PRESENT WAS MAYOR ABRAHAM OUDEH, MAYOR PRO -TEM MIKE WOMBLE, COUNCILMEMBERS CAROLYN MCDOUGAL, TOBY SUMNER, GEORGE ROBINSON, JOEY TART AND PAUL BASS. AFTERWARD, THE PLEDGE OF ALLEGIANCE WAS REPEATED. PUBLIC HEARING 2001 LOCAL BLOCK GRANT MONEY MAYOR OUDEH OPENED UP A PUBLIC HEARING AT 7:03 P.M. AND YIELDED TO INTERIM CITY MANAGER AUTRY WHO STATED THAT THE PUBLIC HAS BEEN NOTIFIED THAT THE CITY COUNCIL OF THE CITY OF DUNN WOULD HOLD A PUBLIC HEARING FOR THE PURPOSE OF RECEIVING PUBLIC COMMENT CONCERNING ALLOCATION OF THE LOCAL BLOCK GRANT FUNDS FOR THE PURCHASE OF PATROL VEHICLES. HE ADDED THAT THE PUBLIC HEARING WAS DULY ADVERTISED ON JUNE 26 TEi , 2001. i MAYOR OUDEH ASKED IF THERE WERE ANY COMMENTS FROM THE PUBLIC. HEARING NONE, HE CLOSED THE PUBLIC HEARING AND RECONVENED THE REGULAR COUNCIL MEETING AT 7:04 P.M. CONSENT ITEMS INTERIM CITY MANAGER AUTRY ASKED IF THERE WERE ANY CONSENT ITEMS THAT COUNCIL WISHED TO DELETE FOR FURTHER DISCUSSION. MINUTES -JUNE 7,200 1 -COUNCIL CONSIDERED APPROVAL OF THE MINUTES OF THE JUNE 7, 2001 COUNCIL MEETING. MINUTES - SPECIAL CALL -JUNE 19, 2001 - COUNCIL CONSIDERED APPROVAL OF THE MINUTES OF THE JUNE 19, 2001 SPECIAL CALL COUNCIL MEETING. BUDGET AMENDMENTS - COUNCIL CONSIDERED APPROVAL OF BUDGET AMENDMENTS #1- #6. (ATTACHMENT # 1) MOTION BY COUNCILMEMBER TART, SECONDED BY COUNCILMEMBER ROBINSON TO APPROVE TIIE ABOVE CONSENT ITEMS. MOTION UNANIMOUSLY APPROVED. 2001 LOCAL BLOCK GRANT MONEY INTERIM CITY MANAGER AUTRY STATED THAT INFORMATION IS ATTACHED CONCERNING THE APPROVED FUNDING UNDER THE BUREAU OF JUSTICE ASSISTANCE (BJA) FISCAL YEAR 2001 LOCAL BLOCK GRANTS ( LLEBG) PROGRAM IN THE AMOUNT OF $42,655.00 FOR THE CITY OF DUNN, WITH THE CITY'S MATCH BEING $4,739.44.. HE ADDED THAT THE PURPOSE OF THE LLEBG PROGRAM IS TO REDUCE CRIME AND IMPROVE PUBLIC SAFETY AND THE POLICE DEPARTMENT PROPOSES TO PURCHASE PATROL VEHICLES WITH THE 2001 LOCAL BLOCK GRANT MONEY. MOTION BY MAYOR PRO -TEM WOMBLE, SECONDED BY COUNCILMEMBER SUMNER TO APPROVE THE GRANT AND BUDGET AMENDMENT #1 IN THE AMOUNT OF $4,739.44 TO APPROPRIATE FUNDS TO AWARD THE 2001 LAW ENFORCEMENT BLOCK GRANT. MOTION UNANIMOUSLY APPROVED. 733 RURAL TRANSPORTATION PLANNING ORGANIZATION INTERIM CITY MANAGER AUTRY STATED THAT MR. JAMES CALDWELL, EXECUTIVE DIRECTOR FOR THE MID - CAROLINA COUNCIL OF GOVERNMENTS WILL DISCUSS THE PROPOSAL TO ESTABLISH A RURAL TRANSPORTATION PLANNING ORGANIZATION. MR. JAMES CALDWELL STATED THAT HARNETT COUNTY HAS HAD SEVERAL DISCUSSIONS CONCERNING RURAL TRANSPORTATION PLANNING ORGANIZATIONS. HE ADDED THAT THE MEMBERSHIP IS VOLUNTARY BUT IT IS REQUIRED BY STATE AND FEDERAL LAW TO GIVE EQUAL WEIGHT TO THE RURAL AREAS THAT.ARE NON METROPOLITAN AREAS IN TRANSPORTATION PLANNING. HE STATED THAT THE HARNETT COUNTY BOARD OF COMMISSIONERS HAVE ADOPTED THE MEMORANDUM OF UNDERSTANDING (MOU) WHICH SETS THE RURAL TRANSPORTATION PLANNING ORGANIZATION (RPO) INTO MOTION AND TOWNS IN HARNETT COUNTY ARE IN THE PROCESS OF CONSIDERING RESOLUTIONS TO ADOPT THE SAME MOU. HE ADDED THAT HARNETT, CUMBERLAND AND SAMPSON COUNTIES HAVE ALL ADOPTED THE RESOLUTIONS, AND ONCE IT IS FULLY EXECUTED, THERE WILL BE AN ORGANIZATION AND A SMALL STAFF TO DO TRANSPORTATION PLANNING IN THE RURAL AREAS, AND THE PUBLIC WILL BE VERY MUCH INVOLVED. HE STATED THAT THERE ARE APPROXIMATELY EIGHTEEN (18) METROPOLITAN TRANSPORTATION PLANNING ORGANIZATIONS IN NORTH CAROLINA AND THEY ARE NOT ALLOWED TO BE A PART OF THE RURAL TRANSPORTATION PLANNING ORGANIZATION. THE MPO IN OUR REGION IS CALLED THE FAYETTEVILLE MPO WHICH INCLUDES SOME AREAS OF FORT BRAGG AND PORTIONS OF HARNETT COUNTY. HE ADDED THAT THE NEW SECRETARY OF TRANSPORTATION, MR. LINDELL TIPPETT IS ENCOURAGING US TO MOVE QUICKLY TO ESTABLISH MPO'S. HE ADDED THAT THEY ARE BEING ESTABLISHED