120420031014 MINUTES CITY OF DUNN DUNN, NORTH CAROLINA The City Council of the City of Dunn held a Regular Meeting on Thursday, December 4, 2003, at 7:00 p.m. in the Dunn Municipal Building. Present was Mayor Abraham Oudeh, Mayor Pro -Tem Michael Womble, Council Members Joey Tart, Toby Sumner, Donnie Olds, and George Robinson. Also present was City Manager Michael Uskiewicz, Assistant City Manager/Public Works Director Ronnie Autry, Human Resources /Safety Officer Moses Gallion, City Planner /Code Enforcement Officer Julie Reid, Finance Director Renee' Daughtry, City Accountant Debbie Williams, Chief Building Inspector Shane Hudson, Police Chief Timothy Benware, Captain Ronnie Radcliffe, Captain Morry Denning, Recreation Director Perry Hudson, Fire Chief Austin Tew, City Engineer Ed Powell, City Attorney P. Tilghman Pope, City Clerk Debra West, and Daily Record Reporter Lisa Farmer. Also present was Mayor -Elect J. Dal Snipes, Council Members -Elect Buddy Maness, Donnie Olds, Bryan Galbreath, Billy Tart, Billy R. Godwin, Jr_, and Joey Tart. Also present was former N.C. Senator Oscar Harris, Harnett County Clerk of Court Dianne Halley, Retired Judge K. Edward Greene, Notary Public Curtis Ray and City of Fayetteville Mayor Marshall B. Pitts, Jr. City Council Member Paul Bass was absent due to being called into National Guard active duty. INVOCATION Mayor Oudeh opened the meeting at 7:00 p.m. and asked Toby Sumner to give the invocation. Afterwards, the pledge of allegiance was repeated. CONSENTITEM Minutes - Council considered approval of minutes of the November 6, 2003 Council meeting. Motion by Mayor Pro-Tern Womble, seconded by Council Member Tart to approve above consent item. Motion unanimously approved. MAYOR AND COUNCIL REMARKS i Council Member Sumner thanked the citizens of Ward 1 for allowing him to serve them the last four (4) years. He added that he respected every member of the Council. He encouraged the citizens of Dunn to support the downtown merchants, especially during this holiday season. He wished everyone a Merry Christmas. Council Member Olds thanked the citizens of Ward 2 for their support. He added that he looked forward to serving another four (4) years. Council Member Robinson thanked the citizens of Ward 3 for their support. He added that he loved the citizens of Dunn and has been concerned about the City of Dunn employees. Mayor Pro-Tern Womble thanked the voters of Ward ? for their confidence in him four (4) years ago. He added that this has been an educational experience for him and he had the utmost confidence in his successor, Billy R. Godwin, Jr. Council Member Tart thanked the voters of Ward 6 in allowing him to serve for four (4) year. He added that it has been a learning experience and a privilege to serve. He thanked his fellow Council members and wished them the best. Mayor Oudeh thanked his supporters and the City of Dunn. He added that it has been a great experience for him and he has learned a lot. He further stated that he will do it again and again and he will always help the City of Dunn and Harnett County economically and socially. PRESENTATION TO OUTGOING MAYOR AND COUNCIL City Manager Uskiewicz thanked the Mayor and Council for giving him the opportunity to serve the citizens of Dunn, noting they did begin to accomplisi a number of things. He presented each Council Member and the Mayor with a Plaque of Appreciation for four (4) years of dedicated service (1999- 2003). Mr. Uskiewicz recognized Council Member Paul Bass in his absence, stating that he is serving his country at Ft. Bragg. Mayor Oudeh adjourned the regular council meeting at 7:14 p.m. A recess followed adjournment by previous council. 1015 SWEARING -IN CEREMONY City Manager Uskiewicz introduced Master of Ceremonies, Oscar Harris (former Mayor of the City of Dunn for eight (8) years and former two term NC Senator). Mr. Harris stated that it is an honor to preside at this swearing -in- ceremony on behalf of the Mayor -elect Dal Snipes and the Council- elect. He congratulates the new council. Mr. Harris welcomed and thanked everyone for coming out to this special occasion. He recognized Mayor Oudeh and the Council for the work they have done in moving the City forward during the past four (4) years. Mr. Harris recognized the following distinguished guests in the audience: former Mayor Ralph Barefoot,_ former Mayor Pro -Tem Dallas