Lieutenant Pendergraph also completed the Criminal Investigators Certification Program. Both certifications are based on training, experience and educational requirements. This is a major accomplishment especially with her current workload and family life. BACKGROUND: Holly Pendergraph has been a law enforcement officer for over 14 years, with 7 of those with the City of Dunn. She has previously worked in the criminal investigations and patrol divisions at the police department. Lt. Pendergraph was recently promoted to a Patrol Lieutenant's position supervising "A" Squad. In this role, Lt. Pendergraph will assist officers with their career development and continuing education as well as supervise their day to day activities. Lt. Pendergraph is currently enrolled in the Associates degree program through Johnston Community College holding a 4.0 grade average and maintaining a spot on the Dean's list for excellent achievement. This policy shall remain in effect until such time that it is altered, modified, or rescinded by the City Council. All continents received by the City Council during the Public Comment Period shall be subject to the following procedures and rules: 1. Anyone desiring to address the City Council must sign up and register on a sign- up sheet available on the podium within the City Council chambers prior to the Mayor calling the meeting to order. The sign-up sheet shall be available thirty (30) minutes prior the beginning of the City Council meeting in the City Council Chambers. Once the Mayor has called the meeting to order, the City Clerk shall collect the sign-up sheet and deliver it to the Mayor. The speaker shall indicate on the sign-up sheet his or her name, address and matter of concern. 2. The Public Comment Period shall be for thirty (30) minutes. 3. Comments are limited to three (3) minutes per speaker. A speaker can not give their allotted minutes to another speaker to increase that person's allotted time. 4. Each speaker must be recognized by the Mayor or presiding member of the City Council as having the exclusive right to be heard. Speakers will be acknowledged in the order in which their names appear on the sign up sheet. Speakers will address the City Council from the podium at the front of the room and begin their remarks by stating their name and address. 5. Individuals who sign up but can not speak because of time constraints, will be carried to the next regular meeting of the City Council and placed first on the Public Comment Period. 6. During the Public Continent Period, a citizen, in lieu of or in addition to speaking may pass out written literature to the City Council, City Staff and audience. 7. Groups supporting or opposing the same position shall designate a spokesperson to address the City Council in order to avoid redundancy. 8. After the citizen has made his or her remarks, he or she will be seated with no further debate, dialogue or comment. 9. The Public Comment Period is not intended to require the City Council to answer any impromptu questions. Speakers will address all comments to the City Council as a whole and not one individual Council member. Discussions between speakers and members of the audience will not be allowed. The City Council will not take action, or respond to questions about, issues raised during the Public Comment Period at the same meeting. 10. A Major Subdivision is anything more than 3 parcels according to our current zoning. The Planning Board voted 6-0 to approve the requested amendment. Staff had originally requested for more than 20 houses. Council Members Bradham, Turnage and Tart had questions and comments concerning the amendment. Resolution Accepting T-Mobile's "Hometown Techover" Grant Assistant City Manager Boone presented resolution to authorize the acceptance of a "Hometown Techover" grant from T-Mobile. The City applied for a $3 Million T-Mobile grant back in April 2021 that would go towards tech upgrades all over the City. The City learned of being a top 10 finalist in June 2021. Dunn was not chosen for the top prize but was awarded the $50,000 grant for technology upgrades. The Mayor expressed appreciation to Boone for his efforts on the city receiving this grant. Motion by Mayor Pro Tem Bradham and second by Council Member Gaulden to approve Resolution and Budget Amendment to accept the T-Mobile grant funds. Motion unanimously approved. Award for CDBG-I Engineering Contract and CDBG-1 Grant Administrator Services Public Utilities Director Adams presented service agreements for the CDBG-I Collection System Rehabilitation Project. The City was awarded a $2 Million