DRB MINUTES 21.07.28DEVELOPMENT REVIEW BOARD (DRB)MINUTES County Administration Building 420 McKinney Pkwy Lillington, NC 27546 July 28, 2021 Public Hearing BOARD MEMBERS PRESENT: Jay Sikes, Development Services, Tammy Ward, GIS/E911 Addressing, Oliver Tolksdorf; Environmental Health, Bill Dreitzler, County Engineer; Leslie Jackson, Fire Marshal OTHERS PRESENT: Landon Chandler, Development Services CALL TO ORDER: Jay Sikes, Development Services called the meeting to order at 9:00 WELCOME: Jay Sikes, Development Services opened the meeting by explaining the procedure of the DRB meetings. This meeting was held via zoom due to the Covid-19 virus. BOARD INTRODUCTIONS PUBLIC COMMENT (30 MINUTES) OLD BUSINESS: A. GRYPHON ESTATES - MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW (SUB2103-0035). Wayne Mauldin, Mauldin-Watkins Survey, represented the application and the Board made discussion. DECISION: Oliver Tolksdorf, Environmental Health, made a motion to Conditionally Approve the plat and Tammy Ward, GIS/E911 Addressing, seconded the motion. There was a unanimous vote to Conditionally Approve the plat. (SEE GRYPHON ESTATES DECISION PACKET). V. NEW BUSINESS: A. MASON LANDING-MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW (SUB2107-0002). Don Curry, Curry Engineering, represented the application and the Board made discussion. DECISION: Tammy Ward, GIS/E911 Addressing, made a motion to Conditionally Approve the plat and Oliver Tolksdorf, Environmental Health, seconded the motion. There was a unanimous vote to Conditionally Approve the plat. (SEE MASON LANDING DECISION PACKET). B. LAFAYETTE MEADOWS- MAJOR FINAL PLAN/PLAT REVIEW (SUB2106-0020). Don Curry, Curry Engineering, represented the application and the Board made discussion. DECISION: Tammy Ward, GIS/E911 Addressing, made a motion to Conditionally Approve the plat and Jay Sikes, Development Services, seconded the motion. There was a unanimous vote to Conditionally Approve the plat. (SEE LAFAYETTE MEADOWS DECISION PACKET). C. BUIES CREEK TOWNHOMES- MULTI FAMILY SITE PLAN REVIEW (SITE2106-0003). Tim Grissinger & Keith Roberts, Timmons Group, represented the application and the Board made discussion. DECISION: Oliver Tolksdorf; Environmental Health made a motion to Conditionally Approve the plat and Tammy Ward; GIS/E911 Addressing seconded the motion. There was a unanimous vote to Conditionally Approve the plan. (SEE BUIES CREEK TOWNHOMES DECISION PACKET). D. CHAMPION COURT RENTALS – COMMERCIAL SITE PLAN REVIEW (SITE2107-0001). Sam Nye, The Site Group, and & Greg Stafford, owner, represented the application and the Board made discussion. DECISION: Jay Sikes, Development Services, made a motion to Conditionally Approve the plat and Tammy Ward; GIS/E911 Addressing seconded the motion. There was a unanimous vote to Conditionally Approve the plan. (SEE BUIES CREEK TOWNHOMES DECISION PACKET). E. STARBUCKS- COMMERCIAL SITE PLAN REVIEW (SITE2107-0002). Michael Toothaker, Dan Bauer, & Chris Neill, Primax Properties et all, represented the application and the Board made discussion. DECISION: Tammy Ward, GIS/E911 Addressing, made a motion to Conditionally Approve the plat and Jay Sikes, Development Services, seconded the motion. There was a unanimous vote to Conditionally Approve the plat. (SEE STARBUCKS DECISION PACKET). VI: OTHER BUSINESS: APPROVAL OF MINUTES: Tammy Ward, GIS/E911 Addressing, made a motion to Approve the minutes for the June 30, 2021 Jay Sikes, Development Services, seconded DRB meeting and it was a unanimously Approved. ADJOURNMENT: The meeting adjourned at 9:41
