The City Council of the City of Dunn held a Regular Meeting on Thursday, September 1, 2016, at 7:00 p.m. in the
Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Billy Tart, Council Members Buddy
Maness, Gwen McNeill, Frank McLean, Billy Tart, Chuck Turnage and Billy Barfield. Also present was City
Manager Ronnie Autry, Finance Director Mark Stephens, Public Works Director Dean Gaster, Chief Building
Inspector Steven King, Planning Director Samantha Wullenwaber, Police Captain Robert Jenkins, Police Captain
Johnny Royal, Recreation Director Brian McNeill, Human Resources Director Anne Thompson, Librarian Mike
Williams, Attorney P. Tilghman Pope, City Clerk Jennifer Fortin, Deputy City Clerk Melissa Dudley, and Daily
Record Reporter Melody Brown -Peyton.
INVOCATION
Mayor Hams opened the meeting at 7:00 p.m. and asked Pastor Dennis Manuel, Police Chaplain and Apostle of the East
Granville Street Church to give the invocation. Afterwards, the Pledge of Allegiance was repeated.

Motion by Council Member Maness and seconded by Council Member McNeill to adopt the September 1, 2016 meeting

Mayor Harris, Manager Autry and Recreation Director Brian McNeil presented a Proclamation recognizing the Dunn
Recreation Department Dixie Youth NC All -Stars (10 -under) Girls Angels State Champions and their advancement to
compete in the World Series in North Myrtle Beach, South Carolina. A copy of Proclamation (P2016-16) recognizing Dixie
Youth NCAA -Stars (10 -Under) Girls Angels State Champions is incorporated into these minutes as Attachment #3.

Mayor Harris, Manager Autry and Recreation Director Brian McNeil presented a Proclamation recognizing the Dunn
Recreation Department Dixie Youth NC All -Stars (10 -under) Boys AAA State Champions and their advancement to compete
in the World Series in Laurel, Mississippi. A copy of Proclamation (P2016-17) recognizing Dixie Youth NC All -Stars (10 -
Under) Boys AAA State Champions is incorporated into these minutes as Attachment #4.
Mayor Harris recessed the meeting at 7:24 pm.

PUBLIC COMMENT PERIOD
Each speaker is asked to limit comments to 3 minutes, and the total comment period will be 30 minutes. Citizens must sign
up and register on a sign-up sheet available on the podium within the City Council Chambers prior to the start of the meeting.
Mayor Harris read the City of Dunn City Council Public Comment Policy.
Dr. Nancy Holmes, Assistant Superintendent of Harnett County Schools along with Superintendent Stan Williams and Jon
Matthews, Associate Provost from Central Carolina Community College regarding Early College. The Early College purpose
is to focus on first generation college opportunities and to focus on students who may be at risk or students who have an
opportunity to benefit from accelerated learning. I would like to say thank you to update you on the fact that we are pursuing
the application in collaboration with Central Carolina Community College. We are focusing on areas of business, culinary
and technology to align with the economic needs of Harnett County.

The public has been notified that oral and written comments will be heard and received concerning the request by Unified
Pallets, Inc. to rezone approximately 3.93 +/- acres located at 2 Dinan Road.
The property is currently zoned C-3; Highway Commercial District and is proposed to be rezoned to I-100; Industrial
District.
The public hearing is the opportunity for the Council to hear comments and opinions from the public to include any party for
or against the request.
The Public Hearing was duly advertised on August 16 and 23, 2016.
There were no public comments at this time.
Ordinance Amendment OA -03-16
Sec. 13-6 — Firearms, pellet guns & dangerous projectiles
This is a request to hereby amend the Firearms, pellet guns ordinance Sec. 13-6, of the City of Dunn Code of Ordinances.
This amendment will add text and amend existing Section 13-6 to prohibit shooting arrows, missiles, stone, rock, shot or
other hard substance... within the city limits.
The public. hearing was duly advertised on August 18, 2016.
There were no public comments at this time.

Minutes — Council considered approval of minutes of the August 9, 2016 City Council Meeting.
Motion by Council Member Maness and seconded by Council Member Turnage to approve all consent items. Motion
unanimously approved.
ITEMS FOR DECISION
Consideration of Ordinance to Demolish House
310 N. Magnolia Avenue
PIN# 1516-77-8512.000
Chief Building Inspector Steven King has conducted an inspection at 310 N. Magnolia Avenue and based upon his
observations, the structure failed to comply with the minimum housing standards of fitness established by the minimum
housing code of the City of Dunn. The Building Inspector also found the dwelling dangerous or prejudicial to the public
health or public safety and is a nuisance in violation of G.S. § 160A-193.
The owner of the property has failed to comply with the Building Inspector's order and according to N.C.G.S § 160A-443, the
City Council has the power to proceed with the demolition of the property.
Should Council decide to proceed with the demolition of the dwelling at 310 N. Magnolia Avenue, an ordinance would need
approval directing the Building Inspector to remove or demolish said structure.
Motion by Council Member Maness and seconded by Council Member Barfield to adopt the proposed Ordinance Directing
the Building Inspector to proceed with the demolition of the dwelling located at 310 N. Magnolia Avenue PIN #1516-77-
8512.000. Motion unanimously approved. A copy of Demolition Ordinance (02016-08) is incorporated into these minutes
as attachment #5.