CDBG-I collection system rehabilitation project grant to replace/rehab approximately 13,625 LF of sewer line and 56 manholes with the goal of eliminating inflow and infiltration and reducing the possibility of future overflows. Requests for Letters of Interest and:Statement of Qualifications were duly published on May 18, 2021 in order to select an engineering firm and Requests for Proposals (RFPs) for Grant Administration Services was duly published on May 18, 2021 with only one proposal so was published again on June 29, 2021. Staff reviewed and scored the proposals using the same`criteria for comparison and are recommending WithersRavenel for both the engineering and grant administration services. The budgets for engineering is $354,694 and grant administration is $123,100. Engineering fees are budgeted at $460,000 and are reimbursable through the loan. Motion by Council Member Gaulden and second by Council Member McLean to authorize City Manager Neuschafer to execute an Engineering Services Agreement with WithersRavenel for engineering services related to the Clean Water State Revolving Fund Sanitary Sewer Collection System Improvements. Motion unanimously approved. A copy of the Contract has been filed with the City Clerk. Contractor Award for 14-inch Water Line Abandonment Project Public Utilities Director Adams presented recommendation to tentatively award a construction contract for the abandonment of the 14-inch water line and the replacement of a waterline on E Wake Street. The proposed project would begin near the intersection of Bruce Drive to just south of the intersection of S Wayne Avenue and W Cumberland Street. To mitigate the hazards associated with the age of the infrastructure and current alignment, the 14-inch line will be abandoned and 6-inch and 8-inch pipe will be installed in order to serve the affected areas. The second part of the project abandons an existing 2-inch water line along E Wake from Carolina Or to E Johnson St and replaces with a 6-inch water line for the purpose of meeting current design standards and providing fire flow. This would also include installing fire hydrants on the new water line. The bid opening was duly advertised and Jones and Smith Contractors, LLC were the lowest bid at $693,270. Council accepted a loan of $875,750 in May 2020 for this project. With rising material'and labor costs, the project came in right at budget leaving no contingency or funds for inspection and constructCon administration. Staff recommends including construction admintration and inspection services .fdr. this project along with some contingency. The Division of Water Infrastructure has indicated they will increase the loan by 10% upon receiving the request and the city can return unused funds back with no penalty. c, Motion by Council Member Turnage and second by Council Member McLean to approve the resolution tentatively awarding a construction contract to Jones and Smith Contractors, LLC, in the amount `of $693,270 including authorizing the City Manager to amend WithersRavenel's' ,engineering agreement to include construction administration and inspection services and to request a 10% increase in the State Revolving Fund Loan for a total loan amount of $963,325. Budget Amendments for Sewer Projects Finance Director Roberts presented needed Budget Amendments associated with the following projects already approved by Council. - CDBG-I Grant/Project - WWTP Improvement Project - Collections System Project.. All projects require specific accounting:of funds due to their association with grants. Motion by Council Member'_Gaulden end 'second by Council Member McLean to approve budget amendments associated with sewer projects as presented. Motion unanimously approved. Underground Pipeline Inspection Equipment Proposed Loan and Purchase Finance Director Roberts'presented request to move forward with the loan to purchase Underground Pipeline Inspection;''Equipment needed.'to complete inspections of Water, Sewer, Stormwater lines and manholes to facilitate repairs and reduce leaks,' infiltraticni;4nd improve repairs. This purchase was bid and approved using the North Carolina Sheriff's Association Heavy Equipment Procurement Program (Bid# 22-06-0426) and the equipment and s,6ftware for this 'Aries Mobile Pathfinder will be installed in a high roof, extended length utility vehicle (Bid# 21-07-0915). Motion by Mayor Pro Tem Bradham and second by Council Member Turnage to approve the budget amendment and resolution authorizing the `Mayo-, City Manager, and Finance Director to move forward with a loan with BB&T (Truist) for $178,629 for