The City Council of the City of Dunn held a Regular Meeting on Tuesday, April 8, 2014, at 7:00 p.m.
in the Dunn Municipal Building. Present was Mayor Oscar N. Harris, Mayor Pro Tem Buddy
Maness, Council Members N. Carnell Robinson, Frank McLean, Billy Tart, Chuck Turnage and
Billy Barfield. Also present was City Manager Ronnie Autry, Assistant City Manager Steven
Neuschafer, Public Utilities Director Dean Gaster, Chief Building Inspector Steven King, Planning
Director Samantha Wullenwaber, Police Chief Jimmy Pope, Human Resources Director Anne
Thompson, Recreation Director Perry Hudson, Librarian Mike Williams, City Engineer Michael
Goliber, City Attorney P. Tilghman Pope, City Clerk Debra West and Daily Record Reporter Keilah
Goff.
INVOCATION
Mayor Harris opened the meeting at 7:00 p.m. and asked Reverend Floyd Ray, Pastor of Mt. Zion
Missionary Baptist Church and vice - president of the Midway Area Churches (MAC), to give the
invocation. Afterwards, the Pledge of Allegiance was repeated.

Motion by Council Member Robinson and seconded by Council Member Barfield to adopt the April 8,
2014 meeting agenda with changes, if any, as listed below.

South River Electric
Membership Corporation -
Mr. Buddy Creed
Mayor Harris presented a Proclamation to Executive Vice President and CEO Mr. Buddy Creed of South
River Electric Membership Corporation, proclaiming April 6 -12, 2014 as "South River EMC Week" in the
City of Dunn. Also Mr. Creed was recognized for his 45 years of dedicated service to South River EMC as
he retires in May 2014. A copy of Proclamation (P2014 -05) designating "South River EMC Week" and
recognizing Executive Vice President and CEO Mr. Buddy Creed is incorporated into these minutes as
Attachment #L
7:20 pm - Mayor Harris called for a two minute recess to allow time for South River EMC
employees /board members and family members of Mr. Creed that were present for this presentation to exit
the meeting.

Mayor Harris, Manager Autry and Police Chief Pope presented the North Carolina Criminal Justice
Education and Training Standards Commission Advanced Law Enforcement Certificate to Sgt. Jeff
Honeycutt and congratulated him on the attainment of this significant award.

