The Harnett County Board of Commissioners met in work session on Tuesday, October 11,
2016, in the County Manager's Conference Room, County Administration Building, 102 East
Front Street, Lillington, North Carolina.

The following agenda was before the Board:
➢ Compensation Study for County Employees, John Anzivino, Springfield, Inc.
➢ Benhaven Emergency Services requests permission to purchase used Self -
Contained Breathing (SCBAs) in the amount of $40,000.
➢ Request for funding by the family and friends of Herb Thomas
➢ Harnett County Veterans Park Grant, Veteran Services Director Eric Truesdale
➢ Discussion of Pay Plan Committee Recommendations
➢ Discuss Harnett County Fiscal Policy Guidelines
➢ Board of Education's request for funding of four (4) additional teaching positions

Mr. Jeffries provided an update following Hurricane Matthews.
John Anzivino with Springfield, Inc. presented the Compensation Study for County
Employees. Discussions continued.
Harnett County Emergency Services, on behalf of Benhaven Emergency Services, requested
permission to purchase used Self -Contained Breathing Apparatus (SCBAs) in the amount of
$40,000. It was the consensus of the commissioners to consider approval of this purchase during
their upcoming regular meeting.

In response to a letter from Mike Thomas, commissioners will consider approval of a REVISED
Resolution In Support of Designating a Portion of N.C. 87 in Harnett County in Honor of
NASCAR Legend Herb Thomas during their upcoming regular meeting. The revised resolution
specifies the area to be named as requested. Staff was directed to communicate that this
endeavor will need to be privately funded.
Harnett County Veteran Services requested approval to accept a grant in the amount of $50,000
from the N.C. Office of Budget and Management for construction of a brick 11 x 20 storage
building with concrete floor, improve landscaping and replace lighting at the Harnett County
Veterans Park. No county matching funds are required. Discussions regarding Veteran's Park
continued. It was consensus of the commissioners to consider approval to accept this grant
during their upcoming regular meeting.
Community and Governmental Relations Director Brian Haney, on behalf of the Pay Plan
Committee, presented proposed amendment to the Harnett County Personnel Ordinance by
adding the Performance Pay Plan under Article III, Section 6 as "6.2. The Performance Pay
Plan." The Performance Pay Plan will become effective July 1, 2017. The Board will consider
approval of the revised Harnett County Personnel Ordinance during their upcoming regular
meeting.
Mrs. Honeycutt proposed revisions the Harnett County Fiscal Policy Guidelines. The group
discussed low -wealth funding and teacher supplements. Staff was directed to bring
recommendations regarding fiscal and educational funding back to the Board during their next
work session.
The Board postponed discussions regarding the Board of Education's request for funding of four
(4) additional teaching positions until a future work session.
Mr. Jeffries reviewed the proposed October 17, 2016 Regular Meeting agenda. He provided a
detailed review of the proposed text amendment and rezoning scheduled for public hearings on
October 17, 2016. Mr. Jeffries also presented renovation cost projections for the old Boone Trail
& Shawtown School facilities. Discussions continued.