AROUND REGIONAL COUNCIL OF GOVERNMENTS SUCH AS MID CAROLINA COUNCIL OF GOVERNMENT. HE FURTHER STATED THAT THE TOWNS IN EACH COUNTY WOULD BE AN EQUAL PARTNER WITH THE COUNTY AND THE TOWNS WOULD EVERY TWO YEARS SELECT A MUNICIPAL REPRESENTATIVE TO MAKE UP THE RURAL TRANSPORTATION ADVISORY COMMITTEE. INTERIM CITY MANAGER AUTRY ASKED HOW LONG DID COUNCIL HAVE TO ADOPT THE RESOLUTION AND APPOINT A MEMBER TO THE COMMITTEE. MR. CALDWELL RESPONDED WITHIN THE NEXT SIX MONTHS. HE ADDED THAT COUNCIL SHOULD APPOINT ONE OR TWO PERSONS TO SERVE ON THE (TCC) TECHNICAL COORDINATING COMMITTEE AND THAT COMMITTEE MAKES RECOMMENDATIONS TO THE POLICY BOARD. COUNCILMEMBER TART ASKED HOW MANY MEMBERS ARE ON THE RURAL TRANSPORTATION PLANNING ORGANIZATION (RPO) FROM HARNETT COUNTY. MR. CALDWELL RESPONDED TWO, ONE COUNTY COMMISSIONER AND ONE MUNICIPAL ELECTED OFFICIAL REPRESENTING THE MUNICIPAL INTEREST IN THE COUNTY. HE ADDED THAT THEIR BOARD OF DIRECTORS ONLY HAS SIX MEMBERS, THREE COUNTY COMMISSIONERS AND THREE MUNICIPAL REPRESENTATIVES WHO ARE ELECTED OFFICIALS. MAYOR OUDEH ASKED IF THIS WAS FUNDED BY THE STATE. MR. CALDWELL RESPONDED 80% OF THIS IS FUNDED BY THE FEDERAL AND STATE GOVERNMENT AND 20% WILL EITHER HAVE TO BE FUNDED LOCALLY OR FUNDED BY ANOTHER AGENCY ON BEHALF OF THE LOCAL GOVERNMENT. MAYOR OUDEH ASKED HOW MUCH IS FUNDED FROM THE STATE. MR. CALDWELL RESPONDED PROBABLY $100,0004150,000 IN EACH REGION. MAYOR PRO -TEM WOMBLE ASKED IF THE ONLY ACTION THAT COUNCIL WOULD HAVE �1 TO TAKE WOULD BE TO ADOPT THE RESOLUTION AND THERE ARE A COUPLE OF MONTHS TO DO THAT. MR. CALDWELL RESPONDED THAT IS CORRECT. MOTION BY COUNCILMEMBER SUMNER, SECONDED BY COUNCILMEMBER MCDOUGAL TO TABLE THE MEMORANDUM OF UNDERSTANDING AND THE ESTABLISHMENT OF A RURAL TRANSPORTATION PLANNING ORGANIZATION TO A LATER DATE. MOTION UNANIMOUSLY APPROVED. 734 INTERIM CITY MANGER AUTRY STATED THAT FOR THE RECORD HE NEEDED TO APPOINT KELLY BOLLINGER AS DEPUTY CLERK FOR THE NIGHT DUE TO THE ABSENCE OF DEPUTY CLERK TINA SILLS. ECON0MIC DEVELOPMENT INCENTIVE GRANT PROGRAM INTERIM CITY MANAGER AUTRY STATED THAT TEDDY BYRD, CHAIRMAN OF THE HARNETT COUNTY BOARD OF COMMISSIONERS AND JOHNSON TILGHMAN WILL ADDRESS COUNCIL ON THE ECONOMIC DEVELOPMENT INCENTIVE GRANT PROGRAM. MR. TEDDY BYRD, CHAIRMAN OF THE HARNETT COUNTY BOARD OF COMMISSIONERS STATED THAT HE WAS VERY APPRECIATIVE OF BEING ABLE TO ADDRESS COUNCIL AND INTRODUCED JOHNSON TILGHMAN AS PRESIDENT OF THE HARNETT FORWARD TOGETHER COMMITTEE AND JERRY HARTGROVE AS THE ECONOMIC DEVELOPMENT DIRECTOR FOR THE COUNTY. HE ADDED THAT HE WOULD ALSO LIKE TO THANK COUNCIL FOR APPROVING THE GRANT TO THE HARNETT FORWARD TOGETHER COMMITTEE IN THE AMOUNT OF $50,000 IN THAT IT SHOWED A GREAT DEAL OF LEADERSIIP TOWARD THE HARNETT COUNTY ECONOMIC DEVELOPMENT EFFORT AND IT REAFFIRMED THE LEADERSHIP ROLE IN INDUSTRIAL RECRUITMENT AND DEVELOPMENT. HE STATED THAT WHEN THE HARNETT COUNTY BOARD OF COMMISSIONERS WERE GOING BEFORE THE SECRETARY OF COMMERCE REQUESTING THE INCENTIVE PROGRAM FOR THE WILLIAM S. LEE ACT FOR THE COUNTY, THEY RAN INTO SOME ROAD BLOCKS AND THE SECRETARY OF COMMERCE RECOMMENDED THAT THE COUNTY EXTEND THE ECONOMIC DEVELOPMENT ZONE TO ERWIN AND OTHER SOUTHERN PARTS OF THE COUNTY. HE ADDED THAT COUNCIL VOTED AND APPROVED EXTENDING THE ECONOMIC DEVELOPMENT ZONE AND THAT SHOWED NEIGHBORLY HELP TOWARD THE CITY OF ERWIN AND SHOWS LEADERSHIP FOR ECONOMIC DEVELOPMENT FOR THE COUNTY. MR BYRD STATED THAT HIS MISSION TONIGHT IS TO ASK COUNCIL TO ADOPT THE COUNTY'S ECONOMIC DEVELOPMENT INCENTIVE PROGRAM AS THEIR OWN. HE ADDED THAT THE COUNTY HAS THREE GOALS ABOVE ALL OTHERS AND THEY ARE: ECONOMIC DEVELOPMENT, ECONOMIC DEVELOPMENT AND THIRD ECONOMIC DEVELOPMENT. HE ADDED THAT THIS COUNTY HAS CRUISED ALONG WITH A 2 