PURPOSE:
The Council will pause with a short Program to Honor the Lifetime of Service of the late William P. 'Billy"
Barfield. The Mayor and City Manager Neuschafer will make various presentations to his family.
BACKGROUND:
Council Member Billy Barfield was serving his third term on the Dunn City Council, until his death on October
13, 2018. He served on the Council, December 5, 1995 to December 2, 1999 and December 13, 2011 until
his death. He was appointed by the Councils he served with, to represent them as Mayor Pro Tem,
September 4, 1997 to December 2, 1999 and for the year 2017.

WHEREAS, the City of Dunn, this Council and its residents lost a dedicated public servant with the
death of William P. "Billy" Barfield on October 13, 2o18; and
WHEREAS, Billy Barfield served the City of Dunn as Councilman for almost ii years, with his first term
from December 5,1995 to December 2, 1999. On September 4, 1997, he was appointed by the Council to
represent them as Mayor Pro Tem for the duration of that term. He was elected to serve two additional
terms beginning December 13, 2011 and was appointed by the current Council to serve as Mayor Pro Tem
for the year 2017; and
WHEREAS, Billy was a great advocate for the City and its residents, carrying out his responsibilities as a
public servant, devoted to representing the people he served in Ward 6, dedicating much of his time to
service for the City and several other organizations in the area; and
WHEREAS, Billy owned and operated the Automotive Supply Co. for over 3o years, opening the first
NAPA store in Dunn, and after selling the business, he went to work for the N. C. Department of
Corrections as a corrections and training officer until retirement; and
WHEREAS, Billy's sense of civic duty and community spirit led him to contribute more than his fair
share of hours into making our community a safer and better place to live, which was personified by his
36 years of service on the Dunn Volunteer Fire Department, where he retired as Assistant Chief; and
WHEREAS, Billy was also devoted to the Masons and Shriners, serving as past Master of Palmyra
Masonic Lodge and past Dunn Shrine Club President; and
WHEREAS, Billy was an active member and avid supporter of the Dunn Area Chamber of Commerce,
serving on many committees throughout the years including the Ambassador Elite Team, where he was
welcomed after receiving the Ambassador of the Year award in 2013. He was also awarded the
prestigious Man of the Year award at the Chamber's Annual Banquet held on January 3o, 2o18; and
WHEREAS, Billy was an active member at the First Baptist Church of Dunn where he has served as an
usher and a deacon. He was also a strong supporter of the Special Olympics and assisted with many
Community Blood Drives for the American Red Cross; and
WHEREAS, Billy was also involved in the Boy Scouts, Greater Dunn Jaycees and the Dunn Ewanis
Club. He served with the All -America City delegation in 2013, which brought home the AB -America City
Award for the second time and he was also a member of the Wisdom Table at Sherry's Bakery; and
WHEREAS, some of Billy's happiest times were spent in a red and white suit and long white beard at
Christmas time, as 'Dun's Santa Claus." He greeted many boys and girls (some by name) for several
years in the Santa house in Downtown Dunn, at the annual Christmas Tree Lighting and closing out the
Dun Christmas Parade.
NOW THEREFORE BE IT RESOLVED by the Mayor and Dun City Council, that we express our
deepest and most heart -felt condolences, as well as our most sincere gratitude, to his wife, Annette and
all his family members for having shared so much of his life with, and for the benefit of the people of the
City of Dunn and the Greater Dunn Area.

PURPOSE:
Three applications were received by the City Clerk by the advertised deadline, Friday, November 30, 2018,
5:00 p.m. Applications were received by James W. Clark, David L. Bradham and Joseph Arvle Tart. James
W. Clark does not reside in the Ward so he does not meet the criteria.
Presentations will be made at tonight's meeting by Dr. Bradham and Mr. Tart. Each applicant will be given up
to five (5) minutes to make a presentation on their qualifications for the office and their vision for Dunn.
A Special Called meeting will be held on Tuesday, December 18, 2018 at 9:00 a.m. in Council Chambers for
the appointment.
BACKGROUND:
Due to the untimely death of Council Member Billy Barfield, the Council must fill the vacancy for Ward 6. The
process for filling this vacancy was approved at the November 13, 2018 Council Meeting. It has been duly
advertised on November 15th and 20th. It was also publicized on the Government Channel and on the City of
Dunn website.

RECOMMENDATION/ACTION REQUESTED:
PROCEDURE FOR FILLING VACANT COUNCIL SEAT
1. To fill the vacancy for District 6, the City Clerk will immediately cause the vacant seat to
be advertised in The Daily Record and on the City of Dunn's Web Site indicating the
appointment process and the following eligibility requirements:
A. Be a qualified voter in the City of Dunn.
B. Possess the qualifications set out in Article VI of the North Carolina Constitution.
As such the applicant must be at least 21 years of age, reside in North Carolina
and in District 6 for at least thirty (30) days; and not adjudged a felon.
Interested citizens meeting these requirements can pick up the attached application form from the
City Clerk's office in the City Hall at 401 East Broad Street, Dunn, NC or download from dunn-
nc.org. Any potential applicant is encouraged to check the District 6 boundaries to make sure
they reside within District 6 before submitting an application. Completed applications should be
returned to the City Clerk's office, in a sealed envelope, by 5:00 p.m. on November 30, 2018.
Applications not received by that date will not be considered. No exceptions will be made.
2. The City Clerk will hold the sealed applications until the deadline date. After the
deadline, the City Manager and City Clerk will open the envelopes and verify that each meets the
qualifications addressed above. They will forward copies of the contents to each member of the
City Council by 5:00 p.m. December 5, 2018. The names of applicants shall be released to the
news media upon request after the applications have been distributed to the City Council.
3. The Mayor and City Council at the regular City Council meeting scheduled for December
11, 2018, will hear presentations by each qualified applicant. Each applicant will be given up to
five (5) minutes to make a presentation on their qualifications for the office and their vision for
Dunn. The City Council will then have the written application, submitted earlier, and the
information provided during the presentations to consider when making the appointment.
4. The City Council will vote on the appointment at a Special Called Meeting set for
Tuesday, December 18, 2018 at 9:00 a.m.

