The City Council of the City of Dunn held a Regular Meeting on Tuesday, April 14, 2015, at 7:00
p.m. in the Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Chuck
Turnage, Council Members Buddy Maness, N. Carnell Robinson, Frank McLean, Billy Tart, and
Billy Barfield. Also present was City Manager Ronnie Autry, Assistant City Manager Steven
Neuschafer, Finance Director Drew Holland, Public Works Director Billy Addison, Public Utilities
Director Dean Gaster, Chief Building Inspector Steven King, Planning Director Samantha
Wullenwaber, Police Chief Jimmy Pope, Interim Recreation Director Brian McNeill, Human

Mayor Harris opened the meeting at 7:00 p.m. and asked Reverend Floyd Ray, Pastor of Mt. Zion
Missionary Baptist Church, vice-president of Midway Area Churches (MAC) and Chaplain for Harnett
Health Systems, to give the invocation. Afterwards, the Pledge of Allegiance was repeated.

Cemetery Renovation and
Maintenance Guidelines -
J. Nowell Smith and Mark Johnson
Mr. J. Nowell Smith, Chairman of the Cemetery Advisory Board, and board member Mark Johnson
presented a summary of information to the Council relating to the recommended Cemetery Renovation and
Maintenance Guidelines which will be before the Council for consideration tonight. Goals of the Cemetery
Guidelines include better burial process, education to take proper care of grass, trees and improving the
appearance, move from a neglected to manicured condition, alignment of stones, and include information
about the three cemeteries on the City website.
Harnett County Comprehensive Land Use and
Economic Development Strategic Plan —
Harnett County Planning Services Director Mark Locklear and
Economic Development Director Nick Dula
Harnett County Planning Services Director Mark Locklear and Economic Development Director Nick Dula
provided the Council with an update on the County's Comprehensive Land Use and Economic
Development Strategic Plan. They updated the Council on the plan's purpose and significance, and
outlined the process of developing the plan. They discussed a timeline for the planning process, including a
schedule of notable meetings and requested involvement from the City.
Mr. Locklear stated that the County has decided to map out future development in conjunction with the
Bragg area. This will be a nine month process. This endeavor will be guided by an advisory committee of
25-30 members which includes Dunn and he encouraged the Council to attend one of the five meetings to
be held across the County. Utilities will be a large component of the plan. There will be two (2) large
public meetings. He encouraged them to attend a drop-in community meeting on Thursday, April 23, 2015
from 6-8pm at the Governmental Complex at 309 West Cornelius Harnett Blvd. in Lillington.
Mr. Dula stated that the economic development portion of the plan will look at business recruitment,
business retention and expansion, small business development and quality of life issues. They expect
results to include targeting industries. Consultant and local developer Ted Abernathy of Economic
Leadership will be leading this plan and he will be taxed with performing an analysis of the County and
will help the Advisory Board to take a base line assessment and have a shared vision of where we are and
then develop some goals about where they want to go and an action plan to further those goals. They will
be looking at industrial sites that are best suited for industrial growth, and working regionally with Raleigh,
Durham and Fort Bragg. There are approximately 3000 small businesses in the County that they plan to
touch, to develop a support system and to grow them into larger businesses. This plan will address quality
of life issues to include education, recreation, transportation, entertainment and other things to make our
location a good place to be.

PUBLIC COMMENT PERIOD
Mayor Harris opened the floor for a (30) minute public comment period.
Kimberly Nadeau, 121 Ashe Street, Coats, NC representative for "Changing Lives Through the Building of
Prayer" explained that the Lord embarked upon her to have a City prayer to involve the community and
City to bring everyone together. She shared her vision to certain individuals and she developed a board
"Changing Lives Through the Building of Prayer" and this board has been meeting since November of last
year.
Hearing no further comments, the public comment period was closed.
Mayor Harris recessed the Council meeting and opened Public Hearings at 7:26 pm.

Demolition of House
407 E. Divine Street

Mayor Hams stated that the public has been notified that oral and written comments will be heard and
received concerning the demolition of the dwelling located at 407 E. Divine Street.
The public hearing was duly advertised on March 31, 2015 and April 7, 2015.
Mayor Harris asked if there was anyone present who wished to speak for or against the proposed
demolition.
Pastor Sarah Campbell, stated that this property was gifted to Jordan Temple Bible Church of God-
Lillington, NC and they are asking the Council to take this property out of demolition status because the
church wants to use it as a community house to rent. They have begun to repair the house, have pictures of
repairs already made to the property and have secured a contractor.