Mayor Harris, Manager Autry and Police Chief Pope presented the North Carolina Criminal Justice
Education and Training Standards Commission Advanced Law Enforcement Certificate to Sgt. Kelvin
Barbour and congratulated him on the attainment of this significant award.
PUBLIC COMMENT PERIOD
Mayor Harris summarized the public comment policy and opened the floor for a (30) minute public
comment period.
Ms. Stephanie Coxum, 737 Carolina Drive, Dunn, NC stated that she and other PAL members spoke with
Mayor Harris prior to the Council meeting and he has agreed to meet with the Police Athletic League
(PAL) parent advisory board and PAL advisory board on a personal basis about their concerns with PAL.
Mr. Paige Jackson, 130 Madoy Lane, Dunn, NC stated that he was born and raised in Dunn and learned to
play tennis at the Recreation department. He has taught tennis in Dunn for 25 years. There is a need for
tennis courts in Dunn. If not for Mr. Bozic Tart's tennis courts, there would be nowhere to teach his
students. He spoke of the past when fifty people showed up for a tennis league in Dunn but since then the
Dunn courts have gone down -hill. He's had to combine with a Fayetteville team to play. Some players
refuse to come to Dunn because of the condition of Dunn's courts. He wants a court to play and teach on.
Triton High School has one of the best tennis teams in the conference but players had to learn to play tennis
on other courts. Recreation Director Hudson has been a great Director. When someone wants to play
tennis, basketball or skateboard, they have to go to Erwin. Three tennis courts are needed.
Mr. James Clark, 611 N. Wilson Avenue, Dunn NC stated that he hopes that a tennis court will be available
in the old Harnett High School Campus Location.
Mr. Rodney Warren, 709 W. Divine, Dunn, NC stated that he is a local CPA business owner in town and
serves on the City of Dunn Recreation Advisory Board. Tennis is a great sport and he is concerned about
some of the things he is hearing about the tennis courts. Tennis is a family sport and he encouraged the
Council to make sure that the plans they proposed, are followed through with three (3) tennis courts.
Mr. Cecil `Bo" Jones, Dunn, NC stated that there is a history of tennis courts in this town and they
desperately need them. His daughter is on a tennis team and there is nowhere to play with her. Triton High
School sports are locked up and with such bad cracks in their tennis courts, they are not playable. There
are some USDA grants and he encouraged the City to investigate those for tennis courts. There must be a
minimum of three (3) courts in order to have tournaments. A lifelong resident, Mary Lassister told him that
her grandchildren came to town and asked if there was anywhere to play tennis and she told them no. His
children have an interest in tennis and it was his understanding there were going to be tennis courts
installed last spring, then this spring and now will the City build them or will his daughter graduate and
never have them. He knows there are financial restraints but this is a great need and long overdue. He
asked the Council to give this consideration so the children can play.
Ms. Elizabeth Crudop, 606 S. Fayetteville Avenue, Dunn stated that K -9 Bosco is an exemplary and well
trained police officer. She has seen him in action and he is a very obedient dog. She appreciates what
Bosco has done for the Dunn Police Department. People who answer 911 calls are critical. Harnett County
911 Dispatchers already deal with Western Harnett and critical response time by police officers is
absolutely mandatory. Consider the impact to the Dunn 911 dispatchers should their jobs be eliminated.
She remembers witnessing an accident and calling 911 and when she mentioned landmarks, they knew
exactly where she was talking about. She asked the Council to reconsider moving the 911 Dispatchers.
This is a life and death issue, not a budget line item issue.
Mr. Thomas Ellis, 606 S. Fayetteville Avenue, Dunn stated that Dunn has done an awesome job in 911
response to situations around the City. Chief Pope has done a good job for the City. He and his force are
more than capable to handle the 911 calls concerning Dunn.
Hearing no additional comments, the public comment period was closed.
Mayor Harris recessed the Council meeting and opened Public Hearings at 7:50 pm
PUBLICHEARINGS
Installment Financing to
Renovate Harnett Training
School Campus Project
Mayor Harris stated that the public has been notified that the City Council of the City of Dunn will hold a
public hearing for the purpose of receiving public comment on whether the City Council should approve a
proposed installment financing contract and certain related documents under which the City would obtain
financing pursuant to North Carolina General Statutes §160A -20 to finance the cost of renovating the
Harnett Training School Campus at 610 E. Johnson Street, Dunn, NC to include the former Rosenwald
School, senior center, gymnasium, classroom building and cafeteria and some renovations at City Hall.
The amount of be financed by the City for construction of the project is $2.2M.
The public hearing was duly advertised on March 28, 2014.
Mayor Harris asked if there was anyone present who wished to speak for or against the installment
financing proposal.
Hearing no comments, Mayor Harris closed public hearings and reconvened the Council meeting at
7:51pm.
CONSENTITEMS
Minutes — Council considered approval of minutes of the March 11, 2014 City Council meeting
Proclamation - Council considered approval of a Proclamation designating April 13 - 19, 2014 as National
Library Week. Mayor Pro Tem Maness read the proclamation. A copy of National Library Week
Proclamation (P2014 -06) is incorporated into these minutes as Attachment #2.
Proclamation - Council considered approval of a Proclamation designating May 17, 2014 as Dunn
Community Clean Up Day in the City of Dunn. Mayor Hams thanked the DACC for coordinating this
City -wide Clean Up. A copy of Dunn Community Clean Up Day Proclamation (P2014 -07) is incorporated
into these minutes as Attachment 93.

