WHEREAS, responsible journalism is integral to a well-informed public and effective democracy;
and
WHEREAS, The Daily Record is the newspaper of record for the City of Dunn and Greater Dunn
Area including the County of Harnett; and
WHEREAS, Lisa Farmer was hired as a reporter at The Daily Record in 1988 and worked her way
through the ranks to become the Managing Editor in 1994; and
WHEREAS, Lisa has spent her career bringing fair and unbiased reporting, as well as many human
interest stories to our community for more than 31 years, "putting her stamp on the news pages and
instilling the culture of comprehensive community coverage for which The Daily Record is lmown"
according to former publisher Bart Adams; and
WHEREAS, Lisa has covered the City Council meetings of the City of Dunn for many of those
years and attended several Budget Planning Retreats, reporting the actions and activities of the City
of Dunn municipal government, and holding its elected officials and staff to a high standard of
transparency for our residents; and
WHEREAS, Lisa has provided an example for many others in the field of journalism, as she has
managed the news room with professionalism and patience, leading by example with great poise and
an admirable ability to act with "grace under fire"; and
WHEREAS, among North Carolina Press Association awards, Lisa earned first place in
investigative reporting, an award she shared with the late Hoover Adams, founder of The Daily
Record; and
WHEREAS, Lisa's involvement in the community has led to additional honors such as being named
one of the top 10 VIP Women in Harnett County by the Hamett County Business and Professional
Women, Outstanding Advisor award in 2007 for her work with the Campbell Times, and the
prestigious Paul Harris Fellow award by the Dunn Rotary Club, where she is currently serving as
President Elect; and
WHEREAS, Lisa has been married to David Farmer for thirty-two years and together they have a
daughter, Alycia and three grandchildren, Ian, Layla and Hailey.
NOW THEREFORE BE IT RESOLVED, I, Oscar N. Harris, Mayor of Dunn, North Carolina, and
on behalf of the City Council and citizens of Dunn, recognize and honor the achievements and
successes of Lisa Farmer's career of excellence, as a Reporter and the Managing Editor of The Daily
Record,
AND BE IT FURTHER RESOLVED, that we wish to express our sincere appreciation for her

Citizens Police Academy
The Citizens Police Academy (CPA) is an exciting way to learn about police work and what it
takes to successfully operate and protect a city. Through a well -prepared curriculum, taught
once a week for eight weeks, students will learn about the various aspects of police operations.
Academy participants will meet many of the men and women who serve in the Dunn Police
Department as they explain the roles of police officers, investigators, and administrators.
Participants will also learn how officers are trained, and how every citizen can help protect
themselves and their community against crime.
An important and exciting phase of the Academy is providing participants with the opportunity
to leave the classroom and participate in many of the practical exercises. This experience will
give the participants a first-hand look at the dynamic world of policing in the twenty-first
century. Interested applicants must submit to a limited background investigation by the Dunn
Police Department that will include a check of their criminal history and driving record.
Acceptance into the program will be on an individual basis as determined by the Chief of Police.
Students must be a minimum of 18 years of age by the first day of class, or if under the age of 18,
must be a current high school student and provide the necessary parental waivers. Class space is
limited, but a waiting list will be held for future classes should the demand exceed available
space.
The Citizens Police Academy is an excellent way for community members to become better
informed about crime and public safety. It also gives Dunn residents and other community
stakeholders an opportunity to develop working relationships with the Police Department
members. Attached to this document is the academy schedule and course application. Please
complete the form in its entirety and return it to the Dunn Police Department. If you require
notary services, our department will happily provide them free of charge. Once the process is
complete you will be contacted by a member of the agency to finalize the registration process.

Week i
ADMINISTRATION/PATROL DIVISION
During this session, students will learn about the rank structure of the police department and
gain a better understanding of administration and the patrol division. Students will learn how
sworn law enforcement officers protect and serve its community through various tasks such as
generating police reports, following up on criminal activity, general day to day police duties.
Week z
NARCOTICS DIVISION
During this session, students will learn about the narcotics division of the police department
and. Students will be given an overview of how the narcotics division aids in the prosecution of
drug users and distributors.
Week 3
TRAFFIC DIVISION/K9 UNIT
During this Session, students will learn about the traffic and K9 unit. Instructors will cover
topics such as impaired and distracted driving. Students will also be exposed to the IZ9 unit and
learn about how it aids in locating individuals and narcotics.
Week 4
CRIMINAL INVESTIGATIONS DIVISION/CRIME SCENE INVESTIGATION
During this block, students will receive a general overview of different
scenarios investigators are faced at crime scenes. Participants will be
instructed on the dangers of contamination, methods of properly
documenting scenes and collecting evidence.

Week 5
COMMUNITY POLICING
During this session, students will learn how the they can work with police to create a safer
community. Instructors will discuss some common sense strategies for preventing
crime before it is committed, and students will be provided with some
suggestions on better securing themselves and their property from
criminal activity.
Students will also receive the opportunity to gain a better understanding of policies and
procedures concerning the use of force in a variety of both life threatening and non -life
threatening situations as it relates to law enforcement. Students will also cover the internal
investigation process.

