05122015135 MINUTES CITY OF DUNN DUNN, NORTH CAROLINA The City Council of the City of Dunn held a Regular Meeting on Tuesday, May 12, 2015, at 7:00 p.m. in the Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Chuck Turnage, Council Members Buddy Maness, N. Carnell Robinson, Frank McLean, Billy Tart, and Billy Barfield. Also present was City Manager Ronnie Autry, Assistant City Manager Steven Neuschafer, Finance Director Drew Holland, Chief Building Inspector Steven King, Police Chief Jimmy Pope, Interim Recreation Director Brian McNeill, Human Resources Director Anne Thompson, Librarian Mike Williams, City Engineer Michael Goliber, City Attorney P. Tilghman Pope, City Clerk Debra West, Administrative Support Specialist Melissa Dudley, and Daily Record Reporter Keilah Goff. INVOCATION Mayor Harris opened the meeting at 7:00 p.m. and asked Reverend Len Keever, Pastor of First Baptist Church of Dunn and vice-president of Dunn United Ministerial Association, to give the invocation. Afterwards, the Pledge of Allegiance was repeated. AGENDA ADJUSTMENT AND APPROVAL Motion by Council Member Robinson and seconded by Council Member Maness to adopt the May 12, 2015 meeting agenda with changes, if any, as listed below. Correct Agenda Item #9 to read as follows: Resolution of Intent to Permanently Close a Public Alley between N. Clinton Avenue and N. Wilson Avenue running from E. Edgerton Street to E. Harnett Street (*it was incorrectly noted as W. Edgerton to W. Harnett) Agenda Items Removed: • none Motion unanimously approved. PRESENTATIONS Retirement Resolution Perry Hudson Mayor Harris and Manager Autry presented a Retirement Resolution to Perry Hudson, in recognition and appreciation of 32 years of service to the City of Dunn Recreation Department. A copy of Retirement Resolution (R2015-06) recognizing Perry Hudson is incorporated into these minutes as Attachment #1. Certificate of Achievement for Excellence in Financial Reporting — Finance Department Mayor Harris and City Manager Autry presented a Certificate of Achievement for Excellence in Financial Repotting Award to Finance Director Drew Holland and the staff of the Finance Department, in recognition of achieving the highest standard in governmental accounting and financial reporting, for the fiscal year ended June 30, 2014. Criminal Investigator Certification — Lt. Byron Tyndall and Investigator Matt Smith Police Chief Jimmy Pope, Mayor Harris and Manager Autry presented the Criminal Investigator Certification to Lt. Byron Tyndall and Investigator Matt Smith. This program is part of a five year program and is sponsored by the North Carolina Department of Justice and the North Carolina Justice Academy. PUBLIC COMMENT PERIOD Mayor Harris opened the floor for a (30) minute public comment period Dr. A.M. Hairr representing The Love Center Church of Dunn, made the Council aware of a program they are starting called "Next Teen Up". This program will help teens set goals to prepare them for opposition. This program will be offered each Thursday from 5:30-7:30 pm. One of the major goals of this program is to assist youth and teens with developing the appropriate interpersonal skills such as building trust; handling conflict, peer pressure, actively listening and communicating their feelings effectively. He invited the City Council members to participate in this program by setting aside time to speak to the youth about their achievements. This program will mimic a program in Cumberland County "Teens making a Change". They will also teach parenting skills. Dr. Hain- stated that when you change how people think, it will make the City a better place. Hearing no further comments, the public comment period was closed 136 CONSENTITEMS Minutes — Council considered approval of minutes of the April 14, 2015 City Council meeting. Motion by Mayor Pro Tem Tumage and seconded by Council Member Barfield to approve all consent items. Motion unanimously approved. ITEMS FOR DECISION Audit Contract - Fiscal Year 2014-2015 Manager Autry stated that Petway Mills & Pearson, PA submitted a proposal of $20,900.00 to perform the F/Y 2014-2015 audit for the City of Dunn. Motion by Council Member Billy Tart and seconded by Council Member McLean to contract services with Petway Mills & Pearson, PA to conduct the F/Y 2014-2015 audit for the City of Dunn at a proposed cost of $20,900.00. Motion unanimously approved. A copy of FY 14-15 audit contract is incorporated into these minutes as Attachment #2. Consideration of Resolution Fixing Date of Public Hearing as June 9, 2015 for Voluntary Annexation Petition ANX-01-15 Received Under G.S. 160A-31 Dunn Animal Hospital, P.A. —Marilyn Brewer 4.87 acres- PIN #1507-93-2984.000 The Council is being asked to approve a resolution fixing date of Public Hearing as June 9, 2015 for voluntary contiguous annexation petition ANX-01-15 — Dunn Animal Hospital, P.A. This 4.87 acres, more or less and identified by the Harnett Country Registry as PIN #1507-93-2984.000 