the purchase of the Underground Pipeline Inspection Equipment. Motion unanimously approved. A copy of the Resolution (R2021-32) and BudgetAmendment (BA-2022-11) are incorporated into these minutes as Attachment #9. Police TASERS Contract Proposal Finance Director Roberts presented request to enter into a contract with TASER/CEW AXON to provide the Police Department with new devices, batteries, holsters, docking stations and training. This also includes other items such as training cartridges, targets, simulated training suits, and licenses with all items covered under a 5-year extended warranty and will be negotiated for continuation after this contract is expired. This will provide a savings of approximately $40,000 over a direct purchase spread out for the next five years. The yearly payment will be within the Police Department budget equipment line and will stabilize the cost of this equipment and turning in the current TASERS will result in an additional savings of $7,800. Motion by Council Member Turnage and second by Council Member Gaulden to approve this contract proposal and Budget Amendment for a 5-year purchase option of TASERS for the Police Department in the amount of $135,000. Motion unanimously approved. A copy of Budget Amendment (BA2022-12) is incorporated into these minutes as Attachment #10. Conveyance of Body -worn Cameras to Central Carolina Community College BLET Chief White presented request to donate surplus body cameras to the Basic Law Enforcement Training Program at Central Carolina Community College. The department has 20 body -worn cameras tha"are in good working order that are surplus equipment and another six surplus that do not work but could be used for parts. The product brand is BODYCAM by Pro -Vision. These cameras will work well for students in'the BLET program since they are being used for training purposes only. Motion by Council Member Turnage and second by Mayor Pro Tem Bradham to adopt the Resolution Conveying Surplus Property to Central Carolina Community College. Motion unanimously approved. Appointments 195/140 Crossroads of America Economic Development Alliance Board Mayor Elmore requested for Council to appoint Dunn's four.representatives,to the 1-95/17,40 Crossroads of America Economic Development Alliance, Inc. Two appointments will be'for a 2-year term and two appointments for a 4-year term. After the initial appointments, the appointments will be made by the Alliance Board and will be 2-year terms. One of the appointments will be' -an active member of the City, Council. The Mayor and Town/City Manager of Dunn and Four Oaks shall be designated as`ex-officio, non -voting members of the Board. Motion by Council Member Turnage and second by Walter Massey for a 4-year term and to appoint Jeff Crossroads of America Economic Development Allis to appoint Mayor Pro Tern Bradham and ✓,Smith for a 2-year term to the I-95/I-40 ianimously approved. Sales tax June receipts were $231,703, about $5,900 less than last year. He added that July is up 9.4 percent over last year and will be deposited tomorrow. • Utilities Sales Taxes are reported quarterly, For this year, $671,719 has been received compared to $700,927 the prior year. • Building Permit Fees received is $34,473 or 26.5% of budget. Water and Sewer Revenues collected is $1,075,647 or 17.6% of budget compared to $999,386last year. • General Fund expenditures total to -date is $1,941,362. • The Water and Sewer fund expenditures is $654,892, or 4.1% of budget compared to$626,523 last year. • The benchmark for this period is 16.66% of budget. All surrounding parcels are zoned R-10, Single-family dwelling district. The current zoning is spot zoning. The structures appear to have been built around 1960. The commercial building appears to have been an appliance store, the owner of which lived in the house on the same parcel, according to oral reports of long-time residents in the community. Land Use Classification Compatibility See Attachment 5. e a � 2030 Land Use Map As shown on the 2030 Land Use Map (page 86) from 2005, above, the subject parcel at the corner of South Elm and Jackson was indicated as residential, with residential surrounding it. The large blue area to the northeast of the subject property is Tart Park. The purple area to the west is industrially zoned land fronting on South Clinton Avenue. REASONING: The current zoning is spot zoning as would be rezoning to R-7. To rezone to residential and avoid spot zoning the proper rezoning would be R-10, Single-family dwelling district which would maintain the 10,000 square foot minimum lot size. ❑ Yes ✓ No The impact to the adjacent property owners and the surrounding community is reasonable, and the benefits of rezoning outweigh any potential inconvenience or harm to the community. REASONING: The two structures on the lot were built around 1960 They are grandfathered in at their current location though they encroach into current setbacks. The one building was used for a business The owner of the business lived in the house which would be a convenient use of the parcel The business has been vacant for a while, the house is occupied by a renter. The best use of the lot as it currently stands is for someone to live in the house and work in the other building. It could also be rezoned to R-10 clear the lot and re -site one new residence on the lot within setbacks. The reason to downzone to R-7 is to subdivide the parcel into two lots to accommodate the two existing buildings for two single-family dwellings. It would be difficult to subdivide and meet the lot requirements of R-7 without a variance. ❑ Yes ✓No The amendment is warranted due to changed or changing conditions in the area. REASONING: Rezoning to R-7 would be spot zoning done in an effort to preserve the existing structures There is no inherent architectural reason to preserve the existing structures particularly the commercial structure As stated above, the preferred residential rezoning would be R-10. ❑ Yes ✓ No The amendment achieves the purpose and is consistent with the Land Use Plan. REASONING: The 2030 Land Use Map identified residential use for the subject parcel when it was written in 2005 The proposed down zoning from commercial to residential would be an improvement over the existing zoning However R-7 would be spot zoning. We are very excited about the opportunity to continue our work with the City to update the Land Use Plan to better correspond with the City's recently adopted Imagine Dunn Strategic Vision Plan. This process will refining the City's goals related to land use, growth, and redevelopment as well as provide an update to the City's Future Land Use Map. This process will provide City leaders with an updated long-range planning tool that will guide growth and budgeting decisions, be compliant with North Carolina General Statue Article 5, Section 160D-501 and better reflect the community's current vision and goals as it relates to land use. SCOPE OF SERVICES: Stewart approaches this update project with a community -driven, design oriented and data -rich planning process. The planning efforts will build on previous efforts and include refined policies and strategies to guide land use decisions. The following outline provides the tasks, meetings and deliverables our team will provide: PHASE 1 — PROJECT ANALYSIS: Existing Plan & Document Review/Data Gathering: Our team will work with City staff to identify and assemble relevant background documents for review. Spatial data and adopted plans will be collected from the City, County, State, and Federal agencies as well as private organizations, as appropriate. Major area of focus in this research phase include review of the following documents: 2030 Land Use Plan • Imagine Dunn Strategic Vision Plan • Comprehensive Bicycle Plan • Comprehensive Transportation Plan • Official Zoning Map • NC Floodmaps • Harnett County Bicycle, Pedestrian & Greenway Plan and other regional plans Reviewing past planning efforts and existing regulatory approaches are vital to understanding the challenges, opportunities, and successes of a place and crafting a feasible approach to implementation. Tour & Initiation Meetings: • Kick-off Meeting & Tour - After conducting a kick-off meeting with City Staff, our team will conduct a 1/2 day tour to document, inventory, and view key areas and features such as City -owned land and buildings, protected and unprotected natural resource areas, housing, recently approved developments (or areas proposed/being considered for development), redevelopment and infill opportunities and uti I ties/ i nfrastructu re. Joint Planning Board/City Council Work Session - The first joint meeting with the Planning Board and City Council will occur during this phase of the project, where we will discuss the project scope, schedule, focus group(s) feedback, and initial impressions and issues. Deliverables: • Website - Stewart will provide content to staff for the City's website and social media outlets. The City's website will serve as the main information hub for the project and will be populated with information throughout the process. • Analysis Maps - As guided by initial input from previous public input sessions, staff, and