Minutes of Emergency Meeting
May 22, 2007
The Harnett County Board of Commissioners met in an emergency called meeting on
Tuesday, May 22, 2007, at 5:00 p.m. in the County Manager’s Office, County
Administration Building, 102 East Front Street, Lillington, North Carolina.
After proper notice, the meeting was called to order by County Manager Neil Emory.
The following Board members conversed with Mr. Emory by phone to consider two
documents related to Enterprise Systems Revenue Bonds: Chairman Teddy J. Byrd, Vice
Chairman Beatrice B. Hill, Commissioner Tim McNeill and Commissioner Gary House.
Commissioner Andrews was not available. Present with Mr. Emory was Vanessa W.
Young, Finance Officer.
Vice Chairman Hill moved to adopt “A Resolution of the Board of Commissioners of the
County of Harnett, North Carolina, Authorizing the Approval, Execution and Delivery of
Various Documents in Connection with the Issuance of County of Harnett, North
Carolina Enterprise Systems Revenue Bonds, Series 2007A and Taxable Enterprise
Systems Revenue Bonds, Series 2007B; Providing for the Placement of the Bonds;
Setting Forth the Terms and Conditions Upon Which the Bonds are to be Issued; and
Providing for Certain Other Matters in Connection With the Issuance, Sale and Delivery
of the Bonds”. Commissioner McNeill seconded the motion and it passed unanimously.

Vice Chairman Hill moved to adopt the “Bond Order Authorizing the Issuance of
Enterprise Systems Revenue Bonds of the County of Harnett, North Carolina.”
Commissioner McNeill seconded the motion and it passed unanimously.

There being no further business the Emergency Meeting of the Harnett County Board of
Commissioners May 22, 2007, adjourned at 5:05 p.m.
