The City Council of the City of Dunn held a Regular Meeting on Tuesday, September S, 2015, at 7:00
p.m. in the Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Chuck
Turnage, Council Members Buddy Maness, N. Carnell Robinson, Frank McLean, Billy Tart, and
Billy Barfield. Also present was City Manager Ronnie Autry, Assistant City Manager Steven
Neuschafer, Finance Director Drew Holland, Human Resources Director Anne Thompson, Public
Works Director Billy Addison, Public Utilities Director Dean Gaster, Police Chief Jimmy Pope,
Librarian Mike Williams, City Clerk Debra West, Administrative Support Specialist Melissa Dudley,
City Attorney P. Tilghman Pope and Daily Record Reporter Keilah Goff.
INVOCATION
Mayor Harris opened the meeting at 7:00 p.m. and asked Reverend Tim Rice, Pastor of Glad Tidings
Church and President of the Dunn Area Ministerial Association, to give the invocation.
Afterwards, the Pledge of Allegiance was repeated.
AGENDA ADJUSTMENT AND APPROVAL
Motion by Council Member Robinson and seconded by Council Member Barfield to adopt the September
8, 2015 meeting agenda with changes, if any, as listed below.

Proclamation Presentation
Dixie Youth NC All -Stars (12U)
Boys State Champions
Mayor Hams, Manager Autry and Interim Recreation Director Brian McNeil presented a Proclamation
recognizing the Dunn Recreation Department Dixie Youth NC All -Stars (12 -under) Boys State Champions
and their advancement to compete in the World Series in Lexington, South Carolina. A copy of
Proclamation (P2015-15) recognizing Dixie Youth NC All -Stars 12 -Under Boys State Champions is
incorporated into these minutes as Attachment #1.
Mayor Harris recessed the meeting at 7:17 pm.
Mayor Harris reconvened the meeting at 7:19 pm.
PUBLIC COMMENT PERIOD
Mayor Harris opened the floor for a (30) minute public comment period.
Hearing no comments, the public comment period was closed.
Mayor Harris recessed the regular meeting and opened public hearings at 7:20 pm.
PUBLICHEARINGS
USDA Loan Application
Purchase of Police Vehicles
Mayor Harris stated that the public has been notified that the Dunn City Council will receive comments
concerning the City's desire to secure a loan from the United States Department of Agriculture, Rural
Development to obtain sufficient funds to secure a loan and grant for the purchase of five (5) vehicles and
associated equipment for the Police Department.
He stated that the public hearing is the opportunity for the Council to hear comments and opinions from the
public to include any party for or against the proposed loan application.
The public hearing was duly advertised on August 25, 2015.
Mayor Hams asked if there was anyone present who wished to speak for or against this loan application.
Hearing no comments, Mayor Harris closed the public hearing and reconvened the regular meeting at 7:20
p.m.

Minutes — Council considered approval of minutes of the August 11, 2015 City Council meeting
Proclamation - Council considered approval of a proclamation designating September 17-23, 2015 as
Constitution Week. Mayor Harris read the proclamation. (Clerks Note: Mayor Harris presented this
proclamation to Ms. Phoebe Landfried and Rebecca Owens representing the Smith -Bryan Chapter
Daughters of the American Resolution prior to the start of the Council meeting). A copy of Proclamation
(P2015-16) designating Constitution Week is incorporated into these minutes as Attachment #2.
Surplus Resolution — Council considered approval of a Resolution Authorizing the Disposition of Personal
Property by electronic means through www.GovDeals.com. A copy of Surplus Resolution (R2015-14) is
incorporated into these minutes as Attachment #3.
Motion by Council Member Barfield and seconded by Council Member McLean to approve all consent
items. Motion unanimously approved.
ITEMS FOR DECISION
Consideration to Adopt a Resolution and
Accept the Letter of Conditions for
USDA Loan/Grant Application —
Police Vehicles
The Council is being asked to accept a loan offer not to exceed $120,000 and a grant not to exceed $25,000
from the USDA for the purpose of purchasing five (5) Police Vehicles and associated equipment in FY
2015-16.