Surplus Resolution — Council considered approval of a Resolution Retiring Bosco from police canine
service, to declare him surplus property upon retirement and authorize ownership to his assigned handler,
Sergeant Jeff Williams. Council Member Barfield read the resolution while Sergeant Jeff Williams entered
the meeting with Bosco. A copy of Surplus Resolution (R2014 -05) for Bosco is incorporated into these
minutes as Attachment #4.
Monthly Performance Status Report-HTC — Council considered approval of Status Report for the month of
March, 2014 for the NC Catalyst Grant 12 -C -2476 — Harnett Training School Apartments Project.
Motion by Council Member Barfield and seconded by Council Member Turnage to approve all consent
items. Motion unanimously approved.
ITEMS FOR DECISION
Award Bid
Tyler Park Phase 2 PARTF Improvements
(deferred at 3 -11 -14 CCMtg.)
Manager Autry stated that on behalf of the City of Dunn, Davis - Martin- Powell & Associates received and
opened bids on Tuesday, February 18, 2014 for the Tyler Park Phase 2 PARTF Improvements.
A total of two (2) bids were submitted by the following contractors:

With the low base bid and soft costs (construction contingencies, engineering design/construction) the total
estimated project cost is $584,971.00 which includes Surface America, Inc.'s bid of $111,840.00 for the
rubberized surfacing.
This was the second time bids were advertised for this project. The rust bid opening date was Tuesday,
February 4, 2014; however, since only one (1) bidder was present for the bid opening; bids were not
opened and were re- advertised for February 18, 2014.
Manager Autry advised that Trader Construction has agreed to extend their bid to August 2014. This
would allow the City to benefit with regard to debt service in FY 2014 -15. Alternate bids were for
additional paving and it will be addressed at a later date.
Manager Autry stated that two (2) regulation tennis courts are included in the base bid. Further discussion
can be held during the budget work sessions for the Council to decide if a third court can be added at an
additional $64,000. The previous three (3) courts at the park were not regulation.
Manager Autry advised that the existing light poles for the courts and some concrete would have to be
moved at an additional cost in order to allow sufficient space for a third regulation court.
Motion by Council Member Maness and seconded by Council Member Tumage to award the low base bid
of $368,350.00 to Trader Construction with agreement that the bid be extended to August 2014 and award
Surface America, Inc. bid for rubberized surfacing. Motion unanimously approved. A copy of the
certified bid tabulation for Tyler Park Phase 2 PARTF Improvements and quote from Surface America, Inc.
is incorporated into these minutes as Attachment #5.
Authorization to Accept Proposal from
DOT Rail Division to
Install Signals and Gates —
W. Pearsall Street and CSX Transportation
Crossing No. 629 756T
(deferred at 3 -11 -14 CCMtg.)
The Council is being asked to authorize acceptance of a proposal from NCDOT Rail Division, to install
signals and gates at the W. Pearsall Street Railroad crossing. The Federal Government will pay 90 percent
of the eligible cost projected to be $325,000 (Estimated City share is $32,500). Also the City will be liable
for one -half (1/2) the annual maintenance cost of the signal installation (Estimated City share is $1532
annual maintenance cost).
After discovery at the March 11, 2014 Council meeting that signals and gates were already in place at this
location, Manager Autry contacted the Railroad DOT Engineer and he advised that this project was an
upgrade to the antiquated signals and gates.
The City's share which is estimated to be $32,500 for signals and gates and $1532.00 annual maintenance
cost will be allocated in the FY 14 -15 Budget.