DISTRICT ATTORNEY -LAW ENFORCEMENT RELATIONSHIP
During this session, students will learn about the prosecution process and how the District
Attorney's office and law enforcement work together from arrest to prosecution.
Week 7
FIREARMS
During this session, the class will have the opportunity to
revisit the issue of use -of -force as it pertains to deadly encounters. With the
use of actual duty gear and service weapons, participants will be exposed to
demonstrations and practical exercises that address weapon grip, draw,
presentation, sight alignment, trigger manipulation, breathing and much
more. Citizens will also be provided with resources that will allow them to
be responsible firearms owners.

CLASS RULES
ATTENDANCE
In order to successfully complete the Citizens Academy, members are expected to attend all
scheduled classes. Because the class size is so limited, individuals who do not attend are using a
valuable spot that could be used by another potential participant. If an emergency arises that
would prevent your attendance, please make a reasonable effort to contact the police
department volunteer services prior to the start of each class by calling 9io-892-1873. Successful
completion of the course is dependent upon your attendance to at all of the regularly scheduled
classes. Students who do not attend the required number of course hours will receive a
Certificate of Participation in lieu of the. Certificate of Completion.
PERSONAL CONDUCT
All persons participating in the Citizens Academy will be expected to conduct themselves in
A professional manner. Academy members will display appropriate respect for differing
viewpoints, as well as for one another and the presiding instructor.
Some of the topics covered in the academy will likely generate lively debates among those who
have strong feelings about a particular issue. Participants will strive to communicate their ideas
and opinions while keeping their emotions under control. No individual will be allowed to
monopolize scheduled class time. Questions and discussions will be directed in such a fashion so
as to allow everyone an opportunity to learn and to be heard.
Should an instructor deem a participant's behavior to be disruptive, the student will be asked to
leave the training environment. The student's participation in future sessions will be decided by
the Chief of Police or his designee after a review of the incident.
CLASSROOM CLEANLINESS
The Dunn Police Department is committed to providing the best training locations possible for
its employees and guests. In an effort to promote a clean and professional training
environment, all Academy members are expected to be responsible for the proper disposal of
their trash. Smoking and other tobacco product use will only be allowed in designated areas. No
participant will be allowed to consume alcoholic beverages while attending an Academy session.

FIREARMS
At no time will any class member be allowed to possess a firearm inside any training area.
Academy members who elect to participate in the agency's ride along program will also not be
allowed to possess weapons during the course of participation.

to adjust or alter the class schedule. Please understand that these changes may take place at the
last minute or with very little notice. Every reasonable effort will be made to make class
participants aware of any schedule changes. Regardless of any unforeseen schedule changes,
Academy members can be assured that all course material will be covered.

CITY OF DUNN CITY COUNCIL PUBLIC COMMENT POLICY
The City Council for the City of Dunn does hereby adopt a Public Comment
Policy to provide at least one period for public comment per month at a regular meeting
of the City Council. This policy shall remain in effect until such time that it is altered,
modified, or rescinded by the City Council.
All comments received by the City Council during the Public Comment Period
shall be subject to the following procedures and rules:
1. Anyone desiring to address the City Council must sign up and register on
a sign-up sheet available on the podium within the City Council chambers prior to the
Mayor calling the meeting to order. The sign-up sheet shall be available thirty (30)
minutes prior the beginning of the City Council meeting in the City Council Chambers.
Once the Mayor has called the meeting to order, the City Clerk shall collect the sign-up
sheet and deliver it to the Mayor. The speaker shall indicate on the sign-up sheet his or
her name, address and matter of concern.
2. The Public Comment Period shall be for thirty (30) minutes.
3. Comments are limited to three (3) minutes per speaker. A speaker can not
give their allotted minutes to another speaker to increase that person's allotted time.
4. Each speaker must be recognized by the Mayor or presiding member of
the City Council as having the exclusive right to be heard. Speakers will be
acknowledged in the order in which their names appear on the sign up sheet. Speakers
will address the City Council from the podium at the front of the room and begin their
remarks by stating their name and address.
5. Individuals who sign up but can not speak because of time constraints,
will be carried to the next regular meeting of the City Council and placed first on the
Public Comment Period.
6. During the Public Comment Period, a citizen, in lieu of or in addition to
speaking may pass out written literature to the City Council, City Staff and audience.
7. Groups supporting or opposing the same position shall designate a
spokesperson to address the City Council in order to avoid redundancy.
8. After the citizen has made his or her remarks, he or she will be seated with
no further debate, dialogue or comment.
9. The Public Comment Period is not intended to require the City Council to
answer any impromptu questions. Speakers will address all comments to the City
Council as a whole and not one individual Council member. Discussions between
speakers and members of the audience will not be allowed. The City Council will not
take action, or respond to questions about, issues raised during the Public Comment
Period at the same meeting.
10. Speakers shall refrain from discussing any of the following: matters
which concern the candidacy of any person seeking public office, including the
candidacy of the person addressing the City Council; matters which involve pending
litigation; matters which have been or will be the subject of a public hearing; and matters
involving specific personnel issues related to disciplinary matters. If the speaker wishes
to address specific personnel issues related to disciplinary matters, he or she should take
their comments to the City Manager, who shall share the comments with the City
Council.
11. Speakers shall be courteous in their language and presentation.
12. The Mayor and City Manager shall determine, on a month to month basis,
where the Public Comment Period will appear on the monthly agenda when developing
the agenda, prior to its publication.
13. The Public Comment Period shall only be held during the regularly
scheduled monthly meeting of the City Council. There shall not be a Public Comment
Period at any other meetings of the City Council, unless specifically approved by the City
Council.

