WHEREAS, the Dunn Middle. School Basketball team set out in their winning season, not only to
represent their team, but to represent their school and the City of Dunn; and
WHEREAS, they were able to achieve an accomplishment, that no one can remember when and if, it
has ever happened before, in the history of Dunn Middle School; and
WHEREAS, with one eighth grader, this young team was able to finish this exciting season, not only
as the Conference Champions, but with all wins and no losses; and
WHEREAS, this team became family on the court with each player selflessly making the team a
priority, not concerned with who gets the credit or glory, but for the overall good of the team.
According to their coach, "they came out and played hard with unselfish motives, which speaks highly
of each young man's character;" and

WHEREAS, the year 2020 marks the 1081h Anniversary of Girl Scouts of the USA, as well as the
centennial of the passage of the Nineteenth Amendment, both seminal moments for girls and women in
our nation's history; and
WHEREAS, Girl Scouts, the world's premier leadership development organization for girls, has
emphasized public service, civic engagement, and fostering a sense of community in girls for more than
100 years, providing benefits upon the lives of the many girls touched, to last a lifetime; and
WHEREAS, Girl Scouts works to champion ambitions, cultivate talents, and develop leadership skills,

CITY OF DUNN CITY COUNCIL PUBLIC COMMENT POLICY
The City Council for the City of Dunn does hereby adopt a Public Comment Policy to
provide at least one period for public comment per month at a regular meeting of the City
Council. This policy shall remain in effect until such time that it is altered, modified, or
rescinded by the City Council.
All comments received by the City Council during the Public Comment Period shall be
subject to the following procedures and rules:
1. Anyone desiring to address the City Council must sign up and register on a sign-
up sheet available on the podium within the City Council chambers prior to the Mayor calling the
meeting to order. The sign-up sheet shall be available thirty (30) minutes prior the beginning of
the City Council meeting in the City Council Chambers. Once the Mayor has called the meeting
to order, the City Clerk shall collect the sign-up sheet and deliver it to the Mayor. The speaker
shall indicate on the sign-up sheet his or her name, address and matter of concern.
2. The Public Comment Period shall be for thirty (30) minutes.
3. Comments are limited to three (3) minutes per speaker. A speaker can not give
their allotted minutes to another speaker to increase that person's allotted time.
4. Each speaker must be recognized by the Mayor or presiding member of the City
Council as having the exclusive right to be heard. Speakers will be acknowledged in the order in
which their names appear on the sign up sheet. Speakers will address the City Council from the
podium at the front of the room and begin their remarks by stating their name and address.
5. Individuals who sign up but can not speak because of time constraints, will be
carried to the next regular meeting of the City Council and placed first on the Public Comment
Period.
6. During the Public Comment Period, a citizen, in lieu of or in addition to speaking
may pass out written literature to the City Council, City Staff and audience.
7. Groups supporting or opposing the same position shall designate a spokesperson
to address the City Council in order to avoid redundancy.
8. After the citizen has made his or her remarks, he or she will be seated with no
further debate, dialogue or comment.
9. The Public Comment Period is not intended to require the City Council to answer
any impromptu questions. Speakers will address all comments to the City Council as a whole
and not one individual Council member. Discussions between speakers and members of the
audience will not be allowed. The City Council will not take action, or respond to questions
about, issues raised during the Public Comment Period at the same meeting.
10. Speakers shall refrain from discussing any of the following: matters which
concern the candidacy of any person seeking public office, including the candidacy of the person
addressing the City Council; matters which involve pending litigation; matters which have been
or will be the subject of a public hearing; and matters involving specific personnel issues related
to disciplinary matters. If the speaker wishes to address specific personnel issues related to
disciplinary matters, he or she should take their comments to the City Manager, who shall share
the comments with the City Council.
11. Speakers shall be courteous in their language and presentation.
12. The Mayor and City Manager shall determine, on a month to month basis, where
the Public Comment Period will appear on the monthly agenda when developing the agenda,
prior to its publication.
13. The Public Comment Period shall only be held during the regularly scheduled
monthly meeting of the City Council. There shall not be a Public Comment Period at any other
meetings of the City Council, unless specifically approved by the City Council.

