EXPRESSING APPRECIATION TO DEAN GASTER
UPON HIS RETIREMENT
WHEREAS, Dean Gaster retired on January 1, 2019 as Public Works Director with the City of
Dunn with more than 11 years of service; and
WHEREAS, Dean began his career with the City of Dunn on August 1, 2007 as Public Utilities
Director; and
WHEREAS, Dean was promoted in April, 2016 to Public Works Director, where he served
until his retirement; and
WHEREAS, Dean has proven himself to be a dedicated and efficient public servant who has
gained the admiration and respect of his fellow workers, employees and the citizens of the City
of Dunn; and
WHEREAS, Dean has worked faithfully and diligently; one that you could depend upon to do
whatever it took to get the job done; and
WHEREAS, the Mayor and City Council of the City of Dunn are desirous on behalf of
themselves, the other City officials and employees, and the citizens of the City of Dunn, of
expressing to Dean Gaster their appreciation for the service rendered by him to the City over
the years.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Dunn City Council that we
extend to Dean Gaster our deep appreciation and gratitude for his dedicated service to the City,
and our very best wishes for continued success, happiness, prosperity and good health in his
future endeavors.

CITY OF DUNN CITY COUNCIL PUBLIC COMMENT POLICY
The City Council for the City of Dunn does hereby adopt a Public Comment
Policy to provide at least one period for public comment per month at a regular meeting
of the City Council. This policy shall remain in effect until such time that it is altered,
modified, or rescinded by the City Council.
All comments received by the City Council during the Public Comment Period
shall be subject to the following procedures and rules:
1. Anyone desiring to address the City Council must sign up and register on
a sign-up sheet available on the podium within the City Council chambers prior to the
Mayor calling the meeting to order. The sign-up sheet shall be available thirty (30)
minutes prior the beginning of the City Council meeting in the City Council Chambers.
Once the Mayor has called the meeting to order, the City Clerk shall collect the sign-up
sheet and deliver it to the Mayor. The speaker shall indicate on the sign-up sheet his or
her name, address and matter of concern.
2. The Public Comment Period shall be for thirty (30) minutes.
3. Comments are limited to three (3) minutes per speaker. A speaker can not
give their allotted minutes to another speaker to increase that person's allotted time.
4. Each speaker must be recognized by the Mayor or presiding member of
the City Council as having the exclusive right to be heard. Speakers will be
acknowledged in the order in which their names appear on the sign up sheet. Speakers
will address the City Council from the podium at the front of the room and begin their
remarks by stating their name and address.
5. Individuals who sign up but can not speak because of time constraints,
will be carried to the next regular meeting of the City Council and placed first on the
Public Comment Period.
6. During the Public Comment Period, a citizen, in lieu of or in addition to
speaking may pass out written literature to the City Council, City Staff and audience.
7. Groups supporting or opposing the same position shall designate a
spokesperson to address the City Council in order to avoid redundancy.
8. After the citizen has made his or her remarks, he or she will be seated with
no further debate, dialogue or comment.
9. The Public Comment Period is not intended to require the City Council to
answer any impromptu questions. Speakers will address all comments to the City
Council as a whole and not one individual Council member. Discussions between
speakers and members of the audience will not be allowed. The City Council will not
take action, or respond to questions about, issues raised during the Public Continent
Period at the same meeting.
10. Speakers shall refrain from discussing any of the following: matters
which concern the candidacy of any person seeking public office, including the
candidacy of the person addressing the City Council; matters which involve pending
litigation; matters which have been or will be the subject of a public hearing; and matters
involving specific personnel issues related to disciplinary matters. If the speaker wishes
to address specific personnel issues related to disciplinary matters, he or she should take
their comments to the City Manager, who shall share the comments with the City
Council.
11. Speakers shall be courteous in their language and presentation.
12, The Mayor and City Manager shall determine, on a month to month basis,
where the Public Comment Period will appear on the monthly agenda when developing
the agenda, prior to its publication.
13. The Public Comment Period shall only be held during the regularly
scheduled monthly meeting of the City Council. There shall not be a Public Comment
Period at any other meetings of the City Council, unless specifically approved by the City
Council.