Dafford, former Mayor Pro -Tem Billy Barfield, former Council Members Arvle Tart, Carolyn McDougald and Tommy Landen, Harnett County Register of Deeds Kim Hargrove, Harnett County Board of Education board members Billy Tart and Dr. Jim Bennett, and former House member Leslie Cox. Mr. Harris also recognized special guest, City of Fayetteville Mayor Marshall Pitts. In addressing Mayor -elect Snipes and the Council- elect, Mr. Harris gave a description of their respective positions and leadership roles they have been elected to by the citizens of Dunn. He advised that they represent the best interest of the City as a whole. He stated that they are to stop and listen to their constituents, give them time, look over the situation and look before they leap. He explained the City Manager form of government and advised them not to micro -manage the City. He advised them to be good stewards of money. Mr. Harris challenged the new council to govern w-th honesty, integrity and trust in each other. He quoted a statement by Henry Ford, which read "coming together is a beginning, staying together is progress, and working together is success." Mr. Harris called the following Council Members individually, along with their families to the podium to take their oath of office: Before each member was administered the oath, Mr. Harris stated the reason why each one selected their particular individual for administering their oath. Mr. Hams called the following Council Members individually, along with their families to the podium to take their oath of office: I� 1016 Council Member Billy N. Council Member Donnie Olds — Oath administered by Notary Public Curtis Ray. A copy of this oath is incorporated into these minutes as attachment #5. Council Member Eli Frank "Buddy" Maness, III — Oath administered by Retired Judge K. Edward Greene. A copy of this oath is incorporated into these minutes as attachment #6 Mayor J. Dal Snipes — Oath administered by Retired Judge K. Edward Greene. A copy of this oath is incorporated into these minutes as attachment #7. Retired Judge Greene explained to the council, that in taking the oath of office, they are making a sacred promise, not only to the citizens of Dunn, but to themselves and to God. Each Council Member took their respective seat after taking their oath of office and Mayor Snipes presided. Mayor Snipes opened the meeting at 7:55 p.m. and asked Joey Tart to give the invocation. Mayor Snipes thanked Master of Ceremonies Oscar Harris for all his kind words of wisdom. He also thanked family, friends, and special guest for their support tonight and thanked all the young ladies for the special music rendered tonight. ITEMS FOR DECISION ELECT MAYOR PRO -TEM Mayor Snipes reminded the Council that a Councilman serving as Mayor Pro -Tem shall be entitled to vote on all matters and shall be considered a councilman for all purposes including the determination of whether a quorum is present. During the absence of the Mayor, the council may confer upon the Mayor Pro -Tem any of the powers and duties of the Mayor. Mayor Snipes stated that he would now accept nominations for the office of Mayor Pro -Tem. Council Member Godwin placed into nomination Donnie Olds. Hearing no other nominations, Motion by Council Member Joey Tart, seconded by Council Member Bryan Galbreath to elect Donnie Olds as Mayor Pro -Tem. Motion unanimously approved. SPECIAL CALL MEETING DECEMBER 10, 2003 Mayor Snipes stated that several projects need consideration at this special meeting before January. Motion by Council Member Joey Tart, seconded by Mayor Pro -Tem Olds to call a special meeting for December 10, 2003 at 7:00 p.m. Motion unanimously approved. ITEMS FOR DISCUSSION COMMITTEE ASSIGNMENTS Mayor Snipes deferred this agenda item to the January meeting. ADMINISTRATIVE REPORTS Mayor Snipes asked the council if they had any questions or concerns about the Administrative reports. Hearing none, Motion by Council Member Godwin, seconded by Council Member Maness to accept the reports as presented. Motion unanimously approved. He also gave the council information pertaining to the 2004 Essentials of Municipal Governineirt School, which will be held on January 14 -16, 2003 in Wilmington and encouraged the council to attend. City Attorney Pope congratulated the new and returning council members and stated that he looked forward to working with them. 1017 COMMENTS -MAYOR