VACANT CITY COUNCIL SEAT
The City of Dunn is now accepting applications from citizens currently
living within the boundaries of District 6, who are interested in an
appointment to a vacancy created on the Dunn City Council. The
appointee will serve the remaining term of a four-year term that began
in December of 2015.
Eligibility requirements:
• The appointee must be a qualified voter in the City of Dunn.
• Possess the qualifications set out in Article VI of the North
Carolina Constitution. As such, the applicant must be at least 21
years of age, reside in North Carolina and in District 6 for at least
thirty (30) days; and not adjudged a felon.
Applications and procedure guidelines are available at the Dunn City
Hall, Administration Department located at 401 E. Broad St., Dunn, NC
or online at dunn-nc.org. Office hours are 8:00 am to 5:00 pm, Monday

pm. Applications not received by that date will not be considered. No

CITY OF DUNK CITY COUNCIL PUBLIC COMMENT POLICY
The City Council for the City of Dunn does hereby adopt a Public Comment
Policy to provide at least one period for public comment per month at a regular meeting
of the City Council. This policy shall remain in effect until such time that it is altered,
modified, or rescinded by the City Council.
All comments received by the City Council during the Public Comment Period
shall be subject to the following procedures and rules:
1. Anyone desiring to address the City Council must sign up and register on
a sign-up sheet available on the podium within the City Council chambers prior to the
Mayor calling the meeting to order. The sign-up sheet shall be available thirty (30)
minutes prior the beginning of the City Council meeting in the City Council Chambers.
Once the Mayor has called the meeting to order, the City Clerk shall collect the sign-up
sheet and deliver it to the Mayor. The speaker shall indicate on the sign-up sheet his or
her name, address and matter of concern.
The Public Comment Period shall be for thirty (3 0) minutes.
3. Comments are limited to three (3) minutes per speaker. A speaker can not
give their allotted minutes to another speaker to increase that person's allotted time.
4. Each speaker must be recognized by the Mayor or presiding member of
the City Council as having the exclusive right to be heard. Speakers will be
acknowledged in the order in which their names appear on the sign up sheet. Speakers
will address the City Council from the podium at the front of the room and begin their
remarks by stating their name and address.
5. Individuals who sign up but can not speak because of time constraints,
will be carried to the next regular meeting of the City Council and placed first on the
Public Comment Period.
6. During the Public Comment Period, a citizen, in lieu of or in addition to
speaking may pass out written literature to the City Council, City Staff and audience.
7. Groups supporting or opposing the same position shall designate a
spokesperson to address the City Council in order to avoid redundancy.
8. After the citizen has made his or her remarks, he or she will be seated with
no further debate, dialogue or comment.
9. The Public Comment Period is not intended to require the City Council to
answer any impromptu questions. Speakers will address all comments to the City
Council as a whole and not one individual Council member. Discussions between
speakers and members of the audience will not be allowed. The City Council will not
take action, or respond to questions about, issues raised during the Public Comment
Period at the same meeting.
10. Speakers shall refrain from discussing any of the following: matters
which concern the candidacy of any person seeking public office, including the
candidacy of the person addressing the City Council; matters which involve pending
litigation; matters which have been or will be the subject of a public hearing; and matters
involving specific personnel issues related to disciplinary matters. If the speaker wishes
to address specific personnel issues related to disciplinary matters, he or she should take
their comments to the City Manager, who shall share the comments with the City
Council.
11. Speakers shall be courteous in their language and presentation.
12. The Mayor and City Manager shall determine, on a month to month basis,
where the Public Comment Period will appear on the monthly agenda when developing
the agenda, prior to its publication.
13. The Public Comment Period shall only be held during the regularly
scheduled monthly meeting of the City Council. There shall not be a Public Comment
Period at any other meetings of the City Council, unless specifically approved by the City
Council.

PURPOSE:
The public has been notified that oral and written comments will be heard and received concerning the
request to permanently close the public street at the 100 block of West Johnson Street between North
Fayetteville Avenue and the CSX Railroad.
BACKGROUND:
Rick Lashmit sent a letter requesting that the city consider closing the street and turning the property over to
the landowners.
The Resolution of Intent was adopted at the November 13th Council meeting setting the date for the Public
Hearing for December 11. The public hearing was duly advertised on November 191h, 27th and December 41h
and 10th 2018.
A copy of the Resolution of Intent was certified mailed to the property owners adjoining this property as well
as utilities. Notice was also posted in two places along the property.

RESOLUTION OF INTENT TO CONSIDER PERMANENTLY CLOSING A PUBLIC
STREET AND SETTING THE DATE FOR A PUBLIC HEARING THEREON
Whereas, pursuant to North Carolina General Statutes 160A-299, the City Council of the City of
Dunn may permanently close any street or public alley, and
Whereas; North Carolina General Statutes 160A-299 requires that proposed streets or alley
closings first be submitted to a public hearing and that due notice thereof be published once a
week for four successive weeks prior to the hearing; and
Whereas, North Carolina General Statutes 160A-299 requires that all owners of property
adjoining said street or alley as shown on the county tax records are to be informed of public
hearing and that a notice of same be posted in at least two places along the street or alley;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Dunn as follows:
1. That the Council hereby intends to consider the closing of the public street at the 100 block
of West Johnson Street between North Fayetteville Avenue and the CSX Railroad, as set forth in
the N.C.G.S 160A-299.
2. That a public hearing on the proposed closing of the public street at the 100 block of West
Johnson Street between North Fayetteville Avenue and the CSX Railroad, is hereby called for the
Dunn Municipal Building at 7:00 p.m. on December 11, 2018.
3. That following the public hearing called hereby, the Council shall consider adoption of the
order closing said street and will file the same in the Office of the Register of Deeds (if approved).
4. That following the public hearing called hereby, the property owners shall be the
responsible parties for any utility services located in the closed portion of the public right-of-way
once the order closing said street is filed with the Office of the Register of Deeds (if approved).
S. That the City Clerk is hereby directed to cause to be published in The Daily Record, Dunn,

The City Council of the City of Dunn held a Regular Meeting on Tuesday, November 13, 2018, at 7:00 p.m. in the
Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Frank McLean, Council
Members Buddy Maness, Dr. Gwen McNeill, Billy Tart, and Chuck Turnage. Also present was City Manager
Steven Neuschafer, Assistant to the City Manager Mathew Boone, Finance Director Mark Stephens, Public Works
Director Dean Gaster, Public Utilities Director Heather Adams, Assistant Public Works Director Vince
Washington, Chief Building Inspector Steven King, Chief of Police Chuck West, Parks and Recreation Director
Brian McNeill, Human Resources Director Anne Thompson, Librarian Mike Williams, Attorney Tilghman Pope,
and City Clerk Tammy Williams.
INVOCATION
Mayor Harris opened the meeting at 7:00 p.m. and announced the passing of Council Member Billy Barfield on Saturday,
October 13, 2018. He shared that Council Member Barfield had a heart for service and this December would had made
11 years that he served on the City Council
Reverend Roy Johnson, Chaplain for Harnett Health, lead in a moment of silence in honor of City Council Member
Barfield. Afterwards, the Pledge of Allegiance was recited.
AGENDA ADJUSTMENT AND APPROVAL
Motion by Mayor Pro Tem McLean and seconded by Council Member McNeill to adopt the November 13, 2018 meeting
agenda with changes as listed below.