The City Council of the City of Dunn held a Regular Meeting on Tuesday, December 11, 2018, at 7:00 p.m. in the
Duna Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Frank McLean, Council
Members Buddy Maness, Dr. Gwen McNeill, Billy Tart, and Chuck Turnage. Also present was City Manager
Steven Neuschafer, Assistant to the City Manager Mathew Boone, Finance Director Mark Stephens, Public
Utilities Director Heather Adams, Interim Public Works Director Vince Washington, Chief Building Inspector
Steven King, Chief of Police Chuck West, Parks and Recreation Director Brian McNeill, Human Resources
Director Anne Thompson, Librarian Mike Williams, Attorney Tilghman Pope, City Cleric Tammy Williams and
Lisa Farmer of The Daily Record.
INVOCATION
Mayor Harris opened the meeting at 7:00 p.m. and Reverend Dennis Manuel, Pastor of East Granville Street Church of
God of Prophecy and Chaplain for the Dunn Police Department and Dunn Emergency Services gave the invocation.
Afterwards, the Pledge of Allegiance was recited.
Mayor Harris recognized guests in attendance: Heather Lawson, Executive Vice President with the Dunn Area Chamber
of Commerce, Harnett County Sheriff Wayne Coats, former City Manager Ronnie Autry and the applicants for the
Council Ward 6 seat, Dr. David Bradham and Joey Tart.
AGENDA ADJUSTMENT AND APPROVAL
Motion by Council Member Tmnage and seconded by Council Member McNeill to adopt the December 11, 2018 meeting
agenda with changes as listed below.

acquisition.

The regular meeting was recessed at 7:06 p.m.
PRESENTATIONS:
Celebrating a Lifetime of Service — in Honor of William P. "Billy" Barfield
A special program in Memory and Recognition of Council Member Barfield was held with Mayor Harris presiding. Rev.
Len Keever, Pastor of First Baptist Church shared some words in honor and memory of Mr. Barfield. Special remarks
were made by Mayor Harris, Council Members Maness, McNeill, McLean, Tart and Tmnage, City Manager Neuschafer
and City Attorney Pope. Mayor Harris and City Manager Neuschafer presented a Resolution honoring Billy's life and
service along with framed newspaper articles to his widow, Annette Barfield, Mrs. Barfield thanked the Council for
honoring Billy and shared that Billy really loved the City and enjoyed what he did. A copy of Resolution (R2018-19) is
incorporated into these minutes as Attachment #L
Mayor Harris then reconvened the regular meeting at 7:39 p.m.
Presentations by Applicants for Ward 6 Vacancy
Due to the untimely death of Council Member Billy Barfield, the Council must fill the vacancy for Ward 6. The process
for filling this vacancy was approved at the November 13, 2018 Council Meeting. It has been duly advertised on
November 15th and 20th. It was also publicized on the Government Channel and on the City of Dunn website. Three
applications were received by the City Clerk by the advertised deadline, Friday, November 30, 2018, 5:00 p.m.
Applications were received by James W. Clark, David L. Bradham and Joseph Arvle Tart, James W. Clark does not
reside in the Ward so he does not meet the criteria. A Special Called meeting will be held on Tuesday, December 18,
2018 at 9:00 a.m. in Council Chambers for the appointment.
Presentations were made by Joey Tart and David Bradham with both applicants sharing their qualifications for the
position as well as their vision for the City. After presentations, Mayor Harris shared that the two candidates agreed and
drew numbers to determine that Mr. Tart world go first and that both agreed to remain in the chambers for both
presentations. Following inquiries, City Attorney Pope advised that no questions should be asked unless the Council
changes the procedures for filling the vacancy. No changes were made.
PUBLIC CONINIENT PERIOD
Mayor Harris opened the floor for Public Comments.
Hearing no comments, the Public Conunent period was closed.
Mayor Harris recessed the regular meeting and opened for Public Hearings at 7:54 p.m.
PUBLIC HEARINGS:
Public Hearing
Street Closure —100 Block of West Johnson Street between North Fayetteville Avenue and the CSX Railroad
Mayor Harris stated that the public has been notified that the Dunn City Council will hold a public hearing for the
purpose of receiving citizen input for or against closing of the public sheet in the 100 block of West Johnson Sheet
between North Fayetteville Avenue and the CSX Railroad. A letter requesting the closure was received from adjacent
property owner, Rick Lashmit. The Resolution of Intent, adopted by the Council at the November 13 meeting, was
mailed to all property owners adjoining the property. Notice was also posted in two places along the property.
The public hearing was duly advertised on November 19, 27 and December 4 and 10, 2018.
Hearing no comments, Mayor Harris closed the public hearing at 7:56 p.m.
Public Hearing
Ordinance to Demolish and Remove Structures and Swimming Pool at 1501 Currituck Avenue