Planning Board/City Council, a series of maps will be developed to communicate existing conditions and trends. These maps will contribute to the initial foundation of information that will guide the plan development process. Meetings: • Project Kickoff Meeting with City Staff • Community Tour • Planning Board/City Council Joint Work Session #1 • Bi-weekly coordination calls with City Staff PHASE 2 - PLAN DEVELOPMENT: Following the completion of Phase 1, our team members will conduct a series of 3-4 focus group meetings to fine tune the vision and goals related to land use. Over the course of one day, meetings will focus on issues, opportunities, and visioning for the City's built and unbuilt environment. During the focus group meetings, recommendations may be produced by the consulting team that convey the intent of future land use, development/redevelopment, infrastructure, parks and recreation, and/or preservation related policy recommendations. In -person meetings will be conducted, if possible, and follow state guidelines for social distancing and participant limits. In -person meeting content will be presented in an online format as well. Coordination between the consultant team and City staff (planning, IT, etc.) will be necessary. Land Use & Growth Management The Stewart team will conduct an analysis of issues and opportunities in various portions of the City. Residential growth areas, redevelopment, commercial opportunities and conservation priorities will be studied. Page 2 of 6 STEWART STRONGER BY DESIGN Existing land use/land supply maps and data will be developed to understand capacity for growth and redevelopment in the City. A basic suitability analysis will determine areas most suitable for different types of development or conservation based on a variety of inputs. It is anticipated that suitability maps will be created for residential, commercial, industrial and conservation/open space. Exact land use types and inputs will be determined based on consultation with City staff. Typical inputs include proximity to existing and proposed roadways and utility infrastructure, proximity to schools, parks, and commercial areas, adjacent land uses, and understanding of existing land use patterns and environmental constraints. The suitability analysis will be utilized by the consulting team to inform future land use preferences including use -mix, scale, and design character. Deliverables for this task will be utilized to formulate the updated future land use map and associated character area recommendations. The project team will provide guidance on the future land use pattern of the City as well as the impact of future development patterns in surrounding areas and their potential impact on Dunn. Best practices will be consulted to improve compatibility of new development while staying within the bounds of North Carolina General Statutes. The Future Land Use Map (FLUM) will be updated and serve as a graphical representation of the City's vision as to where growth and redevelopment should occur as well as lands and historic resources that should be preserved and protected from development. The map will be supplemented with descriptions of land use character areas that will be brought to life using precedent imagery and conceptual diagrams that specify intended use mix, scale, density, and other physical design characteristics. Development of the updated Future Land Use Map and associated character areas will be guided and informed by local goals, technical analysis, staff and Planning Board/City Council perspective. Transportation The planning of a transportation system requires a coordinated effort between multiple local, regional, state, and federal entities. This basic component of the plan will be coordinated with the City's CTP. Our team will assess roadway networks, looking at existing infrastructure, connection opportunities, and short- and long- range local, regional, and state transportation priorities. Public Infrastructure & Utilities Our analysis and recommendations will address capacity and constraints as it relates to existing infrastructure and potential growth within Dunn. A framework for public and privately funded infrastructure improvements needs to be updated regularly to ensure that it is in line with the type of growth that is envisioned as part of the land use element of the plan. This element of the plan will include information on water and wastewater, stormwater systems, fiberoptic and wireless, and other key public services. Parks and Recreation A comprehensive system of public and private spaces for recreation — passive