Demolition of House
207 S. Magnolia Avenue

Mayor Harris stated that the public has been notified that oral and written comments will be heard and
received concerning the demolition of the dwelling located at 207 S. Magnolia Avenue.
The public hearing was duly advertised on March 31, 2015 and April 7, 2015.
Mayor Harris asked if there was anyone present who wished to speak for or against the proposed
demolition.
Attorney Allen Lytch spoke on behalf of Reverend Stanley Williams and his sister, Linda Jasper. Due to
inclement weather and the death of the contractor's father, progress to the structure has been delayed;
however, his client has expended $10,000 toward the repair of the property. A dumpster has been placed
on the site and his client is seeking a re -inspection accompanied by a punch list in terms of anything else
that needs to be done to the property.
Hearing no further comments, Mayor Harris closed the public hearing.
Demolition of Structure
603 Spring Branch Road

Mayor Harris stated that the public has been notified that oral and written comments will be heard and
received concerning the demolition of the structure (Royal Inn) located at 603 Spring Branch Road.
The public hearing was duly advertised on March 31, 2015 and April 7, 2015.
Mayor Harris asked if there was anyone present who wished to speak for or against the proposed
demolition.
Attorney Cecil Be Jones, spoke on behalf of his client, Muhammed Islam, President of Motel Asheboro,
Inc. to ask the Council to postpone or table the demolition of this structure known as the Royal Inn. A
tremendous amount of money has been spent on the property. Ninety percent (90%) of the rooms in
Building "A" have been completed and the roof has been completed on Building "A". Many of the AC
units that were stolen out of the property have been reinstalled. Mr. Islam has a current building permit and
is continuing to do work; he has painted many of the rooms. Attorney Jones presented to the Council,
additional pictures of repairs that have been made to this structure. Mr. Jones stated that his client is the
lease hold owner of these premises at the present time and he is continuing to discuss with the owners of

the property, what the future holds as far as his lease hold interest so they would like to continue to do work
on this property. The Council will see from the pictures that a tremendous amount of work has been done
on this property. It is their interest to keep this hotel, open it up and have a nice establishment. His client,
Mr. Islam, was present in the audience and stood to be recognized.
Attorney Rebecca Davidson, spoke on behalf of her clients, the Walker family, owners of the land on
which this structure stands. She stated that she is not here to speak for or against demolition of the
property. Her clients have asked her to relay to the Council, that they have confidence in the judgement of
the City Council and that Steven King has done a very conscientious job in inspecting the property and
providing updates. Her clients have asked her to express to the Council that they will rely on the judgment
of the Council in this matter.
Mr. Paul Chadwick came forward and stated that he is in favor of the demolition of this structure; it is an
eyesore, it needs to be tom down and something more modem put in its place.

Harnett Training School Apartments -
Catalyst Project Grant Number 12-C-2476
Mayor Harris stated that the public has been notified that the City Council of the City of Dunn will hold a
public hearing for the purpose of receiving public comment on a proposal to amend its Harnett Training
School Apartments Clearance and Historic Preservation Small Cities Community Development Block
Grant (CDBG) — Catalyst Project Grant Number 12-C-2476.
This amendment does not change the approved project scope of activities, budget or impact the project
Dunn Police Athletic and Activities League, Inc., Senior Center, or Harnett Training School LLC
apartment leasing programs or benefits. It adds a new partner, Central Carolina Community College
(CCCC) to provide additional programs and increased benefits to area residents.