The public has been notified that oral and written comments will be heard and received concerning the adoption of an
ordinance to demolish and remove the structures and swimming pool owned by Westhaven Recreation, Inc, located at
1501 Currituck Avenue.
The public hearing was duly advertised on November 28 and December 4, 2018.
Hearing no comments, Mayor Harris closed the public hearing and reconvened the regular meeting at 7:57 p.m.
CONSENT ITENIS:
Minutes — Council considered approval of the minutes of November 13, 2018 City Council Meeting.
Retirement Resolution — Johnny Coxum. A copy of the Resolution (R20I8-20) is incorporated into these minutes as
Attachment 92.
Budget Amendment#6 -A copy ofBudget Amendment (BA -6) is incorporated into these minutes as attachment 0.
Motion by Council Member Maness and seconded by Council Member McNeill to approve all consent items. Motion
unanimously approved.
ITEDI S FOR DECISION:
Consideration of Resolution and Order to Permanently Close Public Street at the 100 Block of W Johnson Street
City Manager Neuschafer presented Resolution and Order to close the public street at the 100 Block of West Johnson
Street between North Fayetteville Avenue and the CSX Railroad. Resolution of Intent was passed at the November 13
City Council meeting and the Public Hearing was held tonight. Letters were sent to all adjacent property owners. The
utilities were located and the only utility is an abandoned water line owned by the City of Dunn which needs to be
clamped. The Resolution and Order was amended with the easement sections #2 and #3 being removed and the City
Attorney did concur with this change.
Motion was made by Council Member Tart and seconded by Council Member Turnage to approve the Resolution and
Order to Close the Public Sheet at the 100 Block of West Johnson Street between North Fayetteville Avenue and the CSX
Railroad with changes as set forth by the City Manager and City Attorney. Motion unanimously approved. A copy of
the Resolution and Order (R2018-21) is incorporated into these minutes as Attachment #A.
Consideration of Ordinance to Demolish and Remove Structures and Swimming Pool at 1501 Currituck Ave.

