The City Council of the City of Dunn held a Regular Meeting on Thursday, November 8, 2016, at 7:00 p.m. in the
Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Billy Tart, Council Members Buddy
Maness, Gwen McNeill, Frank McLean, Billy Tart, Chuck Turnage and Billy Barfield. Also present was City
Manager Ronnie Autry, Assistant City manager Steven Neuschafer, Finance Director Mark Stephens, Public Works
Director Dean Gaster, Chief Building Inspector Steven King, Planning Director Samantha Wullenwaber, Police
Captain Robert Jenkins, Recreation Director Brian McNeill, Human Resources Director Anne Thompson, Librarian

INVOCATION
Mayor Harris opened the meeting at 7:00 p.m. and asked Pastor Roy Johnson, Police Chaplain and Director of Pastoral Care
for Harnett Health System to give the invocation. Afterwards, the Pledge of Allegiance was repeated.

Motion by Council Member Maness and seconded by Council Member McNeill to adopt the November 8, 2016 meeting
agenda with changes, if any, as listed below.

Proclamation
National Hospice Palliative Care Month
November 2016
Mayor Harris presented a Proclamation to Chad Walker, Special Projects Coordinator for Transitions Life Care, proclaiming
November 2016 as National Hospice Palliative Care Month in the City of Dunn. A copy of Proclamation (P2016-20) for
Hospice Month 2016 is incorporated into these minutes as Attachment #1.
Chad Walker thanked the Mayor and Council for the proclamation and acknowledged Cathy O'Dell as a Transitions Life
Care Board Member along with the volunteers that help.

Mayor Harris presented a Proclamation to the following members of South River EMC: Chris Spears, CEO, Cathy O'Dell,
Dr. Godwin -Baker, President of the Board, Chuck Richardson, Francis Clifton, David Akers, Bill Tew, George Williams,
Barbara West -Lee, Kelly Harrington, Attorney Bo Jones, Clifton McNeill, Jr., and Andy Hardy of South River EMC — A
Touchstone Energy Cooperative, for services provided during Hurricane Matthew. A copy of Proclamation (P2016-21) is
incorporated into these minutes as Attachment #2.
PUBLIC COMMENT PERIOD
Each speaker is asked to limit comments to 3 minutes, and the total comment period will be 30 minutes. Citizens must sign
up and register on a sign-up sheet available on the podium within the City Council Chambers prior to the start of the meeting.
Mayor Harris read the City of Dunn City Council Public Comment Policy,
Herman Medlin inquired about Council addressing the following concerns: The swimming pool on Currituck Avenue
previously run by an association, a ditch the City dug parallel to Currituck Avenue and it needing to be cleaned out, and the
new yard trash ordinance with wanting better clarification.
Mayor Harris directed Assistant City Manager Neuschafer to write up clarification to the ordinance for Mr. Medlin and
explain to him how it works.
Marty Clayton — District Manager Duke Energy noted Hurricane Matthew was the 5'h worst storm. With thousand without
power Mr. Clayton thanked the Mayor, Council, City Employees and residents for their patience and support as Duke Energy
restored power to the City.

Demolition of House
1000 N. McKay Avenue

The public has been notified that oral and written comments will be heard and received concerning the demolition of the
dwelling located at 1000 N. McKay Avenue
The Public Hearing was duly advertised on October 25, 2016 and November 1, 2016.
There were no public comments at this time.
Close Out of the CDBG Project 12-C-2476
The City of Dunn will hold a Close-out Public Hearing on its Community Development Block Grant (CDBG) — Catalyst
Project 12-C-2476 that assisted providing a loan to Harnett Training School, Inc. to help pay closing costs on the permanent
loan to finance Harnett Training School renovations.
Proposed and actual project activities follow:

One hundred percent (100%) of the $500,000 CDBG-Catalyst grant has been received and spent as a loan to Harnett Training
School, LLC toward project closing (soft) costs.
The above completed renovations and uses results in a 51% (+) benefit to low/moderate income individuals.

