DUNN, NORTH CAROLINA
The City Council of the City of Dunn held a Regular Meeting on Tuesday, April 12, 2016, at 7:00
p.m. in the Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Billy
Tart, Council Members Buddy Maness, Gwen McNeill, Frank McLean, Billy Tart, Chuck Turnage
and Billy Barfield. Also present was City Manager Ronnie Autry, Assistant City Manager Steven
Neuschafer, Public Works Director Dean Gaster, Chief Building Inspector, Steven King, Planning
Director Samantha Wullenwaber, Police Chief Jimmy Pope, Recreation Director Brian McNeill,
Human Resources Director Anne Thompson, Librarian Mike Williams, Attorney P. Tilghman Pope,
City Clerk Jennifer Fortin, Dunn Area Chamber of Commerce Tammy Williams, and Daily Record
Reporter Keilah Goff.

Mayor Harris opened the meeting at 7:00 p.m. and asked Pastor Floyd Ray, Pastor at Mount Zion
Missionary Baptist Church and is the Chaplin at Betsy Johnson Harnett Health in Dunn and Lillington and
is the Vice -President of the MAC Association to give the invocation. Afterwards, the Pledge of Allegiance
was repeated.

Motion by Council Member Maness and seconded by Council Member Barfield to adopt the April 12, 2016
meeting agenda with changes, if any, as listed below.

Proclamation
The Godwin Group
Mayor Harris presented to Pat and Judy Godwin, Sr. of the Godwin Group a Proclamation congratulating
them on their 5011 anniversary. A copy of Proclamation (P2016-06) Congratulating the Godwin Group on
their 50"'i anniversary is incorporated into these minutes as Attachment #1.
Presentation
Phillip Alan Fusco, II
Mayor Harris honored Phillip Alan Fusco, II for his commitment to helping hurting children around the
world with teddy bears.
Presentation of Advanced Certification
Police Officer H Jason W. Dickinson
Mayor Harris, City Manager Autry and Police Chief Jimmy Pope presented Police Officer II Jason W.
Dickinson with the Law Enforcement Officers' and Criminal Justice Officers' Certificate issued from the
North Carolina Department of Justice Criminal Justice Standards Division. A copy Law Enforcement
Officers' and Criminal Justice Officers' Certificate issuedfrom the North Carolina Department of Justice
Criminal Justice Standards Division presented to Police Officer II Jason W. Dickinson is incorporated
into these minutes as attachment #2.
Certificate of Achievement for
Excellence in Financial Reporting
Mayor Harris and City Manager Autry presented a Certificate of Achievement for Excellence award to the
Finance Department for its comprehensive annual financial report for the year ended June 30, 2015.
Mark Stevens thanked the Finance Department for doing a great job.
Retirement Resolution
Darryl Glover
Mr. Glover was unable to be present and this item was deferred to a later date.
PUBLIC COMMENT PERIOD
Each speaker is asked to limit comments to 3 minutes, and the total comment period will be 30 minutes.
Citizens must sign up and register on a sign-up sheet available on the podium within the City Council
Chambers prior to the start of the meeting.
Mayor Harris read the City of Dunn City Council Public Comment Policy
Theresa Stephenson — Ponderosa Subdivision stated she had spoken to other residents and noted they were
not in favor of a Yd yard cart. She also stated she was not in favor of her tax dollars being spent on a