Chief Building Inspector King presented to the Council that the property has been vacant since 2012 and during
inspection found the property dangerous or prejudicial to the public health or public safety and is a nuisance in violation
ofN.C.G.S. §160A-193. To date, no improvements, alterations, repairs or removal has taken place. He confirmed that
this ordinance would be for the removal of all the facilities on the property. Council Member Maness referenced a letter
received by Mr. Bobby Wellons requesting 45 days to complete demolition and it was confirmed that it would be more
than 30 days before the City could demolish the property.
Motion by Council Member Maness and seconded by Council Member Turnage to adopt the ordinance to demolish and
remove structures and swimming pool located at 1501 Currituck Avenue and to acknowledge receipt of Mr. Wellons'
letter requesting the 45 days to complete the demolition. Motion unanimously approved. A copy of the Ordinance
(02018-11) is incorporated into these minutes as Attachment #5.
ITEMS FOR DISCUSSION AND/OR DECISION:
Set Date for Budget Retreat — FY 2019-2020
Mayor Harris proposed the dates for the Budget Retreat for Fiscal Year 2019-2020 as Friday, February 8 from 8:00 a.m.
to 5:00 p.m. and Saturday, February 9 from 9:00 a.m, to 12:00 noon with the location to be announced.
Motion by Council Member Turnage and seconded by Council Member Maness to approve February 8 and 9, 2019 for
the Budget Retreat Dates for Fiscal Year 2019-2020 with the location to be determined. Motion unanimously
approved.
Board Appointment Dunn Area Tourism Authority
Mayor Harris reported that the City Council has a position on the Dunn Area Tourism Authority Board of Directors to be
appointed annually. Billy Tait has served that appointment and his tern expires on December 31, 2018.
Motion by Council Member Turnage and seconded by Mayo' Pro Tem McLean to appoint Billy Tart as the Council
representative on the Dunn Area Tourism Authority Board of Directors with a term expiring on December 31, 2019.
Motion unanimously approved.
Financial Report/Assessments Update
Finance Director Stephens provided the following financial repot for the period ending October 31, 2018:
The City as of October 31, 2018 had $2,192,786 in cash in the General Fund and $2,471,012 in the Water -Sewer
Fund, In October of 2017 the City had $1,950,562 in the General Fund and $2,703,792 in the Water and Sewer
Fund.
Property tax collections through October were $774,651 or 20.26% of budget. Last year property tax collections
through October were $670,231.
Sales Tax Revenue is $519,416 or 23.94% of budget. Benchmark for this month is 25.00% of budget.
Utilities Sales Tax is $169,323 or 23.32% of budget. Benchmark for this month is 25.00% of budget.
Building Permit Fees were $28,544 or 38.06% of budget. Benchmark for this month is 33.33% of budget.
Water and Sewer Revenues were $1,699,611 or 35.71% of budget. Benchmark for this month is 33.33% of
budget.
Expenditures were 32.08% of budget in the general fund and 29.97% of budget in the water and sewer fiord. The
benchmark for this period is 33.33% of budget.
He also presented the Weeded Lot/Demolition Update: Amount collected to Date is $29,607.40 with 3 properties closed
out and 31 parcels released to the Attorney's office for foreclosure. The next sale is scheduled for early January 2019.
The property at 906 McKay Avenue was purchased by the City at auction.
Motion by Council Member Tart and seconded by Mayor Pro Tem McLean to acknowledge receipt of the Financial
Repot and Assessments Update. Motion carried unanimously.
ADMINISTRATIVE REPORTS
Reports received: Tax Report, Planning & Inspections Report, Public Works Report, Public Utilities Report, Parks and
Recreation Report, Library Report and Police Report.
Motion by Mayor Pro Tem McLean and seconded by Council Member McNeill to acknowledge receipt of Administrative
Reports. Motion unanimously approved.
City Manager's Report
City Manager Neuschafer announced that Vince Washington, with 24 years of service with the City, has been promoted
to the Interim Public Works Director. He also reported that the Handicap ramps on US 421 were being installed by NC
DOT and that the installation of the new water meters has started.
ANNOUNCEMENTS
The following announcements and/or comments were made by Mayor Harris:
➢ A Special Called Council Meeting will be held on Tuesday, December 18 at 9:00 a.m. for the purpose of the
Council to make the appointment for the vacant Seat in Ward 6.
➢ The City of Dunn offices will be closed for Christmas on Monday, December 24th through Wednesday,
December 26th and on Tuesday, January 1, 2018 for New Year's Day.
➢ The next regular City Council meeting is scheduled for Tuesday, January 8, 2019 at 7:00 pan.