CONSENTITEMS
Minutes — Council considered approval of minutes of the March 10, 2015 City Council meeting.
Budget Amendment - Council considered approval of Budget Amendment #18. A copy of BA #I8 is
incorporated into these minutes as Attachment #1.
Proclamation - Council considered approval of a Proclamation designating May 9, 2015 as Dunn
Community Clean Up Day in the City of Dunn. Mayor Harris expressed appreciation to the DACC for
sponsoring this City-wide Clean Up. A copy of Dunn Community Clean Up Day Proclamation (P2015-03)
is incorporated into these minutes as Attachment #2.
Proclamation - Council considered approval of a Proclamation designating April 12 - 18, 2015 as National
Library Week. Mayor Pro Tem Tumage read the proclamation. A copy of National Library Week
Proclamation (P2015-04) is incorporated into these minutes as Attachment #3.
Quarterly Performance Status Report -HTC — Council considered approval of the Quarterly Progress Report
for the period of 01/01/2015 — 03/31/2015 for the NC Catalyst Grant 12-C-2476 — Harnett Training School
Apartments Project.
Surplus Resolution — Council considered approval of a Resolution Authorizing the Disposition of Personal
Property by electronic means through www.GovDeals.com. A copy of Surplus Resolution (82015-03) is
incorporated into these minutes as Attachment #4.

Resolution — Council considered approval of a Resolution in Support of Reinstating Historic Rehabilitation
Tax Credits - Manager Autry read the resolution and stressed the importance of having these tax credits
reinstated as this will directly affect the City of Dunn in the loss of $600,000 in tax credits that ended on
December 31, 2014 for the Harnett Training School Apartments project. Mayor Harris explained that tax
credits were awarded to the City of Dunn a couple of years ago and due to unforeseen circumstances that
was no fault of the City, this project start date was delayed and these tax credits were eliminated when they
were sunset in December of 2014. This issue is now before the Senate for consideration after approval by
the house members. If these credits are not reinstated, it will be detrimental to the City of Dunn as the City
will have to use fund balance to pay the $600,000 tax credits and as a result, may cause a tax increase to
pay the debt. Mayor Harris stated that these tax credits should have been honored for those projects that
were awarded prior to the sunset of this law on December 31, 2014. Council Member Maness encouraged
the citizens to contact their state senator and express to them the importance of having these tax credits
reinstated. Council Member Barfield concurred and also encouraged the Daily Record to make a report of
this issue. A copy ofResolution (R2015-04) in Support ofReinstating Historic Rehabilitation Tax Credits
is incorporated into these minutes as Attachment #5.
Motion by Council Member Barfield and seconded by Council Member McLean to approve all consent
items. Motion unanimously approved.
ITEMS FOR DECISION
Consideration of Ordinance to
Demolish House -
407 E. Divine Street
PIN #1516-66-9044.000
Building Inspector Mike Blackmon conducted an inspection at 407 E. Divine Street and based upon his
observations, the structure failed to comply with the minimum standards of fitness established by the
minimum housing code of the City of Dunn. The Building Inspector also found the dwelling dangerous or
prejudicial to the public health or public safety and is a nuisance in violation of G.S. §160A-193.
The owner of the property has failed to comply with the Building Inspector's order and according to
N.C.G.S. § 160A-443, the City Council has the power to proceed with the demolition of this property.
Chief Building Inspector Steven King stated that this house was condemned based upon its condition. This
property was gifted to a church two (2) days before the sixty (60) day deadline. Inspector Blackmon has
met the contractor on site. Mr. King stated that he has no objection should the Council decide to grant an
extension for the proper repairs to be made.
Motion by Mayor Pro Tem Turnage and seconded by Council Member Robinson to table adoption of the
Ordinance Directing the Building Inspector to proceed with the demolition of the dwelling located at 407 E.
Divine Street (PIN #1516-66-9044.000) for sixty (60) days. Motion unanimously approved.
Consideration of Ordinance to
Demolish House -
207 S. Magnolia Avenue
PIN #1516-66-8197.000

prejudicial to the public health or public safety and is a nuisance in violation of G.S. § 160A-193.
The owner of the property has failed to comply with the Building Inspector's order and according to
N.C.G.S. § 160A-443, the City Council has the power to proceed with the demolition of this property.
Chief Building Inspector Steven King stated that this house was condemned based upon its condition. A
follow-up inspection has not been done because the inspections department has not been contacted. He
added that Attorney Lytch stated that work is being done; however, he has not witnessed the work.
Motion by Council Member Maness and seconded by Council Member Barfield to table the adoption of the
Ordinance Directing the Building Inspector to proceed with the demolition of the dwelling located at 207 S.
Magnolia Avenue (PIN #1516-66-8197.000) for sixty (60) days. Motion unanimously approved.