V2% UNEMPLOYMENT RATE FOR THE LAST FEW YEARS AND EVERYTHING WAS ALRIGHT UNTIL IT LOST SWIFT INDUSTRIES AND SOME OTHER INDUSTRIES. PIE STATED THAT THERE IS NOTHING MORE IMPORTANT THAN GETTING GOOD PAYING JOBS, INDUSTRY AND TAX BASE FOR THIS COUNTY. HE ADDED THAT THIS COUNTY IS AT A CROSSROADS AND IT IS EITHER GOING TO REMAIN LIKE IT IS AND CONTINUE TO LET OVER 50% OF OUR WORK FORCE COMMUTE OUTSIDE THIS COUNTY AND HAVE PROPERTY TAXES SO HIGH THAT WE CANNOT PAY THEM OR WE ARE GOING TO HAVE TO DIG IN OUR HEELS WITH A CHANGE OF ATTITUDE AND COMMITMENT AND GO OUT IN THIS TIME OF COMPETITION AND BRING INDUSTRY TO OUR COUNTY. HE FURTHER STATED THAT HARNETT COUNTY IS THE 8 FASTEST GROWING COUNTY IN THE STATE OF NORTH CAROLINA WITH A TAX BASE OF 95 OUT OF 100, AND WE ARE DIRECTLY BORDERED BY THE 1 ST FASTEST GROWING COUNTY WHICH IS JOHNSTON COUNTY AND THE 3 RD FASTEST GROWING COUNTY WHICH IS WAKE COUNTY. MR. BYRD STATED THAT WE WILL EXPERIENCE TREMENDOUS POPULATION GROWTH OVER THE NEXT TEN YEARS AND WILL HAVE TO EDUCATE AND PROVIDE SERVICES FOR ALL THOSE PEOPLE. HE ADDED THAT WHEN INDUSTRY COMES LOOKING TO LOCATE IN THIS COUNTY, THEY DON'T LOOK AT WHAT IS RIGHT, THEY LOOK AT WHAT IS WRONG, SO THEY WANT TO REDUCE WHAT IS WRONG AND EMPHASIZE WHAT IS RIGHT. HE FURTHER STATED THAT HE HAD ASKED THE SECRETARY OF COMMERCE WHAT WAS ONE THING THE COUNTY COULD DO TO SHOW THE DEPARTMENT OF COMMERCE THAT THERE IS A CHANGE OF ATTITUDE AND THAT WE ARE OPEN FOR BUSINESS. THE SECRETARY OF COMMERCE SAID ADOPT A GOOD INCENTIVE PROGRAM AND HAVE ALL THE TOWNS ADOPT THE SAME PROGRAM. HE STATED THAT WITH HARNETT COUNTY'S LOCATION, THE PEOPLE AND THE IMPROVEMENTS SUCH AS THE AIRPORT EXTENSION WILL MAKE HARNETT COUNTY ONE OF THE MOST ATTRACTIVE PLACES IN NORTH CAROLINA FOR INDUSTRY TO DO BUSINESS. HE ADDED THAT HE HAS MADE PRESENTATIONS TO ALL THE TOWNS IN HARNETT COUNTY AND ALL HAVE ADOPTED ALONG WITH THE COUNTY SO IF BUSINESS COMES TO A TOWN THEY WOULD NOT ONLY GET INCENTIVES FROM THE TOWN BUT ALSO FROM THE COUNTY. HE ADDED THAT IF WE CAN DRAW BIG INDUSTRY TO OUR COUNTY IT WOULD HELP THE SMALL BUSINESS AS WELL. HE STATED THAT ONE OF THE BIGGEST SOURCES OF REVENUE THAT THE COUNTY HAS IS SALES TAX WHICH IS DISTRIBUTED AT POINT OF SALE NOT PER CAPITA. HE ADDED THAT IF PEOPLE WORK IN THIS COUNTY, THEY WILL SPEND MONEY IN THIS COUNTY AND THE COUNTY BENEFITS. 735 MR. JOHNSON TILGHMAN, CHAIRMAN OF HARNETT FORWARD TOGETHER COMMITTEE STATED THAT HE WOULD LIKE TO THANK COUNCIL FOR THEIR SUPPORT AND ASSURED THEM THAT THE GRANT MONEY THAT WAS APPROVED AT THE LAST MEETING FOR THE HARNETT FORWARD TOGETHER COMMITTEE WOULD BE USED WISELY. HE ADDED THAT AT THE ECONOMIC SUMMIT HELD AT CAMPBELL UNIVERSITY, BOB LEAKE AND BOB GOFORTH PRESENTED THEIR ECONOMIC ASSESSMENT OF HARNETT COUNTY AND AN ACTION PLAN WHICH CONSISTS OF HARNETT COMMITTEE OF 100 TAKING A LEADERSHIP ROLE TO EXECUTE AN ACTION PLAN. HE STATED THAT THE NAME WAS CHANGED FROM THE HARNETT COMMITTEE OF 100 TO THE HARNETT FORWARD TOGETHER COMMITTEE TO TRY TO SHOW A TOTAL SPIRIT OF COOPERATION OF ALL THE CITIZENS OF HARNETT COUNTY. HE ADDED THAT HE KNEW OF NO OTHER IMPORTANT THING FACING THE CITY OF DUNN AND HARNETT COUNTY THAN REVITALIZING THE ECONOMIC AND INDUSTRIAL BASE OF HARNETT COUNTY. HE FURTHER STATED THAT MR. BYRD WAS CORRECT WHEN HE STATED THAT WE WILL NOT BE ABLE TO PAY THE SOCIAL COSTS OF OUR CITIZENS IF THIS IS NOT DONE BECAUSE THE GROWTH IN HARNETT COUNTY IS ACCELERATING WITH NEW HOMES AND SMALL BUSINESSES. MR. TILGHMAN STATED THAT WE HAVE LOST OUR OLD INDUSTRIAL BASE, BUT WITH THE HARNETT FORWARD TOGETHER COMMITTEE AND WITH THE HELP OF THE CITY OF DUNN AND HARNETT COUNTY IT CAN BE REPLACED. HE ADDED THAT A RURAL DEVELOPMENT GRANT HAS BEEN RECEIVED IN THE AMOUNT OF $90,000 MATCHED