The City obtained a similar toan/grant last year and this does allow the grant to fund one car at no cost to
the City. The debt service payment will begin in FY 2016-17.
Motion by Council Member Maness and seconded by Council Member Tart to adopt the Resolution and
authorize the Mayor to execute documents associated with the USDA loan/grant application. Motion
unanimously approved. A copy of the USDA Resolution (R2015-15) is incorporated into these minutes as
Attachment #4.
Consideration of Ordinance to
Demolish House -
407 E. Divine Street
PIN #1516-66-9044.000
(Tabled at 7-7-15 CCMtg.)
Mayor Harris stated that at the July 7, 2015 City Council meeting, a motion was made by Council Member
Maness and seconded by Council Member Robinson and passed unanimously, to table the demolition of
this structure for 60 days to allow new property owner, Jordan Temple Baptist Church of God, additional
time to make the proper repairs to this house.
Since the July meeting date, renovations have continued to be made, and several inspections have been
conducted. The final inspection was made on September 2, 2015 and a Certificate of Occupancy was
issued.
Motion by Council Member Robinson and seconded by Council Member Maness to disallow the proposed
Ordinance Directing the Building Inspector to proceed with the demolition of the dwelling located at 407 E.
Divine Street (PIN #1516-66-9044.000). Motion unanimously approved.
Consideration of
Cemetery Renovation and
Maintenance Guidelines
The Council is being asked to officially adopt the City of Dunn Cemetery Renovation and Maintenance
Guidelines to serve as a guide to the Cemetery's landscape and maintenance improvements, and to provide
additional information about the details which the Cemetery Board feel are important.
Based upon lengthy discussion, dialogue and comments received during the April 14, May 18, and June 2,
2015 City Council meeting, the Cemetery Board met to discuss the proposed changes as recommended by
the City Council and made revisions accordingly. The strikedhreugk is old text removed and the underlined
is new text.
Motion by Council Member Barfield and seconded by Mayor Pro Tem Turnage to adopt the Cemetery
Renovation and Maintenance Guidelines. Motion unanimously approved. A copy of the Cemetery
Renovation and Maintenance Guidelines is incorporated into these minutes as Attachment #5.
Temporary Blocking of Streets -
Cotton Festival
Manager Autry stated that the Touchstone Energy NC Cotton Festival Committee has submitted a request
to close the following streets for the 17'h Annual Cotton Festival on November 7, 2015.

Friday, Nov. 6 from 7:00 pm until after the festival on Nov. 7 at 8:00 pm
• Wilson Ave. from Edgerton St. to the Fire Station on Harnett St.
Saturday, Nov. 7 from 6:00 am until 6:00 pin
• Broad St. from Clinton Ave. to Layton Ave.
• Edgerton St. from Clinton Ave. to Fayetteville Ave.
• Wilson Ave. from Cumberland St. to the driveway at the Fire Station on Harnett.
• Railroad Ave. from Cumberland St. to Harnett St.
• Lucknow Ave. to Broad St.
• Fayetteville Ave. from Cumberland St. to Edgerton St.
• King Ave. from Cumberland St. to Edgerton St.
• Layton Ave. from Cumberland St. to Edgerton St.
In addition, they also ask for assistance from city personnel (police, public works and parks and recreation)
and that the street sweeper come through after the event on Saturday.
Motion by Council Member Robinson and seconded by Council Member Tart to approve the temporary
street closings as requested for the 17" Annual Touchstone Energy NC Cotton Festival. Motion
unanimously approved.
Board Appointment—
Planning Board
An application to serve on the Planning Board has been submitted by Mr. Karl Bauer, 406 S. Fayetteville
Avenue. This is an in -town vacancy previously held by Mr. Kevin Williams. Term of appointment will
expire June 30, 2018.
Motion by Mayor Pro Tem Tumage and seconded by Council Member Maness to appoint Karl Bauer to the
Planning Board with a term expiring June 30, 2018.
Motion by Council Member Barfield to table this board appointment until all applications are received and
considered.