The City Council of the City of Dunn held a Regular Meeting on Tuesday, February 11, 2020 at 7:00 p.m. in the
Dunn Municipal Building. Present: Mayor William P. Elmore Jr., Mayor Pro Tern Chuck Turnage, Council

Mayor Elmore opened the public hearing concerning Rezoning Request RZ-01-20, PIN #1515-25-3158.000 near 331
Long Branch Rd by request of Wayne Barbour. The public hearing was duly advertised on January 21, 28 and February
24, 2020.
Planning Director Adler told Council that the property is currently zoned RA-40, Single Family Dwelling Agricultural
District and is proposed to be rezoned C-3, Highway Commercial District. The property is in near proximity to US
Highway 301 and Interstate 95 and the rezoning is consistent with the 2030 Land Use Plan, which projects an increase in
intensity of development along this stretch of Long Branch Rd, The Planning Board met on January 28, 2020 and voted
unanimously to approve the request.

Motion by Mayor Pro Tern Tmnage and second by Council Member Tart to approve rezoning request RZ-01-20 to rezone
4.17+/- acres of a parcel totaling 6.68+/- acres located near 331 Long Branch Rd from RA-40: Single Family Dwelling

was brought back to Council. Council Member Sills was concerned with waiting six months before the issue was
reviewed again by Council. After additional feedback from Chief Building Inspector King and recommendation from
City Attorney Pope, an amended motion by Council Member Bradham and second by Council Member McLean was
made to table the consideration of the Ordinance to Demolish House at 911 Fairground Rd for two months. Motion

Financial Report/Assessments Update
Finance Director Roberts provided the following financial report for the period ending January 31, 2020:
• General Fund as of January31, 2020 - $4,561,090 and $2,352,062 in the Water -Sewer Fund.
• Taxes received to -date approximately $3,063,285 in property taxes or 73.26% of our expected tax income.
• Sales Tax Revenue through November is $1,076,826 - 48.7% of our total expected income.
• Utilities Sales Tax report for the first half of the year is $343,048.
• Building Permit Fees for January were $14,050, for a total collected for the year of $83,114 or 104% of budget.
• Water and Sewer Revenues for January were $462,643, with total collected - $3,465,657 or 62% of budget.
• Expenditures are at $6,689,177 or 59.4% of budget in the general fund. The Water and Sewer fund has spent
$3,219,231 or 56.7% of budget.
He also updated that three foreclosures are in the works that will make up $70,467 or 18.6% of past due accounts.

City Manager's Report
City Manager Neuschafer reported that four proposals were received on the Vision RFP. Meetings have been set up with
the Dunn Vision Group and hope to have an additional report next month. He also informed the Council that the City has
contractors going around doing remote videoing of sewer lines and manholes for inspections.

The Chamber Concert Series, previously called Boogie on Broad, are held annually in downtown Dunn. They

Thank you for all of the support the City of Dunn has given the Dunn Chamber and the Dunn
Chamber Concert Series in downtown Dunn over the past fourteen years. On behalf of our
current Event Planning Committee, I ask that you continue that support for this year's concert
series.
We have adopted a couple changes for 2020, including a new name and a location change
from Broad Street to the Dunn Shrine Center parking lot, located at 212 North Clinton
Avenue. The 2020 concert dates are set for Thursday, April 16; Thursday, May 21 and
Thursday, October 8.
For each event, we are requesting at 2:00 p.m. to close East Edgerton Street from the alleyway
behind Sherry's Bakery to North Clinton Avenue. Then at 5:00 p.m., we ask East Harnett
Street from the alleyway at the Shrine Center to Clinton Avenue be closed or as best
determined by the Dunn Police Department.
Again, I would like to thank the city leaders, police department and public works department
for all of the help and support we receive each year. The Chamber values this partnership
which enables us to accomplish so much for our membership, our city and our visitors.

This is a request to hereby amend Chapter 22 (Zoning) to establish definitions for "brewery" and
"microbrewery" and the zoning districts in which they will be permitted by right or as a conditional use.
The public hearing is the opportunity for the Council to hear comments and opinions from the public to include
any party for or against the request.
The public hearing was duly advertised on February 18th, 25th, and March 3rd, 2020.
BACKGROUND:
As with all text amendments, strikethreugh is old text removed, and underlined is new text.
Section 22-1 adds the definition of brewery and microbrewery and the zoning districts in which they are
permitted by right or as a conditional use.
Division 6: this amendment adds microbrewery as a permitted use in the following zoning districts: C-1,
Central Commercial District; C-2, Shopping Center District; and C-3, Highway Commercial District.
Division 11: this amendment adds brewery as a permitted use in the following zoning district: 1-10,
Restricted Industrial District
Division 1: This amendment adds microbrewery as a conditional use in the 1-10, Restricted Industrial
District. As a conditional use, City Council must provide final approval, along with any additional
requirements council may require. This ordinance was created using research of other municipalities' zoning
ordinances, as well as one Planning Board public meeting.
The Dunn Planning Board unanimously recommended adoption of the amendment as written at their
February 25, 2020 Planning Board meeting.