Demolish Structure -
603 Spring Branch Road
PIN #1516-80-6815.000
Chief Building Inspector Steven King conducted an inspection of the structure at 603 Spring Branch Road

established by the minimum housing code of the City of Dunn. The Building Inspector also found the
dwelling dangerous or prejudicial to the public health or public safety and is a nuisance in violation of
G.S.§160A-193.
The owner of the property has failed to comply with the Building Inspector's order and according to
N.C.G.S. §160A443, the City Council has the power to proceed with the demolition of this property.

Chief Building Inspector Steven King stated that in January of 2015, Mr. Islam appealed the decision of the
Building Inspector giving the sixty (60) days to make the proper repairs to this building and the City
Council upheld the decision of the Building Inspector. Mr. Islam has worked very well and has focused
most of his efforts on Building "A". Very little work has been done on Buildings "B" and "C'; however,
this was condemned as a whole property and not just one building. Mr. Islam would like an extension in
order to make all of the repairs.
Mayor Harris asked Attorney Pope for the legal position of the City as it relates to demolishing this
property and granting an extension to make the proper repairs.
City Attorney Pope stated that the original sixty (60) day order of the Building Inspector was appealed and
came before the Council which the Council upheld. That time period has expired and so the inspector is
required to now bring it before the Council under the timeframe of the General Statues. The entire property
was condemned which constitutes three (3) buildings. Building "A" has been where the renovations have
been concentrated but even if that building were to meet code, the property could not reopen until Building
"B" and "C" had also been brought up to code because it's a health and safety hazard for the whole
property and not just individual buildings. The position is all buildings would have to be brought up to
code before the property could reopen under our building standards and then there's a health department
issue as well; which is a County issue and not a City issue.
Attorney Pope explained that if the Council were to adopt the ordinance directing the building inspector to
demolish, it is an unsafe building condemned which technically would authorize the Council, after the
thirty (30) day appeal period has expired to appeal it in the court, to move forward with the demolition if
that is what the Council elected to do so at the time. He added that with the pending legal issue between
the underlying owner of the dirt and the expiration of a lease coming up in the near future, he would not
recommend that the City expend the funds that would be necessary to tear the buildings down until some of
those issues have resolved themselves.
Mayor Harris asked Inspector King if he has received the timeline and plans from the leaseholder. Mr.
King responded that the leaseholder has secured a building permit to make repairs and in the past, he was
told by the leaseholder that it would take one year to repair.
Mayor Harris asked Attorney Pope if he had a recommendation as to how the Council should handle this
issue. Mr. Pope responded he does not particularly have a recommendation one way or the other; adding
that the effect it will have if it is tabled, is that the legal process may work its way out. He would not
recommend the City to expend the funds to tear it down as long as it is secure and not posing a public
health and safety hazard and to see how those legal issues resolve themselves.
Discussion was held that the buildings are secure.
Mayor Harris asked Inspector King if it is his recommendation that the Council table this issue to a date
and time specific. Mr. King responded it is entirely up to the Council.
Mayor Harris asked Inspector King if he sees enough progress being made to merit an extension. Mr. King
responded if the progress made over the past sixty (60) days would continue, he can see the end in sight for
Mr. Islam as far as making the repairs.
Council Member Maness stated that there are two separate and distinct issues and the solution to both of
them would be to table this to a date certain and let the rest of it play out on its own because he thinks it
will take care of itself based on the previous information shared with the Council in January. As the City
Attorney has informed them, the land lease is going to expire at the end of June. If the Council tables this
until the July meeting, they will be in a better position to deal with it at that point.
Motion by Council Member Maness and seconded by Council Member Robinson to table the adoption of
the Ordinance Directing the Building Inspector to proceed with the demolition of the structure located at
603 Spring Branch Road (PIN 41516-80-6815.000) until the July Council meeting. Motion unanimously
approved.
Consideration of Ordinance to
Demolish House -
511 East Vance Street
PIN #1516-87-3382.000

observations, the structure failed to comply with the minimum standards of fitness established by the
minimum housing code of the City of Dunn. The Building Inspector also found the dwelling dangerous or
prejudicial to the public health or public safety and is a nuisance in violation of G.S. § 160A-193.
The owner of the property has failed to comply with the Building Inspector's order and according to
N.C.G.S. § 160A-443, the City Council has the power to proceed with the demolition of this property.
Chief Building Inspector Steven King stated that this property was condemned based on its condition and
inactivity. The City has cut the grass on the property for the past years. The previous owner, Mary G.
Robinson, is deceased and they have attempted to contact her children. The property was posted and notice
was advertised in the local newspaper; however, no one has contacted the inspections department.

