010421mHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting January 4, 2021 The Harnett County Board of Commissioners met in regular session on Monday, January 4, 2021, in the Commissioners Meeting Room, County Administration Building, 420 McKinney Parkway, Lillington, North Carolina. Due to COVID-19 this meeting was not open to members of the public to attend in person however, citizens and staff were provided options to listen to the meeting live. Only County staff necessary to conduct the meeting or to speak on scheduled agenda items were in attendance, stationed in the meeting chambers to maintain the recommended social distancing of six feet, as the Board demonstrated compliance with State law and prudent public health practices. Members present: Staff present: W. Brooks Matthews, Chairman Lewis W. Weatherspoon Vice Chairman Mark B. Johnson, Commissioner Barbara McKoy, Commissioner Matt Nicol, Commissioner Paula Stewart, County Manager Christopher Appel, Senior Staff Attorney Kimberly Honeycutt, Finance Officer Lindsey B. Lucas, Deputy Clerk Chairman Matthews called the meeting to order at 9:00 am. Commissioner Johnson led the Pledge of Allegiance and invocation. Sheriff Coats announced that the Harnett County Sheriff's Office has earned the National Law Enforcement Accreditation by the Commission on Accreditation for Law Enforcement Agencies (CALEA). Chairman Matthews called for any additions or deletions to the published agenda. Mrs. Stewart request the addition of: 1) Harnett County General Services request for approval of the Terminal Area Utility Improvements Project Ordinance totaling $99,638, and Harnett County General Services request for approval of the Harnett Regional Jetport Work Authorization No. 19-03 for Professional Services — TBI Project No. 2701-1903, Grant No. 36237.TBD 2) Budget Amendment #300 in the amount of $136,005 3) Budget Amendment #393 in the amount of $36,000 Vice Chairman Weatherspoon moved to approve the revised agenda. Commissioner Nicol seconded the motion that passed unanimously. Harnett County Cemetery Board of Trustees Melanie Collins and Victoria Rodriquez were reappointed to serve on this board for terms of three years expiring December 31, 2023. John Hairr, Local History/Reference Librarian with the Harnett County Library, was appointed to serve on this committee for a term of three years expiring December 31, 2023. Harnett County Public Facilities Corp. Board of Directors Paula K. Stewart, Steve Ward and Brian Haney were reappointed to serve on this Board for a term of one year expiring December 31, 2021. Juvenile Crime Prevention Council Rosanne Teniente and Kelly I. Burns were appointed to serve on this Council for a term of two years expiring January 31, 2023. MID -CAROLINA AGING ADVISORY COMMITTEE Vicky G. Walden was appointed to serve 011 this Committee for a term of three years expiring December 31, 2023. TOWN OF ANGIER Planning Board and Board of Adjustment — ETJ member Lee Marshall of 8051 NC 210 N./PO Box 951, Angier, NC was reappointed to serve an additional two-year term on both the Angier Planning Board and the Board of Adjustment expiring December 31, 2022. TRANSPORTATION ADVISORY BOARD Barry Blevins, Carl Davis, Valerie Gilchrist, Lisa Guy, Mark Locklear, Angela McCauley, Jotonia McLean, W. Brooks Matthews, Larry Smith, John Rouse, Kittrane Sanders, Mary Jane Sauls and Eric Truesdale were reappointed to serve on this Board for a term of one year expiring December 31, 2021. Lawrence "Larry" Smith was reappointed to serve as an ex -officio member on this Board for a term of one year expiring December 31, 2021. Pamela Munger with Sandhills Center for MH/DD/SAS was appointed to serve on this Board for a term of one year expiring December 31, 2021. Charlotte Leach with Harnett County Workforce Development was appointed to serve on this Board for a term of one year expiring December 31, 2021. Crystal Pope with HARTS was appointed to serve as an ex -officio member on this Board for a term of one year expiring December 31, 2021. Mrs. Stewart informed the Board that Harnett County Schools was awarded the $10,000,000 in grant funding through the 2020-21 Needs -Based School Capital Fund for the New Northwest Harnett Elementary School. Mrs. Stewart explained that this needed to be brought back before the Board because there needs to be a vote on whether the grant is accepted or not. January 4, 2021 Regular Meeting Minutes Harnett County Board of Commissioners Page 4 of 6 Vice Chairman Weatherspoon made a motion to approve Harnett County Schools accepting the 2020-21 Needs -Based School Capital Fund Grant in the amount of 10,000,000. Commissioner Nicol seconded the motion, which passed 4-1 with Commissioner McKoy opposing. Mr. Haney stood before the Board on behalf of the Harnett County District 11A Veterans Treatment Court to discuss the acceptance of the BJA FY 2020 Adult Drug Court