of Petway Mills & Pearson will provide their insights in to the audit and financial numbers included in the
report.
BACKGROUND: The audit was done following the end of the budget year and includes all information and
financials provided for review by the City Finance Department. Once the audit is completed a report to the
City Council provides a time for review and discussion of events and financial reports.
BUDGET IMPACT: There is no budget impact from this report. The cost of the audit is included in the
budget approved each year.
RECOMMENDATIONIACTION REQUESTED: The City Administration recommends

PURPOSE:
To tentatively award a construction contract to extend the City's gravity sewer line to PJs Truck Bodies since
the 1-95 widening project will damage their current septic system.
BACKGROUND:
Since the 1-95 widening project will damage the septic field at PJ's Truck Bodies, NCDOT has agreed to
reimburse the City for the construction and engineering costs associated with extending an 8 inch gravity
sewer line in order to provide sewer service to PJ's Truck Bodies. The project is located between mile
markers 75 and 77 and is part of the 1-95 Interchange Improvements (Jonesboro Road and Hodges Chapel
Road), On February 25, 2020, the City of Dunn received four (4) bids for PJ Truck Bodies and Equipment
sewer extension. The low bid was submitted by Temple Grading and Construction Company, Inc. in the
amount of $186,725.
BUDGET IMPACT:
This project will be completed at the expense of the NC Department of Transportation. Construction,
engineering, and limited construction administration/inspections costs are reimbursable to the City. The Utility
Relocation Agreement between the City of Dunn and NCDOT dated December 10, 2019, included a prior
Engineering estimate of $162,000 which included construction, engineering services, and contingencies. The
project budget has been revised to $215,000 and includes:

RECOMMENDATION/ACTION REQUESTED:
Motion to tentatively award a sewer construction contract to Temple Grading and Construction Company,

and also contingent upon NCDOT acquiring the necessary Right of Ways, Utility Easements, or Right of Entry
Agreements for private properties.

Informal bids were received on February 2511, at which the bids were opened and the totals were read aloud. A copy

The low bidding contractor has undertaken projects for the City previously and they are well qualified to undertake
this project. The total cost of the unit prices bid submitted by the low bidder are higher than the Engineer's estimate
of construction. After plans were finalized the Engineer's estimated construction cost was updated to $150,000 at
the end of January. Technical services and construction contingencies were added to the January Project Budget
update which totaled $183,000 (copy enclosed). The higher cost bid reflects the current state of the economy where
costs are increasing due to material cost increases and contractor's work -loads. The higher cost also relates to the
nature of bidding a small project with low quantities of work to be constructed. As reflected by the other bids
received the project bids are competitive, and the low bid reflects the current market cost of this project scope.
The Utility Relocation Agreement between the City of Dunn and NCDOT dated December 1011 included a prior
Engineer's estimate of November 2019 which presented a construction budget of $130,000 and adding technical
services and construction contingencies resulted in an initial project budget of$162,000, NCDOT is paying the project
cost since the PJ's septic system will be in conflict with the 1-95 widening project.
Based on the total of the unit prices bid by the lower bidder of $186,725 plus technical services budget of $19,000
and a small construction contingency of $9, 275, we recommend a revised proiect budget of$215 000 be established
for this project. We also recommend the Utility Relocation Agreement for the proiect be revised to this $215,000
total.

Based upon the above Information, we recommend the sewer work be tentatively awarded to Temple Construction
based on the total of their unit price bids of $186 725. subject to NCDOT agreeing to the pay for the project budget

agreement to be in place prior to beginning construction. After Council considers awarding construction contracts

- Cemetery Advisory Board has 4 vacancies with a maximum of 2 that can reside outside of the City
limits and all current members reside inside the City limits.
- Planning Board has a vacancy for the Out of Town (ETJ) member.
There are no vacancies on the Library, ABC Board or Housing Authority until June 30, 2020.
RECOMMENDATION/ACTION REQUESTED:
To approve any board appointments at the discretion of the Council.
- To approve Gary Beasley be moved to the Planning Board for term ending June 30, 2021.
- If Council fills Park and Recreation Advisory Board vacancies, recommend you include next 3-year
term with new terms to expire June 30, 2023.

