Minutes of Board Retreat
January 29, 2005
The Harnett County Board of Commissioners met in special session for a retreat on
Saturday, January 29, 2005, at the Grand Sheraton New Bern, New Bern, North
Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Walt Titchener
Tim McNeill
Staff present: Neil Emory, County Manager
Rodney Tart, Public Utilities Director
Steve Ward, Public Utilities Assistant Director
Guests: Amneris Solano, The Fayetteville Observer
Hiram Marziano, Marziano & Minier Engineers
Chairman Byrd called the meeting to order at 8:00 a.m.
Mr. Emory provided an overview of the day’s agenda.
Mr. Emory reported on and led a discussion of the following items:
1. Current status and the County’s role in proposed construction of a
new hospital.
2. Current budget status (2003-2005) and looking ahead to 2005-2006
budget needs.
3. Education:
a. capital needs/redistricting for Harnett County Schools
b. community college
4. Public Buildings and facilities:
a. Recreation study
b. Airport
c. Administration Building
d. Jail
c. Solid Waste/Transfer Station
5. Public Utilities – Rodney Tart and Steve Ward presented a review of
water and sewer projects and discussed rates.
6. Matters regarding Emergency Medical Service, Fire Protection, Planning
Department, and the Library.
There being no further business, the Harnett County Board of Commissioners Retreat,
January 29, 2005, adjourned at 5:30 p.m.
