CITY OF DUNN
DUNN, NORTH CAROLINA
The City Council of the City of Dunn held a Special Call Meeting on Friday, July 20, 2018, at 5:00
p.m. in the Dunn Municipal Building. Present was Mayor Oscar N. Harris, Council Members Buddy
Maness, Dr. Gwen McNeill, Mayor Pro -Tem Frank McLean, Billy Tart, and Billy Barfield. Also
present was City Manager Steven Neuschafer, and Finance Director Mark Stephens.
Absent: Council Member Chuck Turnage and City Attorney P. Tilghman Pope.
INVOCATION
Mayor Harris opened the meeting at 5:00 a.m. and Council Member Gwen McNeill gave the invocation.
Afterwards, the Pledge of Allegiance was repeated.
AGENDA ADJUSTMENT & APPROVAL
Motion by Council Member Maness and seconded by Council Member McNeill to adopt the July 20, 2018
meeting agenda. Motion unanimously approved.

USDA Loan/Grant
Police/Public WorkvRecreation Vehicles
The public has been notified that the Dunn City Council will receive comments concerning the City's
desire to secure a loan/grant from the United States Department of Agriculture, Rural Development to
obtain sufficient funds to secure a loan for the purchase of seven (7) vehicles and associated equipment for
the Police, Public Works and Recreation Departments.
The Public Hearing is the opportunity for the Council to hear comments and opinions from the public to
include any parry for or against the proposed loan application.
The Public Hearing was duly advertised on July 6, 2018.
Mayor Hams asked if there was anyone present who wished to speak for or against this loan application.
Hearing none, Mayor Harris closed the Public Hearing at 5:03 p.m.

Motion by Council Member Buddy Maness and seconded by Council Member Billy Barfield to adopt the
Loan Resolution and accept Letter of Conditions for USDA Loan/Grant. Motion unanimously approved.
A copy of Resolution (82018-05) Adopting Loan Resolution for USDA Loan/Grant for seven Police/Public
Works/Recreation Vehicle and Letter of Conditions is incorporated into these minutes as Attachment #1.
With no further business to discuss, a motion was made by Council Member Barfield and seconded by
Council Member McNeill to adjourn the meeting at 5:05 p.m. Motion unanimously approved.
