This plan also plays a role in the city being awarded funding through PARTF grant for the renovation of Tart Park. In conjunction with the grant application this comprehensive plan will count as points in the overall grant application assessment. BACKGROUND: City staff and Crawford Design Company worked together to gain information on where the park stands and where the park can improve to better suit the community. Through this study information on departmental and community needs were acquired through public forums, surveys, staff meetings and trend studies. The park will draw the citizens in the surrounding area and be a gathering place for the community. Project design should minimize adverse impacts on the environmentally sensitive features of the site. Each item must be accurately and adequately addressed to allow the Department Natural and cultural Resources to determine if the proposed project will comply with the requirements of the State Environmental Policy Act (SEPA). Site Description: Describe in detail the existing or proposed park property including the park acreage (for land and water), topography, streams, lakes and any significant natural resources that are on or adjacent to the site. Attach a separate page if needed. The park entrance is located on South Elm Street and can be accessed from the Recreation Center on Jackson Street as well. The site contains three parcels owned by the City which total approximately 34.7 acres. The United States Department of Agriculture Soil Conservation Service - Soil Surveys of indicates the site contains Coxville Loam, Norfolk Loamy Sand Norfolk Urban Land Complex, and Rains Sandy Loam. The land is rolling with slopes of 0-2 percent. The property is relatively bare of ground cover but does contain some trees throughout the site. There are no known endangered species on the site. The site does not contain any natural water bodies. Past/Current Property Use: What are the past/current uses of the property? This was the first of two meetings. A date and time of the next meeting will be announced later. The forum was held to gain feedback from the community regarding improvements for area parks. Represenatives of Crawford Design Company, the company chosen to work on the facelift for area parks, was in attendance. The meeting was designed to hear what residents would like to see with the new improvements. During this meeting many ideas were shared included adding tennis courts along with a new restroom facility, safety netting for the baseball field and more shading on the playground area. Rodney Warren, who serves on the Recreation Advisory Board, said, "In order to host a major tennis tournament that a minimum of six tennis courts are needed." Dunn has three. Other items that residents would like to have are a fitness station at the walking trail, lighting on the score board for the football field and separate seating for the visiting fans. With the current seating arrangements spectators sit on the same side together, which many say could spell trouble. Parks and recreation officials are hopeful with these improvements Dunn will become a contender when it comes to hosting tournaments. With being very close to Interstate 95, and within arm's reach of both Raleigh and Fayetteville, residents remain hopeful that the City of Dunn will serve as a major player when it comes to hosting sporting events. The survey was also available to the general public at the City Hall and on the City's website. Dates available were from November 3, 2016 to February 28, 2017. Approximately 4,650 surveys were distributed. The respondents were a good cross-section of the citizens including location, age groups, and varied experience of recreation use. See attached Programming Needs Survey and Survey Results. 4/19/2017 Parks And Recreation Surveys Mailed —The Daily Record Dec 22 at 12:00 AM By MELODY BROWN-PEYTON Of The Record Staff Along with their water bills this month, Dunn residents received a survey from the parks and recreation department. The survey is designed to obtain feedback on which amenities residents would like to have at area parks. Dunn Parks and Recreation is in the process of making improvements at area parks. Feedback from the community is vital in shaping what amenities area parks will offer for years to come. Brian McNeill, who serves as recreation director, said, "The survey will reach more people and is a good way for us to get feedback from residents. A month ago a community forum was held to get input from residents, however, attendance was low." During the community forum residents gave input on things they would like to have with the parks improvement project. With upgrades to soccer and softball fields, many are hoping the area will be able to host major soccer and softball events. Many see being close to Interstate 95 as an added benefit that will help the town attract large tournaments. The second added benefit is being in between Fayetteville and Raleigh. Another wish -list item residents would like to see is a fitness station along the walking trail and an aquatic center like the one located in Smithfield. Once these improvements are completed, Mr. McNeill said, "I hope that this will add a uniqueness to the City of Dunn." The parks department is seeking grants to help cover the cost of these improvements. The above referenced park is in dire need of improvements and updating and we support the proposed improvements and the City of Dunn's submission of this project for PARTF grant funding. The Clarence Lee Tart Park is a focal point of our community and this grant, if approved, will provide an opportunity for many additional recreational activities for our City residents. Additionally, it will help improve the quality of life and outdoor recreational and general wellbeing of our citizens. Others present: Recreation Director Brian McNeill, Nyda Byrd, and Billy Barfield Eddy Langston called the meeting to order at 6:02 p.m. Invocation was given by Rodney Warren. First order of business was the acceptance of minutes from our February 2, 2017 meeting. Motion to accept minutes made by Keith Williams and 2nd by Rodney Warren, motion carried. Recreation Director's Report: Brian began going over our basketball stats with 10U Boys team winning the tournament, 13U Boys team winning the season and tournament. We had one 10U Girls team that was undefeated the entire season. An article was placed in the Daily Record with their team picture. Once our basketball season ended indoor soccer began. Indoor soccer participation numbers were even higher this year. The season went well and ended quickly. Spring sport registrations have taken place and this year number of participants increased as well. Some leagues have increase with an extra team being added compared to last year with baseball and softball. Opening ceremonies will take place on Saturday, April 29`h at 9:00 a.m. at the Nathan Harris Athletic Complex at Tyler Park for baseball. Opening ceremonies at Clarence Lee Tart Memorial Park will start at 11:00 a.m. for softball. Rodney Rowland will be throwing out the first pitch at both parks. All games will begin that week and hopefully with weather pending the season will wrap up the first week of June. Harnett and Sampson counties have different spring breaks which factors into the delay for opening ceremonies this year. Items for Discussion: The topic of our budget amendment started with Brian speaking about the bids and the location for the bathrooms at Tart Park. He explained that the old volleyball court and near the walking trail is the relocation for them. Also the 8U field is the only field equipped with lights, and the other fields and sprinklers are without power. Brian stated that the Parks & Recreation office relocation to the P. K. Vyas Center will continue once the bidding process of Tart Park bathroom is complete . Security cameras will be installed by Star Communications next week. Brian went into detail of the equipment and location of cameras throughout the area parks and buildings. He confirmed that signage would be posted to make the public aware of cameras. Next the topic of the Comprehensive Master Plan began with Brian stating that he had received the estimated cost of items. The possibility of breaking the grant down into 2 phases is still something that was being discussed and that past grantees have done as well. The members thought the site plan looked good and the ideas were great with the layout of Tart Park. Billy Barfield brought up his concern of the ballfield located by the parking area. The topic was discussed and reviewed with Brian and Crawford Design Company to see the potential options to remedy his concern. Old Business: The discussion of the district and the AAA State tournament were mentioned. Brian said the department planning and working were going accordingly with the timeline for these events. The Miracle League registration has been extended. Hopefully they will start games in May. The department is waiting on an approval from a sponsorship from Marathon Petroleum. New Business: We have a new member, Brian Allen. He will be replacing Shirley White -McNeill.
