Harnett Regional Water Capital Project Update FY 2018-19
Current Projects Under Construction • West Central Transmission Proiect-construction of approximately 11 miles of 20 DIP waterline from Lillington to Seminole along Hwy 421. A new booster pump station is also being constructed at the intersection of Willie Cameron Rd and Hwy 421. Project is approximately 95% complete and should be totally complete by October. Cost of project was $8.5 million dollars. Will drastically improved hydraulics along Hwy 421 and throughout the West Central Water and Sewer District. Should allow for more development along that corridor as well.

Current Projects Under Construction • South Central Transmission Proiect-construction of 7,500 If of 12 inch DIP waterline along Pendergraft and McLean Chapel Church Roads in Bunnlevel to alleviate hydraulic and water pressure issues in the area. Cost of project is estimated to be approximately $800,000 and it should be complete in October of this year. • WHIP-construction of 7,800 If of 20 inch DIP waterline along Hwy 87 to serve new Benhaven Elementary School. Cost of project is estimated to be approximately $1.2 million and it should be complete in October of this year.
Current Projects Under Design with Construction Pian ned Th is Fisca I Year • North Harnett WWTP Upgrade Project-construction of a sludge dewatering system for both alum and waste water sludge at the facility. It also consists of the addition of rotating disc filters and aeration basin anoxic zone mixers for improved treatment capability. The estimated cost of this project is $6 million dollars and it should be bid in early September. • Brightwater Technology Park Infrastructure Improvements Phase II-construction of approximately 600 feet of roadway and gravity sewer to complete the next phase of the park development. The estimated cost is $700,000 with $500,000 being funded from a Golden Leaf grant.
Projects planned for FY 2019-20 • SHE/ACP School Waste Water Project-construction of ww lift stations at each school with force mains to tie into existing SLS on Hayes Rd off of Hwy 210 in Anderson Creek. Estimated cost of $1.7 million. • Automated Meter Upgrade Phase I-first phase of implementation of smart metering upgrades for all customers. We should replace about 20,000 meters in this first phase at an estimated cost of $2. 75 million. • Hwy 421 Connector Lines Project-construction of 12 and 8 inch water connector lines from existing 12 inch line on Old 421 to new line on US Hwy 421. Estimated cost of $845,000. • SHWWTP Upgrade Project-construction of new sludge digester and other biosolids improvements at the plant. Estimated cost of $2 million.

REQUEST:
Spout Springs Emergency Services is requesting permission to purchase a SCBA air
compressor to replace their 1998 SCBA air compressor that is no longer operational.
They will be replacing it with a LEGACY 13 Vertecon l 3CFM 6KPSI 10 HP from Safe Air
Systems at the cost of $21 ,767.69.
The Spout Springs Board of Dire ctors voted and approved this purchase on July 16, 2018.
The funds will be taken from their current 2018/2019 budget.

Spout Springs Emergency Services respectfully request that you allow us to replace our SCBA air
compressor. This compressor is vital to the mission you have assigned us .
Our 1998 SCBA compressor has finally quit and we are being told that it needs to be replaced . This
compressor fills our SCBA bottles. At this time, we cannot fill bottles and have to take all used air
bottles to Benhaven to be re-filled .
In 2012, 2013,2014 and 2015 we applied for the FEMA AFG Grant to replace this air compressor but was
turned down each time.
We will be replacing it with a LEGACY 13 Vertecon 13CFM 6KPSI 10 HP from Safe Air Systems at a cost of
$21,767.69.
The Spout Springs Board of Directors have voted and approved this purchase on July 16, 2018.
The funds will be deducted from our equipment maintenance budget line in our 2018/2019 budget.
