Minutes of Special Meeting (Budget Workshop)
May 16, 2003
The Harnett County Board of Commissioners met in special session on May 16, 2003,
in the Commissioners Meeting Room, County Administration Building, 102 East
Front Street, Lillington, North Carolina.
Members present: Beatrice Bailey Hill, Vice Chairman .

Walt Titchener
Tim McNeill
Staff present: Neil Emory, County Manager
Vanessa W. Young, Finance Officer
Kay S. Blanchard, Clerk to the Board
Vice Chairman Hill called the meeting to order at 11 :30 a.m. and called on County
Manager Neil Emory.
Mr. Emory called on Donald Andrews, Superintendent of Harnett County Schools.
Mr. Andrews thanked the Board for collaborative work with the Board of Education
regarding the budget, building of new schools, and sale of old facilities. Mr. Emory
noted that Harnett County has gone from being ranked 100th in the State to 80th
regarding funds provided to schools per student.
Mr. Emory led a review and discussion of the proposed FY 2003-2004 Harnett County
Budget in a work session format.
Sheriff Larry Rollins explained the Sheriff Department's budget needs including more .
officers and vehicles.
There being no further business, the special meeting, May 16, 2003, adjourned at 1 :00
p.m.