The City Council of the City of Dunn held a Regular Meeting on Tuesday, April 9, 2019, at 7:00 p.m. in the Dunn
Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Frank McLean, Council Members
Buddy Maness, Dr. Gwen McNeill, Billy Tart, Chuck Turnage and Dr. David L. Bradham.

Mayor Harris opened the meeting at 7:00 p.m. and Reverend Floyd Ray, Pastor at Mt. Zion Missionary Baptist Church

Duke Energy's Neighborhood "Energy Saver" Program
Evans Taylor, Products & Services Manager for Duke Energy, shared information about Duke Energy's Neighborhood
"Energy Saver" Program that will target low income sections of Dunn. Upgrades to make homes more energy efficient will
be made in the selected area on a voluntary basis at no cost to the homeowner or renter. The kick-off event is set for
Thursday, May 9, 2019 from 6:00 to 7:30 p.m. at the Dunn Shrine Center. Mayor Harris added that he is excited that the
target area corresponds with the CDBG Dunn Enrichment area and is looking forward to being a part of the program at the
Kick-off event.
PUBLIC COMMENT PERIOD
The Public Comment Period was opened by Mayor Harris and having no comments, the Public Continent period was
closed.
CONSENT ITEMS:
Minutes — Council considered approval of the minutes of March 12, 2019 City Council Meeting.
Proclamation in recognition of National Library Week. A copy of the Proclamation (P2019-04) is incorporated into these
minutes as Attachment 41.
Proclamation in recognition of the 50", Anniversary Municipal Clerks Week. A copy of the Proclamation (P2019-05) is
incorporated into these minutes as Attachment 92.
Temporary Blocking of Streets for "Ride for History' Motorcycle Ride.
Destruction of Municipal Records - A copy is incorporated into these minutes as Attachment 93
Extension of Mowing Maintenance Agreement between the City of Dunn and the NC Department of Transportation where
the City performs `routine" and "Clean-up" mowing of certain State maintained right of ways and is reimbursed from NC
DOT at the rates presented. A copy of the Letter confirming the Extension is incorporated into these minutes as Attachment
#4.
Motion by Mayor Pro Tern McLean and seconded by Council Member McNeill to approve all consent items. Motion
unanimously approved.
ITEMS FOR DECISION.
Proposed Summer Hours
City Manager Neuschafer presented the adoption of the proposed summer hours that the City has been using for the past
fifteen years.
Motion was made by Council Member Turnage and seconded by Council Member Maness to adopt the proposed summer
hours of 7:30 a.m, to 4:00 p.m. beginning May 1st and ending September 30th. Motion unanimously approved.
Set Date for Budget Work Session
City Manager Neuschafer requested that the Council set a Budget Work Session to prepare for the 2019/2020 Fiscal Year
Budget.
Motion by Council Member Bradham and seconded by Mayor Pro Tem McLean to set a Special Called Meeting/Budget
Work Session for Tuesday, May 7, 2019 at 9:00 a.m. in Council Chamber. Motion unanimously approved.
Budget Amendment #BA-08
Parks and Recreation Director McNeill presented the needed Budget Amendment to allow funds to be available to replace
four scoreboards at Tyler Park that were damaged during Hurricane Florence. The heavy rains and high winds with
Hurricane Florence resulted in internal damage to the scoreboards preventing them from performing the intended function.
Cost of the new scoreboards will be $30,113 with the reimbursement from insurance to be $22,282. It is also projected that
FEMA will likely reimburse the remaining $7,831. Questions followed on covering the scoreboards during storms. Mr.
McNeill will need to research to see if that is possible. He added that the new scoreboards will be under a 5-year warranty.
After discussion, motion was made by Council Member Turnage and seconded by Council Member Maness to approve
Budget Amendment #08 for fiscal year 2018/2019 to replace the scoreboards at Tyler Park Motion unanimously
approved. A copy of BA 408 is incorporated into these minutes as Attachment #5.
Budget Amendment #BA-09
The wooden fencing at Tart Park suffered a substantial amount of damage during Hurricane Florence. High winds tore
apart segments of the fence leaving large sections missing adjacent to residential properties. With the age of the fence, the
insurance will only reimburse the City $6,994.37 and if the sections down were replaced, the fence would not match up.
Parks and Recreation Director McNeill requested approval of the $38,000 Budget Amendment to replace the entire wooden
fence at Tart Park.
He is looking at replacing the fence with the same style and wood. Council Members Maness, Tart and Turnage requested
that different kinds of fences be investigated including fencing to allow wind to blow through and vinyl. Mayor Harris
asked that the existing fence be removed quickly but City Manager Neuschafer said that the damaged fence has been
removed but the neighbors were using the fencing that is still up for the back of their fence. Mayor Harris asked for more
conversation with the Insurance Company to seek reimbursement. Even if FEMA reimburses, the City is still looking at a
minimum of a 50% investment.
Motion by Council Member Maness and seconded by Council Member Turnage to defer action to the May 14, 2019
meeting. Motion unanimously approved.
Resolution authorizing Submittal of an Application to request funds from the State Revolving Fund — Water
Distribution Rehabilitation Project
Eddie Staley with WithersRavenel requested a resolution be approved stating that the City intends to pursue a formal
loan/grant application from the State Revolving Fund. The propose of finding is for the relocation and abandonment of the
active section of 14" water line that was originally installed in the 1930's and for water line improvements on E. Wake St.
This water line has been identified as a priority for the City at a previous meeting and at the Budget Planning Retreat.
Preliminary estimates for worst case scenario are $800,000 to $1 million for the project. He stated it is more likely that the
City will be granted a 100% funded 20-year loan at zero percent interest instead of the grant. If awarded, the City does have
the opportunity to decline the loan.
After additional discussion, motion was made by Council Member Tu nage and seconded by Mayor Pro Tern McLean to
approve the resolution adopting the City's intent to request State Revolving Funds for the Water Distribution Project.
Motion unanimously approved. A copy of the Resolution (R2019-06) is incorporated into these minutes as Attachment
#6.
ITEMS FOR DISCUSSION AND/OR DECISION:
North Magnolia Avenue Water Line Replacement
Public Utilities Director Adams requested that the City move forward with replacing the 6 inch asbestos cement water line
on N. Magnolia Avenue and authorize City Manager Neuschafer to solicit loan terms from commercial banks to fund the
project. The line has had 9 breaks since 2015. She also requested that since the matter was urgent and the total estimated
professional fee for engineering will be less than $50,000, that the City continue to exempt itself from the Mini -Brooks Act.
The estimated cost for engineering and construction is $150,000.
Motion by Council Member Maness and seconded by Council Member McNeill to approve replacing the 6 inch water line
on N Magnolia Avenue and to authorize the City Manager to move forward with soliciting commercial bank loan terms and
entering into an Engineering Design Services Contract with WithersRavenel for this project, along with approval of
resolution exempting the City from the Mini -Brooks Act according to N.C.G.S. 143-64.32, provided that such contract is
$50,000 or less as set forth in N.C.G,S. 143-64.32. Motion unanimously approved. A copy of the Resolution (R2019-07)
is incorporated into these minutes as Attachment #7.
Removal of Trees on City -owned Property
City Manager Neuschafer proposed to contract with a company to harvest the timber off of a 20-acre lot located off of
Johnson St, which is owned by the City. This will allow improved access to the creek, help with drainage for Johnson
Sheet and aid City crews in handling storm water issues that were discussed at the Planning Reheat. Anticipate
approximately $15,000 in revenues for trees.
Motion by Council Member Tait and seconded by Mayor Pro Tom McLean to approve the clearing of the trees on the
proposed City -owned property. After further discussion, the Motion was unanimously approved.
NC Urban Forest Council Legacy Tree Fund
Community Planner McDowell requested permission for the Planning Department to apply for a grant to plant additional
sheet trees in the City. The maximum award amount will not exceed $5,000 and the cost to the City is not expected to
exceed $5,000. This is a matching grant and the City typically budgets $7,000 annually in the Planning Department Budget
for landscape enhancements.
After discussion, motion by Mayor Pro Tom McLean and seconded by Council Member Tumage to allow the Planning
Department to apply for the Legacy Tree Fund grant. Motion unanimously approved.
Resolution to adopt Policies and Guidelines for the City of Dunn Small Cities Community Development Block Grant
Programs
Skip Green, Consultant, asked the council to approve the Resolution adopting the following Policies and Guidelines for the
CDBG Neighborhood Revitalization Project around the Dunn Enrichment Center:

After discussion, motion by Council Member McNeill and seconded by Mayor Pro Tern McLean to approve the Resolution
to adopt Policies and Guidelines for the City of Dunn Small Cities Community Development Block Grant Programs.
Motion unanimously approved. A copy of the Resolution (R2019-08) is incorporated into these minutes as Attachment
#8.
Project Budget Ordinance— CDBG Neighborhood Revitalization Project 17-C-2995
Council was asked to adopt the Project Budget Ordinance for the CDBG Neighborhood Revitalization Project around the
Dunn Enrichment Center for the qualified and approved eighteen homes. Council Member Maness pointed out that this is a
no -match grant.
Motion by Council Member Maness and seconded by Council Member McNeill to adopt the Project Budget Ordinance for
the CDBG Northeast Dunn Neighborhood Revitalization Project. Motion unanimously approved. A copy of the
Ordinance (02019-01) is incorporated into these minutes as Attachment 99,
Financial Report/Assessments Update
City Manager Neuschafer provided the following financial report for the period ending March 31, 2019:
The City as of March 31, 2019 had $4,721,377 in cash in the General Fund and $2,656,491 in the Water -
Sewer Fund. Through March of 2018 the City had $4,722,220 in the General Fund and $2,769,399 in the
Water and Sewer Fund.
Properly tax collections through March were $3,767,797 or 97.4% of budget. Which is on track for end of
March collections report, last year we were at 98.2%.
Sales Tax Revenue is $1,467,759 or 68% of budget. Benchmark for this month is 58.7% of budget.
Utilities Sales Tax is $350,982 or 49.33 % of budget. Benchmark for this month is 50% of budget.
Building Permit Fees were $61,199 or 81.6% of budget. Benchmark for this month is 75% of budget.
Water and Sewer Revenues were $3,595,064 or 75.5% of budget. Benchmark for this month is 75% of
budget.
Expenditures were 66% of budget in the general fund and 67% of budget in the water and sewer fund. The
benchmark for this period is 75 % of budget.
Motion by Council Member Maness and seconded by Council Member McNeill to acknowledge receipt of the Financial
Report. Motion carried unanimously.
ADMINISTRATIVE REPORTS
Reports received: Tax Report, Communications/Public Information, Planning and Inspections Report, Public Works
Report, Public Utilities Report, Parks and Recreation Report, Library Report and Police Report.
Motion by Council Member McNeill and seconded by Mayor Pro Tern McLean to acknowledge receipt of Administrative
Reports. Motion unanimously approved.
City Manager's Report
City Manager Neuschafer updated the Council on the Automated Water Meter Installation project. Approximately 25%
(1100 meters) of the meters have been replaced and the project is expected to be complete by August. He added that he has
hired George Adler for City Planning Director with a start date of May 1 and Jim Roberts for Finance Director with a start
date of April 16, 2019. Mr. Roberts was in attendance.
ANNOUNCEMENTS
Mayor Harris announced upcoming events and activities.