Close Out CDBG Project 12-C-2476
Motion by Council Member Barfield to include the letter written by Mr. Jordan into the minutes from the September meeting.
Motion died due to lack of second.
Motion by Council Member Tart and seconded by Council Member McLean to approve all consent items. The following
Council Members for "aye" Maness, McNeill, McLean, Tart and Turnage. Council Member Barfield voted "nay"
ITEMS FOR DECISION
Consideration of Ordinance to Demolish House
1000 N. McKay Avenue
PIN# 1517-60-9867.000
Chief Building Inspector Steven King has conducted an inspection at 1000 N. McKay Avenue and based upon his
observations, the structure failed to comply with the minimum housing standards of fitness established by the minimum
housing code of the City of Dunn. The Building Inspector also found the dwelling dangerous or prejudicial to the public
health or public safety and is a nuisance in violation of G.S. §160A-193.
The owner of the property has failed to comply with the Building Inspector's order and according to N.C.G.S §160A-443, the
City Council has the power to proceed with the demolition of the property.
Should Council decide to proceed with the demolition of the dwelling at 1000 N. McKay Avenue, an ordinance would need
approval directing the Building Inspector to remove or demolish said structure.
Motion by Council Member Barfield and seconded by Council Member McLean to adopt the proposed Ordinance Directing
the Building Inspector to proceed with the demolition of the dwelling located at 1000 N. McKay Avenue PIN #1517-60-
9867.000. Motion unanimously approved. A copy of Demolition Ordinance (02016-23) is incorporated into these minutes
as attachment #15.
Resolution Designation of Applicant's Agent
(FEMA, NC Emergency Management)
This is a request to designate Finance Director Mark Stephens and City Manager Ronald D. Autry as primary and secondary
agents for disaster related reimbursements to the city.
Motion by Council Member Maness and seconded by Council Member Turnage to approve the request to designate Finance
Director Mark Stephens and City Manager Ronald D. Autry as primary and secondary agents for disaster related
reimbursements to the city. Motion unanimously approved. A copy of Resolution (R2016-23) is incorporated into these
minutes as attachment #16.
State — Applicant Disaster Assistance Agreement
(FEMA, NC Emergency Management)
This is a request to designate City Manager Ronald D. Autry to sign the State — Application Disaster Assistance Agreement
on behalf of the City of Dunn for disaster related reimbursements to the city.
Motion by Council Member Tart and seconded by Council Member Maness to approve the request to designate City Manager
Ronald D. Autry to sign the State — Application Disaster Assistance Agreement on behalf of the City of Dunn for disaster
related reimbursements to the City. Motion unanimously approved. A copy of agreement has been incorporated into these
minutes as attachment #17.
Consideration to appeal decision for 60 day period
510 Spring Branch Road
PIN# 1516-71-5790.000
Chief Building Inspector Steven king has conducted an inspection at 510 Spring Branch Road and based upon his
observations, the structure is in a condition that constitutes a fire and health hazard. The Building Inspector also found the
structure dangerous or prejudicial to the public health or public safety and was condemned.
The owner of the property wishes to appeal by way of letter received on October 27, 2016, the Findings of Fact and Order
was issued on October 21, 2016 that gave the owner of the property 60 days to remedy the defective conditions by repairing
or demolishing the structure.
Chief Building Inspector Steven King gave background to Council regarding the property. The Police Department had to
evacuate the property during Hurricane Matthew. The property owner is asking for an extension above the 60 days. The 60
day time frame started October 21, 2016 and end December 19, 2016. The 60 day time frame is governed by North Carolina
General Statutes.
Amar Patel — property owner — The property is under contract and looking at the shell of the building. Mr. Patel is asking for
another 30-60 days on top of the 60 days given by the Chief Building Inspector. Looking at pushing off until the January
meeting.
Attorney Pope stated Council has three options:
1. Table the request until a further date
2. Uphold the Building Inspectors order of 60 days
3. Give the property owner an extension of the 60 days
Motion by Council Member Maness and seconded by Council Member Turnage to uphold the Building Inspector order.
Motion unanimously approved.