Motion by Council Member Turnage and seconded by Council Member McLean to authorize execution of
documentation to accept the proposal from NCDOT Rail Division and/or Railroad Company to participate
in improvements at the W. Pearsall Street Railroad Crossing. Motion unanimously approved.
Consideration to Adopt
Economic Development
Incentive Grant Program
Mayor Harris explained that the City has been working with Harnett County in adopting an Industrial and
Commercial Economic Development Incentive Grant Program. The County plans to take action on this
issue at their May meeting and he recommends the Council wait to take action on this item at the April 22,
2014 work session to give adequate time to understand how this plan will help in recruiting commercial
business.
Mayor Harris deferred this action until the April 22, 2014 Budget Work Session.
Consideration of a Resolution
Authorizing the Filing of an Application for
Approval of a Financing Agreement Authorized by
NC General Statute 160A -20 —
Harnett Training School Campus Project
Manager Autry explained that the Council is being asked to adopt this resolution to authorize the City
Manager to file an application with the Local Government Commission (LGC) to finance the cost of
renovating the Dunn City Hall and Harnett Training School Campus.
This resolution is part of the approval process required by the LGC to finance projects. The fast annual
debt payment will be in fiscal year 2015 -2016 and will be reflected in the General Fund operating budget.
Motion by Council Member McLean and seconded by Council Member Billy Tart to adopt the Resolution
authorizing the City Manager to File an Application with the LGC for approval of a Financing Agreement
authorized by NCGS 160A -20.
Manager Autry explained that the City has been advised from the LGC a requirement for security /collateral
so the City must expend a certain percentage of the $2.2M loan for renovations to City Hall.
Mayor Harris explained that City Hall would be collateral as required by the LGC to enable the City to
secure a loan from the banking institution to loan to the Dunn Community Development Corporation
(DCDC) and further explained how the DCDC will be repaying the City certain sums to apply toward the
debt service.
Motion by Council Member Robinson and seconded by Council Member Tumage to adopt the Resolution
Authorizing the City Manager to File an Application with the LGC for approval of a Financing Agreement
Authorized by NC General Statute 160A -20. Motion unanimously approved. A copy of Resolution
(R2014 -06) Authorizing an Application with the LGC is incorporated into these minutes as Attachment #6.
It was discussed that the Council be advised of all renovations proposed for City Hall prior to the start of
any construction.
Board Appointment —
Board of Adjustment
An application to serve on the Board of Adjustment has been submitted by Ms. Teresa McKoy, 1603
Lakeshore Drive. This is an in -town vacancy previously held by the late Mr. Oscar McPherson. Term of
appointment will expire June 30, 2016.
Motion by Council Member Robinson and seconded by Council Member Barfield to appoint Ms. Teresa
McKoy to the Board of Adjustment with a term ending June 30, 2016. Motion unanimously approved.
Change Meeting Date —May
Due to a conflict, Mayor Harris has requested that the May 13'h Regular City Council meeting date be
rescheduled to Thursday, May 8, 2014 at 7:00 pm. He is heading up a delegation from the General William
C. Lee Memorial Commission leaving on May 11, 2014 to go to Normandy for the 70'b anniversary of D-
Day.
Motion by Mayor Pro Tem Maness and seconded by Council Member Barfield to reschedule the May 13th
Regular City Council meeting date to Thursday, May 8, 2014. Motion unanimously approved.

Financial Report
Manager Autry provided the following financial report for the period ending February 28, 2014:

• As of February 28, 2014, the City had $3.3M in cash in the General Fund and $1.8M in the Water-
Sewer Fund. In February of 2013 the City had $3.7M in the General Fund and $1.9M in the
Water -Sewer Fund.
• Investment earnings are in the .10 % -.08% range.
• Building permit fees were $39,745 or 72.26% of budget. Benchmark for this month is 66.67% of
budget.
• Water and sewer revenues were $3,078,947 or 66.93% of budget. Benchmark for this month is
66.67% of budget.
• Average fuel cost in February for unleaded was $2.56 per gallon and diesel was $3.12 per gallon.
The City budgeted $3.15 per gallon.
• Sales tax revenue was $784,393 or 56.43% of budget. Benchmark for this month is 58.33% of
budget.
• Expenditures were 65.25% of budget in the General Fund and 59.55% of budget in the Water and
Sewer fund. The benchmark for this period is 66.67% of budget.
Motion by Council Member Billy Tart and seconded by Council Member McLean to accept the Financial
Report. Motion unanimously approved.
Set Date for
Special Call Meeting/Budget Work Session
The Council is being asked to set a Special Call meeting/Budget Work Session for Tuesday, April 22,
2014. Suggested time to begin the meeting is 8:30 am.
Motion by Council Member Billy Tart and seconded by Council Member Tumage to set a Special Call
Meeting/Budget Work Session date for April 22, 2014 beginning at 8:30 am. Motion unanimously
approved.