with N.C.G.S. 143-318.11(a)(5) concerning negotiation for real property. Motion unanimously approved.

PURPOSE: To have funds available for capital improvements to Tart Park
Funds will be used to replace wooden fencing at Tart Park. Fencing consist of areas damaged during
Hurricane Florence, and that which remain after the storm.
BACKGROUND:
The wooden fence located along the Jackson Road entrance of Tart Park suffered a substantial amount of
damage during Hurricane Florence. High winds tore apart segments of the fence adjacent to residential
properties, leaving large sections missing. Although standing, the remaining sections of the 20 year old fence
was effected by the high winds of the storm.
Insurance adjuster appraisal: $12,162.24 damages
Damages and depreciation has been valued at $6,994.37-insurance will reimburse to the City.
Included are quotes from three vendors for repairs

We have reviewed the scope of work as proposed by the City of Dunn. We would like to bid on the
removal of the existing fence and replacing the fence as described in Quote #1 only. We are not
quoting all types of fencing as proposed, as we do not specialize in vinyl fencing. Horizontal shadow box
fencing would create a ladder style fence making it attractive for children and adults to climb and
damage. Since we will be providing a one year workmanship warranty on the fence, we feel the
horizontal fence style would be difficult to warranty.
We are basing our bid on the measurements provided by the City. Any difference in linear footage will
be computed using a linear foot price provided In our bid total.
We are quoting installing a a/" Shadow Box Fence with a dog ear cut on the top of each board. Also, we
will use 04 posts 8 feet in length with 2 feet concreted in the ground. All wood used will be pressure
treated lumber and attached with galvanized ring shank nails.
Removal and hauling away damaged fencing will be as follows: LF to be determined $6,00 per LF
Install fence as described above will be as follows:
1652 LF @ 20.73 per LF = $34,245.96
We appreciate the opportunity to bid this fob for the City of Dunn. We are a Licensed General

On April 1, 2019 I received your letter. I would have shown up to the meeting if I had gotten this letter in
time but I did not get it until 4/1/19. I would like the board to know I have not abandoned my home.
Due to the fire on 9/25/2018 after the hurricane which flooded the laundry room off the carport, 10 days
later there was a short in the outlet box causing the fire & since I was home I was able to call fire
department before the fire destroyed my home... My brother bought the house for me & at the time it was
under his name & there was no homeowners insurance.
I am on a fixed income and I am trying to get the money up to get the part of the roof, carport roof
repaired.
I want to move back into my home but since I am know renting & I am on a fixed income it is going to
take me a little longer the 60 days to repair.
I am asking for more time.

AN ORDINANCE DIRECTING THE BUILDING INSPECTOR TO REMOVE OR DEMOLISH
THE PROPERTY HEREIN DESCRIBED AS AN UNSAFE BUILDING CONDEMNED
PURSUANT TO N.C.G.S. §160A-426, ET SEQ.
WHEREAS, that on February 1", 2019, the Chief Building Inspector for the City of Dunn sent
a notice to Alberta F. Sanders, the owner(s) of record of structure located at 506 E. Townsend St. noting
that the structure was in a condition that constitutes a fire and safety hazard, and is dangerous to life, health
and property and was thereby condemned, pursuant to North Carolina General Statute §160A-426, and
noticed the property owner of a hearing on February 8th, 2019 at the office of the Chief Building Inspector
located at 102 North Powell Ave., Dunn, North Carolina pursuant to North Carolina General Statute §160A-
428; and
WHEREAS, on February 81h, 2019 a hearing was conducted by the Chief Building Inspector
Steven King, following the completion of the hearing, the Chief Building Inspector entered an Order,
pursuant to North Carolina General Statute §160-429, declaring that the structure referenced above is in a
condition that constitutes a fire or safety hazard and is dangerous to life, health or other property and
ordering the property owner to repair or demolish the structure on the property within sixty (60) days of the
date of such Order, being April 161h, 2019; and
WHEREAS, the owner of the above described structure did not appeal the Order of the
Building Inspector within the ten (10) day time period prescribed in North Carolina General Statute §160A-
130 and such Order is therefore a final Order; and
WHEREAS, on May 1", 2019 and May 7`h, 2019, the City of Dunn published legal notices
that a public hearing would be held before the Dunn City Council on May 14"', 2019 to consider the
adoption of this Ordinance, directing that the Building Inspector proceed with the demolition of the structure
escribed hereby, and that all costs incurred shall be a lien against such property, pursuant to North Carolina
General Statute § 160A-432; and
WHEREAS, the City Council of the City of Dunn, NC finds that the structure described
herein is dangerous or prejudicial to the public health or public safety and is a nuisance in violation of North
Carolina General Statute 160A-193; and
WHEREAS, this structure should be removed or demolished, as directed by the Chief
Building Inspector, and is an unsafe building condemned as set forth in North Carolina General Statute
§ 160A-426 and constitutes a fire and safety hazard; and
WHEREAS, the owner of this structure has been given a reasonable opportunity to repair or
demolish the structure pursuant to an Order issued by the Building Inspector on February 15"', 2019 and the
owner has failed to comply with this order;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Dunn, North
Carolina that:
Section 1. The Building Inspector is hereby authorized and directed to place a placard on the exterior of
the structure described herein, containing the legend:
"This building is unfit for human habitation and is a public nuisance; the use or occupation of this building
for human habitation is prohibited and unlawful."