Mayor Pro Tem Turnage and Council Member Maness withdrew their motion on the floor.
Discussion was held for staff to bring forth all applications received and to advertise for this vacancy.
Motion by Mayor Pro Tem Tumage and seconded by Council Member McLean to table board appointment
to the Planning Board. Motion unanimously approved to table.
Consensus of the Council to advertise this vacancy and to direct the City Manager and City Attorney to
draft a procedure and policy dealing with all boards and commissions in the City of Dunn specifying a time
window for receiving applications for any vacancies and specifying a time period to notify the council
when a vacancy occurs and consider how to advertise for any vacancies in the future.
Voting Delegate for
2015 NCLM Business Meeting
Mayor Harris stated that the Annual Business Meeting of the North Carolina League of Municipalities will
be held at 1:00 pm on Monday, October 12, 2015 at the Benton Convention Center in Winston-Salem, NC.
Any municipality that plans to attend must have their governing board authorize a voting delegate and an
alternate voting delegate to attend this meeting in order for them to cast a vote.
Manager Autry, Assistant Manager Neuschafer and Council Member Barfield will be attending the NCLM
Annual Conference.
Motion by Council Member Barfield and seconded by Council Member Robinson to designate Ronald D.
Autry as a voting delegate and Steven Neuschafer as an alternate voting delegate representing the City of
Dunn, NC at the 2015 North Carolina League of Municipalities annual business meeting on Monday,
October 12, 2015 in Winston-Salem, NC. Motion unanimously approved.
Authorization for Mayor to Execute
Deed of Easement between the
City of Dunn and Town of Erwin —
Rail Trail Extension
Manager Autry presented a map of the area noting the fence line of the water plant property. One
component includes cutting a five foot width through the City fence and an additional fence will be built to
keep walkers off City property. A written agreement will be signed by the Town of Erwin stipulating that
the fencing will be compatible with the existing City fencing.
Motion by Council Member Barfield and seconded by Council Member Maness to execute the Deed of
Easement between the City of Dunn and Town of Erwin — Rail Trail Extension. Motion unanimously
approved. A copy of the Deed of Easement is incorporated into these minutes as Attachment #6.

Financial Report
Finance Director Drew Holland provided the following financial report for the period ending July 31, 2015:
• As of July 31, 2015, the City had a total cash balance of $3,587,919. $801,094 in the checking
account; $2,214,474 in the Capital Management Trust accounts; $571,281 in Money Market
Investments; and $1,070 cash on hand. The total cash balance as of July 31, 2014 was $3,497,048.
• Property Tax collections were $20 (0.00% of budget). Last year total property tax collections
were $256.
• Sales Tax Distribution total as of June 30, 2015 was $1,503,668 (107.03% of budget). Benchmark
for June was 100% of budget. Last year total sales tax distribution through June 30, 2014 was
$1,344,468. Sales Tax Distribution for the month of July will be received on September 15, 2015.
• Building permit fees were $10,088 (15.52% of budget). Benchmark for this month is 8.33% of
budget. Last year total building permit fees were $8,429.
• Water and Sewer revenues were $425,651 (9.46% of budget). Benchmark for this month is 8.33%
of budget. Last year total Water and Sewer revenues were $413,787.
• Total expenditures for the month of July were 9.54% of budget in the General Fund and 6.80% of
budget in the Water -Sewer fund. The benchmark for this period is 8.33% of budget. Last year
General Fund total expenditures were 9.59% and Water -Sewer Fund was 5.27%.
Motion by Council Member Tart and seconded by Council Member Barfield to accept the Financial Report.
Motion unanimously approved.
Voluntary Annexation Petition ANX-02-15

Love's Travel Stops & Country Stores, Inc.
10.924 acres—PIN #1537-18-9972.000 & 1537-28-1692.000
3948 Hodges Chapel Road
Manager Autry explained that this voluntary annexation was accomplished by an act of the General
Assembly due to the distance of this property from the corporate limits of Dunn. Documentation was
submitted to the office of Representative David Lewis. For purposes of documenting this annexation, it
was suggested to have the governing body acknowledge this action.
