Minutes of Special Meeting (budget work session)
May 18, 2007
The Harnett County Board of Commissioners met in special session on Friday, May 18,
2007, in the Commissioners Conference Room, County Administration Building, 102
East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Dan Andrews
Tim McNeill
Gary House
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Vanessa W. Young, Finance Officer
Kay S. Blanchard, Clerk to the Board
Guest: Mary B. Johnson
Chairman Byrd called the meeting to order at 11:30 a.m.
Mr. Emory led a review and discussion of the proposed FY 2007-2008 Harnett County
Budget in a work session format.
Additional departmental budget information was presented by Jerry Blanchard, General
Services Director, (regarding solid waste budget), and by Sheriff Larry Rollins.
Claudia Cole and Bert Wallace discussed goals of the Harnett County Arts Council,
including establishing an office and center in Lillington to be used for various activities
of the Arts Council. They requested a significant increase from last year’s allocation
from the County.
There being no further business, the Harnett County Board of Commissioners special
meeting, May18, 2007, adjourned at 2:15 p.m.

After the budget work session, the Commissioners and staff attended the 90 Birthday
celebration of May Marshbanks, Director, Department on Aging.