The Planning Board met on August 23, 2016, to review the request and ask for comments from the public. The Planning
Board voted unanimously to approve this request.
Motion by Council Member Tart and seconded by Council Member Turnage to approve the request to rezone a parcel of land
totaling 3.93+/- acres, located at 2 Dinan Road PIN# 151630-7874.000. Motion unanimously approved.
Ordinance Amendment OA -03-16

City Manager Autry stated a number of citizens asked the City to look at the ordinance pertaining to this issue and we did not
have anything there, so Assistant Manager Neuschafer investigated and did some research and came up with a proposed
amendment to that ordinance. We did have several instances throughout the years with arrows being shot in the street right-
of-way, passing through fences and going on to private property that was alarming a number of residents.
Council Member Tumage inquired about definitions to the ordinance.
City Attorney Pope state if a term is not defined in the ordinance than the courts tum to the dictionary.
Motion by Council Member Barfield and seconded by Council Member Tart to approve Ordinance Amendment OA -03-16.

Consideration of Resolution Fixing Date of Public Hearing as October 11, 2016 for Voluntary Annexation Petition

Major Subdivision Final Plat Approval
Stoney Run Industrial Park
This is a request from Stoney Run Properties, LLC to review and vote on the final subdivision plat for Stoney Run Industrial
Park on N. Holland Avenue and E. Wake Street. The final plat shall meet all applicable regulations in Chapter 20,
Subdivision of Land, Article II Plats Section 20-43, of the City of Dunn Code of Ordinances.
Planning Director Samantha Wullenwaber noted this was the final subdivision plat approval for Stoney Run Industrial Park.
Back at the September 22. 2015 Planning Board Meeting the Planning Board approved the preliminary plat and then the
developers went in and built the street and saw the water and sewer infrastructure. Myself along with the Public Works
Director and Public Utilities Assistant Director went out there and found everything meets the specifications and we
recommend the final plat and to accept the streets and public utilities infrastructure.
Motion by Council Member Tumage and seconded by Council Member Tart to approve the final subdivision plat for Stoney
Run Industrial Park on N. Holland Avenue and E. Wake Street and accept the streets and utilities infrastructure. Motion
unanimously approved. A copy of the final plat for Stoney Run Industrial Park is incorporated in to these minutes as
Attachment #8.
City Manager Autry welcomed the new Code Officer Chad Garland to the City.
There was a discussion about Code Enforcement and training.
Resolution to Join the NC Teachers' and State Employees' Major Medical Plan
Motion by Council Member McLean and seconded by Council Member Tart to adopt the Resolution to Join the NC
Teachers' and State Employees' Major Medical Plan. Motion unanimously approved. A copy of Resolution R2016-17- is
incorporated into these minutes as Attachment # 9.

Finance Director Mark Stephens provided the following financial report for the period ending July 31, 2016:
• The City as of July 1, 2016 had $2,186,311 in cash in the General Fund and $1,894,137 in the Water and Sewer
Fund. In July 2015 the City had $2,024,349 in the General Fund and $1,766,600 in the Water and Sewer Fund.
• Property Tax collections were $0.00 or 0.00% of budget. Last year property tax collections through July were
$0.00 or 0.00%
• Sales Tax Revenue is $0.00 or 0.00% of budget. Benchmark for the month is 0.00% of budget.
• Utilities Sales Tax is $0.00 or 0.00% of budget. Benchmark for this month is 0.00% of budget.
• Building Permit Fees were $6,193 or 9.52% of budget. Benchmark for this month is 8.33% of budget.
• Water and Sewer Revenues were $427,574 or 9.50% of budget. Benchmark for this month is 8.33% of budget

Motion by Council Member McLean and seconded by Council Member Barfield to accept the Financial Report. Motion
carried unanimously.

➢ City offices will be closed on Monday, September 5, 2016 in observance of Labor Day
➢ Boogie on Broad will be held on Thursday, October 6, 2016 from 6-9 p.m. in Downtown Dunn
➢ The next regular City Council meeting is scheduled for Tuesday, October 11, 2016 @ 7:00 p.m.
➢ In Remeberance of 911 and First responders, The General William C. Lee Memorial Commission will be hosting a
luncheon on Friday, September 9, 2016 from 12 noon at the Dunn Community Center and all costs will be covered
by Dunn -Benson Ford