Attorney Pope stated that for purposes of preserving the City's lien on the official record at the Register of
Deeds, he would suggest that the ordinance include that the owners of the property are the heirs of Mary
Robinson and should be indexed under her name so if someone does a title search, the City's lien will be
preserved.
Motion by Council Member Robinson and seconded by Council Member Barfield to adopt the Ordinance
Directing the Building Inspector to proceed with the demolition of the dwelling located at 511 East Vance
Street (PIN #1516-87-3382.000) as suggested by the City Attorney. A copy of Demolition Ordinance
(02015-03) is incorporated into these minutes as Attachment #6. Motion unanimously approved.
2nd CDBG Grant Amendment Authorization —
Harnett Training School Apartments —
Catalyst Project Grant Number 12-C-2476
The Council is being asked to authorize the appropriate official and City staff to execute all necessary
documentation to amend the Harnett Training School Apartments Clearance and Historic Preservation
Small Cities Community Development Block Grant (CDBG) — Catalyst Project Grant Number 12-C-2476.
The fust amendment was approved at the May 8, 2014 City Council meeting. This 2 amendment results
in Harnett Training School LLC sub -leasing the three (3) renovated buildings where Senior Citizen
activities occur to Central Carolina Community College (CCCC). An inter -local agreement between
CCCC and the City of Dunn assures that proposed Senior Citizen activities will occur in the renovated
buildings as planned.
Assistant City Manager Neuschafer stated that this is a clarification for the grantor so that they have a full
understanding of the uses of the property and due notice was made for comments by adding CCCC to the
list of users of the Harnett Training School property.
Motion by Council Member Robinson and seconded by Council Member McLean to authorize the
appropriate official and City Staff to file and execute all necessary documents to amend the Harnett
Training School Apartments Clearance and Historic Preservation Small Cities Community Development
Block Grant (CDBG) — Catalyst Project Grant Number 12-C-2476. Motion unanimously approved.
Consideration of Resolution
Directing the Clerk to Investigate
Voluntary Annexation Petition ANX-01-15

Manager Autry stated that the Council is being asked to consider a petition requesting the voluntary
contiguous annexation of 4.87 acres, more or less.
This 4.87 acres, more or less and identified by the Harnett County Registry as PIN #1507-93-2984.000 is
located at the intersection of N. Powell Avenue and Ashe Avenue.
This property is owned by Marilyn Brewer, President of Dunn Animal Hospital, P.A.
Motion by Council Member Barfield and seconded by Mayor Pro Tem Tumage to adopt the Resolution
Directing the Clerk to Investigate a Voluntary Annexation Petition ANX-01-15 consisting of 4.87 acres,
more or less (PIN #1507-93-2984.000) located at the intersection of N. Powell Avenue and Ashe Avenue
and owned by Marilyn Brewer, President of Dunn Animal Hospital, P.A. Motion unanimously approved.

ITEMS FOR DISCUSSION

Financial Report
Finance Director Drew Holland provided the following financial report for the period ending February 28,
2015:
• As of February 28, 2015, the City had a total cash balance of $5,379,060. $2,191,670 in the
checking account; $2,615,932 in the Capital Management Trust accounts; $570,389 in Money
Market Investments; and $1,070 cash on hand. The cash balance as of February 28, 2014 was
$4,921,851.
• Property Tax collections were $3,314,757 (95.53% of budget).
• Sales Tax Distribution total as of January 31, 2015 was $890,263 (63.37% of budget).
• February's Sales Tax Distribution will be received on April 15, 2015.
• Building permit fees were $65,669 (98.01% of budget).
• Water and Sewer revenues were $3,095,559 (70.11% of budget).
• Total expenditures were 67.93% of budget in the General Fund and 59.51% of budget in the
Water -Sewer fund.
Motion by Council Member Barfield and seconded by Council Member McLean to accept the Financial
Report. Motion unanimously approved.

