February 6, 2006
The Harnett County Board of Commissioners met in regular session on Monday,
February 6, 2006, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius
Harnett Boulevard, Lillington, North Carolina.

Chairman Byrd called the meeting to order and Commissioner Titchener led the pledge of
allegiance and prayer.
Commissioner Titchener moved to approve the agenda as published with the addition of
an item regarding Courthouse Security. Commissioner Andrews seconded the motion
and it passed unanimously.
Upon motion by Commissioner McNeill and seconded by Commissioner Hill, the Board
unanimously approved the following items on the consent agenda:

5. Authorized development of a lease agreement for hangar space and supporting
taxiway to the hangar at the Harnett County Airport for Godwin Manufacturing.
6. Contract with Cherry, Bekaert & Holland to audit the County’s accounts for the period
beginning June 1, 2005 and ending June 30, 2006. The fee for these services will not
exceed $75,500.
7. Contract with MRM Design Group, PA for services to provide a phased landscape
plan for the Agriculture Center, and services for bidding out the proposal. The cost for
the phasing specifications and bidding administration is $775.00.
8. Approved submission of a North Carolina Public School Facility Needs Survey which
notes the long range capital needs of the Harnett County School System. The survey is
required by the State of North Carolina.
9. Authorized additional surveying services by the Timmons Group regarding design of
the Harnett County Detention Center project. The additional services will determine a
preferred outlet to McKinney Parkway and will include tracing sanitary sewer from
existing pump station to the Detention Center.
10. Work Authorization for Talbert & Bright, Inc. to provide design and bidding services
for approach clearing for Runway 24 and to provide coordination for the relocation of the
power line along US 421. This work does not include new funds.
11. Work Authorization for Talbert & Bright, Inc. to assist Harnett County with
relocation services for tenants at the Airport regarding the land to be purchased.
Relocation assistance is required by FAA and is covered under grants received.
12. Work Authorization for Talbert & Bright, Inc. allowing engineering services for the
design and bidding phase for the airfield lighting rehabilitation. This project is included
under current allocations and does not include new funds.
13. Airport Transportation Improvement Program for 2007-2011. The document is in
line with the 2005 Airport Master Plan Update and was unanimously approved the
Harnett County Airport Committee. The Airport TIP will be forwarded to the North
Carolina Department of Transportation-Division of Aviation to be used for requesting
fund for 2007-2001.
14. Farm lease agreement with Ronnie Hall for Governmental Complex property.
Consideration for the lease is $35.00 per acre for the cleared land.
15. Amendment to current contract with Bateman Senior Meals for FY 2006 Elderly
Nutrition Program meals. The amendment more specifically defines the terms in the
contract and will save the County $12, 000.
16. Resolution delegating authority to the County Finance Officer to declare County
property, valued at $30,000 or less, surplus in order to dispose of the property.

17. Letter of Agreement with Robert S. Segal, CPA PA to serve as a consultant
regarding the State Criminal Alien Assistance Program (SCAAP) for the Sheriff’s
Department. Mr. Segal will be paid .20 of every dollar received from SCAAP by the
County for FY 2006.
18. In accordance with General Statute 105-369(a), received from the Tax Administrator,
a Report of Total Unpaid 2005 Real Estate Property Taxes. The amount is
$3,916,326.12.
In the informal comment section of the meeting, Carnell Robinson presented an overview
of a proposed model gang prevention and protection program; and asked the Board to
delay consideration of the Arrowhead Road property until the next Board of
Commissioners meeting.
Commissioner Hill moved for the appointments listed below. Commissioner Andrews
seconded the motion and it passed unanimously.

Jane Schumann, Chairman, Juvenile Crime Prevention Council (JCPC), noted that the
Council has expressed interest in applying for funds related to gang prevention and
intervention through the development of youth activities. Major Gary McNeill, Sheriff’s
Department, stated that the Sheriff’s Department fully supports the grant application. It
appears that the funds would be utilized to staff possible recreation programs in particular
areas. Commissioner McNeill moved to authorize submission of a grant application for
the proposed program regarding gang activity prevention and intervention.
Commissioner Hill seconded the motion and it passed unanimously.
Jennifer Walker, Director, Cooperative Extension, requested authorization to hire an
Assistant Agriculture Agent – Crops. Commissioner Andrews moved to authorize the
hiring of the new agent and for the County to fund 60% of the salary. Commissioner
McNeill seconded the motion and it passed unanimously.
Steve Ward, Assistant Director, Public Utilities, presented the discussion of bids for
construction of the McKoy Town Road Waterline Extension Project. Commissioner
McNeill asked to be recused from voting. Commissioner Titchener moved to approved
his request, Commissioner Andrews seconded the motion and it passed. Vice Chairman
Hill moved to award the bid to Temple Grading and Construction of Lillington, NC.
Commissioner Titchener seconded the motion and it passed unanimously.

Jennifer Slusser, Staff Attorney, reported that the County received two sealed bids for the
sale of the former Northern Harnett Rescue Tract. Commissioners will consider sale of
this County property at the next regular Board of Commissioners meeting, February 20.
Dwight W. Snow, County Attorney, presented a proposed resolution authorizing sale of
County owned real property located on Arrowhead Road to Faith Education Academy.
The resolution was considered at the Board’s regular meeting on January 17, 2006. A
motion was made to adopt the resolution and it passed by a 4 (yes) to 1 (no) vote. Rule
25 of the Rules of Procedure for the Board requires that if the proposed measure is
approved by a majority, but not by all the members of the Board, it shall be considered at
the next regular meeting of the Board. If it then receives a majority of the votes cast, the
measure is adopted. The Board took no action and the resolution will be considered
again at the February 20, 2006.
Neil Emory, County Manager, presented a proposal regarding Courthouse Security.
Commissioner Andrews moved that $310,000.00 be appropriated for security at the
Courthouse using a plan deemed most acceptable by the Sheriff and Resident Superior
Court Judge that would provide access to the building from both the front and back
entrances. Commissioner McNeill seconded the motion and it passed unanimously.
Departmental reports were filed with the Board from General Services and Veterans
Affairs.
Mr. Emory noted that parents and interested citizens have requested authorization to
provide lighting at Harnett Central School baseball field. Commissioner McNeill moved
to authorize lighting of the baseball field as requested. Commissioner Andrews seconded
the motion and it passed unanimously.
Commissioner Titchener moved to authorize a proposed user agreement to be drafted
regarding the future Campbell University Convocation Center. Commissioner Andrews
seconded the motion and it passed unanimously.
The Board authorized removal of a wall in the County’s facility that houses Johnston
County Industries to better accommodate current working arrangements.
At 10:00 a.m. Commissioner Titchener moved for the meeting to recess and reconvene at
10:30 in the conference room of Human Resources, County Administration Building, to
review of the proposed utility merger agreement with the Town of Erwin. Commissioner
Andrews seconded the motion and it passed unanimously.
The Board reconvened at 10:30 a.m. in the County Administration Building with the
following present:

There being no further business, Commissioner Titchener moved to adjourn.
Commissioner Andrews seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners regular meeting, February 6, 2006, adjourned at 11:20
a.m.