8:15 p.m. - Motion by Council Member Tumage and seconded by Council Member McNeill to enter Closed Session in
accordance with N.C.G.S. 143-318.1 I(a)(5) for negotiations concerning possible laid acquisition. Motion unanimously

ITEMS FOR DISCUSSION AND/OR DECISION:
Appointment of an Applicant to fill the Vacancy in Ward 6
Mayor Harris reviewed the process to fill the vacancy in Ward 6 due to the untimely death of Council Member Barfield.
The process for filling this vacancy was reviewed by the City Attorney and approved at the November 13, 2018 Council
Meeting. The application process for the appointment was duly advertised on November 15 and 20 and was also
publicized on the Government Channel and on the City of Dunn website.
Three applications were received by the City Clerk by the advertised deadline of Friday, November 30, 2018, 5:00 p.m.
Applications were received by James W. Clark, David L. Bradham and Joseph Arvle Tart. After reviewing the
applications and requirements, the City Clerk and City Manager determined that James W. Clark does not reside in the
Ward so he does not meet the criteria to fill the vacancy. Both Dr. Bradham and Mr. "Part meet the requirements to fill the
vacancy. Applications were delivered to Council Members on December 5, 2018. Presentations were made at the
December 11, 2018 Council meeting by both Dr. Bradham and Mr. Tart. Each applicant shared their qualifications for
the office and their vision for the City of Dunn. Today's Special Call meeting was set at the November 13, 2018 Council
meeting for the appointment of the applicant to fill the remaining term of Mr. Barfield in Ward 6. The appointee will
serve the remaining term of a four-year term that began in December of 2015. This council seat will be up for election in
November, 2019.
Applicants for consideration are David L. Bradham and Joseph Arvle Tart. Mayor Harris stated that the vote would be
taken by the showing of hands.
Council Member Turnage stated that both candidates are highly qualified. Council Member Maness agreed and added
that it may be his most difficult decision during his time on the Council. He stated the only difference, between the two
applicants, was the previous twelve years of experience on the Council by Mr. Tart.
Motion by Council Member Maness to appoint Joey Tart for the unexpired term of Mr. Barfield based on his previous
experience. With no second the motion failed.
Motion by Council Member McNeill and seconded by Council Member Turnage to appoint David Bradham to fulfill the
unexpired term of Mr. Barfield. Motion passed with Council Members McNeill, McLean and Turnage voting in
favor and Council Members Maness and Tart voting against.
Motion by Council Member Turnage and seconded by Council Member McNeill to recess and enter into Closed Session
in accordance with [N.C.G.S. 143-318.11(a)(6)] for personnel reasons.
The meeting was reconvened and with no further business to discuss, a motion was made by Council Member McNeill
and seconded by Council Member Turnage to adjourn the meeting at 10:00 a.m. Motion unanimously approved.

between East Broad Street and Edgerton Street, behind the Stewart Theatre from January 17 through
January 19, 2019. They will be holding the CU Community Care Clinic's 4th Annual Mr. CUSOM Pageant at
the Theatre and would like to have a 20x20 tent at the back stage door for temporary dressing rooms.

Mayor Harris and Dunn, NC City Council,
I am writing on behalf of the Campbell University Community Care Clinic's 4th Annual Mr.
CUSOM Pageant. I am the faculty advisor for this event and have the privilege of working with
the medical students to create an evening of family friendly entertainment. Last year the
pageant raised over $15,000 for the operation of the free community care clinic. The Clinic
serves the underserved and rural population in Harnett County at no cost. This year the
pageant is proud to be hosted in Stewart Theatre at 114 N. Wilson Ave, Dunn, NC.
The request is to temporarily block off through traffic to the alley running behind the theatre
between E. Edgerton Street and E. Broad Street January 17th through 19th. We would like to set
up a 20'x20' tent at the back stage door of the theatre to make a temporary dressing room for
the Pageant contestants. (The blue square in the diagram below.)