BY HARNETT COUNTY FOR A TOTAL OF $180,000 TO MAKE LOANS. THESE FUNDS ARE IMMEDIATELY AVAILABLE TO SMALL BUSINESSES WITH FIFTY OR FEWER EMPLOYEES AND SALES OF LESS THAN $1,000,000. HE FURTHER STATED THAT HARNETT COUNTY HAS MADE A BUDGETARY COMMITMENT TO MR. HARTGROVE'S OFFICE FOR ECONOMIC DEVELOPMENT IN EXCESS OF $400,000 FOR THIS FISCAL YEAR AND FUTURE YEARS AS WELL TO MODERNIZE HIS OFFICE, TO PROPERLY STAFF THE OFFICE TO HIRE A FULL TIME MARKETING DIRECTOR, TO HIRE CONSULTANTS AND ALSO TO USE THOSE FUNDS TO ADVERTISE HARNETT COUNTY AS THE COUNTY TO LIVE, WORK AND PLAY AND BRING INDUSTRIAL INVESTMENTS. HE STATED THAT MARVIN JOYNER, PRESIDENT OF CENTRAL CAROLINA COMMUNITY COLLEGE, AND NORMAN WIGGINS OF CAMPBELL UNIVERSITY ARE EX- OFFICIO MEMBERS OF THE HARNETT FORWARD TOGETHER COMMITTEE AND BOTH HAVE BEEN ACTIVE UNTIL JUST RECENTLY. HE ADDED THAT BOTH CENTRAL CAROLINA COMMUNITY COLLEGE AND CAMPBELL UNIVERSITY ARE MAKING COMMITMENTS ON SEVERAL, LEVELS TO HELP AND ASSIST THE HARNETT FORWARD TOGETHER COMMITTEE BY MAKING THEIR RESOURCES AND BUSINESS DEPARTMENTS AVAILABLE IN HELPING BUSINESSES ANALYZE WHERE THEY ARE GOING AND WHERE THEY ARE, AND BY HELPING THEM TO STRUCTURE BUSINESS PLANS AND SEEK AND IDENTIFY SOURCES OF FINANCING TO HELP THEM CARRY OUT THEIR GOALS. MR TILGHMAN STATED THAT HE DID NOT WANT COUNCIL OR ANYONE TO THINK THAT EXTRAORDINARY EFFORTS ARE NOT TAKING PLACE IN HARNETT FORWARD TOGETHER COMMITTEE BECAUSE WITH THE CITIZENS ENCOURAGEMENT AND BACKING, THEY CAN DEAL WITH THIS PROBLEM. HE ADDED THAT HARNETT COUNTY CAN SUCCEED IN THIS BY SEEKING THE RIGHT TYPES OF BUSINESS AND INDUSTRY. HE ADDED THAT WE HAVE GOOD FINANCIAL RESOURCES AND GREAT GEOGRAPHICAL LOCATIONS AND EDUCATIONAL INSTITUTIONS AND WE HAVE GOT TO CONVINCE LARGE BUSINESSES THAT THEY SHOULD BE HERE TOO. COUNCILMEMBER TART ASKED HOW DOES THIS COMPARE TO WHAT OTHER MUNICIPALITIES OR COUNTIES HAVE DONE. MR. TEDDY BYRD RESPONDED THAT THIS PLAN COMPARES VERY FAVORABLE WITH THE COUNTIES THAT ARE ADJACENT TO HARNETT COUNTY. COUNCILMEMBER BASS ASKED IF THIS WAS ONLY ASKING FOR A TAX BREAK ONCE THE BUSINESS IS ESTABLISHED. MR. BYRD RESPONDED THAT IT IS A LIMITED TIMED TAX GRANT THAT IS SAYING THAT IF BUSINESS WILL COME HERE FOR A PERIOD OF A FEW YEARS, WE WILL GIVE THEM SOME MONEY BACK. COUNCILMEMBER SUMNER ASKED IF THE PORTION TO BE PAID BACK TO THE BUSINESS OR INDUSTRY WAS A SET AMOUNT. MR. BYRD RESPONDED THAT COUNCIL CAN GO BY THE GUIDELINE THEY HAVE PROVIDED OR THEY CAN ASK THEIR ATTORNEY TO NEGOTIATE WITH ANY BUSINESS TO ENHANCE THAT PLAN. HE ADDED THAT IF THERE IS A BUSINESS THAT COUNCIL THINKS IS NOT RIGHT FOR THEIR TOWN THE GRANT DOES NOT HAVE TO BE OFFERED TO THAT BUSINESS. 736 CITY ATTORNEY GODWIN STATED THAT IF COUNCIL IS INTERESTED IN REVIEWING THE AGREEMENT, HE HAS A COPY OF THE PLAN. MOTION BY COUNCILMEMBER TART, SECONDED BY COUNCILMEMBER ROBINSON TO ADOPT THE ECONOMIC DEVELOPMENT INCENTIVE PROGRAM FOR THE CITY OF DUNN. MOTION UNANIMOUSLY APPROVED. MIXED BEVERAGE ELECTION REFERENDUM INTERIM CITY MANAGER AUTRY STATED THAT MR. PATRICK POPE REQUESTED TO MAKE A BRIEF PRESENTATION REQUESTING A NEW MIXED BEVERAGE ELECTION REFERENDUM BE HELD TO GIVE THE PEOPLE THE RIGHT TO VOTE. HE ADDED THAT MR. CHARLIE CARPENTER, DR. H. TALMADGE SPENCE, MR. BILL MARSHBURN, MR. BOBBY MILLER AND MR. BOBBY CARR HAVE REQUESTED TO SPEAK ON TIIE MIXED BEVERAGE REFERENDUM. MAYOR OUDEH STATED TIIAT BEFORE ANYONE SPEAKS, HE WOULD LIKE TO SUGGEST THAT EACH PARTY BE LIMITED TO THIRTY MINUTES TO SPEAK AND THEY HAVE TO BE RESIDENTS OF THE CITY OF DUNN. MR. DAL SNIPES, PRESIDENT OF THE DUNN AREA CHAMBER OF COMMERCE STATED THAT COUNCIL HAS A CHANCE TO LET THE CITIZENS OF DUNN DECIDE AN ISSUE THAT CLEARLY IS AN ISSUE ABOUT ECONOMIC DEVELOPMENT WHICH IS A MIXED