is located at the intersection of N. Powell Avenue and Ashe Avenue. This property is owned by Marilyn Brewer, President of Dunn Animal Hospital, P.A. At the April meeting, the Council adopted a Resolution Directing the Clerk to Investigate Annexation Petition ANX-01-15. The Clerk has certified the sufficiency of the petition and has provided a copy of same. Motion by Council Member Robinson and seconded by Council Member McLean to adopt the Resolution Fixing Date of Public Hearing as June 9, 2015 for Voluntary Contiguous Annexation Petition ANX-0I-15. Motion unanimously approved. A copy of Resolution (R2015-07) Fixing Date of Public Hearing for ANX-01-15 is incorporated into these minutes as Attachment #3. Resolution of Intent to Permanently Close a Public Alley between N. Clinton Avenue and N. Wilson Avenue running from E. Edgerton Street to E. Harnett Street Mayor Harris explained that the adjoining property owners have submitted a petition requesting that the alley between N. Clinton Avenue and N. Wilson Avenue running from E. Edgerton Street to E. Harnett Street be closed permanently. Motion by Council Member Barfield and seconded by Council Member Billy Tart to adopt the Resolution of Intent and call for a public hearing to be held at the June 9, 2015 Council meeting for the purpose of permanently closing the alley between N. Clinton Ave. and N. Wilson Ave. running from E. Edgerton St. to E. Harnett St. Motion unanimously approved. A copy of Resolution (R2015-08) stating the Intent to close a public alley is incorporated into these minutes as Attachment #4. Temporary Blocking of Streets — 7`s Annual Kellie's Krew Run for a Cure A request has been received from Kim Schmidlin, on behalf of The Kellie's Krew Run Team, to close portions of certain streets within the City of Dunn as indicated on the attached map on Saturday, August 29, 2015 from approximately 6:00 am until 1:00 pm. This event will start and end at the General Lee Museum. Motion by Council Member Maness and seconded by Council Member Barfield to approve the temporary street closing as requested by Kim Schmidlin, to hold The 7i° Annual Kellie's Krew Run for a Cure. Motion unanimously approved. 137 Temporary Blocking of Street — N. Magnolia Avenue from Wake Street to Granville Street City Manager Autry explained that a request has been received from Mr. Wayne McNeill requesting the closing of N. Magnolia Avenue from Wake Street to Granville Street on Saturday, July 4, 2015 from 9 pm — 10 pm for the purpose of a 50" Annual Family Reunion celebration. Motion by Council Member Robinson and seconded by Mayor Pro Tem Tumage to approve the temporary street closing as requested by Mr. Wayne McNeill. Motion unanimously approved. ITEMS FOR DISCUSSION AND/OR DECISION Financial Report Finance Director Drew Holland provided the following financial report for the period ending March 31, 2015: • As of March 31, 2015, the City had a total cash balance of $5,236,289. $1,708,186 in the checking account; $2,954,832 in the Capital Management Trust accounts; $572,202 in Money Market Investments; and $1,070 cash on hand. The cash balance as of March 31, 2014 was $4,985,932. • Property Tax collections were $3,386,886 (97.61% of budget). • SaIes Tax Distribution total as of February 28, 2015 was $1,008,102 (71.76% of budget). March's Sales Tax Distribution will be received on May 15, 2015. • Building permit fees were $77,728 (116.01% of budget). • Water and Sewer revenues were $3,471,836 (78.64% of budget). • Total expenditures were 75.23% of budget in the General Fund and 66.32% of budget in the Water -Sewer fund. Motion by Council Member Barfield and seconded by Council Member McLean to accept the Financial Report. Motion unanimously approved. ADMINISTRATIVE REPORTS Motion by Council Member McLean and seconded by Council Member Barfield to accept the Administrative Reports. Motion unanimously approved. ANNOUNCEMENTS The following announcements and/or comments were made. Mayor Harris: ➢ The City Council will hold a Special Call Meeting/Budget Work Session on Monday, May 18, 2015 at 8:30 am. ➢ Boogie on Broad will be held on Thursday, May 21, 2015 from 6-9 pm in Downtown Dunn. ➢ City offices will be closed on Monday, May 25`n in observance of Memorial Day. ➢ The next regular City Council meeting is scheduled for Tuesday, June 9, 2015 at 7:00 p.m. ➢ Cemetery Guidelines will be on the June agenda for further consideration. Council Member Barfield: ➢ The Shriners Spring Ceremonial will begin this weekend with a golf tournament at Sandy Ridge Country Club on Friday and the Shrine Parade in downtown Dunn on Saturday, May 16, 2015 at 11:30 am. It is very rare for a City the size of Dunn to host a Shrine Ceremonial; however, due to the hospitality of Dunn, this event has been held in our City for several years in the past as well as this year and is planned again in 2017. He spoke of the twenty-one (2 1) Shriner Hospitals which provide quality health care to children.