Sports Programs
Basketball registration started on October 1n and ended on November 24th. Our league ages were
restructured based on the SWAC league structure. Our 10U boys league consist of six teams and 14U
boys league consist of four teams which will be played in-house. Our 10U girls league consist of three
teams and 13U girls league consist of two, that will be played amongst teams within Harnett County
(Angier, Erwin, Coats, and Lillington). The 10U & older leagues began practicing on November 19'
whereas our instructional league teams began practicing on December 8th. All league games will begin
the week of January 3, 2019.
Sports Registration
Indoor soccer registration will begin January 2nd and ends on February 16th for ages 7-13.
Special Events
Senior Christmas party was held on Tuesday, December 4th at 6:00 p.m. at the Dunn Community Center.
The meal was catered by Blackmon's Catering. Starock Enterprise DJ service provided lots of music and
entertainment throughout the evening. Several of the guest enjoyed themselves dancing. Door prizes
were awarded to ticket winners and upon leaving the event each senior received a gift bag of assorted
fruit and candies.
The City's Employee Christmas Luncheon was held on Friday, December 141h at the Dunn Community
Center from 11:30 .a.m. to 1:00 p.m. The meal was catered by Crimson Lights.
Sanaijae Sankey was hired as a part-time Recreation Attendant at the P K Vyas recreational Center. We
look forward to herjoining our department.
Johnny Coxum, our Maintenance Assistant Supervisor, will retire on December 3111 after 19 years of
service with the City of Dunn and Parks & Recreation. He will be missed greatly, and he wish well as he
begins his retirement.
Recreation Advisory Board
Our board met last on Tuesday, November 131h at 6:00 p.m. in the Dunn Community Center. The next
scheduled meeting will be held Tuesday, February 51h at 6:00 p.m.

November 2018 Library Monthly Narrative Report
The library offers other services besides checkout and check-in of library materials. In
November 2018 we proctored 10 exams for university students enrolled in distance
education classes. These were most likely mid -terms. Next month we are likely to have
many more requests for our proctoring services due to final exams.
The library is also a place for meetings. We had 29 meetings this month with 42 people
attending.
In addition, the library is a place for volunteering. This month 19 people volunteered for
a total of 17 hours.

THE BOARD REVIEWED WORK ORDERS FOR THE MONTH, CHAIRMAN SINCLAIR QUESTIONED THE
OUTSTANDING WORK ORDERS AND WAS ADVISED THERE WERE THREE INCOMPLETE WORK ORDER COPIES
ATTACHED. ONE IN WHICH A BROKEN WINDOW HAD BEEN ORDERED AND TWO VACANT UNITS THAT WERE
BEING CLEANED AND PAINTED. THERE WERE NO OTHER COMMENTS.
THE OCTOBER MONTHLY FINANCIAL REPORTS WERE BRIEFLY DISCUSSED. IT WAS STATED BYVICE-CHAIMAN
LEE THAT OCTOBER HAD LESS EXPENDITURES THAN SEPTEMBER. SECRETARY WOODELL TOLD THE BOARD
SOME OF IT WAS DUE TO LAWN CLEANUP AFTER THE HURRICANE IN SPETEMBER AS WELL AS PILOT THAT
WAS PAID TO THE CITY, THERE WERE FEW OTHER COMMENTS.
COMMUNICATIONS:
THE POSSIBILITY OF THE SALE OF THE EMPTY LOT ON SOUTH ELM AVENUE WAS BRIEFLY DISCUSSED.
SECRETARY WOODELL PROVIDED AN E-MAIL FROM HUD FIELD SPECIALIST, EUGENE RAHUBA, THE E-MAIL
OUTLINED THE GUIDELINES FROM THE FEDERAL REGISTER CONCERNING THE SALE OF HUD PROPERTY. THE
BOARD OF COMMISSIONERS DECIDED TO BRING THE MATTER UP FOR A MORE IN DEPTH DISCUSSION IN
EARLY 2019.
OTHER BUSINESS:
SECRETARY WOODELL TOLD THE BOARD OF COMMISSIONERS SHE HAD MET WITH CPA, BRENT UMPHLETT
IN FARMVILLE, NC IN NOVEMBER FOR THE ANNUAL BUDGET REVISION. THE 2018 REVISED BUDGET WAS
DISCUSSED. SECRETARY WOODELL ADVISED THE BOARD THEY HAD MADE SOME MAJOR PURCHASES IN 2018
FROM THE OPERATING BUDGET SUCH AS THE PURCHASE OF THE 2018 FORD MAINTENANCE TRUCK, ANEW
WEBSITE FOR THE AGENCY AND AN ENTIRE COMPUTER SYSTEM REPALCEMENT AND PER MR. UMPHLETT,
IT WOULD MORE THAN LIKELY CAUSE MINOR DEFICIT FOR FYE2018. MR, UMPHLETT STATED THERE WERE
NO MAJOR CONCERNS BECAUSE THE HOUSING AUTHORITY WAS INA GOOD FINANCIAL STATE. AFTER SOME
COMMENTS CONCERNING THE 2018 BUDGET REVISION, VICE-CHAIMAN LEE STATED THERE HAD ALSO BEEN
A LOT OF ADMINISTRATIVE, MAINTENANCE AND GENERAL EXPENSE. HE ASKED SECRETARY WOODELL WHAT
EACH OF THOSE COVERED. SHE STATED ADMINISTRATIVE WAS ALL OFFICE SALARIES, COMPUTERS,
INTERNET AND MOST EVERYTHING PERTAINING TO OFFICE, MAINTENANCE COVERS SALARIES, LAWN CARE
AND ALL UPKEEP OF DWELLING UNITS AND GROUNDS. GENERAL EXPENSES COVERED INSURANCES OF ALL
KINDS, INCLUDING HEALTH AND PROPERTY, ANY TAXES WITHHELD AND RETIREMENT, AFTER LITTLE MORE
DISCUSSION, FIRST MOTION TO APPROVE THE 2018 REVISED BUDGET WAS MADE BY COMMISSIONER DAIL