The Council is being asked to document a local act of the General Assembly of North Carolina, codified as
NC Session Law 2015-175, House Bill 412, for the voluntary non-contiguous annexation of Love's Travel
Stops & Country Stores, Inc. into the corporate limits of the City of Dunn effective August 6, 2015.
The City of Dunn received an annexation petition from Love's Travel Stops on August 26, 2014.
This property is located at 3948 Hodges Chapel Road and includes the following parcels:
• 8.878 acres, more or less, and identified by the Harnett County Registry as PIN #1537-18-
9972.000, PARCEL 02-1527-0047-01
• 2.046 acres, more or less, and identified by the Harnett County Registry as PIN #1537-28-
1692.000, PARCEL 02-1529-0032-01
Motion by Council Member Maness and seconded by Council Member Barfield to acknowledge the
voluntary non-contiguous annexation of Love's Travel Stops & Country Stores, Inc., 3948 Hodges Chapel
Road, into the corporate limits of the City of Dunn effective August 6, 2015 by passage of a local act of the
General Assembly, Session Law 2015-175, House Bill 412. Motion unanimously approved. A copy of
the annexation petition and HB 412 is incorporated into these minutes as Attachment #7.
ADMINISTRATIVE REPORTS
Motion by Council Member Barfield and seconded by Council Member McLean to accept the
Administrative Reports. Motion unanimously approved.
ANNOUNCEMENTS
The following announcements and/or comments were made.
Mayor Harris:
➢ The Dunn Area Chamber of Commerce will host a Candidates Forum in the Council Chambers on
Thursday, September 24, 2015 at 7:00 p.m.
➢ Boogie on Broad will be held on Thursday, October 1, 2015 from 6-9 p.m. in Downtown Dunn.
➢ City of Dunn Municipal Elections will be held on Tuesday, October 6, 2015. Questions should be
directed to the Harnett County Board of Elections office.
➢ The next regular City Council meeting is scheduled for Tuesday, October 13, 2015 at 7:00 p.m.
➢ 2015 North Carolina League of Municipalities Conference will be held on October 10-13 in
Winston-Salem, NC.
➢ Announced that David Hodges, Executive Director of United Way of Harnett County, is working
to add twenty additional beds for the homeless in our City. They will hold a major fundraiser
event "One Homeless Night" on October 16t' to raise awareness about the homeless and mental ill
issues in the County. Mayor Harris encouraged participation by the City Council and citizens.

➢ Rooms To Go Ribbon Cutting and Grand Opening will be held on Saturday, October 17, 2015 at
10 a.m.
Council Member Barfield:
➢ Thanked Public Works Director Billy Addison for the work he is doing with limb collection.
➢ Thanked the Police Department for the great work they are doing
➢ Thanked everyone that contributed to the recent Red Cross blood drive. Mayor Harris recognized
Mr. Barfield for his many contributions to this organization.
Mayor Pro Tem Tumage:
➢ During his campaign, education has been a main topic of discussion. The Council should be
knowledgeable of the challenges with the education situation in Dunn.
Council Member Maness:
➢ Thanked everyone for their prayers and support during the passing of his mother and his mother-
in-law.
Council Member Robinson:
Thanked Mayor Pro Tem Turnage for his comments about the school system. The school board is
placing more resources in the Dunn area schools. Schools do link with economic development
and he suggested that they invite the School Superintendent to give a report to the Council.
Closed Session
8:16 pm — Motion by Council Member Robinson and seconded by Council Member Barfield to enter
closed session in accordance with N.C.G.S. 143-318.11(a)(6) to discuss a personnel matter. Motion
unanimously approved.
8:33 pm — closed session ended.
Motion by Council Member Barfield & seconded by Council Member Robinson to approve the minutes of
the closed session as prepared by City Attorney Pope. Motion unanimously approved.
With no further business to discuss, a motion was made by Council Member Maness and seconded by
Mayor Pro Tem Turnage to adjourn the meeting at 8:32 p.m. Motion unanimously approved.
