CITY OF DUNN
DUNN, NORTH CAROLINA
The City Council of the City of Dunn held a Special Called Meeting on Monday, March 2, 2020 at 7:00 p.m. in the
Dunn Municipal Building. Present: Mayor William P. Elmore Jr., Mayor Pro Tern Chuck Turnage, Council
Members J. Wesley Sills, April Gaulden, Frank McLean, Billy N. Tart, and Dr. David L. Bradham. The Request
for Special Meeting Notice is incorporated into these minutes as Attachment #L
Also present: City Manager Steven Neuschafer, Assistant City Manager Mathew Boone, Finance Director Jim Roberts,
and Attorney Tilghman Pope. Guests recognised by Mayor Elmore: Emily Weaver with The Daily Record
CALL TO ORDER AND INVOCATION
Mayor Elmore opened the meeting at 5:30 p.m. and Council Member McLean gave the invocation. Afterwards, Council
Member Sills led the Pledge of Allegiance.
AGENDA ADJUSTMENT AND APPROVAL
Motion by Mayor Pro Tern Tumage and second by Council Member McLean to adopt the March 2, 2020 meeting agenda
as presented. Motion unanimously approved.
Second Chance Federal Grant ProposaUlnformatiion:
Second Chance Development Grant Proposal
Carolyn McDougal, President and CEO of Second Chance Community Development Corporation (SCCDC), requested
for the City to apply on behalf of SCCDC for a Second Chance Federal Grant for up to $750,000. Only a local
government unit can make the application, which is available through the US Department of Justice and due March 10,
2020. The funds would be used to assist individuals with prior criminal records to re -integrate them into society so they
can become contributing citizens of the community. The grant writer is Bennie Mack Jr., who was unable to attend the
presentation due to sickness. SCCDC is in the process of obtaining its 501-c3 status and its goals are to expand to serve
the 12ffi District.
After discussion, consensus was that Council needed additional information to support this initiative. All agreed this was
a needed program and encouraged Ms. McDougal to go to the Harnett County Commissioners or come back to the City
with the needed information and adequate time for an informed decision. Ms. McDougal thanked them for their time and
willingness to hear SCCDC's proposal.
With no further business to discuss, the meeting was adjourned at 6:13 p.m.