Nov. 20, 2018
The Dunn ABC Board met on Nov. 20, 2018. Present at the meeting: Board Members
Dal Snipes, Alice Judd and Lynn Jernigan, Manager, Robert Parker, who served as
Secretary to the Board. City Council Member Buddy Maness did not attend.
Mr. Parker presented the minutes of the Oct. 16, 2018 meeting that were approved by the
Board.
Each Board Member was given a copy of the Oct. 2018 Financial Statements. The Board
reviewed the statements noting sales in Oct. 2018 are $30815.39 above last year. Year to
date sales are $65934.59 above last year. Mixed Beverage sales are $7541.33 above last
year.
The Board approved a $400.00 bonus for all part-time employees and longevity bonus for
full time employees plus $50.00.
The school have been paid for alcohol education for 2018-2019 year.
The City of Dunn has been paid the 2"d quarter profit and law enforcement for 2018-
2019.
There was no conflict of interest at this meeting.
No other business.
The next ABC Board Meeting will be Dec. 18, 2018

The Dunn ABC Board met on Oct. 16, 2018. Present at the meeting: Board Members

Mr. Parker presented the minutes of the Sept. 18, 2018 meeting that were approved by the
Board.
Each Board Member was given a copy of the Sept. 2018 Financial Statements. The
Board reviewed the statements noting sales in Sept. 2018 are $14027.55 above last year. .
Year to date sales are $35119.20 above last year. Mixed Beverage sales are $5288.70
above last year.
The Board was given copies of the yearly financial audit and audit letters.
There was no conflict of interest at this meeting.
No other business.
The next ABC Board Meeting will be Oct. 16, 2018.

CITY OF DUNN ABC BOARD
Minutes of Meeting
Sept. 18, 2018
The Dunn ABC Board met on Sept. 18, 2018. Present at the meeting: Board Members
Dal Snipes and Alice Judd, Manager, Robert Parker, who served as Secretary to the
Board. City Council Member Buddy Maness and Board Member Lynn Jernigan did not
attend.
Mr. Parker presented the minutes of the July 24, 2018 meeting that were approved by the
Board. No meeting in Aug., 2018.
Each Board Member was given a copy of the July, and Aug. 2018 Financial Statements.
The Board reviewed the statements noting sales in July, 2018 are $551.25 above last year
and sales Aug. 2018 were $20540.40 above last year. Year to date sales are $21091.65
above last year. Mixed Beverage sales are $1632.60 above last year.
The first quarter profit distribution to the City of Dunn has been made.
There was no conflict of interest at this meeting.
No other business.
The next ABC Board Meeting will be Oct. 16, 2018.
With no other business, Alice Judd motioned to adjourn which received a second from
Dal Snipes.