and active — is critical to the livability of a City. The Stewart team will review the most recent parks and recreation planning efforts to understand the existing and planned system of facilities. The analysis will also identify ways to link facilities to neighborhoods and other destinations through a connected system of sidewalks and greenways. Recommendations for potential facilities, programming, and maintenance may be provided. In addition, a Page 3 of 6 STRONGER BY DESIGN brief description and list of priority park projects, as identified by the City, will be ranked based on feedback received from the community. Concepts and Visualizations The Stewart team will work with the Planning Board/City Council and City staff to determine one site to study as a focus area. A conceptual small area rendering can be created for this focus area that may illustrate new development, general streetscape improvements, park/recreation space, infill development or redevelopment in a key opportunity area. This task will allow our team to assist the City with testing ideas for a specific area. Plan Development The project team will prepare and submit the updates to City staff and the Planning Board/City Council. Upon completion of the review, the draft updates to the Land Use Plan and FLUM will be posted on the City's website for public comment. City staff and the Stewart team will also conduct a community open house to reveal the updates to the plan and revised Future Land Use Map. All comments received from staff, the Planning Board/City Council, and the public will be cataloged, and responses made. This careful tracking of comments will allow the Stewart team to identify common themes in feedback/comments for discussion with staff and elected/appointed officials during the review and public hearing and adoption process. The draft document(s) will be revised and amended as appropriate. Potential amendments to existing development regulations and other design standards recommended during the Plan process may also be discussed. A revised Action Plan will be prepared noting time frame, prioritization ranking, and projected cost of each recommended action and will be used to assist the City with capital planning and other departmental budgeting activities. Key members of the Stewart team will be available to attend one joint meeting with the Planning Board and City Council to present the draft plan. Stewart team members can be available if needed for additional meetings as an additional service. Final Plan Document Following the public hearing process, a final set of plan documents will be provided to the City including plan document, appendices, maps and map data, public engagement summaries, etc. Deliverables: Implementation Steps • Final Adopted Plan (Print (3 bound documentation) • Meeting Summaries • Website Information and Updates copies) and Electronic Versions, including supporting data and Meetings: • Planning Board/City Council Joint Work Session #3 • Bi-weekly coordination calls with City Staff SCHEDULE: Stewart will provide our services in the most expeditious manner practical and will adhere to the project schedule as appropriate and realistic. CLIENT RESPONSIBILITIES: It shall be the responsibility of the Client to provide the following items: • Provide any available electronic information • Secure meeting spaces and coordinate meetings, including refreshments. • Provide notice of scheduled meetings (with reasonable advance notice). • Provide decisions on critical issues as necessary in a timely manner. • Assist with facilitation of meetings. • Payment of all invoices per Conditions of Agreement. Upon completion of the above referenced project(s), all documents, files, maps and other deliverables will become the property of the City of Dunn. As of August 31, 2021 we had $9,173,072.66, July 31, 2021, was $9,485,108, as of June, 2021 we had $8,466,289 for those same accounts. As you can see, this is an increase of $132,826. On September 30, 2020, we had $3,782,011. This is $5,570,271 less than we have currently. • Property Taxes, through August, we have received $260,953. In 2020, the August property tax revenues received were $249,621. Total Taxes received through the end of August were $344,585. In 2020, we had received $368,538. We have received approximately $23,950 less in taxes this year than last year. There is a one month lag in reporting taxes. Our Estimated taxes for 2022 is $4,472,000. These totals include Property, Motor Vehicles, and Downtown Service District taxes. • For Sales Taxes, our July receipts were $252,283, while the June receipts