BEVERAGE SALE IN DUNK. HE FURTHER STATED THAT THE PASSAGE OF THIS REFERENDUM WOULD BE A MAJOR STEP AND BOOST TO ECONOMIC DEVELOPMENT. HE STATED THAT CITY AFTER CITY, TOWN AFTER TOWN AND COUNTY AFTER COUNTY WHO HAVE PASSED THIS ISSUE HAVE SEEN SIGNIFICANT INCREASES IN BUSINESSES LOCATING IN THEIR COMMUNITY IN ADDITION TO INCREASED SALES AT THE EXISTING HOTELS, RESTAURANTS AND BUSINESSES. HE ADDED THAT TRAVEL AND TOURISM CONTRIBUTED 42 '/2 MILLION DOLLARS LAST YEAR TO THIS COMMUNITY AND MORE THAN THAT CAN BE DONE. FIE FURTHER STATED THAT HE HAS HEARD ON SEVERAL OCCASIONS OF WOULD BE TRAVELERS AND TOURISTS THAT STOP AT OUR HOTELS WITH THE INTENTION OF SPENDING THE NIGHT AND SPENDING THEIR DOLLARS, ONLY TO GET IN THEIR CAR AND DRIVE 20 MILES NORTH OR SOUTH SO THAT THEY CAN BUY MIXED BEVERAGES IF THEY CHOOSE TO DO SO; THEREFORE, OUR HOTELS LOST THE ROOMS, OUR RESTAURANTS LOST THE MEALS, GAS STATIONS LOST THE FULL TANK OF GAS AND OTHER BUSINESSES LOST AS WELL. HE STATED THAT IT IS A KNOWN FACT THAT UNTIL THIS REFERENDUM PASSES, MANY WOULD BE NEW BUSINESSES AND INDUSTRIES WILL RESIST COMING TO OUR COMMUNITY AND WILL GO ELSEWHERE AND INVEST THEIR DOLLARS ACCORDINGLY. HE ADDED THAT NEW INDUSTRIES VIEW THIS ISSUE AS A QUALITY OF LIFE ISSUE BECAUSE IT WILL BRING IN NEW BUSINESS, RESTAURANTS, AND ENTERTAINMENT ESTABLISHMENTS. MR SNIPES STATED THAT WE HAVE AN ECONOMIC GOLDMINE WHICH IS 1-95,140 AND HWY 421 ALL GOING THROUGH OR IN CLOSE PROXIMITY TO OUR CITY. HE ADDED THAT IN A STUDY THAT THE UNITED STATES CHAMBER OF COMMERCE CONDUCTED IT WAS DETERIAINED THAT AN AVERAGE OF ABOUT 135 NEW JOBS ARE CREATED TO SUPPORT 100 ADDITIONAL TOURISTS STOPPING IN DUNN. HE FURTHER STATED THAT BY ALLOWING MIXED DRINKS, WE WOULD BE ADDING JOBS, ADDING BUSINESSES, ADDING TO THE TAX BASE AND AT THE SAME TIME KEEPING OUR TAXES LOWER BUT GIVING US THE ECONOMIC BOOST THAT THE CITY SO DESPERATELY NEEDS. HE THANKED COUNCIL FOR ALLOWING HIM TO SPEAK AND URGED THEM TO ALLOW THIS VERY IMPORTANT ECONOMIC DEVELOPMENT ISSUE TO BE PUT IN THE HANDS OF THE VOTERS. MR. PAT POPE STATED THAT HE IS PRESENT TONIGHT WITH A GROUP OF ACTIVE, RESPECTED, CONCERNED CITIZENS OF DUNN MOST OF WHOM ARE COMMUNITY LEADERS IN ONE RESPECT OR ANOTHER AND ALL ARE ACTIVE IN COMMUNITY AFFAIRS AND LOCAL CHURCHES. HE ADDED THAT HE REALIZES THAT THERE ARE A LOT OF GOOD DECENT CHURCH PEOPLE THAT ARE OPPOSED TO THIS ISSUE, ALL OF WHOM FIE CONSIDERS TO BE HIS FRIENDS, BUT HE TRULY BELIEVES THAT THIS IS AN ISSUE THAT THE TIME HAS COME FOR DUNN. HE FURTHER STATED THAT THE ISSUE IS NOT THE REFERENDUM ITSELF, IT IS AN ISSUE OF WHETHER TO CALL FOR A REFERENDUM OR NOT. 737 HE STATED THAT THE STRATEGIC PLAN FOR THE CITY OF DUNN CONSISTS OF FOUR THINGS WITH THE FIRST BEING ECONOMIC DEVELOPMENT, SECOND BEING QUALITY OF LIFE, THIRD, APPEARANCE -IMAGE PERCEPTION AND THE FOURTH WAS PLANNING. HE ADDED THAT HE WANTED TO SPEAK BRIEFLY ON EACH OF THESE ISSUES BECAUSE HE THINKS THE STRATEGIC PLAN FOR TFIE CITY OF DUNN IS IMPORTANT AND IT SHOWS THE IMPORTANCE OF MIXED DRINK SALES TO THE FUTURE PLANNING EFFORTS OF THE CITY OF DUNN. MR. POPE STATED THAT THE ISSUE OF ECONOMIC DEVELOPMENT HAS BEEN FOCUSED ON AT THE RECENT COUNCIL MEETINGS AND THIS COUNCIL HAS GONE ON RECORD WITH A MAJOR COMMITMENT, FINANCIAL AND OTHERWISE TO THIS EXTREME AND IMPORTANT MATTER. HE ADDED THAT THE BUDGET THAT JUST PASSED WAS BALANCED BY DIPPING INTO THE FUND BALANCE WHICH IS THE CITY'S SAVINGS RESERVE, BUT THAT CANNOT CONTINUE. HE STATED THAT TO BE ABLE TO PAY FOR NEW POLICE CARS, BUY NEW TRUCKS AND GIVE EMPLOYEES PAY RAISES, MORE MONEY HAS GOT TO BE RAISED AND THAT IS THROUGH TAXES AND THERE ARE TWO WAYS OF DOING THAT EITHER BY RAISING THE TAX RATE OR THE TAX BASE. HE ADDED THAT NO ONE WANTS TAX RATE INCREASES SO THAT