The City Council of the City of Dunn held a Regular Meeting on Tuesday, March 8, 2016, at 7:00
p.m. in the Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Billy
Tart, Council Members Buddy Maness, Gwen McNeill, Frank McLean, Billy Tart, Chuck Turnage
and Billy Barfield. Also present was City Manager Ronnie Autry, Assistant City Manager Steven
Neuschafer, Public Works Director Billy Addison, Public Utilities Director Dean Gaster, Chief
Building Inspector Steven King, Planning Director Samantha Wullenwaber, Police Chief Jimmy
Pope, Recreation Director Brian McNeill, Human Resources Director Anne Thompson, Librarian
Mike Williams, Attorney P. Tilghman Pope, City Clerk Jennifer Fortin, Deputy City Clerk Melissa
Dudley, Dunn Area Chamber of Commerce Tammy Williams, and Daily Record Reporter Keilah
Goff.
INVOCATION
Mayor Hams opened the meeting at 7:00 p.m. and asked Pastor Tim Rice, President of the Dunn United
Ministerial Association and Pastor at Glad Tidings Assemblies of God Church to give the invocation.
Afterwards, the Pledge of Allegiance was repeated.
AGENDA ADJUSTMENT AND APPROVAL
Motion by Council Member Turnage and seconded by Council Member Maness to adopt the original
Match 8, 2016 meeting agenda with changes, if any, as listed below.

Proclamation — Police Sergeants Jeff Williams and John Parker
Mayor Harris and City Manager Autry and police Chief Pope presented Police Sergeants Jeff Williams and
John Parker, for their recognition of an emergency situation and rendering immediate aid to save lives of
the residents in a burning apartment building. A copy of Proclamation (P2016-03) recognizing Sergeants
Jeff Williams and John Parker is incorporated into these minutes as Attachment #1.
Mayor Harris noted that the property owner WinCor Properties, LLC which is owned Allen Westbrook
could not be present tonight and on his behalf his assistant Wanda Carney and Kay Tart represented him.
Mr. Westbrook was so humbled by the efforts of the police officers he pledged to donate $10,000 to the
PAL program and Mayor Hams presented a check to the PAL Director Lt. Rodney Rowland for $1,000 as
the first installment of the pledge.
Presentation of Advanced Certification — Police Officer H Jason W. Dickinson
This presentation was tabled to the April 12, 2016 meeting due to Police Officer II Jason W. Dickinson
being unable to make the meeting.

Mayor Harris introduced the following:

Mike Jones — VP of Support Services and Administrator at Central Harnett Hospital
Shannon Smith —Harnett Health Foundation
Reverend Roy Johnson — Senior Statesman and Chaplin for the hospital
Kevin Jackson, Interim President of Harnett Health System, gave Council Members and update on the
progress made at Betsy Johnson Hospital and Central Harnett Hospital since Cape Fear Valley Health
System took over operations 16 months ago. Mr. Jackson noted that from a financial standpoint that it was
not one of the best situations to come into, but we are past most of the major financial issues. He reported
that the system is now cash flow positive and in addition to the improved financial situation, he said the
system continues to work for a growth of services. Mr. Jackson noted that the county deserves more
services than that are being offered. The organization has partnered with Cape Fear Valley Cancer Center
and Femcreek Cardiology Services and plans on bringing providers for digestive diseases, kidney treatment
and ear, nose and throat to the county. Mr. Jackson feels these services need to be local so people don't
have to leave the county for the services. He also noted that Harnett Health System has partnered with
Campbell University School of Osteopathic Medicine, which will provide the program's fust residents this
summer.
PUBLIC COMMENT PERIOD
Each speaker is asked to limit comments to 3 minutes, and the total comment period will be 30 minutes.
Citizens must sign up and register on a sign-up sheet available on the podium within the City Council
Chambers prior to the start of the meeting.
Mayor Harris read the City of Dunn City Council Public Comment Policy
Joy Williams — 400 N. Wilson Avenue — Ms. Williams noted she was representing Wilkins Cemetery
Committee and they have received 501C-3 exempt status in 2004 and have continued to make
improvements to the cemetery. There is a rich history as the only black tax paying citizens of Dunn could
be buried there from 1890-1958 when a public cemetery was established. Wilkins Cemetery is the oldest
black cemetery in Dunn and Hamett County. Ms. Williams comes before Council to ask for a donation of
$7,500 to continue cleaning and maintaining the cemetery, document and identification of those that are
buried there. The cemetery will continue to have fund raisers and historical events including updates with
continued preservation. Please consider this request for funds for our cause.
Mayor Harris requested all the supporters from Wilkins Cemetery to please stand

