PURPOSE:
Presentation of the Plan and consideration for council to approve the Imagine Dunn Strategic Vision Plan and
authorize its implementation.
BACKGROUND:
In 2019, the City of Dunn and the Dunn Area Chamber of Commerce partnered to form the Dunn Vision
Group (DVG). On December 10, 2019, the Dunn City Council authorized the City Manager to publish a
Request for Proposal to assist the DVG in conducting a city-wide visioning process to prepare a citizen driven
20-Year Vision Plan and an implementation Action Plan. Arnett Muldrow & Associates, in conjunction with Hill
Studio, was selected to conduct the process and write the final plan.
Despite the pandemic, outreach was conducted and extensive public input received, including 866 surveys,
numerous focus group meetings, two workshops, and many meetings (remote and in person) were held
between the DVG and Arnett Muldrow / Hill Studios. The final Imagine Dunn Vision Plan was completed June
1, 2021.
The final draft of the Imagine Dunn Vision Plan has been submitted for City Council's review.
BUDGET IMPACT:
The implementation of the plan will be done over several budget years and will be budgeted as projects and
objectives are implemented and approved by Council.
RECOMMENDATIONIACTION REQUESTED:
Motion to approve the resolution approving the Imagine Dunn Strategic Vision Plan and authorizing the plan's
implementation.

RESOLUTION APPROVING THE IMAGINE DUNN STRATEGIC VISION PLAN AND
AUTHORIZING IMPLEMENTATION
WHEREAS, the City of Dunn and the Dunn Area Chamber of Commerce recognized the need
for a Vision and Strategic Plan for the City of Dunn; and
WHEREAS, these institutions assembled the Dunn Vision Group to lead the process and
engaged the Dunn Area Tourism Authority and proceeded with a recommendation to the
Dunn City Council to hire the firm Arnett Muldrow & Associates for the development of the
plan; and
WHEREAS, a major focus was placed on the engagement of the public in the process and even
with the Covid-19 Pandemic, 866 residents completed the Community Input Survey and with
various workshops and community meetings, the total number of persons engaged exceeded
5,200; and
WHEREAS, through the impressive input from our community, including residents and
neighbors, along with a Strategic Assessment, Market Research, and a Community Branding
process which led to the development of the Strategic Themes and Goals as follows:
1. Quality of Life: To create a quality of life that is identified by exceptional public safety,
variety of housing choices, robust recreation network, highly rated healthcare and an
improved school system.
2. Planning for Growth: To accommodate and support the needs of a diverse and growing
population, welcoming growth that increases its overall tax base while contributing to
the city's unique character. It will employ public policies and strategic investment
including modernized infrastructure, regulations that encourage development and
redevelopment, and will create a vibrant and sustainable environment for growth.
3. Business Development: To foster a proactive environment that is conducive to
investment, supportive of local businesses, and a sustainable and diversified economy.
It will build an entrepreneurial ecosystem that creates prosperity and opportunities
for all to succeed regardless of background.
4. Community Character: To be a community of character defined by its small-town charm
and it's vibrant and active downtown. It will become a Cultural and Entertainment hub
serving the tri-county area, while continuing to be a visitor destination for those who
love history, or simply need a break. Dunn will have pleasing architecture, attractive
corridors and inviting centers of commerce.

S. Market Positioning: To craft its own unique story cultivating an intense pride of
place for its residents, while promoting the community as a place to visit, invest, or
live. Dunn's story will be founded on its family -friendly environment, emphasizing
community, faith, and tradition.
6. Partnerships: The City, Chamber, Tourism and their partners will work together for
the good of all Dunn's citizens, building an inclusive, progressive, and engaged
community.
WHEREAS, the Vision, Community Branding, Goals and Strategies have been set forth in
this plan; and
WHEREAS, the Strategic Plan will guide financial, operational, planning and policy
decisions of City staff with the oversight of the Dunn City Council; and
WHEREAS, the Plan will also include the development of an assessment tool to gauge the
progress as the Council, Dunn Vision Group, city staff and community partners proceed
with implementation, setting priorities and making adjustments to the plan, as needed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Dunn, North
Carolina that the Imagine Dunn Strategic Vision Plan is hereby approved on this the 15T day
of July, 2021.