Section 2. The Building Inspector is hereby authorized and directed to proceed to remove or demolish the
above described structure in accordance with his Order to the owner thereof dated the 15th day of February,
2019 and in accordance with North Carolina General Statute §160A-432, based on the owner's failure to
comply with such Order.
Section 3. (a) The cost of removal or demolition shall constitute a lien against the real property upon
which the cost was incurred. The lien shall be filed in the office of the City Tax Collector, and shall have
the same priority and be collected in the same manner as the lien for special assessments in Article 10 of
Chapter 160A of the North Carolina General Statutes, and such costs shall also be lien against any other real
property owned by the owner of the property within the City of Dunn, North Carolina, or within one (1)
mile of the City of Dunn city limits, except for the property owner's primary residence.
(b) Upon completion of the required removal or demolition, the Building Inspector shall sell the useable
materials of the structure and any personal properly, fixtures, or appurtenances found in the building and
oredit the proceeds against the cost of removal or demolition. The Building Inspector shall certify the
remaining balance to the Tax Collector. If a surplus remains after sale of the materials and satisfaction of
the cost of removal or demolition, the Building Inspector shall deposit the surplus with the Harnett County
Clerk of Superior Courrwhere it shall be secured in the manner provided by North Carolina General Statute
&160A-432.
Section 4. It shall be unlawful for any person to remove or cause to be removed the placard from any
building to which it is affixed. It shall likewise be unlawful for any person to occupy or to permit the
occupancy of any building therein declared to be unfit for human habitation.
Section 5. This ordinance shall become effective upon its adoption.

Overview:
This property has been vacant and slowly deteriorating over the last few years. After an inspection
revealed that the back door had been removed to allow people free access to the inside, the Inspection
Department condemned the property. There are numerous structural concerns and a lot of damage to the
interior due to people going in to steal the copper wiring from inside the walls. After research and a title
search performed, it was discovered that the owner on file with Harnett County, Alberta F. Sanders, is
deceased and no other family members were listed as having interest or control of the property. The
property taxes have not been paid since the owner passed away. In accordance with NC General Statute
§160A-428, the property was posted with all the correspondences that we would normally send to the
owner. All notices were posted in the Daily Record which is also a requirement when the owner is
deceased or cannot be located. The timeline is listed below.
February 11t, 2019 — Property Condemned. Condemnation and Hearing Notice posted on front of
dwelling and sent to The Daily Record to be run in the Legal Section of the paper.
February 8", 2019 — Hearing held at the Planning and Inspections Department. No one attended
hearing.
February 15ih, 2019 — Order after Condemned Hearing posted on front of dwelling and sent to The Daily
Record to be run in the Legal Section of the paper.
April 16"', 2019 — Allowed time period of sixty (60) days expires.
April 301h, 2019 — Site inspection performed and updated pictures taken. Property has deteriorated even

best use being commercial. There are numerous pLogertics zoned C3 in subject area I feel this
rezoning will have no adverse affect on anY of the surrounding parcels. Due to the changing
conditions in this area I feel that the C3 zoning will allow me more diversification options and
is also consistent with the ptesent Land Use Plan.

"C" should be typed or written legibly to answer each condition that applies to the request.

The City of Dunn advertised for administrative services proposals on July 27, 2018 with
proposals due by 5:00 PM, August 16, 2018. As only one proposal from Skip Green and
Associates, Inc, was received, we did not consider the proposal and re -advertised for
administrative service proposals. The re -advertisement ran on September 12, 2019 with
proposals due by 5:00 PM, September 26, 2019. We received only one proposal from
Skip Green and Associates, Inc. As this was the second advertisement, Skip Green and
Associates, Inc.'s proposal was opened, reviewed, and ranked.
Rankin
Skip Green and Associates, Inc. proposal received a 77.5 point ranking based on the
City's adopted Procurement Policy. Ranking comments follow.

Narrative Report - April 2019
The communications office has produced the first video for the City of Dunn (an informative
video on the sewer rate increase, actually released May 1) and is gearing up for a website re -design
as well as a government cable channel upgrade. Google My Business accounts have been
established to keep locals and travelers up-to-date on contact information, business hours, notices,
etc. A YouTube channel was also launched as the home for all video production.
Upcoming projects include the Community Revitalization Program groundbreaking on May 23,
preparing for the website re -design, and continuing to create content for the government channel.

