12182018434 MINUTES CITY OF DUNN DUNN, NORTH CAROLINA The City Council of the City of Dunn held a Special Call Meeting on Tuesday, December 18, 2018, at 9:00 a.m. in the Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Frank McLean, Council Members Buddy Maness, Dr. Gwen McNeill, Billy Tart, and Chuck Turnage. Also present was City Manager Steven Neuschafer, Attorney Tilghman Pope, City Clerk Tammy Williams and Lisa Farmer with The Daily Record. INVOCATION Mayor Harris opened the meeting at 9:00 a.m. and gave the invocation. Afterwards, the Pledge of Allegiance was recited. AGENDA ADJUSTMENT AND APPROVAL Motion by Council Member Maness and seconded by Council Member McNeill to adopt the December 18, 2018 meeting agenda with changes as listed below. Agenda Items Added: • Closed Session in accordance with [N.C.G.S. 143-318.1l(a)(6)] for personnel reasons. Agenda Items Removed.- Motion emoved: Motion unanimously approved. ITEMS FOR DISCUSSION AND/OR DECISION: Appointment of an Applicant to fill the Vacancy in Ward 6 Mayor Hams reviewed the process to fill the vacancy in Ward 6 due to the untimely death of Council Member Barfield. The process for filling this vacancy was reviewed by the City Attorney and approved at the November 13, 2018 Council Meeting. The application process for the appointment was duly advertised on November 15 and 20 and was also publicized on the Government Channel and on the City of Dunn website. Three applications were received by the City Clerk by the advertised deadline of Friday, November 30, 2018, 5:00 p.m. Applications were received by James W. Clark, David L. Bradham and Joseph Arvle Tart. After reviewing the applications and requirements, the City Clerk and City Manager determined that James W. Clark does not reside in the Ward so he does not meet the criteria to fill the vacancy. Both Dr. Bradham and Mr. Tart meet the requirements to fill the vacancy. Applications were delivered to Council Members on December 5, 2018. Presentations were made at the December 11, 2018 Council meeting by both Dr. Bradham and Mr. Tart. Each applicant shared their qualifications for the office and their vision for the City of Dunn. Today's Special Call meeting was set at the November 13, 2018 Council meeting for the appointment of the applicant to fill the remaining term of Mr. Barfield in Ward 6. The appointee will serve the remaining term of a four-year term that began in December of 2015. This council seat will be up for election in November, 2019. Applicants for consideration are David L. Bradham and Joseph Arvle Tart. Mayor Harris stated that the vote would be taken by the showing of hands. Council Member Turnage stated that both candidates are highly qualified. Council Member Maness agreed and added that it may be his most difficult decision during his time on the Council. He stated the only difference, between the two applicants, was the previous twelve years of experience on the Council by Mr. Tart. Motion by Council Member Maness to appoint Joey Tart for the unexpired term of Mr. Barfield based on his previous experience. With no second the motion failed. Motion by Council Member McNeill and seconded by Council Member Tumage to appoint David Bradham to fulfill the unexpired term of Mr. Barfield. Motion passed with Council Members McNeill, McLean and Turnage voting in favor and Council Members Maness and Tart voting against. Motion by Council Member Turnage and seconded by Council Member McNeill to recess and enter into Closed Session in accordance with [N.C.G.S. 143-318.11(a)(6)] for personnel reasons. The meeting was reconvened and with no further business to discuss, a motion was made by Council Member McNeill and seconded by Council Member Turnage to adjourn the meeting at 10:00 a.m. Motion unanimously approved.