Wilmington Avenue to 611 E Broad Street.

PRESENTATIONS:
Retirement Resolutions — Corbett "Corky" Tart and Johnny R. "J.R." Roberts
Mayor Harris along with Public Works Director Gaster presented a Retirement Resolution to Corky Tart recognizing his
28 years of service to the City of Dunn Public Works Department. Mr. Tart was accompanied by his father, Corbett Tart
Sr. and his wife, Lanita. A copy of Resolution (R2018-11) is incorporated into these minutes as Attachment #1.
Mayor Harris and Public Works Director Gaster also presented a Retirement Resolution to J. R. Roberts recognizing his
28 years of service to the City of Dunn Public Works Department. J. R. was accompanied by his wife, Lynn. A copy of

Motion by Council Member Tart and seconded by Council Member Maness to approve all consent items. Motion
unanimously approved.
ITEMS FOR DECISION.
Temporary Blocking of Street as requested by Corey Williams, owner of Another Barber Shop
Mayor Harris presented the request from Corey Williams, owner of Another Barber Shop, to close the portion of East
Broad Street fronting his business for his annual Customer/Community Appreciation Day on November 17, 2018.
Motion was made by Council Member Maness and seconded by Council Member McNeill to approve the Temporary
Blocking of Street - the portion of E Broad Street in front of Another Barber Shop located at 614 E Broad St. for
Customer/Community Appreciation Day. Motion unanimously approved.
Resolution Designation of Applicant's Agent (FEMA, NC Emergency Management)
City Manager Neuschafer presented Resolution required to designate Finance Director Mark Stephens as Primary Agent
and himself as Secondary Agent for disaster related reimbursements due to Hurricane Florence.
Motion by Council Member Tumage and seconded by Council Member Tart to approve the Resolution to designate
Finance Director Stephens as Primary Agent and City Manager Neuschafer as Secondary Agent for disaster related
reimbursements for the City of Dunn. Motion unanimously approved. A copy of the Resolution (82018-14) is
incorporated into these minutes as Attachment #5.
State — Applicant Disaster Assistance Agreement
City Manager Neuschafer also presented the Agreement necessary to allow the City to apply for all disaster assistance
funds provided by the State as a result of Hurricane Florence. This agreement states that the City agents will follow all
guidelines for disaster assistance funds.
Motion was made by Council Member Tart and seconded by Mayor Pro Tem McLean to approve the State — Applicant
Disaster Assistance Agreement. Motion unanimously approved. A copy of the Agreement is incorporated into these
minutes as Attachment #6.
Resolution of Intent to Consider Permanently Closing the
100 block of West Johnson Street and to set Public Hearing
City Manager Neuschafer stated that a request was received from adjacent landowner, Rick Lashmit, for the closure of
this street that has not been paved or maintained by the City. This is a street right away, legally designated, but it is not
open and there is no intent to open the street. The resolution sets the Public Hearing for the next council meeting on
December 11, 2018.
Motion by Council Member Maness and seconded by Council Member Tannage to approve the Resolution of Intent to
Consider Permanently Closing the 100 block of West Johnson Street between North Fayetteville Avenue and the CSX
Railroad and to set the Public Hearing for December 11, 2018 at 7:00 p.m. at the Dunn Municipal Building. Motion
unanimously approved. A copy of the Resolution (R2018-15) is incorporated into these minutes as Attachment #7.
Resolution for approving the Water Shortage Response Plan
Public Utilities Director Adams presented the Resolution to adopt the Water Shortage Response Plan that must be
adopted by the Council and submitted to the Ninth Carolina Department of Environmental Quality for the City to be
compliant with the requirements ofNCGS 143-355(1).
Motion by Council Member Turnage and seconded by Council Member Maness to approve and adopt the Resolution for
approving the 2018 City of Dunn Water Shortage Response Plan. Motion unanimously approved. A copy of the
Resolution (R2018-16) and the Water Shortage Response Plan are incorporated into these minutes as attachment 98.
Resolution to Accept State Loan for Waste Water Treatment Plant Aeration Project
Finance Director Stephens presented the Resolution required to accept the State Reserve Loan offer of $2,500,000 for the
construction of the Water Treatment Plant Aeration Project. The City applied for a grant or loan for this project and was
offered a loan at zero percent interest for 20 years. This loan at zero percent interest will save the City right at a half
million dollars.
Motion by Council Member Maness and seconded by Council Member McNeill to approve the Resolution to accept the
State Reserve Loan offer of $2,500,000. Motion unanimously approved. A copy of the Resolution (R2018-17) is
incorporated into these minutes as Attachment #9.
Adopt Resolution Approving the Financing Terms (BB&T)
Finance Director Stephens presented Resolution to approve financing terms with BB&T for the financing of city vehicles
for Public Works, Recreation and Planning and Inspections and the Water/Sewer Departments. The loan is a 10 year term
for $204,000 at an interest rate of 3.66%, with the best rate from BB&T.
Motion by Council Member Tart and seconded by Council Member Turnage to adopt the Resolution approving Financing
Terms with BB&T. Motion unanimously approved. A copy of the Resolution (R2018-18) is incorporated into these
minutes as Attachment #10.