were $231,703, and May receipts were $237,255. The July receipts were about $23,950 more than last year. Our Budget for that income for the 2022 budget year is set at $2,160,000. Sales Tax Reports from the Department of Revenue are provided at least two months behind actual collections. Our next sales tax report will be October 15th. • Utilities Sales Taxes are reported quarterly. This report is for the quarter ending June 30, 2021 and the amount received is $152,050. For 2020, we had received $144,369, which is $7,680 less than this year. This amount includes Electricity, Natural Gas, Telecommunications, and Video Programming Sales Taxes. Our next report will be received on December 15th. Our budget for 2022 for these four areas is $739,000. • Building Permit Fees for the month of September were $20,441, while August was $15,360, and July was $19,113. To date, we have collected a total of $54,214 or 42% of budget. The budget for the 2022 budget year is $130,000. • Water and Sewer Revenues for the month of September were $551,075, while August was $539,546, and July receipts were $537,543. Our total collected year to -date is $1,625,170 or 26.6% of budget. Year to -date in 2020 was $1,520,032. Our budget for the year is $6,110,000. • General Fund expenditures in September were $844,645, and August expenses were $1,044,892. The total expensed to -date is $2,786,007 or 23.19% of Budget ($12,015,000). For 2020, we had expended $ 2,598,800. Our Revenue to date is $1,684,159. Y The Water and Sewer fund expenditures in September were $660,571, and August was $343,074, July was $307,859. The total expensed to -date is $1,315,465, or 17.31% of budget ($7,601,000). Of this more than $82,000 is over 10 years old. This amount involves 40 individuals. Nothing new has been billed to these accounts as we will use our new system from this point forward. For our Weedy Lots and new Demolitions, the city has billed $450,217, adjusted and received payments of $98,440. This amount is over the last 20 years. The amount owed the city as of September 30, 2021 is $ 351,777.19. The amount in excess of 10 years old is $13,166.16 and not recoverable. • For the month of September we received payments totaling $1,194 on outstanding debts. We had three liens satisfied totaling $6,453. We have sent billing invoices totaling $10,927 since our last report. This included 29 weedy lots and 1 demolition. If they do not pay, our next step is the Pre -lien letters. Lien amendments were filed on 9/24/2021 totaling $88,321. • Pope Law Group is continuing to work on foreclosures for several property owners. Patricia Grier owing approximately $18,128, should have a sell date for October of this year. The Frank Turner Heirs is in the process of amending the complaint. The Mary Farm property requires information from two counties and should be completed very soon. We have two more properties that will be next in line, Richard Thompson, $7,598 and Johnnie Hargrove, $9,290. Last month we added a third property, 1017 East Cumberland, Charles Smith/Ruth Thompson $5,183. Games will begin during the last week of September with the exception of instructional league soccer on October 2nd. Youth volleyball games began the week of September 13". Fall sports picture day has been scheduled for Saturday, October 16In Coed Adult Volleyball Registration began on Wednesday, August 6`n, and was extended to Monday, September 20tn. We have a total of four teams. Practices will begin October 4`n, and games will begin on October 14'n Miracle League We had some interest in Miracle League, but many parents are still apprehensive due to COVID. Because of this we made the decision to cancel the fall season in hopes of having a spring season in 2022. We contacted the parents of the registered participants and made them aware also. Tart Park Renovation - Update The total project is 99 percent complete. City staff has completed the trail extension, batting cages, fitness stations, and disc golf. Upcoming milestones include scoreboard, PA system, and security system installation. We have continued to host tournaments with USSSA softball organization. As the project near completion tournament directors with other travel ball organization has inquired about hosting future tournaments in Dunn. Recreation Advisory Board The last meeting was held on Tuesday, August 10, 2021, at 6:00 p. m. at Dunn Community Center. HE ADVISED THE BOARD THAT HE HAD SPOKEN WITH DWAYNE HOLMES WHO TOLD HIM POLES FOR THE CAMERAS HAD BEEN HARD TO GET BECAUSE OF THE PANDEMIC. HE ADVISED CHAIRMAN LEE THEY SHOULD BEGIN WORKING ON INSTALLATION AGAIN