and Veterans Treatment Court Discretionary Grant. This grant will provide $500,000 over a three-year period from October 1, 2020 to September 30, 2023. Mr. Haney stated the Veteran Treatment Court's Program Coordinator, Mark Teachey, submitted a revised budget to the BJA. Mr. Haney explained that if the revised budget is approved, the BJA FY2020 Grant would go a long way in sustaining Veteran Treatment Courts current scope and operations for the next few years in combination with the current FY 2019 BJA Grant. Mr. Haney also explained that County staff sought clarification from BJA and were informed that the award must be accepted prior to BJA considering the revised budget. Mr. Haney responded to questions by the Board. Commissioner Johnson made a motion to approve the acceptance of the BJA FY 2020 Adult Drug Court and Veteran's Treatment Court Discretionary Grant. Commissioner McKoy seconded the motion that passed 3-2 with Commissioners Weatherspoon and Nicol opposing. Christopher Appel, Senior Staff Attorney came before the Board to discuss proposed amendments to the Harnett County Board of Commissioners Rules of Procedures regarding Public hearings. Commissioner Johnson made a motion to approve the amendments to the Rules of Procedure. Vice Chairman Weatherspoon seconded the motion that passed unanimously. Commissioner McKoy made a motion designating Chairman W. Brooks Matthews as the voting delegate for Harnett County at the upcoming NCACC Legislative Goals Conference. Commissioner Nicol seconded the motion that passed unanimously. Mrs. Stewart presented the following reports: Harnett County Monthly Financial Reports — November 2020 - Public Health Activities Summary - November 2020 Veteran Services Activities Report - October 2020 and November 2020 NC Department of State Treasurer, Retirement Systems Division — Contribution -Based Benefit Cap Report — November and December 2020 Johnston -Lee -Harnett Community Action, Inc. Program Year and Community Service Block Grant Anti -Poverty Plan Mrs. Stewart spoke about the COVID-19 vaccination and let the Board know that Harnett County would have sites set up throughout the County to deliver the vaccine and will give more information once it is available. Chairman Matthews called for any new business. Commissioner Nicol brought up two items. The first being the old Cagle Furniture building in Cameron. Commissioner Nicol stated that Mr. Cagle would like to open his store back up but needs to repave his driveway and parking lot. The second item was the amount of trash and litter throughout the county, especially in the western portion. Commissioner Nicol would like to coordinate with the Sheriff's office to see about getting inmates to clean up the litter throughout the county. Vice Chairman Weatherspoon moved that the Board go into closed session to consult with County's legal staff in order to preserve the attorney-client privilege between the attorney and the public body, which privilege is hereby acknowledged concerning the following matters; Kathy Livingston, as Administrator of the Estate of John David Livingston, II et. al. v. Section 1. This project will consist of the county's engineer of record providing professional services for the coordination, design, permitting and grant administration services of the Terminal Area Utility Improvements for the future terminal at Harnett Regional Jetport. The overall deliverable will include a final drawing set for a new sanitary sewer and pump station including site plan for location of the pump station and horizontal alignment of the proposed sanitary sewer forcemain and gravity sewer lines. Section 2. This portion of the project will be funded with FAA Non -Primary Entitlement grant funds through the North Carolina Department of Transportation, Division of Aviation. Section 3. The following amounts are hereby appropriated for this project: Engineer Design $ 99.638 Total $ 99,638 Section 4. The following revenues are anticipated to be available to complete this design phase: lnterfund Transfer $ 9,964 FAA Non -Primary Entitlement Funds 5 89.674 Total $ 99,638 Section 5. The Finance Officer is hereby directed to maintain within the Terminal Area Utility Improvement Project Fund, sufficient specific detailed accounting records. Section 6. Funds may not be advanced from the General Fund for the purpose of making payments as due. Section 7. The Finance Officer is directed to report, on a quarterly basis, on the financial status of each project element in Section 3. Section 8. The Budget Officer is directed to include a detailed analysis of past and future costs and revenues on this capital project in every budget submission made to this Board. Section 9. Copies of this capital project ordinance shall be furnished to the Clerk to the Governing Board, and to the Budget Officer and the Finance Officer for direction in carrying out this project.
