08092016262 MINUTES CITY OF DUNN DUNN, NORTH CAROLINA The City Council of the City of Dunn held a Regular Meeting on Tuesday, August 9, 2016, at 7:00 p.m. in the Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Billy Tart, Council Members Buddy Maness, Gwen McNeill, Frank McLean, Billy Tart, Chuck Turnage and Billy Barfield. Also present was City Manager Ronnie Autry, Assistant City Manager Steven Neuschafer, Finance Director Mark Stephens, Public Works Director Dean Gaster, Chief Building Inspector Steven King, Planning Director Samantha Wullenwaber, Police Captain Robert Jenkins, Human Resources Director Anne Thompson, Librarian Mike Williams, Attorney Tilghman Pope, City Clerk Jennifer Fortin, Deputy City Clerk Melissa Dudley, and Daily Record Reporter Keilah Goff. - INVOCATION Mayor Harris opened the meeting at 7:00 p.m. and asked Reverend Randy Beasley, of the Lee's Grove Church, volunteer Chaplin of Harnett Health and Chaplin of Hospice to give the invocation. Afterwards, the Pledge of Allegiance was repeated. AGENDA ADJUSTMENT AND APPROVAL Motion by Council Member Maness and seconded by Council Member Turnage to adopt the August 9, 2016 meeting agenda with changes, if any, as listed below. Agenda Items Added: • The City Council is being asked to adopt the attached resolution declaring the badge and service weapon carried by Chief Jimmy Pope surplus and awarding them to him on his retirement. Temporary Blocking of Street — Request by Felica Blue to close E. Harnett Street and Sampson Avenue and E. Harnett Street and Lee Avenue on Saturday, September 3, 2016 from 2p.m. to 10p.m. for a family reunion. Agenda Items Removed: • none Motion unanimously approved. PUBLIC COMMENT PERIOD Each speaker is asked to limit comments to 3 minutes, and the total comment period will be 30 minutes. Citizens must sign up and register on a sign-up sheet available on the podium within the City Council Chambers prior to the start of the meeting. Mayor Harris read the City of Dunn City Council Public Comment Policy. Ronald Allen 701 E. Divine Street — feels there needs to be a stop light at IGA because it is a busy intersection and when students get out of school they cross there. Mayor Harris noted the City has asked NCDOT to look at that intersection and encouraged Mr. Allen to write or speak with NCDOT as a concerned citizen. Marty Clayton — Duke Energy — There was an extended power outage July 23rd and wanted to thank the community for their support and understanding during the recent transformer substation failure. The crews immediately responded and it was an extended outage. Duke brought in a mobile substation and that will be in place for the next few months until the new transformer gets in and then there will be another short outage that will be required to shift that load over to the new transformer being installed in the substation. Duke Energy will be making a $1,000.00 donate to the Dunn PAL Program. The public comment period has been closed. ITEMS FOR DECISION 263 Consideration of Resolution Directing the Clerk to Investigate Voluntary Annexation Petition ANX- 01-16 Received under G.S. 160A-31 Cottages at Gleneagles Phase II — 8.18 Acres Robert P. Wellons and Su Lou Wellons PIN# 1517-04-6110.000 Motion by Council Member Barfield and seconded by Council Member Tart to approve the Resolution to Directing the Clerk to Investigate Voluntary Annexation Petition ANX-0I-16 Received under G.S. 160A- 31. Motion unanimously approved. (A copy of Resolution R2016-14 is incorporated into these minutes as Attachment #2). Temporary Blocking of Street McNeill Memorial F.W.B. Church A request has been received from Shateara Thompson Gilbert, on behalf of the McNeill Memorial F.W.B. Church, requesting the street closing on E. Canary Street from S. Elm Avenue to Magnolia Avenue on Saturday, September 17, 2016 from approximately 8:00 a.m. until 5:00 p.m. for the purpose of an annual Street Fair for the Community. Motion by Council Member Maness and seconded by Council Member McLean to approve the request to block the street closing on E. Canary Street from S. Elm Avenue to Magnolia Avenue on Saturday, September 17, 2016 from approximately 8:00 a.m. until 5:00 p.m. for the purpose of an annual Street Fair for the Community. Motion unanimously approved. Adopt a Resolution to Authorize an Application and Accept the Agreement of Conditions — NC Governor's Highway Safety Program Grant — Police Department City Manager Autry noted this was adopted last year as a four year plan but that state requires the City to re -adopt the Resolution and condition each year as we move through the process. We have hired two Police Officer s providing cars and equipment for them at that time. This year and the next two year swill be for personnel issue and trainings costs. Motion by Council Member Barfield and seconded by Council Member McLean to Adopt a Resolution to Authorize and Accept the Agreement of Conditions — NC Governor's Highway Safety Program Grant — Police Department. ITEM FOR DISCUSSION AND/OR DECISION Financial Report Finance Director Mark Stephens provided the following financial report for the period ending June 30, 2016: • The City as of June 30, 2016 had $2,780,930 in cash in the General Fund and $1,889,590 in the Water and Sewer Fund. In June 2015 the City had $2,744,265 in the General Fund and $1,727,634 in the Water and Sewer Fund. • Property Tax collections were $3,595,313 or 100.82% of budget. Last year property tax collections through June were $3,452,137 or 99.48% • Sales Tax Revenue is $1,585,939 or 103.00% of budget. Benchmark for the month is 100.00% of budget. • Utilities Sales Tax is $774,043 or 100.61% of budget. Benchmark for this month is 100.00% of budget. • Building Permit Fees were $92,756 or 142.70% of budget. Benchmark for this month is 100.00% of budget. • Water and Sewer Revenues were $4,577,444 or 100.50% of budget. Benchmark for this month is 100.00% of budget • Expenditures were 95.34% of budget in the general fund and 96.72% of budget in the water and sewer fund. The benchmark for this period is 100.00% of budget. Motion by Council Member McLean and seconded by Council Member Barfield to accept the Financial Report. Motion carried unanimously. ADMINISTRATIVE REPORTS Tax Report Building Report, Planning, Recreation and Library Reports Police Report Motion by Council Member Tumage and seconded by Council Member McLean to accept the Administrative Reports. Motion unanimously approved. ANNOUNCEMENTS The following announcements and/or comments were made. Mayor Harris: ➢ Mayor Harris will present the State of the City, on Tuesday, August 23rd at 12:00 noon at Central Carolina community College — Dunn Center 660 E. Johnson Street. City offices will be closed on Monday, September 5`h in observance of Labor Day. ➢ The next regular City Council Meeting is scheduled for Tuesday, September 13 2016 @ 7:00 p.m. Mayor Hams noted several Council Member and the Mayor will be out of the area for the September 131h meeting. It is suggested the meeting be changed to Thursday, September 1, 2016 at 7:00 p.m. Motion by Council Member Maness and seconded by Council Member McNeill to reschedule the Council Meeting for Tuesday, September 13, 2016 at 7:00 p.m. to Thursday, September 1, 2016 at 7:00 p.m. Motion unanimously approved. Council Member Tumage recognized Keilab Goff for her outstanding efforts of being part of the Council Team for the Daily Record. This being her last official act as a reporter for the Daily Record.