Board Meetings are held on the 3`a Wednesday night (as called) of each month in the Municipal Building at 7:00 p.m. (3 year
terms)
*Effective 7-7-05 — Code amendment was adopted whereby the BOA shall consist of (7) members, (6) shall be in -town members

PURPOSE:

prepare for the ADA Transition Plan.
BACKGROUND:
The City of Dunn adopted a Pedestrian Plan in 2008 and a Bicycle Plan in 2014. These plans are used to
incorporate pedestrian and bicycle routes with new construction and when doing infrastructure
improvements.
BUDGET IMPACT:
There is a 10% match from the City, if the grant is received. Anticipated cost to City - $5,000.

ENDORSING THE APPLICATION FOR BICYCLE AND PEDESTRIAN
PLANNING GRANT FUNDS BY THE CITY OF DUNN
WHEREAS, the North Carolina Department of Transportation has established a Bicycle
and Pedestrian Planning Grant which provides funding to projects that will result in
comprehensive local bicycle or pedestrian transportation plans; and
WHEREAS, the City of Dunn has decided to apply for funding from the Department of
Transportation to update our current bicycle and pedestrian plan; and
WHEREAS, the City Council of the City of Dunn has approved the application for this
funding and the City Council feels it to be in the best interest of its residents and business
community to fully endorse said project; and
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Dunn, North
Carolina hereby endorses the pedestrian planning project and if the project is selected,
upon the execution of a municipal reimbursement agreement, will provide all required
support and resources for the duration of the project.

Bicycle and Pedestrian Planning Grant Initiative Program Overview
The Bicycle and Pedestrian Planning Grant Initiative is a matching grant program that encourages municipalities to
develop comprehensive bicycle plans and pedestrian plans. The Division of Bicycle and Pedestrian Transportation
(DPBT) and the Transportation Planning Branch (TPB) sponsor this grant. All North Carolina municipalities are eligible
and are encouraged to apply. Counties with populations of less than 50,000 may apply on behalf of incorporated or
unincorporated communities within their jurisdiction. Calls for proposals open annually.
Program Background
Communities throughout North Carolina have begun to place more emphasis on providing facilities for
biking and walking. A desire for better modal choices, the demand for more walkable and bikeable
communities and a focus on smart growth initiatives have combined to highlight the need for better,
more complete bicycle and pedestrian transportation systems. Comprehensive planning documents are
an integral part of developing these systems, and can guide both local and state efforts to improve
conditions for bicycling and walking.
To encourage the development of comprehensive local bicycle plans and pedestrian plans, the NCDOT
Division of Bicycle and Pedestrian Transportation (DBPT) and the Transportation Planning Branch (TPB)
have created a matching grant program to fund plan development. This program was initiated through a
special allocation of funding approved by the North Carolina General Assembly in 2003 along with federal
funds earmarked specifically for bicycle and pedestrian planning by the TPB. The planning grant program
was launched in January 2004, and it is currently administered through NCDOT-DBPT. Over the past fifteen
grant cycles, 205 municipal plans have been selected and funded from 475 applicants. A total of
approximately $6 million has been allocated.
Who Can Apply
All North Carolina municipalities are eligible and are encouraged to apply for a bicycle or pedestrian
planning grant. Counties with populations of less than 50,000 may also apply on behalf of incorporated
communities and/or unincorporated areas within their jurisdiction. Due to the limited amount of funding,
counties with populations greater than 50,000 are not eligible to apply, nor are colleges/universities or
other non -municipal entities. Applications submitted and received for previous grant cycles do not carry
over — municipalities/counties must re -apply each year to be considered within the current process.
Please note that all applications and relevant documents will be accepted via the Submittable online
application portal only.
Municipalities (and counties with populations of less than 50,000) who currently have bicycle
plans and/or pedestrian plans, either through this grant program or otherwise, may also apply
to update their plan provided it is at least five years old.
Smaller municipalities (below 10,000 population) are eligible to apply for a joint bicycle and pedestrian
plan, but still have the option of applying for a stand-alone pedestrian or a standalone bicycle plan.
Municipalities/counties with populations of 10,000 and over may choose to apply for funding to
undertake either a bicycle plan or a pedestrian plan in any given fiscal year. Municipalities/counties may
apply for funding for the other type of plan in subsequent years. Funding is intended to support the
development of a comprehensive bicycle or pedestrian transportation plan. If neighboring municipalities
wish to file a joint application, please contact DBPT for instructions and guidance.
Planning Grant Initiative — Program Overview
In addition to the traditional bike and pedestrian plans, DBPT recently opened up the application process
for project acceleration plans. Eligible for municipalities with a population of 5,000 or less, these
abbreviated plans will primarily focus on priority project identification and project implementation. Like
the planning grants mentioned above, selection of these projects will be based on a competitive review
process. (Note: there is a separate application for the project acceleration plans.)
Submitting an application for planning funds is a competitive process. However, an effort will be made to
award grants based not only on the merit of the proposal but to achieve statewide geographic
distribution as well. Consideration will be given to funding a cross-section of municipality types.
The eligibility criteria are summarized in the table below.