Registration and Sponsorship Fees for
Miracle League Participation
Manager Autry explained that the Council is being asked to officially adopt registration and sponsorship
fees for participation in the Miracle League baseball team at the newly built Phillip Alan Fusco, II Miracle
Field located at the Nathan Harris Athletic Complex at Tyler Park. These fees will be incorporated into the
City of Dunn fee schedule and will be effective on April 15, 2015.
It is suggested to set the fees as follows:
Players:
$20.00 per player (resident)
$40.00 per player (non-resident)
Sponsorship:
$250.00 per team
City of Dunn registration fees for other sports participation are set at $20.00 per player (resident) and
$60.00 for one sport (non-resident) and $40.00 for each additional sport for non-residents. Sponsorship fee
for T -ball is $175.00 and 8u and older is $250.00.
Motion by Council Member Maness and seconded by Council Member Barfield to set the registration and
sponsorship fees for participation in the Miracle League baseball team at the Phillip Alan Fusco, II Miracle
Field at $20.00 per player (resident); $40.00 per player (non-resident) and Sponsorships at $250.00 per
team effective on April 15, 2015. Motion unanimously approved.
Consideration of Cemetery Renovation and
Maintenance Guidelines
The City Council is being asked to officially adopt the City of Dunn Cemetery Renovation and
Maintenance Guidelines as presented earlier in tonight's meeting by members of the Cemetery Advisory
Board. The purpose of this manual is to serve as a guide to the Cemetery's landscape and improvements,
and to provide additional information about the details which the Cemetery Board feels are important.
The Cemetery Advisory Board has been meeting frequently over the past year to craft, deliberate and
approve the guidelines for recommendation to the City Council.
Mayor Harris stated that if there are no objections from the Council, he would ask that this matter be

Mayor Pro Tem Tumage stated that he has some questions about these guidelines.
Manager Autry recommended that the Council discuss the guidelines during the budget work sessions or at
a later work session so that all questions can be addressed.
Mayor Pro Tem Turnage stated that until they talk about the guidelines in depth, he will not be ready to
vote upon it at the June meeting. Council Member Maness agreed, stating that some of the questions they
have may not be resolved before the June Council meeting.
Mayor Harris suggested they defer this matter to a later date and asked for a motion to table this item to no
time specific.
Council Member Maness thanked the Cemetery Committee for their hard work in composing this
document; however, he has a lot of questions in addition to some legal concerns with the document they
have been presented with. He would like additional information before considering approval of the
guidelines.
With no objections, Mayor Harris tabled this issue.
Set Date for
Special Call Meeting/Budget Work Session
Manager Autry stated that the Council is being asked to set a Special Call meeting/Budget Work Session
for Monday, May 18, 2015. Suggested time to convene the meeting is 8:30 am.
Motion by Council Member Barfield and seconded by Council Member McLean to set a Special Call
Meeting/Budget Work Session date for May 18, 2015 beginning at 8:30 am. Motion unanimously
approved.

➢ Boogie on Broad will be held on Thursday, April 16, 2015 from 6-9pm in Downtown Dunn,
➢ City offices will operate under Daylight Saving Time Hours of 7:30 am until 4:00 pm beginning
Friday, May 1, 2015.
➢ The Mayor's Prayer Breakfast is scheduled for Thursday, May 7, 2015 at 7:30am in the Gospel
Tabernacle Life Center. Also, the AP Government Class from Triton High School will be
participating in the Leaders of Tomorrow (Shadow) Program and mock City Council meeting on
this same date.
➢ Dunn Community Clean Up Day will be held on Saturday, May 9, 2015 — Volunteers are asked to
meet at 8:30am at the Dunn Area Chamber of Commerce office located at the General William C.
Lee Airborne Museum.
➢ The next regular City Council meeting is scheduled for Tuesday, May 12, 2015 at 7:00 p.m.
Council Member Barfield:
➢ Special Olympics will be held in May at Campbell University
➢ Asked Council members to go out and look at the Tennis Courts, especially court number three.
He was contacted about a crack. Manager Autry explained the reason for the crack.
Mayor Pro Tem Turnage:
➢ Announced that former Building Inspector Belvin Strickland and member of the American Legion
passed away.
Mayor Harris asked that the adjournment of the meeting be done in honor of the late Belvin Strickland.
With no further business to discuss, a motion was made by Council Member Maness and seconded by
Council Member McLean to adjourn the meeting at 8:33p.m. Motion unanimously approved.
