridor. After reviewing the preliminary plans forthese developments, we feel there is significant economic benefit to the City to begin looking at future utility projects to accommodate the expected growth in this area. Scope of Services DMP proposes to provide the Citywith the necessary assistance to evaluate the sewer capacity from Highway 301 directly to the WWTP by either an additional pump station and force main vs a gravity extension option. DMP would also provide a cost comparative analysis to transfer additional wastewater flows from the Eastside Pump Station to the WWTP, either by paralleling the existing Eastside Force Main and paralleling the Juniper Creek Outfall through town to the WWTP vs diverting part or all of the Eastside flows through a new force main route to a new gravity outfall that could serve the 195 and Hwy 301 South corridor. Task also includes preparing exhibits and budgets for each pump station and force main capacity considered. 2. Gravity Extension Option from WWTP to Hwy 301- Conduct surveying from WWTP to and past Machine & Welding PS following ground elevations from the WWTP paralleling the small stream that runs by Machine & Welding PS to verify that such a gravity extension is feasible and to help route the gravity line through the corridor. Further extension of this outfall to Ammons Road will also be included if feasible. Develop various capacity option exhibits and budgets for such a major gravity sewer line extension. 3. Reroute Eastside Force Main to new Outfall — Evaluate expanding the capacity of the Eastside Pump Station and rerouting Eastside force main to the new outfall. Task also includes preparing exhibits and budgets for expanding Eastside Pump Station capacity and reroute the Eastside force main to the new outfall. 4. Paralleling Eastside Force Main and Juniper Creek Outfall — In order to better evaluate the cost differences of extending a new outfall from the WWTP to Hwy 301 and rerouting the Eastside force main to the new outfall vs the cost of paralleling the Eastside force main and paralleling the Juniper Creek OF, DMP will provide exhibits and budgets for paralleling the force main and outfall line. Based on anticipated lengths of the parallel lines that will pass thru developed streets and require significant pavement patching after installing such lines It is anticipated the paralleling option will be significantly more costly than the new outfall (option 1 above) and rerouting the Eastside Force main (option 3 above) to the new outfall. 5. Pump Station at 195-Long Branch with Force Main to New Outfall — Evaluate installing a Pump Station south of Copart (were stream crosses 195), with gravity outfall through Copart to Long Branch Road and a force main from the pump station to the new outfall being considered in Option 2 above. This task will also consider extending an outfall under 195 at the pump station and gravity extension toward Long Branch Rd to serve the southeast side of the Interchange. Task also includes preparing exhibits and budgets for this task. This proposal is limited to collection system capacity and analysis of routes as described above. There Is no design included in this scope and no considerations for additional WWTP capacity considerations are included in this proposal. Design and Construction assistance can be added in the future if various projects move forward and WWTP capacity expansion has been assigned to us under another on call assignment. We are providing necessary services to evaluate potential development through another assignment under our on - call contract. Diverting Machine & Welding flows away from the Juniper Creek Outfall would reduce the flow burden and potential overflows on the outfall when both the Eastside pump station and Machine Welding pump station run for extended periods during extensive wet weather rainfall events. Such a diversion of flows would also be a positive action related to the pending SOC application. Also rerouting the Eastside force main to the new outfall would reduce the potential for overflows at the Eastside pump station, thus also being another positive action related to the pending SOC application. Additional Services or Services Not Included DMP is available to provide additional services in conjunction with the findings of this analysis, which may be unforeseen at this stage of the project. Any additional services requested by the City, which are not specifically outlined in the Scope of Work, can be provided on an hourly basis, or negotiated as an amendment to this proposal. Additional expenses will not be incurred without prior written authorization. Chairman Bradham called the meeting to order at 6:00 p.m. Motion by Atkins and second by Johnson to approve the minutes as presented. The motion carried. Reports: Cemeteries Clean Up Atkins reported that the Gravestone Cleaning Workshop went really well with over 30 participating. She has received a lot of positive feedback and feels that we should plan one for the spring on a Saturday. Community Clean Up The Litter Sweep has been scheduled for October 30 which does coincide with the County's fall event so we should be able to get supplies from them once again. Williams has sent information to the paper, chamber and tourism and it has been added to the city's website and shared on Facebook. Bradham encouraged everyone to help get the word out about the clean-up. Anti -Litter Campaign Williams apologized for not being able to share another post due to time constraints. She did report that the Broad Street business was given a notice for the amount of signage they had. Fairley said it looks much better. Frazee reported that the pothole has not been fixed behind the Plaza Shopping Center yet. Boone reported that there are some legal issues with the city's enforcement. Murals/Visual Arts Boone presented application for murals. It was discussed that a 5-year contract or written agreement may be needed. After discussion, it was decided for Boone to get application to those who have already expressed interest and to promote the application to see if there is any additional interest. Plantings/Landscape Librarian Mike Williams was contacted and Johnson shared that the landscaping at the library does look better. Bradham reported that the Lucknow Garden Club is looking at possibly refurbishing the concrete planters that used to be downtown. New Business Bradham and Frazee both reported complaints from residents concerning written warnings about leaf debris carts. They felt that educating the public was important prior to written warnings.