The Role of MPO's and RPO's
Planning Grant Initiative —Program Overview
The relevant approval processes and procedures of MPO and RPO organizations should be followed by any
municipality applying for funding. A resolution by the local MPO and or RPO is required. It is strongly
encouraged that the appropriate resolution be sent in with the grant application (via email), which is due
by 5:00 pm on May 19, 2020. Staff from the MPO or RPO may assist with preparation of the application
and should also be part of the steering committee guiding development of the plan.

Plan Development
Plans will be developed by consultants that are prequalified by NCDOT. Also, a full-time permanent
employee of the municipality must be assigned as project manager to oversee/coordinate the plan
development. A task force/steering committee must also be formed to oversee development of the plan.
This group should include relevant local staff, regional planning staff, advocates and representatives of
stakeholder groups as well as a DBPT staff member. The level of funding provided to a municipality for
plan development will be determined by estimated cost and a matching grant formula.
Any plan developed with these funds will be comprehensive in nature and be a stand-alone plan. While
NCDOT encourages the inclusion of bicycle and pedestrian elements in local comprehensive plans,
transportation plans, land use plans, recreation plans, greenway and open space plans, etc., applications
for funding to develop such elements is not within the scope of this grant.
An outline of required content standards for traditional bicycle and pedestrian plans, project acceleration
plans, and plan updates has been developed to assure that plans are comprehensive in nature and to help
the municipality/county identify all necessary bicycle or pedestrian needs, priorities and opportunities for

Average costs associated with the development of comprehensive bicycle and pedestrian plans vary
greatly depending upon the size of the municipality/county and the complexity of issues to be
addressed. Average costs associated with a plan update are 50%-75% of the cost of a standard plan.
Cost may vary depending on the extent of the update: however, communities should budget for the
maximum estimate. A range of estimated costs for plans developed by consultants is shown below. The
cost of all plans funded through this initiative shall be within these established ranges. After awardee
notification, the specific cost of the plan will be determined through discussions between NCDOT and
the municipality/county and through contract negotiations between NCDOT/municipality/county and
the selected consultant.