Property Unfit for Human Habitation

Mayor Harris stated that the public has been notified that oral and written comments will be heard and
received concerning the declaration of the single family structure owned by Alder Hart Davis, located at
103 Venus Drive, Dunn, NC as Unfit for Human Habitation.
The public was duly advertised on February 23, 2016 and March 1, 2016
Chief Building Inspector Steven King noted this property was inspected due to complaint of the tenant.
Chief Building Inspector King is looking for an ordinance to give Mr. Davis 12 months to make necessary
repairs.
Mayor Harris asked if there was anyone present who wished to speak for or against the declaration of being
Unfit for Human Habitation.
Alder Davis — 405 N. Clinton Avenue -Rents 103 Venus Drive June 2013 and lease expired 2014 and
couldn't rewrite lease because of activity being conducted in property. He finally was able to get renters
evicted so he can start making the necessary repairs.
Hearing no comments, Mayor Harris closed the public hearing and reconvened the regular meeting at 7:48
p.m.

ITEMS FOR DECISION
Consideration of Ordinance Declaring Property Unfit for Human Habitation
103 Venus Drive

Building Inspector Mike Blackmon has conducted an inspection at 103 Venus Drive and found the
structure to be deteriorated condition that does not meet the requirements of the City of Dunn Minimum
Hosing Code (MHC). The Building Inspector also found the property dangerous or prejudicial to the
public health or public safety and is a nuisance in violation of N.C.G.S. 160A-193failed to comply with the
minimum standards of fitness established by the minimum housing code of the City of Dunn. The Building
inspector also found the dwelling dangerous or prejudicial to the public health or public safety and is a
nuisance in violation of GS § 160A-193.
The owner of the property has failed to comply with the Building Inspector's order to bring the structure on
the property into compliance with the City of Dunn MHC and pursuant to N.C.G.S 160A-443, the City has
the authority to direct the Chief Building Inspector to post on the main entrance of the property a placard
that states "This building is unfit for human habitation; the use or occupation of this building for human
habitation is prohibited and unlawful".
The owner of the property has not repaired, altered or improved the property to bring it into compliance
with Section4-31 of the Dunn City Code within (12) months of the adoption of this ordinance, the Building
Inspector is directed to bring the matter back before the City Council for other consideration of remedies
available to the City of Dunn under N.C.G.S. 160A-443.
Motion by Council Member Maness and seconded by Council Member McNeill to adopt the Ordinance
Declaring Property Unfit for Human Habitation located at 103 Venus Drive (PIN #1526-29-4015.000). A
copy of Ordinance (02016-03) to declare the property unfit for human habitation at 103 Venus Drive is
incorporated into these minutes as Attachment #4. Motion unanimously approved.
Temporary Blocking of Street — 30" Anniversary Celebration General William C. Lee
A request has been received from the General William C. Lee Celebration Committee requesting the
closing of different streets throughout the City beginning Sunday, June 5, 2016 and concluding Saturday,
June 11, 2016. Some of the events will require closing of streets for safety of the participants as well as
those attending.
The streets, dates, and times needing to be closed are:
Sunday, June 5' — W. Divine Street from Fayetteville to King Avenue 3 pm until 10 pm
Wednesday, June 8' - W. Divine Street from Fayetteville to King Avenue 8 am until 2 pm
Friday, June 10' — Layton Avenue from Pearsall Street to Pope Street — 4 pm until midnight
Saturday, June I I' — General Lee Avenue from W. Edgerton to Harnett Street and Harnett
Street from General Lee Avenue to Wayne Avenue — 9 am -noon
Motion by Council Member Tumage and seconded by Council Member Maness to approve the requested
temporary blocking of street. Motion unanimously approved.
Temporary Blocking of Street—Boogie on Broad Concert Series
A request has been received from the Event Planning Committee of the Dunn Area Chamber
of Commerce requesting the closing of E. Broad Street by 2:00 p.m. from Wilson Avenue to
Clinton Avenue. At 5:00 p.m. they are requesting to have Wilson Avenue closed from
Cumberland Street to Edgerton Street or as best determined by the Dunn Police Department
on the following dates for the event, Boogie on Broad Concert Series in Downtown Dunn:

• Thursday, May 19, 2016
• Thursday, October, 2016
Motion by Council Member Tumage and seconded by Council Member McLean to approve the requested
temporary blocking of street. Motion unanimously approved.
Temporary Blocking of Street — Family and Neighborhood Easter Egg Hunt
A request has been received from Johnica President of 304 W. Greenwood Street requesting the street
closing of S. King Avenue between W. Greenwood Street and W. Duke Street on Saturday, March 19,
2016 from 11 a.m. — 6 p.m. for a Family and Neighborhood Easter Egg Hunt
Motion by Council Member McLean and seconded by Council Member Maness to approve the requested
temporary blocking of street. Motion unanimously approved.
ITEM FOR DISCUSSION
Amending Resolution of Naming Rights
To amend the Resolution authorizing the naming rights, specifically adding items to the Veteran's
Memorial at Tyler Park, adding Naming Rights for benches, trees and bricks to Exhibit B.
Parks and Recreation Director Brian McNeill will continue to administer the program. For further
questions or comments please contact Mr. McNeill at 910-892-2976.
The benches and trees will be purchased and installed in advance by the City. Bricks will be ordered
periodically based upon demand.
Assistant City manager Neuschafer noted this was directed during the budget retreat he has prepared
amending the Resolution authorizing naming rights, specifically adding items for the Veteran's memorial at
Tyler Park. We previously had a resolution authorizing the naming rights for various items out at Tyler
Park and you will see them under Exhibit B, and I added the last four items containing naming rights for
benches, trees and bricks. This will be the same 5 years as set up with the other donations.

Motion made by Council Member Barfield and seconded by Council Member McLean to approve the
amending of naming rights. Motion unanimously approved.
Financial Report
Finance Director Mark Stephens provided the following financial report for the period ending January 31,
2016:
• The City as of January 31, 2016 had a total cash balance of $3,451,473 in cash in the General
Fund and $1,990,160 in the Water and Sewer Fund. In January 2015 the City had $2,694,573
in the General Fund and $2,000,845, in the Water and Sewer Fund.
• Property Tax collections were $3,324,441 or 93.04% of budget. Last year property tax
collections through January were $3,218,318 or 91.08%
• Sales Tax Revenue is $776,039 or 5260% of budget. Benchmark for the month is 50.00% of
budget.
• Utility Sales Tax is $411,115 or 59.58% of budget. Benchmark for this month is 50.00% of
budget.
• Building Permit Fees were $49,507 or 76.16% of budget. Benchmark for this month is
58.33% of budget.
• Water and Sewer Revenues were $2,736,652 or 60.81% of budget. Benchmark for this month
is 58.33% of budget
• Expenditures were 52.80% of budget in the general fund and 53.43% of budget in the water
and sewer fund. The benchmark for this period is 58.33% of budget.
Mayor Harris inquired as to when we would see the changes in the sales tax model come into effect that
started in March.
Finance Director Stephens noted it would be June before the city could potentially see some of that.
Motion by Council Member Tart and seconded by Council Member Turnage to accept the Financial
Report. Motion unanimously passed

With no further business to discuss, a motion was made unanimously by Council to adjourn the meeting at
8:04 p.m. Motion carried unanimously.