IN THE UPCOMING WEEK. THERE WERE NO COMMENTS. SECRETARY WOODELL PROVIDED AN EMAIL FROM THE HARNETT COUNTY HEALTH DEPARTMENT REQUESTING THE USE OF THE COMMUNITY BUILDING AT HARNETT TERRACE TO GIVE COVID SHOTS. SHE ALSO ADVISED THE BOARD THAT OFFICER GRANT, RESIDENT AT HARNETT TERRACE WOULD ALSO HOLD A "POPS WITH COPS" EVENT IN THE PLAYGROUND AREA. SHE ADVISED THE BOARD THAT THE HEALTH DEPARTMENT WOULD PROVIDE THE VACCINATIONS FROM 9:00 AM UNTIL 1:00 PM WHILE THE DUNN POLICE DEPARTMENT WOULD USE THE PLAYGROUND FROM 11:00 UNTIL 2:00 PM. BOTH ACTIVITIES ARE SCHEDULED FOR SATURDAY, AUGUST 28, 2021. AFTER IT WAS REVIEWED, COMMISSIONER DAIL POINTED OUT SOME NEEDED CORRECTIONS. SGT. PARRILLA ALSO MADE SOME COMMENTS CONCERNING THE POLICY'S ENFORCEMENT. HE SAID HE HAD SPOKEN TO CHIEF WHITE CONCERNING THE TOWING POLICY AND FOR IT TO BE ENFORCED, IT WOULD HAVE TO MEET CERTAIN REQUIREMENTS INCLUDING THE CORRECT TERMINOLOGY. HE SAID THE CITY AND THE HOUSING AUTHORITY WOULD HAVE TO SIGN DOCUMENTS AGREEING TO ALLOW LAW ENFORCEMENT TO TOW ANY UNAUTHORIZED VEHICLE ON DNA PROPERTY. WOODELL SECRETARY 3 Minutes Community Appearance Committee Monday, August 9, 2021 at 6:00 p.m., Dunn Municipal Building PRESENT: Chairman Meredith Bradham, Cindy Atkins, John Frazee, Linda James, Elyse Johnson, Wesley Johnson, Lynwood Massengill and Tasha McDowell. City Staff: City Clerk Tammy Williams. Absent: Ann Fairley and Marian McDonald. Chairman Bradham called the meeting to order at 6:02 p.m. Motion by Frazee and second by James to approve the minutes as presented. The motion carried Reports: Cemeteries Clean Up Atkins and Williams will schedule and promote "Grave Stone Preservation Cleaning Seminar" for a Thursday or Friday in September. The information will be sent to committee once set. Frazee added that the cemeteries looked good but did ask about the barricades on Susan Tart Rd due to drainage issue. Williams said that she would ask. Community Clean Up Williams shared information that the NC Fall Litter Sweep is September 11th — 25th. After discussion, committee felt it would be better to have just before the Cotton Festival and the date for the Dunn Litter Sweep was set for October 30. Supplies will be purchased for volunteers and for the CAC to have when needed. Committee also agreed on purchasing Litter Sweep Signs to place at clean up locations as a promotional tool. Anti -Litter Campaign Bradham stated she felt the Clean Your Curb Challenge for July went well. After discussion on reaching businesses, Williams stated that she will work on including press releases and sharing ads with the Chamber for future campaigns. After additional discussion, committee feltthe "Do Not Litter" posts should be shared again and thatpromoting leaves clean up would be good for the late fall. Committee also agreed to purchase signs to place at events encouraging attendees to put litter in its place. Also after discussion concerning pot holes, tall grass, trash and the need to enforce ordinances, committee agreed that the community needs to be educated on who to call for reporting these type of issues. Murals/Visual Arts E Johnson reported that the Library is good for the pop -art display but they had no suggestions on what to design. She said the artwork will be 4 x 6 but will have to be horizontal due to the bushes being so high. She stated that she was thinking about a book design with things coming out of it for the artwork. Committee agreed it should relate to the Library. Williams recommended E Johnson work with Mathew Boone on design and approval of artwork. Committee also felt a mural would be good there if the bushes were not so high. Discussion then followed on the landscaping at the library being outdated and too high and the sign being too small. Committee also agreed for a FB post on recruiting a business/building owner to partner with CAC to have a mural on their building. Plantings/Landscape Williams shared that landscaping could be done on the City property on Hwy 421 but shouldn't be too expensive as there are future plans for the property. Bradham will talk to Lucknow and Steven Neuschafer on some ideas/plans. W Johnson recommended a Plant a Tree event and Planter Boxes with welcome to Dunn signs. Massengill said the city needs to clean up what it has before we start new plantings. Further discussion was tabled until the next meeting. New Business After discussion, motion by Frazee and second by E Johnson to write a letter in support of banning the metal donation boxes placed around the city. Motion carried. E Johnson suggested we add the planter boxes to the Eagle Scout List.