Allowable expenses include consultant costs associated with plan development and delivery;
GIS/mapping services, as appropriate; preparation of technical illustrations and graphic design/layout of
plan undertaken by consultant; non -staff costs associated with data collection and public involvement
activities; and, printing/copying of plan and maps.
Planning Grant Initiative —Program Overview
All electronic files, maps, technical illustrations, etc. produced with these funds will become the
property of the NCDOT Division of Bicycle and Pedestrian Transportation and the funded
municipality/county.
Selection Process
DBPT and key planning professionals will conduct a preliminary review of all applications for
completeness and general appropriateness. Applications that pass the initial screening will then be
reviewed by the Planning Grant Initiative Awards Committee. This group will include DBPT and
individuals with professional experience in developing, administering, and/or implementing bicycle
plans and pedestrian plans. These individuals will represent municipalities of varying sizes, MPO's and
RPO's, COG's and other appropriate agencies and organizations. The Awards Committee will review each
proposal and evaluate it based on the stated vision, goals and needs of the municipality;
comprehensiveness of scope; understanding of issues and opportunities; level of local commitment;
and, feasibility of successful plan completion. The Awards Committee will forward their
recommendations to the NCDOT for final approval.
Selection Criteria
The Awards Committee will consider the following elements in evaluating applications for bicycle and
pedestrian planning grant funds. For the project acceleration plans, the criteria will be similar but with a
lesser focus on program and policy components.
• Identify critical local needs for planning and/or implementation of infrastructure improvements
• Identify targeted roadway, adjacent land and existing conditions for corridor plan that are most
realistic for maximizing existing infrastructure and improving conditions
• Demonstrate an understanding of needs of the particular modal user (bicyclist, pedestrian)
• Recognize the need to serve diverse populations
• Focus on the development of a comprehensive bicycle or pedestrian transportation system
• Identify how having a bicycle or pedestrian plan would help improve the health of a community
• Assure assignment of appropriate level of staff to oversee / undertake plan development
• Consider policy issues and describe how multi -modal transportation needs will be incorporated
into municipal processes
• Recognize the value of developing education, enforcement and awareness initiatives
• Demonstrate widespread local support including from elected local officials and stakeholders.
• Demonstrate an understanding of interrelationships with other adopted plans.
• Demonstrate involvement of local, regional and state organizations in plan development
processes and current level of support (such as through support letters).
• Identify a realistic plan implementation strategy involving multiple resources and partners.
Conditions of Project Award
NCDOT will utilize prequalified on -call firms to prepare the bicycle and pedestrian plans. NCDOT
maintains a select number of firms specializing in bicycle and pedestrian plans and studies. Described
below are the overall process and primary responsibilities. Dates are estimates.
• In September— October 2020, DBPT will send the local government a municipal agreement.
Planning Grant Initiative — Program Overview
• NCDOT/DBPT maintains an on -call list of experienced, pre -qualified consultants to prepare
bicycle and pedestrian plans funded through the Planning Grant Initiative Program. DBPT staff
will select a firm to prepare a community's plan whose skills match the needs of the local
jurisdiction (with input from the local government when necessary). Consultant assignment will
also be influenced by current workload/available staff. Final plan development cost will be
negotiated between DBPT and the selected cost with final cost falling within the plan cost range
noted earlier in this document.
Agreements between the locality and NCDOT will be signed in November 2020 - December
2021. The locality will be responsible for the local match at this time.
• Plan start date is anticipated in January/February 2021.
The consultant will be responsible for submitting quarterly progress reports to NCDOT.
• NCDOT-DBPT will handle all consultant invoicing and all other related documentation.
• The local government will establish the project steering committee consisting of local
citizenry. A primary local contact will serve as the liaison between the locality, consultant and
NCDOT.
As outlined above, the funded municipality/county must be willing to execute a legal agreement with
the NCDOT prior to receiving funding. This agreement will outline the responsibilities of each party, the
terms and the deliverables. This agreement must be executed within three months of being awarded
the grant.
The municipality/county must be willing to submit the final plan to the Town/City/County Council or
other approving authority for adoption.
It is anticipated that selected consultants will have twelve months from the date of receipt of an NCDOT
written Notice to Proceed to complete the plan. Final timeframes will be determined during creation of
agreements and finalization of consultant contracts.
Municipalities/counties must credit the North Carolina Department of Transportation for project
participation in the plan document, in all press releases and other announcements and promotional
materials related to the project.
All electronic files, maps, technical illustrations, etc. produced with these funds will become the
property of the NCDOT Division of Bicycle and Pedestrian Transportation and the funded
municipality/county. GIS files created for plan development must adhere to NCDOT's PBIN
geodatabase standards (for more information see:

Additional Conditions of Project Award
According to General Statute legislation, NCDOT's Division of Bicycle and Pedestrian Transportation is
required to produce an annual report on the implementation of projects identified in funded plans.
Therefore, local governments receiving funds for the development of bicycle and/or pedestrian
plans will be required to annually respond to a project implementation survey.
Planning Grant Initiative — Program Overview
As stated in the legislation (§ 136-41.5): "The Division of Bicycle and Pedestrian Transportation of the
Department of Transportation shall submit an annual report by May 15 on the progress of projects
identified in plans (1) submitted to the Division over the 10-year period prior to the report and (ii)
funded from Bicycle and Pedestrian Planning Grant funds. The Division shall submit the report
required by this section to the chairs of the House of Representatives Appropriations Committee on
Transportation, the chairs of the Senate Appropriations Committee on the Department of
Transportation, and the Fiscal Research Division of the General Assembly."
Administration / Technical Assistance
Staff from the NCDOT Division of Bicycle and Pedestrian Transportation (DBPT) will be available to
directly administer the grant process as described above. DBPT staff will also provide various forms of
technical assistance, attend steering committee meetings and review/approve plan drafts throughout
the plan development process.