presented with the Council's gratitude for their service. Motion unanimously approved.
Procedure for Filling Vacant Council Seat
City Attorney Pope reviewed the proposed Process for filling the vacant Council seat for Ward 6, due to the untimely
death of Council Member Billy Barfield. The Procedures have been used in the past and includes an Application Process,
Presentations at the December council meeting and a Special Called Council meeting on December 18 to make the
official appointment. Council Member Maness expressed concerns about the notice going out in enough time for people
to apply. City Manager Neuschafer confirmed it will be advertised twice in The Daily Record, on the City's website and
on a slide on the Government Channel.
Motion by Mayor Pro Tem McLean and seconded by Council Member McNeill to approve the Procedures for Filling the
Vacant Council Seat in Ward 6 to include the application Process and setting of Special Called Meeting on December 18,
2018 at 9:00 a.m. to vote on the appointment. Motion unanimously approved. A copy of the Procedures and
Application is incorporated into these minutes as attachment #I1.
Financial Report/Assessments Update
Finance Director Stephens provided the following financial report for the period ending September 30, 2018:
The City as of September 30, 2018 had $2,596,447 in cash in the General Fund and $2,459,827 in the Water -
Sewer Fund. In September of 2017 the City had $2,030,314 in the General Fund and $2,784,976 in the Water
and Sewer Fund.
Property tax collections through September were $429,089 or 11.22% of budget. Last year property tax
collections through September were $359,525.
• Sales Tax Revenue is $346,581 or 15.97% of budget. Benchmark for this month is 16.67% of budget.
Utilities Sales Tax is $169,323 or 23.32% of budget. Benchmark for this month is 25.00% of budget.
Building Permit Fees were $15,309 or 20.41% of budget. Benchmark for this month is 25.00% of budget.
Water and Sewer Revenues were $1,282,473 or 26.94% of budget. Benchmark for this month is 25.00% of
budget.
Expenditures were 22.71 % of budget in the general fund and 22.04% of budget in the water and sewer fund. The
benchmark for this period is 25% of budget.
He also presented the Weeded Lot/Demolition Update: Amount collected to Date is $28,322.40 with 2 properties closed
out and 31 parcels released to the Attorney's office for foreclosure. The next sale is scheduled for November 15, 2018 at
906 McKay Avenue.

City Manager's Report
City Manager Neuschafer recognized Chief West to give an update on the Dunn Police Department. The Chief shared
comparison statistics for year to -date crime reports, types of crimes, call volume and additional statistics. He showed a
comparison of crimes, populations and number of officers of police departments in close proximity of the City of Dunn.
He also reported on the Accreditation process and touched on the items that need to be addressed to modernize the police
force.
ANNOUNCEMENTS
The following announcements and/or comments were made by Mayor Harris:
➢ We are excited to be hosting the Harnett County Early College on Thursday, November 15th as they tour City
Hall, the Police Department and the Water Plant to become more familiar with the workings of City government.
➢ Family Medical Supply Business Fest is set for this Thursday, November 15th from 10:30 am to 4:30 pm at the
Duan Community Center and Dr. PK Vyas Recreation Center at Tart Park.
➢ City of Dunn offices will be closed on Thursday, November 22nd and Friday, November 23rd to observe the
Thanksgiving Holiday.
➢ The Dunn's Annual Christmas Tree Lighting will be held on Thursday, November 29th at 6:00 pm in Downtown
Dunn.
➢ The Dunn Christmas Parade will be held on Saturday, December 1st at 2:00 pm in Downtown Dunn.
➢ The next regular City Council Meeting is scheduled for Tuesday, December 11, 2018 at 7:00 pm.
Mayor Harris inquired of the Council members if they prefer to ride on a float together or in individual vehicles in Dunn's
Christmas Parade. Consensus was to ride on a float.
Mayor Pro Tem McLean announced a fundraiser for Hurricane victims hosted by VMS Home Oxygen on December 2 at
the Stewart Theatre.

WHEREAS, Johnny Coxum retired on January 1, 2019 as Assistant Maintenance Supervisor with
the City of Dunn Parks and Recreation Department with 19 years of service; and
WHEREAS, Johnny began his career in 1999 as a Maintenance Worker with Public Works; and
in 2001, transferred to Maintenance Worker for the Cemetery; and then
WHEREAS, Johnny transferred in 2006 to the Parks and Recreation Department as Maintenance
Worker; and
WHEREAS, Johnny was promoted in 2011 to Assistant Maintenance Supervisor in the Parks and
Recreation Department, where he served until his retirement; and
WHEREAS, Johnny has proven himself to be a dedicated and efficient public servant who has
gained the admiration and respect of his fellow workers and the citizens of the City of Dunn; and
WHEREAS, Johnny has worked faithfully and diligently; one that you could depend upon to do
whatever it took to get the job done; and
WHEREAS, the Mayor and City Council of the City of Dunn are desirous on behalf of themselves,
the other City officials and employees and the citizens of the City of Dunn, of expressing to Johnny

RESOLUTION AND ORDER
THIS MATTER came before the City Council of the City of Dunn on the 11th day of December,
2018. After conclusion of the proceedings, the City Council finds the following:
1. This is a petition for the closing of the City's right-of-way of the PUBLIC STREET AT THE
100 BLOCK OF WEST JOHNSON STREET BETWEEN NORTH FAYETTEVILLE AVENUE
AND THE CSX RAILROAD (AS SHOWN ON THE ATTACHED MAP "EXHIBIT A").
2. The City Council met on November 13, 2018 at which time they by unanimous vote,
adopted a resolution declaring the intent to permanently close the street, more
particularly described above.
3. The Council further set a public hearing on this question for the 11th day of December,
2018 at 7:00 p.m. in the Municipal Building at City Hall.
4. The resolution declaring an intent to permanently close the PUBLIC STREET AT THE
100 BLOCK OF WEST JOHNSON STREET BETWEEN NORTH FAYETTEVILLE AVENUE
AND THE CSX RAILROAD was published once a week for four consecutive weeks prior to
the hearing. A copy thereof was sent by registered or certified mail to all owners of
property adjoining this property as was shown on the county tax record.

S. A notice of the closing and public hearing was prominently posted in at least two places along
the property.
6. The property in question was not under the authority and control of the Department of
Transportation and therefore it was not necessary to forward a copy of the resolution to the
Department of Transportation.
7. The public hearing commenced at the scheduled time on December 11, 2018.
8. The closing would not be detrimental to the public interest or the property rights of any
individuals.
BASED ON THE FOREGOING FINDINGS OF FACT, it is concluded to the satisfaction of the City
Council that closing the described right-of-way is not contrary to the public interest and no individual
owning property in the vicinity of the property would be deprived of reasonable means of ingress
and egress to its property.
IT IS THEREFORE RESOLVED AND ORDERED by the City Council at the meeting duly assembled on
December 11, 2018 that:
1. The right-of-way designation of the PUBLIC STREET AT THE 100 BLOCK OF WEST
JOHNSON STREET BETWEEN NORTH FAYETTEVILLE AVENUE AND THE CSX RAILROAD
be closed.
2. By the closing of this street the City of Dunn does hereby close the street as a public
thoroughfare, the City does reserve an easement in the same for purposes of maintenance of
public utilities including but not limited to storm water, water, and sewer lines.
3. The City of Dunn reserves its right, title and interest in any utility improvement or easement
within this property closed pursuant to this Order.
4. This Order shall be filed in the office of the Register of Deeds of Harnett County, North
Carolina.

PURPOSE: Chief Building Inspector Steven King has conducted an inspection at 1501 Currituck Ave., and
found the structures and swimming pool to be in a deteriorated condition that does not meet the requirements
of the City of Dunn Non -Residential Maintenance Code. The Chief Building Inspector also found the property
dangerous or prejudicial to the public health or public safety and is a nuisance in violation of N.C.G.S. §160A-
193.
The owner of the property has failed to comply with the Chief Building Inspector's order to bring the structures
and swimming pool on the property into compliance with the City of Dunn Non -Residential Maintenance Code
and pursuant to N.C.G.S. §160A-439, the City Council has the authority to direct the Chief Building Inspector
to post on the main entrance of the property a placard that states "This building is unfit for any use; the use or
occupation of this building for any purpose is prohibited and unlawful'.
To date, no improvements, alterations, repairs or removal has taken place. In accordance with §160A-439,
this property has been deemed dilapidated (>50% of current value to repair), City Council can adopt an
ordinance to have structures and swimming pool demolished and removed.

THE PROPERTY HEREIN DESCRIBED AS NON-RESIDENTIAL PROPERTY
PURSUANT TO N.C.G.S. §160A-439, ET SEQ.
WHEREAS, that on July 23, 2018, the Chief Building Inspector for the City of Dunn
sent a notice to Westhaven Recreation, Inc., the owner(s) of record of property located at
1501 Currituck Ave. noting that the property was in a condition that constitutes a public and
safety hazard, and is dangerous to life, health and property and noticed the property owner
of a hearing on August 6th, 2018 at the office of the Chief Building Inspector located at 102
North Powell Ave., Dunn, North Carolina pursuant to North Carolina General Statute §160A-
439; and
WHEREAS, on August 10th, 2018 a hearing was conducted by the Chief Building
Inspector Steven King, following the completion of the hearing, the Chief Building Inspector
entered an Order, pursuant to North Carolina General Statute §160-439, declaring that the
property referenced above is in a condition that constitutes a public or safety hazard and is
dangerous to life, health or other property and ordering the property owner to repair or
demolish the structure on the property within ninety (90) days of the date of such Order,
being August 14th, 2018; and

WHEREAS, the owner of the above described property did not appeal the Order
of the Building Inspector within the ten (10) day time period prescribed in North Carolina
General Statute §160A-439 and such Order is therefore a final Order; and
WHEREAS, on November 28, 2018 and December 4, 2018, the City of Dunn
published legal notices that a public hearing would be held before the Dunn City Council on
December 11, 2018 to consider the adoption of this Ordinance, directing that the Building
Inspector proceed with the demolition of the property described hereby, and that all costs
incurred shall be a lien against such property, pursuant to North Carolina General Statute
§160A-432; and
WHEREAS, the City Council of the City of Dunn, NC finds that the swimming pool
and structures described herein is dangerous or prejudicial to the public health or public
safety and is a nuisance in violation of North Carolina General Statute 160A-193; and
WHEREAS, this property should be removed or demolished, as directed by the
Chief Building Inspector, and is dangerous to life, health or other property as set forth in
North Carolina General Statute §160A-439 and constitutes a public and safety hazard; and
WHEREAS, the owner of this dwelling has been given a reasonable opportunity to
repair or demolish the dwelling pursuant to an Order issued by the Building Inspector on
August 14, 2018 and the owner has failed to comply with this order;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Dunn,
North Carolina that:
Section 1. The Building Inspector is hereby authorized and directed to place a placard on
the exterior of the property described herein, containing the legend:
"This property is unfit for any use and is a public nuisance; the use or occupation of this

Section 2. The Building Inspector is hereby authorized and directed to proceed to remove
or demolish the above described dwelling in accordance with his Order to the owner thereof
dated the 14th day of August, 2018 and in accordance with North Carolina General Statute
§160A-439, based on the owner's failure to comply with such Order.
Section 3. (a) The cost of removal or demolition shall constitute a lien against the real
property upon which the cost was incurred. The lien shall be filed in the office of the City Tax
Collector, and shall have the same priority and be collected in the same manner as the lien for
special assessments in Article 10 of Chapter 160A of the North Carolina General Statutes, and
such costs shall also be lien against any other real property owned by the owner of the
property within the City of Dunn, North Carolina, or within one (1) mile of the City of Dunn
city limits, except for the property owner's primary residence.
(b) Upon completion of the required removal or demolition, the Building Inspector shall sell
the useable materials of the dwelling and any personal property, fixtures, or appurtenances
found in the building and credit the proceeds against the cost of removal or demolition. The
Building Inspector shall certify the remaining balance to the Tax Collector. If a surplus
remains after sale of the materials and satisfaction of the cost of removal or demolition, the
Building Inspector shall deposit the surplus with the Harnett County Clerk of Superior Court
where it shall be secured in the manner provided by North Carolina General Statute §160A-
439.
Section 4. It shall be unlawful for any person to remove or cause to be removed the placard
from any building to which it is affixed. It shall likewise be unlawful for any person to occupy
or to permit the occupancy of any building therein declared to be unfit for human habitation.
Section S. This ordinance shall become effective upon its adoption.

July 2311, 2018 — Hearing Notice sent to owner in reference to violations of the City of Dunn
Non -Residential Maintenance Code.
August 10th, 2018 — Hearing held with Steven King and Mr. Wes Sills, Property
Representative. Mr. Sills informed me that a board has been formed and estimates have been
received to repair or replace the swimming pool and surrounding buildings. An estimated
ninety (90) days was given by Mr. Sills for the repair or removal of the said structures. The
Westhaven Recreation Board was planning to meet and decide on which direction to go.
August 141h, 2018 — Findings of Fact and Order notice sent to Westhaven Recreation and tc
Mr. Wes Sills notifying them of a ninety (90) day time period that has been granted to them
for repair, replacement or removal of the swimming pool and structures on property.
August 24th, 2018 — Deadline for appeal to be filed. No appeal was received.
November 1211, 2018 — Order allowing ninety (90) days to repair, replace or remove expires.
November 29, 2018 — Site inspection conducted and pictures taken for December Council
Meeting. To date, no contact from the owner or Mr. Wes Sills has been made with the City
of Dunn Planning and Inspections Dept.
December 11th, 2018 — Scheduled to be heard by City Council.

Mr. King and Mr. Neuschafer, I want to update you on behalf of Mr. Bobby Wellons about our group's efforts
to bring back Westhaven swimming pool. Mr. Wellons received your formal complaint on July 30 and he
passed it on to me as I am the ring leader, so to speak, of the group trying to revitalize the pool. The letter in
question has no reference number or unique code but does have a certified mail receipt number of 7018 0360
00012083 0591.
I have attempted to contact you, Mr. King, a few times this week on a cell phone number given to me by
Connie, 910 984 7361. 1 did have a missed call from this number on my cell phone this morning around 7
A.M.. The number listed in the formal letter, 910 230 3505, would not let me dial an extension or get an
operator so I called the City of Dunn main line as found on the City's website to speak to Connie and today, Mr.
Neuschafer.
Our group has met several times with Mr•. Bobby and Mr. Don Wellons over the past year. We held a
community interest meeting at First Presbyterian Church fellowship hall on Thursday, March 8. We had about
50 members of the community attend this meeting and listen to a presentation by our group. The community
members want the pool to be revitalized. The Wellons family wants the pool revitalized as well and is willing
to donate their massive construction enterprise to our group to help keep costs affordable.
Our first approach to this was to build new walls inside the existing pool, replace the concrete decking around
the pool, new pipes/plumbing, and update the pool house to current code. We could only find one pool
contractor willing to do the work. He has since stopped returning my calls. He was very hesitant about doing
the pool anyways given we wanted a true quote, not cost plus. The Wellons family and our group now want to
start from scratch, so to speak, by means of having the Wellons demo the entire pool property leaving only the
hole in the ground and starting new, basically new construction. We feel we can get new pool contractors in
using this clean slate approach. I am calling around today, after sending this email.
Mr. Wellons asked me to ask the City for 90 more days. At the end of this 90 days, if we have not made any
more progress, Mr. Wellons informed our group on this past Monday, July 30, he will start the demo process
and turn the property into lots for home construction.
Speaking with Mr. Neuschafer today on the phone, he suggested I ask the Wellons to go ahead and pull a
construction permit. This will keep the City off us for 6 months. I will inform the Wellons of this request. Mr.
Bobby Wellons' administrative assistant, Ms. Tammy Jackson, is CC'd on this email.
Moving forward, I cannot attend the hearing on Monday, August 6. My wife will be out of her home office
working that day and I will have two small kids. I can attend a hearing later in the week, after 3:30 P.M. or at 7
A.M.,
If this email does not suffice, please let me know and we can reschedule the hearing. The Wellons family and
our group are committed to exhausting all possibilities about the pool before it is demoed.

Sports Programs
Basketball registration started on October V and ended on November 24th. Our league ages were
restructured based on the SWAC league structure. Leagues 10U and up began practices November 19'
whereas our instructional league teams were posted on November 2711 and their first practice
December 81h.
Miracle League
Miracle League games start on Saturday, November 3rd. Hwy 55's generous sponsorship covered
participants' fees and uniforms. We had two teams the Bombers & Shining Stars. Their games ended on
November 17th. The kids and adults had a wonderful experience this season and look forward to the
spring season.

Special Events
Family Medical Supply annual Business Festival was hosted on Thursday, November 15`n
Movie in the Park at Tyler Park was cancelled for Friday, November 2" & 16" due to the impending

24th at the Dunn Community Center
Recreation Advisory Board
Our board met last on Tuesday, November 13th at 6:00 p.m. in the Dunn Community Center. The next
scheduled meeting will be held Tuesday, February 5th at 6:00 p.m.
Upcoming Events
Senior Christmas party will be held on Tuesday, December 4th at 6:00 p.m. at the Dunn Community
Center. The meal is being catered by Blackmans Catering.
The City's Employee Christmas Luncheon will be held on Friday, December 14th at the Dunn Community
Center from 11:30 .a.m. to 1:00 p.m. The meal is being catered by Crimson Lights.

October 2018 Library Monthly Narrative Report
The assistance we provide to job seekers has improved significantly through the work of
our recent hires. All of our frontline library staff are unstinting in the efforts they make to
assist persons completing job applications and resumes online. I can confidently say
there are people working now in the Dunn area due to the help they received at the
library. The following is a record of a conversation with Renea Tharrington I overheard
at the circulation desk. She made a written record at my request.
"At the library, we provide many services from locating materials for patrons to assisting
with job searches. [Recently] 2018, a patron came in to share some wonderful news.
With the assistance of the library staff, he had been applying for several positions to
include the position at Food Lion and had not heard anything from some of the
applications he had submitted.
However, he did get a call from Food Lion located on Cumberland Street and was hired.
He thanked us and was very grateful for all of the time and assistance we provided in
the library throughout his job seeking endeavor."
One important fact that was not mentioned is that this was an older gentleman. Without
the help given by the library, he might have had more trouble with an online application
than a younger person.

WERE TWO VACANT UNITS. SECRETARY WOODELL TOLDTHE BOARD THE OFFLINE UNIT HAD BEEN REPAIRED
AND WAS NOW LEASED AS OF JULY 17, 2018.
THERE WERE NO CHARGE OFFS OR RECOVERIES FOR THE MONTH OF AUGUST:
YEAR TO DATE CHARGE OFFS ARE $ 2953.00 AND NO RECOVERIES FOR THE MONTH:
RECOVERIES YEAR TO DATE WERE $ 2228.18
THE BOARD REVIEWED THE WORK ORDERS FORTHE MONTH, SECRETARY WOODELL EXPLAINED THERE WAS
ONE WORK ORDER THAT HAD BEEN ORIGINATED ON JULY 3PD AND COMPLETED ON JULY 23"D BECAUSE IT
HAD BEEN VACATED AND IN NEED OF CLEANING, PAINTING AND REPAIRS_ THE UNIT WAS COMPLETED ON
JULY 23"D AND WAS READY FOR OCCUPANCY, HOWEVER THERE WERE NO APPLICANTS AVAILABLE FOR THE
UNIT. THERE WERE NO OTHER COMMENTS.

THE JULY FINANCIAL REPORTS WERE BRIEFLY DISCUSSED. THERE WERE FEW COMMENTS.
COMMUNICATIONS:
SECRETARY WOODELL TOLD THE BOARD SHE HAD RECEIVED A LETTER FROM THE CITY OF DUNN DATED JULY
05, 2018 REQUIRING ALL PROPERTY OWNERS TO CLEAN UP THEIR PROPERTY/FENCE LINES, REMOVE
UNDERGROWTH AND ANY SMALL TREES THAT BLOCKED VIEW OF ADJOINING PROPERTY. THE LETTER
STATED IT SHOULD BE DONE WITHIN SEVEN (7) DAYS. SECRETARY WOODELL SAID THE REQUIRED WORK
WAS BEING DONE BUT IT COULD NOT BE COMPLETED WITHIN SEVEN DAYS. SHE SAID SHE HAD ALSO NOT
BEEN ABLE TO GET THREE (3) QUOTES BECAUSE OF THE TIME FRAME GIVEN. COMMISSIONER DAIL STATED
IT WAS UNDERSTOOD BECAUSE IT WAS SOMEWHAT OF AN EMERGENCY. THERE WERE NO OTHER
COMMENTS.
THE BOARD WAS ASKED FOR APPROVAL AND RESOLUTION FOR THE UTILITY ALLOWANCE SCHEDULE
EFFECTIVE SEPTEMBER 1, 2018. SHE ADVISED THE BOARD THIS WAS AN ANNUAL PROCEDURE AND HUD
REQUIREMENT WHERE UTILITY CALCULATIONS WERE REVISED ANNUALLY BASED ON ELECTRIC, WATER AND
SEWER RATES PROVIDED BY THE CITY OF DUNN AND DUKE ENERGY. SHE TOLD THE BOARD A LETTER WAS
SENT OUT TO RESIDENTS ON JULY 01, 2018 TO NOTIFY THEM OF THE CHANGE.
FIRST MOTION TO APPROVE THE LETTER WAS MADE BY COMMISSIONER LOIS DAIL AND SECONDED BY

Thursday, SEPTEMBER 05, 2018 AT 2:00 PM. THE BOARD REVIEWED THE LETTER DATED AUGUST 01, 2018
THAT WAS SENT TO ALL RESIDENTS EXPLAINING THE ANNUAL PLAN PROCESS AND ENCOURAGING THEM TO
ATTEND. THERE WERE NO OTHER COMMENTS.
OTHER BUSINESS:
SECRETARY WOODELL ASKED FOR APPROVAL AND RESOLUTION TO UPDATE THE RENT COLLECTION POLICY
OF THE DUNN HOUSING AUTHORITYTO STATE THAT NO CASH TO BE ACCEPTED FOR PAYMENT OF RENT OR
OTHER CHARGES. SHE TOLD THE BOARD THE HOUSING AUTHORITY HAD STOPPED ACCEPTING CASH FOR
SECURITY PURPOSES AND THE OLD POLICY HAD NOT BEEN UPDATED. A REQUIRED (30) THRITY DAY
COMMENT PERIOD AND NOTICE HAD BEEN PREVIOUSLY SENT OUT ADVISING ALL RESIDENTS OF DUNN

CHAIRMAN SINCLAIR TOLD THE BOARD THAT THERE WAS A MATTER HE WANTED TO BRING BEFORE THE
BOARD. HE SAID THAT DUNN POLICE CHIEF, CHUCK WEST AND LT. CLARK WHITE HAD MENTIONED INTEREST
OF POLICE OFFICERS LIVING IN PHA UNITS IN ORDER TO HELP WITH SAFETY OF RESIDENTS HE SAID THEY
HAVE TALKED WITH SMITHFIELD HOUSING AUTHORITY(SMA) AND BROUGHT THE MATTER TO THE DUNN
HOUSING AUTHORITY IN HOPES OF ORGANIZING A SIMILAR PROGRAM.
SECRETARY WOODELL ADVISED THE BOARD SHE HAD ALSO SPOKEN WITH SMITHFIELD HOUSING
AUTHORITY'S DIRECTOR AND HAD BEEN TOLD THE PROGRAM HAD WORKED WELL FOR THEIR AGENCY AND
THEY HAD OFFICERS THAT HAD BEEN LIVING ON SITE FOR TEN (10) YEARS. SHE SAID SHE HAD ALSO SPOKEN
TO HUD OFFICIAL, EUGENE RAHUBA AT A RECENT WORKSHOP AND HE ADVISED HER WHAT WOULD NEED
TO BE DONE AS FAR AS HUD WAS CONCERNED AND HE HAD ALSO EXPRESSED THAT A LOT OF AGENCIES
WERE NOW WORKING WITH THE LOCAL POLICE DEPARTMENTS IN THE SAME MANNER.
COMMISSIONER DAIL STATED SHE THOUGHT IT WAS A GOOD IDEA AND MAY HELP CURTAIL CRIME IN THE
AREA. CHAIRMAN SINCLAIR SAID THE SMITHFIELD HOUSING AUTHORITY DOES NOT CHARGE RENT TO THE
OFFICER, BUT RE-IMBURSED THE CITY FOR PART OF THE OFFICER'S SALARY IN THE AMOUNT OF $3,000.00
PER MONTH FOR ONE OFFICER. HOWEVER, THE OFFICER REMAINS A CITY EMPLOYEE AND THE CITY WAS
LIABLE FOR THE OFFICER'S RETIREMENT, HEALTH INSURANCE AND OTHER COSTS.
HE SAID THE AGENCY HAD ANOTHER OFFICER WHO WORKED AND PATROLLED THE AREA OF THE SHA, DID
NOT PAY RENT AND HE CONTRIBUTED A CERTAIN AMOUNT OF HOURS PER WEEK TO THE HOUSING
AUTHORITY ALONE. BOTH OFFICERS ARE REQUIRED TO PAY THEIR OWN UTILITIES, SECURITY DEPOSIT AND
ANY EXCESS CHARGES SUCH AS WORK ORDER REPAIRS_
CHAIRMAN SINCALIR SAID HE WOULD LIKE TO KNOW THE BOARD'S THOUGHTS ON THE MATTER AND GET
SOME FEEDBACK.
AFTER SOME DISCUSSION, CHAIRMAN SINCLAIR SAID NO DECISION HAD TO BE MADE AT THIS TIME BUT
WOULD LIKE FOR ALL MEMBERS TO CONSIDER IT FOR THE BETTERMENT OF THE HOUSING AUTHORITY.
VICE-CHAIRMAN LEE QUESTIONED IF THERE WOULD BE SOME TYPE OF CONTRACT WITH THE POLICE
DEPARTMENT.

BOARD CHAIRMAN ERIC SINCLAIR, SR. CALLED A SPECIAL MEETING TO ORDER AT 10:00 AM ON FRIDAY,
AUGUST 31. 2018.
CHARIMAN SINCLAIR OPENED THE MEETING WITH PRAYER.
UPON ROLL CALL, CHAIRMAN SINCLAIR, VICE-CHAIRMAN LEE, COMISSIONERS DRAUGHON, DAIL, AND
MCLAMB WERE PRESENT. SECRETARY WOODELL WAS ALSO PRESENT.
CHAIRMAN SINCLAIR REMINDED THE BOARD OF THE DISCUSSION ATTHE REGULAR MEETING
CONCERNING THE POSSIBILITY OF POLICE OFFICERS BEING ALLOWED TO RESIDE IN HOUSING UNITS FOR
THE PURPOSE OF SECURITY FOR RESIDENTS. HE INFORMED THE BOARD THAT HE HAD SPOKEN WITH LT.
CLARK WHITE AND CHIEF WEST AND THEY HAD SEVERAL OFFICERS THAT WOULD BE WILLING TO MOVE
INTO A UNIT PROVIDED BY DHA IN ACCORDANCE WITH HUD REGULATIONS. AFTER MUCH DISCUSSION,
COMMISSIONER SINCLAIR ASKED THE BOARD TO VOTE ON THE MATTER ALLOWING THREE (3) OFFICERS
TO RESIDE IN DHA'S PUBLIC HOUSING IN ACCORDANCE WITH HUD GUIDELINES. AT THIS TIME, NO
AGREEMENTS HAVE BEEN SIGNED CONCERNING RE-IMBURSE'MENTTO THE CITY AND IS PENDING
FURTHER DISCUSSION CONCERNING REVIEW OF AGREEMENT WITH THE CITY.
A MOTION TO ALLOW DUNN POLICE OFFICERS TO RESIDE IN DUNN HOUSING AUTHORITY'S PHA UNITS
WITH THE FOLLOWING STIPULATIONS:
• OFFICER WILL PAY NO RENT TO THE DUNN HOUSING AUTHORITY IN EXCHANGE FOR POLICE
PROTECTION UPON SIGNING OF AGREEMMENT WITH THE CITY OF DUNN
• OFFICER WILL PAY A MINIMUM SECURITY DEPOSIT OF $200.00.
• OFFICER WILL PAY ANY PET DEPOSIT; NON-REFUNDABLE AND REFUNDABLE;
• OFFICER WILL PAY FOR ANY MAINTENANCE CHARGES

THERE WAS MORE DISCUSSION OF THE EMPTY LOT ON SOUTH ELM AVENUE. SECRETARY WOODELL
STATED SHE HAD SPOKEN DAVID STOGNER OF STOGNER ARCHITECTURE AND HE HAD BEEN BY SOUTH
ELM TO LOOK AT THE LOT FOR THE PURPOSE OF NEW CONSTRUCTION.
SHE SAID HE TOLD HER THE PROPERTY WOULD NEED TO BE RE -ZONED FROM A SINGLE PROPERTY TO A
MULTI -FAMILY PROPERTY AND THE COST OF A SINGLE DUPLEX WOULD COST SOMEWHERE AROUND
ONE-HALF MILLION DOLLARS. AFTER BOARD DISCUSSION, VICE-CHAIRMEN LEE STATED THERE MAY BE
GRANT MONIES AVAILABLE FOR NEW CONSTRUCTION. SECRETARY WOODELL STATED SHE WOULD TALK
WITH HUD CONCERNING GRANT AVAILABILITY. COMMISSIONER SINCLAIR SAID IF GRANTS WERE NOT
AN OPTION, WE MIGHT NEED TO CONSIDER THE SALE OF THE EMPTY LOT. ALL BOARD MEMBERS
AGREED THAT THIS WAS AN ISSUE THAT NEEDS TO BE LOOKED AT FURTHER. THEY ADVISED SECRETARY
WOODELLTO RESEARCH THE POSSIBILITIES AND LETTHE BOARD KNOW ATTHE NEXT MEETING.

THE BOARD REVIEWED AN EMAIL FROM HUD THAT NOTIFIED DUNN HOUSING AUTHORITY THATTHE OFFICE
OF CAPITAL IMPROVEMENTS HAD REVISED THE 2018 CAPITAL FUND GRANT TO DISTRIBUTE ADDITIONAL
FUNDS. SECRETARY WOODELLTOLD THE BOARD DHA HAD RECEIVED $4,000.00 ADDITIONAL FUNDS WHICH
BRINGS THE TOTAL 2018 CAPITAL FUND GRANT AMOUNT TO $361,914.00.
SECRETARY WOODELL ASKED THE BOARD TO REVIEW AND DISCUSS THE TRESPASS AND BAN POLICY WHICH
HAD BEEN STRONGLY RECOMMENDED BY DUNN POLICE DEPARTMENT. SHE TOLD THE BOARD SHE HAD
SPOKEN WITH OTHER HOUSING AUTHORITIES AS WELL AS GENE RAHUBA, FIELD DIRECTOR OF THE HUD
OFFICE CONCERNING THE POLICY. MR. RAHUBASTATED MOST HOUSING AGENCIES DID HAVE SUCH POLICY
IN PLACE. SECRETARY WOODELL SAID SHE HAD RECEIVED SEVERAL POLICIES FROM OTHER HOUSING
AGENCIES ANDTHOUGHT IT WOULD BE GOOD TO ADOPTSUCH POLICY FOR THE PROTECTION OF RESIDENTS
AND DUNN HOUSING. SHE TOLD THE BOARD IT NEEDED REVIEW AND APPROVAL IF THEY DECIDED TO
IMPLEMENT IT.

LANTERN IN DUNN. EACH ATENDEE MAY BRING ONE GUEST.
CHAIRMAN SINCLAIR REMINDED THE BOARD THAT DOROTHY MCLAMB, SECRETARY WOULD RETIRE ON
OCTOBER 31, 2018 AND A LUNCHEON WOULD BE HELD IN HER HONOR ON FRIDAY, OCTOBER 26, 2018 AT
12:00. THE EVENT WOULD BE CATERED BY BLACKMON'S CATERING IN DUNN. HE ADVISED THAT THE STAFF
AND COMMISSIONERS WOULD BE THE ONLY ATTENDANTS IN ADDITION TO MRS. MCLAMB AND HER
HUSBAND, ROY.