LEAVES TAX BASE WHICH IS ADDING NEW PROPERTY TO BE TAXED; AND BY ALLOWING THE SALES OF MIXED DRINKS IT WOULD BRING NEW BUSINESS. HE FURTHER STATED THAT THIS IS ONE SMALL PIECE OF THE PUZZLE THAT MUST BE PUT INTO PLACE BEFORE ECONOMIC DEVELOPMENT CAN BE NOURISHED. HE STATED THAT AN EXAMPLE OF THIS IS A FEW SHORT YEARS AGO DUNN WAS AHEAD OF SMITHFIELD IN RETAIL SALES AND IN ECONOMIC DEVELOPMENT, BUT THAT IS NOT THE CASE ANYMORE. HE ADDED THAT AFTER THE DUNN CITY COUNCIL CALLED FOR THE FIRST REFERENDUM ON THE SALE OF MIXED DRINKS, THE CHAMBER OF COMMERCE AND OTHER ECONOMIC DEVELOPMENT GROUPS FROM OTHER CITIES AND COUNTIES BEGAN CALLING MEETINGS AND TRIED TO GET A SIMILAR EFFORT. HE FURTHER STATED THAT THEY WERE CONCERNED THAT DUNN WOULD PASS THIS ISSUE BEFORE SMITHFIELD. MR. POPE STATED THAT JACKSONVILLE WAS ANOTHER EXAMPLE IN THAT LIQUOR BY THE DRINK WAS VOTED DOWN TWO OR THREE TIMES IN THE BEGINNING AND WHEN IT FINALLY DID PASS, WITHIN TWO YEARS TIME, THERE WERE 2 NEW HOTELS, SEVERAL NEW RESTAURANTS AND 2 NEW INDUSTRIES. HE ADDED THAT ALL BUSINESS AND ECONOMIC DEVELOPERS WILL TELL YOU THAT THIS IS ONE OF THE PIECES OF THE PUZZLE THAT MUST BE IN PLACE FOR THIS TO OCCUR. HE STATED THAT STATESVILLE IS ANOTHER EXAMPLE WHERE THE REFERENDUM WAS DEFEATED TWO OR THREE TIMES BEFORE IT WAS FINALLY PASSED. HE ADDED THAT THE CHAMBER OF COMMERCE AND OTHERS GOT BEHIND IT AND PUSHED THE ISSUE AND IN THE LAST ISSUE OF BUSINESS OF NORTH CAROLINA, STATESVILLE WAS NAMED THE NUMBER 1 TOWN OF ITS SIZE WITH ADDITIONS AND NEW PLANT OPENINGS WITHIN THE LAST TEN YEARS. MR. POPE STATED THAT DUNN 1S THE ONLY TOWN OR CITY ON INTERSTATE 95 THAT DOES NOT ALLOW THE SALE OF MIXED DRINKS. HE ADDED THAT IF DUNN WOULD HAVE APPROVED THE MIXED DRINK REFERENDUM SIX YEARS AGO WHEN THE FIRST REFERENDUM WAS HELD, THINK ABOUT FLOW FAR ALONG DUNN WOULD BE NOW. HE STATED THAT QUALITY OF LIFE IS EXTREMELY IMPORTANT FOR ANY COMMUNITY NOT ONLY FOR THE SAKE OF THE EXISTING CITIZENS BUT ALSO AS AN ECONOMIC DEVELOPMENT TOOL. HE ADDED TFIAT NOT ONLY DOES IT MEAN HAVING GOOD SCHOOLS, BUT ALSO HAVING NICE HOTELS, RESTAURANTS AND NICE PLACES TO SHOP. HE FURTHER STATED THAT THERE WAS PROBABLY NOT ONE INDIVIDUAL IN THE ROOM TONIGHT THAT HAS NOT EATEN AT A RESTAURANT RECENTLY IN ANOTHER CITY OR TOWN THAT SERVES MIXED DRINKS AND THE ABC LAWS DO NOT ALLOW THE SALE OF MIXED DRINKS IN RESTAURANTS THAT DO NOT QUALIFY AS CLASS A RESTAURANTS. MR. POPE STATED THAT THE THIRD ISSUE IN A STRATEGIC PLAN FOR THE CITY OF DUNN IS APPEARANCE /IMAGE /PERCEPTION. HE ADDED THAT COUNCIL RECENTLY APPROVED BUDGET FUNDING TO ASSIST IN THIS PROCESS; HOWEVER, IMAGE PERCEPTION IS MUCH BROADER THAN PHYSICAL APPEARANCE, IT MEANS HOW THE CITY IS PERCEIVED BY OUTSIDERS, BY POTENTIAL TOURISTS, POTENTIAL DEVELOPERS, OR POTENTIAL INDUSTRY. HE STATED THAT THE FOURTH ISSUE FOR THE STRATEGIC PLAN IS PLANNING. HE ADDED THAT PLANNING IS ALSO A MAJOR IMPORTANCE TO OUR LONG TERM HEALTH AS A COMMUNITY BECAUSE IT ENCOMPASSES PLANNING FOR ECONOMIC DEVELOPMENT, TAX REVENUES TO PAY FOR RECREATIONAL ACTIVITIES AND DETERMINES HOW WE ARE GOING TO 00 ABOUT PROVIDING ALL THESE SERVICES. 738 HE ADDED THAT IN ADDITION TO ALL THE FOREGOING REASONS RELATED TO THE STRATEGIC PLAN INITIATIVE FOR DUNN, THE PASSAGE OF THIS REFERENDUM IS IMPORTANT FOR ANOTHER EXTREMELY IMPORTANT REASON AND THAT IS CONTROL. HE FURTHER STATED THAT SELLING ALCOHOL BY THE DRINK IS FAR PREFERABLE THAN THE CURRENT BROWN BAGGING METHOD ALLOWED BY STATE LAW BY WHICH PEOPLE POUR THEIR OWN DRINKS FROM THEIR OWN BOTTLE WITH NO CONTROL OVER HOW MUCH THEY POUR OR DRINK. MR. POPE STATED THAT STATISTICS SHOW THAT ALCOHOL RELATED OFFENSES DO NOT GO UP BUT ACTUALLY DECREASE WHEN THE LAW ALLOWS THE SALE OF MIXED DRINKS. HE ADDED THAT THE NORTH CAROLINA ABC