The application deadline is 5:00 pm Tuesday May 19, 2020.

allows the applicant to create a login account so partially completed applications may be saved
and returned to. It is not necessary to complete the application in one session.

appropriate, is also required. Arrangements should be made far enough in advance to allow
time to acquire the appropriate resolution so that it may be sent in with the application.

each with unique submission links. It is the responsibility of the applicant to complete the

• The City, as of February 29, 2020 had $5,397,940 in cash in the General Fund and $2,355,147
in the (NCCMT Term Account) Water -Sewer Fund. Through February of 2019 the City had
$3,607,938 in the General Fund and $2,344,648 in the Water and Sewer Fund. We continue to
maintain a larger total balance than last year.
• Our Taxes for the 2019 year continue to be collected. To date we have received
approximately $3,846,780 in property taxes or approximately 92% of our expected tax income.
Our Estimate for the 2019 year is $4,181,600. These totals include Property, Motor Vehicles, and
Downtown Service District taxes.
• Sales Tax Revenue through December is $1,076,826. Our Budget for that income is set at
$2,212,000. Sales Tax Reports from the Department of Revenue are provided at least two months
behind actual collections. This is 48.7% of our total expected income. No change since last month.
• Utilities Sales Tax report for the first half of the year has been received. The total to date
received is $343,048. This amount includes Electricity, Teleommunicaitons, and Video
Programming Sales Taxes. It is budgeted for these three areas at $747,000. This covers the
quarterly payment for the quarter ending September 30, 2019. Sales Taxes on Utilities should be
received this month for the next quarter ending December 31, 2019.
• Building Permit Fees for the month of February were $5,032, for a total collected for the year
of $88,146 or 110% of budget. Our budget for the year is $80,000.
• Water and Sewer Revenues for the month of February were $438,020. Our total to date
collected is $3,902,542or 69.82% of budget. Our budget for the year is $5,593,000.
• Expenditures are at 66.1% of budget in the general fund. Our Budget is $11,597,100 and we
have expended $7,406,775. The Water and Sewer fund has spent 61.9% of budget which was
$6,207,200 and we have expended $3,545,140. The benchmark for this period is 66.7% of budget.

• The General Fund assessments, Water and Sewer assessments, and old demolitions total $127,314. Of
this more than $82,000 is over 10 years old.
• For our Weedy Lots and new Demolitions, we have billed out $373,601, made adjustments totaling
$21,159 and received payments totaling $118,453. That leaves us with the amount of $233,989. Of this
total, only $12,131 of this amount is over 10 years old.
• We met in early February with our attorneys to discuss how to move forward with more liens on these
past due accounts. We have prepared the list and discussed options. We will use our Attorney for the
collections over $2,000.
• We have leins in place totaling more than $123,000 at the current time.
• Of the total amount owed to the city, $360,852, there are $94,131 worth of debts that are over 10 years
old and are uncollectable. That leaves us with $266,721 available for collections.
• Debt letters were sent on two dates in January, to indiv oluals owing money to the City that included
$58,450 in debts. That leaves us open in 60 days (March) to process liens on their property for those
that do not pay. The total amount of debt over $2,000 is approximately $63,000, We will have a report
on that at the next Council Meeting.
• We are using the Debt Setoff process for some of the current individuals that owe us these funds. Debt
Setoff utilizes the power of the Department of Revenue (DOR) to collect funds from Tax Refunds and
Lottery Winnings to pay debts owed by the taxpayer. To qualify they must be 60 days past due, owe

During the month of February we launched our new City of Dunn Website
02- In Progress
Now that the website is live, we are going through and making all pdf forms fillable
online. We are trying to upgrade our system to make it easier and user friendly for
users and we believe one of the main reasons people visit our website is for forms
that they need.
03- Goals
My main goal now that the website is live is to finish a social media policy. I will be
attending a class in Chapel Hill this month that focuses on laws to abide by involving
social media. A lot of people do not realize that countless laws pertaining to running
government social media pages. Our Campbell University Intern will be assisting me
with this.

