071415ssmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting July 14, 2015 The Harnett County Board of Commissioners met in special session on Tuesday, July 14, 2015, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Jim Burgin, Chairman Gordon Springle, Vice Chairman Joe Miller, Commissioner Members absent: Barbara McKoy, Commissioner Abe Elmore, Commissioner Staff present: Joseph Jeffries, County Manager Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Allen Coats, Deputy Finance Officer Margaret Regina Wheeler, Clerk Chairman Burgin called the meeting to order at 9:00 am. Vice Chairman Springle led the pledge of allegiance and invocation. Commissioners Burgin and Springle provided reports from their recent attendance at the National Association of Counties (NACo) conference. Mr. Jeffries reviewed the July 20, 2015 regular meeting agenda. Commissioner Miller said he had been asked what is being done about Alfm Brothers cleaning up their mess. He said Mr. Warren is asking why they are not being fined while delaying. Mr. Jeffries responded that the last he heard is that they had settled the insurance and were in the process of bidding out for demolition. Chairman Burgin noted that Irvin Warren wants some kind of sign for the Harnett County Airport. Mr. Jeffries responded that staff has a price for the sign however it was taken out of the budget. Discussions continued. July 14, 2015 Special Meeting Minutes Harnett County Board of Commissioners Page 1 of 2 Commissioner Miller moved that the Board go into closed session for the following purposes: 1) To consult with the County's legal staff in order to preserve the attorney-client privilege concerning the handling or certain claim and certain other matters. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3). Vice Chairman Springle seconded the motion which passed 3 - 0. Vice Chairman Springle moved that the Board come out of closed session. Commissioner Miller seconded the motion that passed 3 -0. Mrs. Honeycutt sought direction regarding the Board of Education's roofing projects. It was the consensus of the Board that the Board of Education continue with the roofing projects until the monies are spent. Mrs. Honeycutt also reported that the County is up $638,000 in taxes. Chairman Burgin had previously asked staff to research how to set up a Nonprofit Committee and noted the Board will discuss this during their upcoming regular meeting. He also talked about the need to develop a funding formula for Harnett County Schools based on student population. Last he mentioned the Sales Tax Distribution Bill that is currently pending. Vice Chairman Springle moved that the meeting adjourn at 10:56 am. Commissioner Miller seconded the motion which passed 3 - 0.
