REQUEST FOR SPECIAL MEETING OF THE DUNN CITY COUNCIL
In accordance with N. C. G. S. 160A-71 and 143-318.12 et. seq., the undersigned hereby
requests a special meeting of the Dunn City Council to be held on Thursday, June 24, 2021
at 6:00 p, m, at the Dunn Municipal Building, 401 E. Broad Street, Dunn, NC.
The purpose of the meeting is:
- Approval of USDA Loan/Grants - Police and Water/Sewer Vehicles and Equipment
- Budget Amendments FY2020-2021
- Resolution and Budget Amendment Authorizing Prepayment of Loans
- Resolution Requesting Planning Authority from Harnett County
- Discussion on Proposed Donation of Real Property to the City
- I95/I40 Crossroads of America Economic Development Alliance
- Closed Session in accordance with [N.C.G.S. 143-318.11(a)(5)]

A RESOLUTION BY THE CITY OF DUNN
AGREEING TO PREPAY LOANS FROM THE USDA AND FIRST CITIZENS BANK
WHEREAS, the governing body of the City of Dunn desires to proceed with prepaying loans for
equipment and vehicles through the USDA and First Citizens Bank; and
WHEREAS, this action will save the city in excess of $7,500 in interest; and
WHEREAS, this action will open funds over the next two years to allow the city to proceed with
other funding priorities; and
WHEREAS, the governing body of the City of Dunn authorizes the Mayor and the City Manager to
sign all documents relating to the loans.
THEREFORE BE IT RESOLVED this Resolution will become part of the official minutes of the
City Council meeting held on June 24, 2021.
ADOPTED BY THE CITY COUNCIL OF DUNN THIS 24TH DAY OF JUNE, 2021.

RESOLUTION FROM THE CITY OF DUNN
REQUESTING EXTENSION OF DEVELOPMENT RIGHTS
WITH THE COUNTY OF HARNETT
WHEREAS, the North Carolina General Assembly has provided in Chapter 160D-203 of the
North Carolina General Statutes a process for local govenunents to mutually agree on applicable
development regulations if a parcel of land lies within the planning and development jurisdiction
of more than one local government; and
WHEREAS, the requested area is designated by the City of Dunn Land Use Plan as Single -Family
Dwelling and Agricultural District; and
WHEREAS, the City of Dunn's Land Use Plan includes comprehensive planning documents for
Land use, Transportation, Bike and Pedestrian Facilities, infrastructure and utilities that include
this ETJ area; and
WHEREAS, any future development within this area will likely be designed as other existing
developments within the City; and
WHEREAS, the City of Dunn has made progress in annexing and supplying municipal services
throughout its' existing ETJ; and
WHEREAS, the area designated for transfer of development rights is in large part within the
City's ETJ;
THEREFORE, BE IT RESOLVED by the City Council of the City of Dunn requests, per §
160D-203, that the County of Harnett designate to the City of Drum planning and development
jurisdiction for the area shown on the attached map and more specifically, the applicable parcels
as listed below:
