HARNETT COUNTY BOARD OF COMMISSIONERS
Special Meeting (Workshop)
March 4, 2005
The Harnett County Board of Commissioners met in special session on Friday, March
4, 2005, in the Human Resources Conference Room, County Administration Building,
102 East Front Street, Lillington, North Carolina.

Staff present: Neil Emory, County Manager

Others present: Roy Tew and Walter Massey, Board of Elections members
Sherre Toler, Director, Board of Elections
Claudette Williams, Deputy Director, Board of Elections
Chairman Byrd called the meeting to order at 11:30 a.m.
Roy Tew noted that due to the increase of voters in certain areas of the county, the
precinct lines need to be adjusted. Sherre Toler presented two proposals to
accomplish this task. Staff will continue to study and develop proposed ways to
improve elections. The current voting machines will need to be replaced soon and the
State Board of Elections will inform the counties what type of equipment to purchase.
Also, One-Stop voting was really popular in the last election and voters have
requested more one-stop centers. Ms. Toler stated the cost would be approximately
$10,000 to set up one center. Mr. Emory noted that voters should be informed that
there may be precinct adjustments in the near future. Presentations could be made to
civic groups and information explaining changes could be mailed with new voter
registration cards. The issue will be addressed again at a future meeting.
Mr. Emory reported on the progress of the mental health services merger.
Chairman Byrd moved to adopt a resolution recognizing the Town of Coats on its
Centennial celebration. Commissioner Tim McNeill seconded the motion and it
passed unanimously. (Attachment 1)
There being no further business, the Harnett County Board of Commissioners work
session, March 4, 2005, adjourned at 1:00 p.m.
