03Minutes15 SignedBoard Members Present: Scott Tripp, Chairman; Rick Foster, Vice Chairman; Andrew Ruhland; Mary Jane Bartlett and Gunnar Henderson. Planning Staff Present: Landon Chandler, Senior Planner, Matt Talbott, Planner I and Teresa Byrd, Planner I /Recording Secretary. Chairman Scott Tripp gave the Invocation and led the Pledge of Allegiance. All witnesses were sworn in. Conditional Use 1. BA- CU- 07 -15. McLamb, Lenious / Tripp, Tina. A Singlewide Manufactured Home in an RA -30 Zoning District; Averasboro Township; Pin # 1528 -65- 3286.000; Off Hwy 301 North (on Bryan McLamb Lane). Matt Talbott gave the site analysis and Tina McLamb Tripp represented the application. Rick Foster asked if Chairman Tripp was any relation to the applicant and Mr. Tripp said no. There was no questions for staff, so Chairman Scott Tripp asked if he could enter the application into the record and Tina Tripp stated yes. Chairman Tripp asked what she was requesting and Ms. Tripp stated to put a singlewide manufactured home across from her mother. Chairman Tripp asked how would it affect the surrounding area and Ms. Tripp stated it would not. Chairman Tripp asked if she had purchased the home and Ms. Tripp stated no. Ms. Tripp stated that her dad had passed away a year ago and she wanted to be close to her mother. Chairman Tripp asked where the home would be and Matt Talbott showed the board where the home was going to be placed. Andrew Ruhland asked if she was purchasing a new home and Ms. Tripp stated yes. Rick Foster asked if it was a family compound and Ms. Tripp stated yes. Mary Jane Bartlett asked if it would have a septic system and Ms. Tripp stated yes. There was no opposition. Chairman Scott Tripp closed the public hearing and had board discussions. Chairman Tripp stated it was family land and he did not see a problem with it. Andrew Ruhland agreed and said she would be close to her mother. Rick Foster stated it was a rural area, family land and there was no opposition. The checklist was completed and Rick Foster made a motion to approve with no conditions. Andrew Ruhland seconded the motion and there was a unanimous vote. The minutes for the February 2015 meeting were presented for approval. Gunnar 13 Henderson made a motion to approve as written. Andrew Ruhland seconded the motion and there was a unanimous vote. Andrew Ruhland expressed concerns over a letter received by the Planning Department, which specifically made accusations toward him. Mr. Ruhland wanted to express that the letter bothered him and he has never rendered a biased decision. Mr. Ruhland went on to say that he loved serving on this board and he has always tried to go by the book/evidence to make a fair and impartial decision.
