Reason for Requested Change:
The new Comprehensive Plan addresses anticipated growth in a way that preserves community character, reduces sprawl, maximizes existing infrastructure, assesses multi-modal opportunities
and needs, considers environmental impacts, and improves quality of life. The process included the inventory and analysis of information which was organized into a series of planning
elements that included Land Use, Economic Development, Public Utilities, Transportation, and Natural Resources.
Planning Board Results & Comments:
On November 2, the Harnett County Planning Board voted unanimously to recommend approval of the “Grow Harnett County” comprehensive growth plan.

Wanted to ensure EMS/ Sherriff’s Office was included in the planning process

Liked the Plan.
Noted that even it’s noted the median age is 33.5, this number seems a bit skewed due to the fact that there are many students/ school-age children within the County, thus a lot of older
folks as well. Therefore, the young workforce may not be as prevalent as the numbers show.

Liked the requirement Problem Properties program & anything else to promote quality neighborhoods & higher standards throughout.
Need to make sure all Harnett County stats are updated & maintained on all applicable websites and via any other method of outreach.

Agrees that higher design/ development standards need to kept, & expanded to other areas of the County. Wondered if the Board of Ed would use this for the future development/ site selection,
etc?
Create a Natural Resources committee (public/ private) similar to the existing Harnett Transportation Advisory Group.
Wanted to know if incorporation of an area within western Harnett was discussed, or if the opportunity exists?

Thought a short bio for each Advisory Committee member would be helpful.
Wondered if the Board of Ed would was involved in this process & if we thought they would use this for the future development/ site selection, etc?
Within the ED Exec Summary, maybe note the high concentration of gov’t jobs.
Pg 1 school system is noted as a factor to lure new residents, however it’s mentioned as a weakness later in the Plan.
CCCC & C.U. are definitely useful tools that need to utilized even more.
Suggested Statement-of-Consistency: (Staff concludes that…)
The requested Text Amendment is compatible with Harnett County regulatory documents and would promote public health, safety, and general welfare of the County, as well as maintain orderly
and compatible land use and development patterns and encourage environmentally responsible development practices, as described within the document. Therefore, it is recommended that
this Comprehensive Growth Plan be APPROVED.
