CITY OF DUNN
DUNN, NORTH CAROLINA
The City Council of the City of Dunn held a Special Call Meeting on Tuesday, September 27, 2016, at
11:45 a.m. in the Dunn Municipal Building. Present was Mayor Pro Tem Billy Tart, Council
Members Buddy Maness, Dr. Gwen McNeill, Frank McLean, and Billy Barfield. Also present was
City Manager Ronnie Autry, Assistant City Manager Steven Neuschafer, Dean Gaster Public Works
Director, Mark Stephens Finance Director, City Clerk Jennifer Fortin, and Daily Record Reporter
Melody Brown -Peyton.
Absent was Mayor Oscar N. Harris and Council Member Chuck Turnage.
INVOCATION
Mayor Pro Tem Tart opened the meeting at 11:45 a.m. and Council Member McNeill gave the invocation.
Afterwards, the Pledge of Allegiance was repeated.
ITEMS FOR DECISION
Consideration to Adopt a Resolution for City of Dunn's Water System Asset and Inventory
Assessment Grant Application
Mayor Pro Tem Tart gave the floor to City Manager Autry.
City Manager Autry gave background information for the application and ask that a Resolution be adopted
to authorize City Manager Autry permission to go through with applying for the Water System Asset and
Inventory Assessment Grant Application. City Manager Autry noted the City qualifies for the 5% match
and if the City received the maximum grant of $150,000.00 the City's portion would be $7,500.00. It would
be a great asset in assessing our system and inventory. There are two applications and they do allow you to
apply for the Water System and Sewer System separately. They might give us one or they might give us
both.
Motion by Council Member Maness and seconded by Council Member McLean to approve the Resolution
allowing City Manager Autry to file the application for the City of Dunn's Water System Asset and
Inventory Assessment Grant Application. Council Member Barfield stated he had not had the opportunity
to read the packet but can't vote because he feels to many things have slipped by the Board and can't vote
in favor of it. Council Member Barfield feels it is hard to believe a meeting was set a week before and the
material was given to us here at the meeting. Motion carried with four in favor and one opposed. Mayor
Pro Tem and Council Members Maness, McNeill and McLean voting "aye" and Council Member
Barfield voted "nay".

City Manager Autry noted the application is for the Sewer System with the same guidelines as the Water
System application.
Motion by Council Member Maness and seconded by Council Member Mclean to approve the Resolution
allowing City Manager Autry to file the application for the City of Dunn's Sewer System Asset and
Inventory Assessment Grant Application. Council Member Barfield stated he had not had the opportunity

Mayor Pro Tem Tart inquired if there was any other business to be brought before Council
Mayor Pro Tem Tart would like everyone to keep Mayor Harris in their prayers. Council Member Maness
gave brief update regarding the Mayor.
Council Member Barfield informed Council that he has received a resignation from a member of the
Cemetery Committee.
Motion made by Council Member McLean and seconded by Council Member Maness to adjourn the
meeting at 11:57 a.m.