Sports Programs
Basketball: All basketball games for boys' and girls' leagues ended on February 41h. 10U girls team 2
coached by David Horne were county champions in their age division. Jeremy McKoy's 10U Boys team
were the leagues regular season and tournament champions with Glenn Bruce's team as runner-ups.
Romell Cooper's 14U Boys team were regular season champions and Rodrick Worth's team were
tournament champions. All-star player selections have been made for SWAC. Our all-star coaches for
SWAC are as follows:
10U Girls David Horne
12U Boys Romell Cooper
10U Boys Jeremy McKoy
14U Boys Rodrick Worth
Regionals will take place on March 13" —15th, and the state will take place on March 201h — 22nd SWAC
tournament play locations have yet to be determined.
Indoor Soccer: We began accepting registrations on January 2"d and end on February 5th., This season
we have three teams in 8U, four teams in 10U, and we added two additional teams in 13U for a total of
six teams. Drafts were held on Saturday, February 15t"and practice will start the week of February 19th.
Sports Registration
Baseball and softball registration will begin on February Yd and will end on March 11th.
Recreation Advisory Board
Our board met last on Tuesday, February 121h at 6:00 p.m. at Dunn Parks & Recreation. The next
scheduled meeting will be held Tuesday, April 141h at 6:00 p.m.

is set for Saturday, March 281 from 9:00
a.m. to 1:30 p.m. at the Dunn Shrine Center.

CITY OF DUNN ABC BOARD
Minutes of Meeting
Feb. 18, 2020
The Dunn ABC Board met on Feb. 18, 2020. Present at the meeting: Board Members,
Alice Judd and Lynn Jernigan, Finance Officer, Charles Willis, Manager, Robert Parker,
who served as Secretary to the Board. Board Member Dal Snipes did not attend.
Mr. Parker presented the minutes of the Jan. 21, 2020 meeting that were approved by the
Board.
Each Board Member was given a copy of the Jan., 2020 Financial Statement. The Board
reviewed the statement noting sales in Jan. are $9248.90 above last year. Year to date
sales are $70193.41 above last year. Mixed Beverage sales are $7162.55 above last year.
The 3"d quarter profit distribution to the City if Dunn has been made.
There was a break-in at store 41 12-19-2019 that cost the Board $1484.85. An insurance
claim has been filed. Check for $984.00 has been received.
There was no conflict of interest at this meeting.
No other business.
The next ABC Board Meeting will be Mar. 17, 2020
With no other business, Lynn Jernigan motioned to adjourn which received a second

The Dunn ABC Board met on Jan. 21, 2020. Present at the meeting: Board Members,
Dal Snipes, Alice Judd and Lynn Jernigan, Finance Officer, Charles Willis, Manager,
Robert Parker, who served as Secretary to the Board.
Mr. Parker presented the minutes of the Nov. 19, 2019 meeting that were approved by the
Board. No meeting in Dec. 2019.
Each Board Member was given a copy of the Nov. and Dec. 2019 Financial Statements.
The Board reviewed the statements noting sales in Nov. are $23303.90 above and sales in
Dec. are 8740.60 below last year. Year to date sales are $60944.51 above last year.
Mixed Beverage sales are $5556.10 above last year.
The 2 d quarter profit distribution to the City if Dunn has been made.
The Board approved $800.00 for LED lights outside of store #1 and $1000.00 for LED
lights for the ABC signs at store #2. Work is completed.
The Board also approved $9000.00 to upgrade the office inventory system.
There was a break-in at store #1 12-19-2019 that cost the Board $1484.85. An insurance
claim has been filed.

Minutes of Meeting
Nov. 19, 2019
The Dunn ABC Board met on Nov. 19, 2019. Present at the meeting: Board Members,
Dal Snipes, Alice Judd and Lynn Jernigan, Finance Officer, Charles Willis, Manager,
Robert Parker, who served as Secretary to the Board.
Mr. Parker presented the minutes of the Oct. 15, 2019 meeting that were approved by the
Board.
Each Board Member was given a copy of the Oct. 2019 Financial Statements. The Board
reviewed the statements noting sales in Oct. are $6579.21 above last year. Year to date
sales are $46381.21 above last year. Mixed Beverage sales are $5236.46 above last year.
The Board discussed finding a lower insurance rate for ABC employees.
The Board approved increasing 401k for employees to 5% paid by the Board.
The Board approved bonuses for employees. $500.00 for part time and $100.00 above
longevity amount for full time employees.
Payment to schools and teachers for alcohol education has been made.
There was no conflict of interest at this meeting.
No other business.
The next ABC Board Meeting will be Dec. 17, 2019
With no other business, Lynn Jernigan motioned to adjourn which received a second