STATISTICS SHOW THAT BOTTLED SALES IN ABC STORES GO DOWN WHEN TOWNS OR CITIES ALLOW THE SALE OF MIXED DRINKS. HE ` FURTHER STATED THAT THE STATE LAW REQUIRES THAT ALL ESTABLISHMENTS SELLING MIXED DRINKS BUY THEIR ALCOHOL FROM LOCAL ABC STORES; THEREFORE, THOSE PEOPLE THAT OPPOSE THE ALCOHOL SALES SHOULD ACTUALLY SUPPORT THE SALE, BECAUSE IT RESULTS IN A DECREASE IN AMOUNT OF ALCOHOL SOLD AND CONSUMED. HE STATED THAT ALCOHOL WAS AROUND IN BIBLICAL TIMES AND IS A PART OF OUR CULTURE TODAY AND ALWAYS WILL BE; THEREFORE, WE HAVE GOT TO FOCUS OUR EFFORTS ON CONTROLLING IT, TAXING IT AND PERMITTING THE SALE OF MIXED DRINKS. HE FURTHER STATED THAT THERE ARE MANY REASONS WHY COUNCIL SHOULD CALL FOR A REFERENDUM ON THE SALE OF MIXED DRINKS AND THEY ARE: I. EACH OF THE TWO PREVIOUS REFERENDUMS FAILED BY FORTY VOTES EACH SO THERE IS MAJOR SUPPORT IN DUNN FOR THE SALE OF MIXED DRINKS. 2. THE LAST ELECTION WAS TAINTED BY FRAUD BECAUSE THERE WERE NUMEROUS PEOPLE THAT VOTED AT THAT ELECTION THAT DID NOT LIVE IN DUNN, SOME DID NOT LIVE IN HARNETT COUNTY, THERE WAS ONE DOCUMENTED INSTANCE WHERE ONE PERSON VOTED TWICE AND A DEAD PERSON EVEN VOTED. 3. MANY REGISTERED VOTERS HAVE DIED. 4. MANY INDIVIDUALS LIVING IN DUNN HAVE REACHED VOTING AGE. 5. MANY NEW PEOPLE HAVE MOVED TO THIS CITY AND REGISTERED TO VOTE HERE. 6. BENSON, SMITHFIELD, SELMA, FOUR OAKS, CLAYTON AND MANY OTHER SURROUNDING CITIES HAVE ALL PASSED THE REFERENDUM ON THIS ISSUE, LEAVING US AT A DISADVANTAGE. 7. ECONOMIC SITUATION IS WORSE NOW THAT IT WAS AT THE TIME OF THE LAST REFERENDUM. ✓ 8. MANY OTHER TOWNS AND CITIES THAT HAVE PASSED VOTED IT DOWN BEFORE PASSING. 9. WE HAVE THREE OR FOUR YEARS OF HISTORICAL EXPERIENCE BY OTHERS FOR US TO LOOK AT IN RESPECT FOR THIS ISSUE. HE STATED THAT THERE IS ONE MORE OVERRIDING REASON WHY COUNCIL SHOULD CALL FOR ANOTHER REFERENDUM. HE ADDED THAT WE LIVE IN A DEMOCRACY AND NORTH CAROLINA STATE LAWS ALLOWS FOR THIS ISSUE TO BE DECIDED BY LOCAL VOTERS IN TOWNS AND CITIES THAT HAVE AN ABC SYSTEM SUCH AS DUNN, AND HE STRONGLY SUGGESTS THAT COUNCIL LET THE VOTERS DECIDE. MAYOR OUDEH ASKED IF ANYONE ELSE WOULD LIKE TO SPEAK FOR THE LIQUOR BY THE DRINK REFERENDUM. HEARING NONE, MAYOR OUDEH STATED THAT THE INDIVIDUALS PRESENT TO SPEAK AGAINST THE LIQUOR BY THE DRINK COULD SPEAK. DR. H.T. SPENCE STATED THAT HE APPRECIATED THE OPPORTUNITY TO SPEAK ON THIS ISSUE. HE ADDED THAT HE WAS A CITIZEN OF THIS CITY AND TONIGHT THE CITY COUNCIL WILL HEAR FOR THE THIRD TIME THE ISSUE OF LIQUOR BY THE DRINK AND MAKE A DECISION OF WHETHER IT WILL ONCE AGAIN BE PRESENTED TO THE PEOPLE. HE ADDED THAT THE PAST TWO TIMES, IT WAS DEFEATED BY THE VOICE OF THE PEOPLE BY FORTY VOTES. HE FURTHER STATED THAT IN THE BIBLE FORTY IS THE NUMBER OF JUDGEMENT. I HE STATED THAT HE STANDS BEFORE COUNCIL THIS EVENING AS A MINISTER OF THE �✓ GOSPEL, PRESIDENT OF A BIBLE COLLEGE AND SEMINARY WHO HAS GIVEN ALL OF HIS ADULT LIFE TO EDUCATION. HE ADDED THAT HE BELIEVES THAT A PERSON MUST PURSUE A MATTER IN RESEARCH AND HOMEWORK BEFORE HE PLACES HIS TRUST, CONFIDENCE AND COMMITMENT OF HIS LIFE TO IT. HE FURTHER STATED THAT LIQUOR BY THE DRINK IS AN ISSUE THAT NO CITY COUNCIL DARE DEAL WITH, UNLESS THEY HAVE THOROUGHLY DONE THEIR HOMEWORK AND CAREFUL RESEARCH ON THE MATTER. DR. SPENCE STATED THAT OVER THE LAST SEVEN MONTHS, HE HAS INVESTED SEVERAL HUNDREDS OF HOURS IN CORRESPONDENCE WITH THE TOP 100 OF SOME 300 ALCOHOL RESEARCH CENTERS IN AMERICA. Valt HE STATED THAT IT IS TRUE IN ALL THE STATES THAT TRAFFIC ACCIDENTS ACCOUNT FOR MORE DEATHS OF INDIVIDUALS BETWEEN THE AGES OF SIX AND THIRTY -THREE THAN ANY OTHER TYPE OF ACCIDENT AND ALL RESEARCH CENTERS AGREE THAT THE SINGLE MOST SIGNIFICANT PREDATOR OF AN ACCIDENT IS THE DRIVERS' STATE OF SOBRIETY. FIE ADDED THAT IT