Dunn Parks & Recreation April Monthly Narrative Report
Sports Programs
Baseball and softball registration began on February 1st and ended on March 13th. Opening ceremony
for softball took place on Tuesday, April 19th. We have a total of five softball teams, eleven baseball
teams, and nine instructional league teams this season. The 2018 Dixie Softball Angels World Series
Champions and Ponytails State Champions were recognized.
Baseball opening ceremony was held on Saturday, April 26th. The 2018 Dixie Youth Baseball North
Carolina State Champions were recognized and Joe and Phyllis Edwards were honored with throwing the
first pitch.
Summer Camps
Registration for the 2019 Summer Camps will begin on Wednesday, May 1" Camps include boys and
girl's basketball, soccer, volleyball, tennis, middle school band clinic, softball, baseball, and weight
training and physical conditioning. The first camp will begin on June 1711 and camps will finish on August
8th for the summer season.
Tart Park
Tart Park construction bids were due April 16ih, not receiving enough bids the project has been put up
for re -bid. Re -bid meeting was held on April 301h and bids are due on May 16th.

March 2019 Library Monthly Narrative Report
Fran Dixon began her Fundamentals of Computers for Seniors class on March 7th. This
is a multi -session class directed at an audience with little or no computer awareness.
She began the class with instructions such as, "This is the keyboard," "This is the
mouse," and "This is how to right click." She awarded certificates to students who
gained proficiency with the mouse for example. That students came back to the library
after class to do their homework and to practice tells me the class is effective and the
participants value it.
The class is scheduled to run through mid -May. Average attendance has been 10 -11.
Senior Activities Director Gwen Collins has expressed an interest in having Fran offer
the class at the Senior Center.
Also in March, we had Dr. Seuss's birthday party as a part of NEA's Read Across
America program. Magician Shaun Jay performed at the Dunn Community Building,
Harnett County Association of Educators provided cake and we provided the Hawaiian
punch. Attendance was 51. We are fortunate to have access to a facility such as this.
Preschool yoga provided by Ms. Dollie of Harnett County Partnership for Children and
our own LEGO Builders Club continue to be popular programs with attendance of 14
and 9 respectively.

➢Boogie on Broad will be held on Thursday, May 16'
from 6:00 to 9:00 pm in Downtown Dunn.
➢ The Dunn Area History Museum will host the First
Annual Motorcycle "Ride for History" on Saturday,
May 18th beginning at 10:00 a.m.
➢ Community Revitalization Program Groundbreaking
will be held at the Dunn Enrichment Center on
Thursday May 23, 2019 at 10:00 am.
➢Discover Downtown Dunn Floating Social is set for
Thursday, May 231d from 5:00 to 8:00 p.m. at Banquets
off Broad, located at 110 South Wilson Avenue.
➢ City offices will be closed on Monday, May 271 in
observance of Memorial Day.

WHEREAS, National Days of Prayer have been part of our country's heritage since the first one was
declared by the Continental Congress in 1775; and
WHEREAS, the Declaration of Independence, our first statement as Americans of national purpose and
identity, made "the Laws of Nature and Nature's God" the foundation of our United States of America and
asserted that people have inalienable rights that are God-given; and
WHEREAS, the National Day of Prayer was created in 1952 by a joint resolution of the United States
Congress, and signed into law by President Harry S. Truman; and
WHEREAS, legislation, setting aside the first Thursday in May each year as a National Day of Prayer, was
passed unanimously by both Houses of Congress and signed by President Ronald Reagan in 1988; and
I�) WHEREAS, the National Day of Prayer is an opportunity for Americans of all faiths to join in united
prayer to aclmowledge our dependence on God, to give thanks for blessings received, to request healing for
wounds endured, and to ask God to guide our leaders and bring wholeness to the United States and her

WHEREAS, it is good that we give thanks to God and call upon Him in prayer for our Nation, our
American troops, our State, County, our City, our first responders, our schools, our government leaders as
well as each other; and
WHEREAS, the theme for the 67th observance of the National Day of Prayer is "Love One Another" as
God's Word directs us in John 13:34, "Love one another. Just as I have loved you."

WHEREAS, Ethel Mae McCullum will be honored on May 8, 2019 by friends and family on the
occasion of her 100' birthday; and
WHEREAS, Ethel Mae McCullum was born in Dunn, North Carolina on May, 8, 1919 to Grant
Bullard Streeter and Slona Streeter and had two siblings, John Streeter and Beulah Lee; and
WHEREAS, Ethel made her home in New York City and worked for the State of New York for 23
years from 1971 to 1994; and
WHEREAS, Ethel was blessed with four children, Mary Alice Arrington and her children who have
now departed this life, Robert Lee Lewis, Eldreth Lewis and Michele D. Lewis; and
WHEREAS, Ethel is a matriarch of four generations; and
WHEREAS, Ethel was very active in her younger days with the National Council of Negro Women
and the National Association for the Advancement of Colored People (NAACP); and
WHEREAS, Ethel's personality is and always has been loving and caring, which has led her to be
proclaimed as "everyone's Nana'. She is a special lady who always acknowledged all her children
and grandchildren's birthdays by sending cards every year as long as she was able.