Resolution to apply for NCDOT Bicycle Helmet Initiative
Planning Director Wullenwaber explained that the City is seeking to apply for the North Carolina Department of
Transportation Bicycle Helmet Initiative. The initiative provides bicycle helmets to distribute to low income children of our
community.
This initiative is 100% funded through the NCDOT and the City would receive the helmets in the spring of 2017. The
helmets would then be distributed to low income children throughout the community. If awarded, the Planning Department
and Police Department are planning more bicycle events in collaboration with the helmet initiative to promote safe cycling
among children.
There are no matching funds required by the City of Dunn.
Council Member Barfield would like to implement a bicycle registration for the City.
Motion by Council Member Maness and seconded by Council Member Tart to approve the Resolution to Apply for the
NCDOT Bicycle Helmet Initiative. Motion unanimously approved. A copy of Resolution (R2016-24) to apply for the
NCDOT Bicycle Helmet Initiative is incorporated into these minutes as Attachment #18.
Temporary Blocking of Street — Annual Downtown Christmas Tree Lighting Ceremony
Executive Vice President Tammy Williams, on behalf of the Dunn Chamber of Commerce, submitted a formal request to
close the following portions of E. Broad Street on Thursday, December 1, 2016 to hold the annual Downtown Christmas Tree
Lighting Ceremony.
• E. Broad Street from Wilson Avenue to the alley that tuns parallel to First Citizens bank from 4:00 p.m. until after
the event at 9:00 p.m.
• E. Broad Street from the alley at 111 E. Broad Street to Wilson Avenue and Wilson Avenue beyond the First
Citizens Bank entrance at Cumberland Street to the alley in front of the Stewart Theater from 5:45 p.m. until after
the event a 9:00 p.m.
In addition, they are asking for assistance from the Public Works Department and Police Department.
Motion by Council Member Barfield and seconded by Council Member McLean to approve the temporary street closing as
requested for the Annual Downtown Christmas Tree Lighting Ceremony. Motion unanimously approved.
Weedy Lot/Assessment Report
As of November 8, 2016 the City has collected $6,569.26 for weedy lot fees. Liens have been placed on 72 properties.
Currently there are 9 individuals on a payment plan. The City Clerk is asking to place 4 liens on properties for non-
compliance.
As of November 8, 2016 the City has collected $116,166.59 for back assessment fees. Currently there are 7 individuals on a
payment pan. The City Clerk is asking to place 66 liens on properties for non-compliance.
Mayor Harris noted the collections has been going on for a little more than 60 days and is a great accomplishment.
Council Member Maness commended the Clerk for taking the initiative to take on this project.
Motion by Council Member Maness and seconded by Council Member Barfield to accept the report and direct the City Clerk
to place liens on properties for both weedy lots and assessments. Motion unanimously approved.

Financial Report
Finance Director Mark Stephens provided the following financial report for the period ending September 30, 2016:
• The City as of September 30, 2016 had $1,870,608 in cash in the General Fund and $2,185,665 in the Water
and Sewer Fund. In September 2015 the City had $1,547,099 in the General Fund and $2,001,134 in the Water
and Sewer Fund.
• Property Tax collections were $447,834 or 12.11% of budget. Last year property tax collections through
September were $474,792 or 13.42%
• Sales Tax Revenue is $310,021 or 18.51% of budget. Benchmark for the month is 16.67% of budget.
• Utilities Sales Tax is $160,500 or 20.34% of budget. Benchmark for this month is 25.00% of budget.
• Building Permit Fees were $18,318 or 28.18% of budget. Benchmark for this month is 25.00% of budget.
• Water and Sewer Revenues were $1,265,186 or 28.12% of budget. Benchmark for this month is 25.00% of
budget
• Expenditures were 22.62% of budget in the general fund and 18.57% of budget in the water and sewer fund.
The benchmark for this period is 25,00% of budget.
Motion by Council Member Tart and seconded by Council Member Barfield to accept the Financial Report. Motion carried
unanimously.