ANNOUNCEMENTS
The following announcements and/or comments were made
Mayor Hams:
➢ The City of Dunn is currently hosting the All- America City 2013 Quilt for a special exhibit in the
foyer of City Hall until April 15t'. Each year, finalists in the All- America City Award program are
asked to submit quilt squares representing something special about their communities. The
squares are stitched together into a quilt, which tours the country visiting each finalist town, city,
county or region. The quilt tour will visit (20) All- America City Finalists in 13 states from
October 2013 until August 2014.
➢ DACC will host a Candidates Forum for the Harnett County Commissioners race at City Hall on
Tuesday, April 15" beginning at 7:00 pm.
➢ City offices will be closed Friday, April 18, 2014 in observance of Good Friday.
• The City Council will hold a Special Call Meeting/Budget Work Session on Tuesday, April 22,
2014 at 8:30 am.
• Boogie on Broad will be held on Thursday, April 24, 2014 from 6 -9 pm in Downtown Dunn.
• City offices will operate under Daylight Saving Time Hours of 7:30 am until 4:00 pm beginning
Monday, April 28, 2014.
• The Mayor's Prayer Breakfast is scheduled for Thursday, May I' at 7:30 am in the Gospel
Tabernacle Life Center. Also, the AP Government Class from Triton High School will be
participating in the Leaders of Tomorrow (Shadow) Program and mock City Council meeting on
this same date.
➢ The 2 "a Annual Link Wray Music Festival will be held on Saturday, May 3, 2014 at Regency Park
(US Hwy. 301 North).
• The next regular City Council meeting is scheduled for Thursday, May 8, 2014 at 7:00 pm.
• Dunn Community Clean Up Day sponsored by DACC will be held on Saturday, May 17`h, 2014 —
Meet at 8:30 am at Sherry's Bakery.
➢ PAL community Fair will be held April 18 -27, 2014 in the Wal -Mart Parking Lot, Rivers Edge
Shopping Center.
➢ The City of Dunn will host a Ground Breaking Ceremony for Rooms To Go on April 30, 2014 at
2:00 p.m. preceded by a luncheon. All Council members are invited to attend. Rooms to Go has
expanded their building by an additional 265,000 square feet making the total square footage
1.5M.
➢ Invitation for the Council to attend the Apostolic Ordination of Dr. Dennis Manuel who is also the
Police Chaplain on June 6, 2014 at 6:00 p.m. at the Anderson Creek Christian Center, 1680 Will
Lucas Rd., Linden, NC.
Council Member Robinson:
➢ People from all over the Country will be attending Dr. Manuel's Ordination. He plans to attend.
➢ Harnett Co. NAACP will have their 45`h Annual Freedom Fund Banquet on April 26, 2014 at 7:00
Inn at the Dunn Community Building.
➢ Harnett County Special Olympics was appreciative of the support shown to them by the City of
Dunn when he and Council Member Barfield attended this event.

Council Member Barfield:
• Spoke of his heartfelt experience at the Special Olympics.
• The next meeting of the Cemetery Board is April 17" at 8 am at Sherry's Bakery.
➢ Went with the DACC to Raleigh today to speak with Representative David Lewis and Senator
Ronald Rabin.
➢ Apologized to Recreation Director Hudson for missing the Opening Ceremonies recently held at
the Nathan Harris Complex at Tyler Park.
➢ Asked everyone to support the Boogie on Broad Concert on April 24, 2014 with the Band of Oz.