museum and doesn't feel the vacuum truck is needed. Ms. Stephenson did speak in favor of the grapple
truck and would rather pay an extra $3.85 a month to go towards the purchase of a new truck.
CONSENTITEMS
Minutes — Council considered approval of minutes of the March 8, 2016 City Council meeting.
Minutes — Council considered approval of minutes of the Budget Retreat February 26b and 27th, 2016.
Proclamation — Council considered approval of a Proclamation designating May 21, 2016 as Dunn
Community Clean Up Day in the City of Dunn. A copy of Dunn Community Clean Up Day Proclamation
(P2016-07) is incorporated into these minutes as Attachment #3.
Proclamation — Council considered approval of a Proclamation designating April 10 - 16, 2016 as National
Library Week. Council member Barfield read the proclamation. A copy of National Library Week
Proclamation (P2016-08) is incorporated into these minutes as Attachment #4.
Surplus Resolution - Council considered approval of a Resolution Authorizing the Disposition of Personal
Property by electronic means through www.GovDeals.com. A copy of Surplus Resolution (R2016-07) is
incorporated into these minutes as Attachment #5.
Budget Amendments — Council considered approval of Budget Amendments #5, #6, and #7. A copy of BA
#5, 6, and 7 is incorporated into these minutes as Attachment #6.
Motion by Council Member Barfield and seconded by Council Member McLean to approve all consent
items. Motion unanimously approved.
ITEMS FOR DECISION
Temporary Blocking of Street
Dunn High School Class of 1966
A request has been received from the Dunn High School — Class of 1966 requesting the 400 and 500 blocks
of North Orange Avenue be closed on April 17, 2016 from 1:30 P.M. to 3:30 p.m. for the dedication of the
bench beside the walking trail.
Motion by Council Member Turnage and seconded by Council Member Tart to approve the requested
temporary blocking of street. Motion unanimously approved.
Daylight Savings Time Hours
Manager Autry stated that these operating hours are being referred to as Daylight Saving Time Hours since
they coincide closely with Daylight Saving Time. These seasonal hours have worked very well during the
past twelve years.
Motion by Council Member McLean and seconded by Council Member Turnage to approve the Day Light
Savings Hours.
Audit Contract
FY 2015-2016
Finance Director Mark Stephens stated that Petway Mills & Pearson, PA submitted a proposal of
$21,300.00 to perform the F/Y 2015-2016 audit for the City of Dunn.
Mayor Harris requested the preliminary audit be submitted to him 2 weeks prior to submission to the local
government on October 315`
Motion by Council Member McLean and seconded by Council Member Barfield to contract services with
Petway Mills & Pearson, PA to conduct the F/Y 2015-2016 audit for the City of Dunn at a proposed cost of
$20,900.00. Motion unanimously approved. A copy of FY 15-16 audit contract is incorporated into
these minutes as Attachment #7.
Consideration of a street name Clarification
for General William C. Lee Avenue
Mayor Harris noted that when you say General Lee Avenue everybody thinks about Robert E. Lee but it is
not and we have proof from 1942 that the City Council named the street for General William C. Lee. What
we are doing at this time is proposing to clarify that. The proposal is to change it to General William C. Lee
Avenue. We have spoken to 9-1-1, the post office and DES and stated we could change the name as long
as it was reported to them.
Council Member Turnage stated it needs to be changed and in searching military records it should be Major
General not General since that was his rank upon his death but am fine with it being General.
Motion by Council Member Tumage and seconded by Council Member Barfield to adopt the name change
from the current General Lee Avenue to General William C. Lee Avenue. Motion unanimously approved.
Purchase Wheel Loader and Loader/Backhoe
City Manager Autry stated the following:
1996 Volvo Wheel Loader transmission locked up the day of the budget retreat and the cost is more to fix it
than it is worth. 1998 Ford Loader/Backhoe is worn out and continues to break daily.

The price quotes are from the NJPA Government Contract and NC State Contract and these are the lowest
prices for comparable units.
The City is applying for a USDA equipment and loan grant and the interest rate will be about 2.85% for a 7
year loan. The equipment would not be delivered until July 2016 and closing on the loan would be after
delivery. Also, the impact would not be until the FY 2017-2018 budget.
The equipment we are looking to be purchased is JCB 417HT Wheel Loader for $132,808 and JCB 3CX-
15 Loader/Backhoe for $77,623 from Company Wrench.
Mayor Harris stated the motion should be subject to obtaining the USDA loan over a 7 year period of
2.85% and the grant up to $30,000.
Motion by Council Member Tart and seconded by Council Member Tumage to approve the purchase of the
equipment with the provision the City obtains the USDA loan over a 7 year period of 2.85% and a grant up
to $30,000. Motion unanimously approved.

Policy and Procedures for
Nonprofits Organization (NPO)
Request for Administration
Mayor Harris noted if there was no objection from Council that the 3rd yard cart and the NPO deserve a
hearing on their own merits and is suggesting that a work session be set for Thursday, April 28, 2016 at
7:00 p.m.
Motion by Council Member Barfield and seconded by Council Member McNeill to set a work session for
Thursday, April 28, 2016 at 7:00 p.m. Motion unanimously approved.
Financial Report
Finance Director Mark Stephens provided the following financial report for the period ending February 29,
2016:
• The City as of February 16, 2016 had $3,983,626 in cash in the General Fund and $2,133,833
in the Water and Sewer Fund. In February 2015 the City had $3,193,955 in the General Fund
and $2,153,968 in the Water and Sewer Fund.
• Property Tax collections were $3,432,140 or 97.00% of budget. Last year property tax
collections through February were $3,314,757 or 95.50%
• Sales Tax Revenue is $931,190 or 63.10% of budget. Benchmark for the month is 58.33% of
budget.
• Utility Sales Tax is $411,115 or 59.58% of budget. Benchmark for this month is 50.00% of
budget.
• Building Permit Fees were $57,232 or 88.04% of budget. Benchmark for this month is
66.70% of budget.
• Water and Sewer Revenues were $3,078,768 or 68.40% of budget. Benchmark for this month
is 66.70% of budget
• Expenditures were 61.34% of budget in the general fund and 61.43% of budget in the water
and sewer fund. The benchmark for this period is 66.70% of budget.
Motion by Council Member McLean and seconded by Council Member Barfield to accept the Financial
Report. Motion carried unanimously.

➢ Boogie on Broad will be held on Thursday, April 21, 2016 from 6-9 p.m. in Downtown Dunn
➢ The Mayor's Prayer Breakfast is scheduled for Thursday, May 5t1@ 7:30 a.m. in the Gospel
Tabernacle Life Center. Also the AP Government Class from Triton High School will be
participating in the Leaders of Tomorrow (Shadow) Program and a mock City Council meeting on
this same date.