SNIPES AND COUNCIL Mayor Snipes yielded to comments from the newly elected Council. Council Member Buddy Maness (District 1) thanked the citizens for sharing this special evening and thanked the Lord for his blessings. He thanked the residents of ward 1 for giving him the opportunity to represent them. He thanked his family for their love, support, encouragement and prayers. He stated that he looked forward to serving the residents of ward' and citizens of Dunn, adding that it is an honor and privilege to serve with Mayor Snipes and the members of this council. Mayor Pro -Tem Olds (District 2) stated that he is very excited about working with this council and he sees a vision of excitement. He added that Dunn is headed for a happy awakening and thanked all the citizens of Dunn for their vote of confidence placed in him. He encouraged the citizens to get involved in their community by attending community based committees being formed. Council Member Galbreath (District 3) thanked God, his family and everyone that helped him obtain the position as Council Member. He stated that he did not make any promises while campaigning, but tonight he promises the citizens of District 3 and the entire City, to do the very best possible job that he can and to work in conjunction with the Mayor, City Attorney. and his fellow Council Members. Council Member Joey Tart (District 6) stated that it is again a privilege to serve not only the citizens of District 6, but the entire citizens of Dunn and asked that they call him should they have a need. He stated that he looks forward to the accomplishments that will be made by this Council. He thanked the citizens. Council Member Billy R. Godwin, Jr. (District 5) thanked the voters of ward 5 for their confidence placed in him and stated that he looked forward to working with this Council. He thanked his family for their support during his campaign. He also thanked former Council Member of ward 5, Mike Womble, for the time and effort he exhibited over the last four (4) years in representing the citizens of Dunn. He asked for the prayers of the citizens, not only for himself but for the entire Council over the next four (4) years. Council Member Billy Tart (District 4) thanked the citizens of ward 4 for allowing him to represent them. He stated that he would strive to do the best job and will pray for wisdom and courage on a daily basis. He thanked his family for all their love and support. Fe added that it is an honor to serve with this great team. Mayor Snipes thanked the citizens for their support and for allowing him the opportunity to work with this fine Council. He stated that they all share one goal; moving the City forward. He added that in talking with these gentlemen, there are no hidden agendas or vision of personal gain from any of them, but rather a spirit of unity, a desire to listen to the citizens of Dunn, and a willingness to act on those needs. He stated this is his pledge as Mayor and the teams pledge as Council. Mayor Snipes stated that as they begin their term of service together, he asked the Council, City Manager, City employees and Department Heads to remember two (2) words and encouraged that they be used as they govern; Trust and Respect. He added that he is confident that challenges will be met and four (4) years from now, he wanted to be able to say that Dunn is indeed a better place. Mayor Snipes thanked his late mother and father for teaching him the lessons of life and giving him the chance to come back to Dunn in 1973. He thanked his office family and his home family, especially his wife, for their encouragement and support. He agaat thanked the citizens for the confidence placed in him and stated that he is truly honored to represent the citizens as Mayor of Dunn. INFORMATION Mayor Snipes announced the lighting of the tree and the official beginning of Christmas at the General William C. Lee Museum Friday night, December 5, 2003 at 6:30 p.m. Mayor Snipes announced the Christmas Parade will be held on Saturday, December 6, 2003 at 3:00 p.m. Mayor Snipes invited everyone to a reception immediately following the Council meeting tonight to honor the council at the Howard House (Woman's Club). He thanked everyone for attending the meeting tonight and making this fast Council meeting very special. With no further business to discuss, the meeting ws adjourned at 8:25 p.m. � 7Ups � 1 ..