I am writing to notify you that following the April 9, 2019, presentation of the "Mid -
Carolina Council of Governments Study and Recommendations" from McGill Associates, the
Harnett County Board of Commissioners has voted to remain a member of the Mid -Carolina
Council of Governments, and to work with the Council and our government partners within the
Council to reinvigorate the Mid -Carolina Council of Governments to provide additional and
enhanced services for our citizens.
We support "Option 3" as presented in the report from McGill, which "preserves the
Mid -Carolina COG through intensive strategic planning and commitment by the local
governments to plan implementation." We also agree with the recommendations the study
makes to reinvigorate the Mid -Carolina Council of Governments including developing a
strategic plan to guide this process, strengthening the role of the Mid -Carolina COG Board,
recruiting a skilled executive director, implement performance measures based on the strategic
plan, and revising the Joint Operations Agreement and Bylaws of the Mid -Carolina COG.
We believe the opportunities associated with reinvigorating the Mid -Carolina COG
would provide substantial benefits for the citizens of Harnett County, as well as for our County's
municipalities that are members of the Mid -Carolina COG. We look forward to engaging in this
process and working with our partners for the benefit of all of our citizens.

budget for the Mid -Carolina Council of Governments (MCCOG) for July 1, 2019
through June 30, 2020, as required by the Charter and Bylaws of MCCOG.
The proposed budget for MCCOG for Fiscal, year 2019-2020 totals $5,131,830.
The MCCOG Executive Board will meet on May 15, 2019, to receive a
presentation of the proposed budget; conduct,the required public hearing, and
consider budget adoption.
As the Executive Board and Member Governments continue the planning process
for revitalization of services provided, the MCCOG staff wishes to thank you for

The Dunn ABC Board met on Apr. 16, 2019. Present at the meeting: Board Members,
Dal Snipes, Alice Judd and Lynn Jernigan, Manager, Robert Parker, who served as
Secretary to the Board.
Mr. Parker presented the minutes of the Mar. 19, 2019 meeting that were approved by the
Board.
Each Board Member was given a copy of the Mar., 2019 Financial Statements. The
Board reviewed the statements noting sales in Mar. 2019 are $7444.80 below last year.
Year to date sales are $119273.62 above last year. Mixed Beverage sales are $9367.51
above last year.
The Board discussed having store #2 power washed and repairs made to the windows in
the attic.
There was no conflict of interest at this meeting.
No other business.
The next ABC Board Meeting will be May 21, 2019

The Dunn ABC Board met on Mar. 19, 2019. Present at the meeting: Board Members,
Dal Snipes, Alice Judd and Lynn Jernigan, Manager, Robert Parker, who served as
Secretary to the Board.
Mr. Parker presented the minutes of the Feb. 19, 2019 meeting that were approved by the
Board.
Each Board Member was given a copy of the Feb., 2019 Financial Statements. The
Board reviewed the statements noting sales in Feb. 2019 are $4330.63 above last year.
Year to date sales are $126718.42 above last year. Mixed Beverage sales are $11180.86
above last year.
The 3`d quarter profit distribution to the City of Dunn has been made.
There was no conflict of interest at this meeting.
No other business.
The next ABC Board Meeting will be Apr. 16, 2019

The Dunn ABC Board met on Feb. 19, 2019. Present at the meeting: Board Members,
Alice Judd and Lynn Jernigan, Manager, Robert Parker, who served as Secretary to the
Board. City Council Member Buddy Maness and Board Member Dal Snipes did not
attend.
Mr. Parker presented the minutes of the Jan. 15, 2019 meeting that were approved by the
Board.
Each Board Member was given a copy of the Jan., 2019 Financial Statements. The Board
reviewed the statements noting sales in Jan. 2019 are $3220.93 above last year. Year to
date sales are $122387.79 above last year. Mixed Beverage sales are $11661.98 above
last year.
The Board approved replacing 12 soffit lights from 175 watt to 35 watt LED lights at a
cost of $2354.00, Replacement has been done and paid.
There was no conflict of interest at this meeting.
No other business.
The next ABC Board Meeting will be Mar. 19, 2019

year and sales in Dec. 2018 are 25197.60 above last year. Year to date sales are
$119166.86 above last year. Mixed Beverage sales are $10820.35 above last year.

The school have been paid for alcohol education for 2018-2019 year. The teachers have

In an effort to provide the City Council with rate structures which were requested during the
budget planning session regarding water rates, staff has put together 4 rate structure options for
the council to review. Those options include the initial proposal and 3 additional proposals. We
have also included a worksheet showing neighboring systems and their water rates/rate structures
for you to use as a reference.
Staff has met and discussed the 4 options presented to you and we suggest adopting option 4,
the Increasing Block Rate, as it will address most of the issues that were discussed during the initial
budget session. Compared to our current rate structure, those customers who use less than 2000
gallons of water would see a larger percentage increase the first year but for tad and future years,
this type of rate structure would allow for smaller incremental increases and would show lower
percentage increases for these customers. Our neighbors at Fayetteville Public Works Commission
and the Town of Smithfield currently have this type of rate structure.
The Increasing Block Rate option does net more revenue than our initial proposed rate structure,
therefore the additional revenue could be used to increase the Enterprise fund balance, pay down