IS ALSO TRUE THAT MORE OUTLETS FOR ALCOHOL IN A GIVEN CITY INCREASE ASSAULTS, HOMICIDES AND YOUTH VIOLENCE AND HALF OF ALL FATAL TRAFFIC ACCIDENTS INVOLVE ALCOHOL, 50OZo -60% OF ALL SUICIDES ARE EFFECTED BY ALCOHOL, 42 % -66% OF ALL HOMICIDES AND SERIOUS ASSAULTS INVOLVE ALCOHOL, 33% OF MEN AND 51% OF WOMEN WITH ANNUAL INCOMES OF $10,000 OR LESS ARE ABSTAINERS OF ALCOHOL COMPARED WITH 9% OF MEN AND 19% OF WOMEN WITH INCOME GREATER THAN $40,000 A YEAR. HE STATED THAT WHEN HE CORRESPONDED WITH THE UNIVERSITY OF NORTH CAROLINA HIGHWAY SAFETY RESEARCH CENTER ABOUT LIQUOR BY THE DRINK THEY QUOTED HIM THE FOLLOWING PARAGRAPH: "RESEARCH ON DRINKING AND DRIVING INDICATES THAT INCREASED OR EASIER AVAILABILITY OF ALCOHOL RESULTS IN A LARGER NUMBER OF ALCOHOL RELATED CRASHES; THEREFORE, IF ALCOHOL IS AVAILABLE IN A VARIETY OF OUTLETS FOR MORE HOURS DURING THE DAY OR IN A LARGER NUMBER OF ESTABLISHMENTS IN THE AREA, DRINKING, DRIVING AND CRASHES ASSOCIATED WITH IT WILL INCREASE. HE ADDED THAT SELLING LIQUOR BY THE DRINK IS A FORM OF INCREASED AVAILABILITY AND WILL INCREASE DRINKING AND DRIVING. HE FURTHER STATED THAT AFTER LEGISLATIVE ACTION IN 1978 THAT MADE SALES LEGAL IN NORTH CAROLINA, THE NUMBER OF OUTLETS WHERE LIQUOR COULD BE PURCHASED INCREASED BY 250% AND AS A RESULT, ALCOHOL RELATED CRASHES INCREASED ABOUT 20% IN THOSE COUNTIES THAT ALLOWED LIQUOR BY THE DRINK COMPARED WITH NO INCREASE IN THOSE COUNTIES THAT DID NOT ALLOW THE SALE OF LIQUOR BY THE DRINK. DR. SPENCE ASKED IF THE CITY COUNCIL WOULD SAY YES TO ADDITIONAL NEEDED DEATHS IN OUR CITY. HE ADDED THAT SURE IT WILL HELP THE FUNERAL DIRECTORS, THE BUSINESS MAN WHO SELLS THE SELF INFLICTED DRUG AND DISEASE AND PERHAPS THE CITY WILL BENEFIT FROM THE TAX REVENUE; BUT WHAT ABOUT THE PARENT WHOSE CHILD WILL BE KILLED BY LIQUOR BY THE DRINK ORDINANCE WHO WILL BEREAVE THAT CHILD FOR YEARS AND YEARS. HE ADDED THAT THE LIQUOR THAT WE ALREADY SALE IN THIS CITY WILL TAKE ITS TOLL THIS YEAR BUT IF THIS LIQUOR BY THE DRINK IS PASSED, IT WILL INCREASE THE OUTLETS AND THE TOLL OF PERMANENT PHYSICAL DAMAGE AND DEATH WILL BE HIGHER. HE STATED THAT DUNN IS ALREADY KNOWN AS FAR AWAY AS CANADA AS A DRUG DISTRIBUTION CITY ON INTERSTATE 95, YET WE ARE ALSO KNOWN AS THE ONLY ONE ON THE CORRIDOR THAT WILL NOT SALE LIQUOR BY THE DRINK. HE ASKED MAYOR AND CITY COUNCIL IF THEY HAD DONE T14EIR RESEARCH AND HOMEWORK ABOUT WHAT GOD AND HIS WORD SAYS ABOUT MORALITY. HE ADDED THAT THERE ARE SEVEN HEBREW WORDS USED IN THE ORIGINAL LANGUAGE OF THE OLD TESTAMENT COMMONLY TRANSLATED IN OUR ENGLISH BIBLE WITH ONE WORD, WINE WHICH LITERALLY TRANSLATED IS FROM GRAPE JUICE TO THAT WHICH IS FERMENT. ALL FERMENT CONTENTS GOD FIRMLY CONDEMNS. HE FURTHER STATED THAT IN THE NEW TESTAMENT GREEK, THERE WAS ONLY WORD FOR THAT WHICH IS TRANSLATED WINE AND THAT ONE WORD MEANS FROM GRAPE JUICE TO INTOXICATED FLUID. HE ADDED THAT THE FOUR GOSPELS NEVER STATED THAT JESUS DRANK INTOXICATED WINE. THE BIBLE CONDEMNS IT AND IT FALLS UNDER MORALITY. THE LAST TIME THIS BATTLE WAS FOUGHT IN THIS CITY THE COST WAS HIGH, NOT ONLY IN MONEY BUT IN FRIENDSHIPS, FAMILIES, AND BUSINESS ACQUAINTANCES. HE ADDED THAT IT WAS A BATTLE TO THE LAST MOMENT UNDERNEATH CITY HALL WHERE PASSIONS WERE HIGH, WORDS WERE HEATED AND VERBAL WOUNDS WERE CUT DEEP THAT STILL HAVE NOT BEEN HEALED. IIE FURTHER STATED THAT THE CHAMBER OF COMMERCE WILL NEVER BE VIEWED WITH THE SAME RESPECT IN THIS CITY BECAUSE OF WHAT IT DID THREE YEARS AGO IN INITIALLY GIVING $10,000 FOR THE PROMOTION OF THIS ORDINANCE. DR. SPENCE ASKED COUNCIL IF THEY WILL CALL FOR ANOTHER BATTLE OF TAX MONEY, HEATED ANGER, BROKEN HOMES, DIVIDED CHURCHES AND A DIVIDED CITY WHOSE DIVISION WILL LAST FOR YEARS. HE ADDED THE LOCAL NEWSPAPER STATED THAT THE PEOPLE NEED TO SPEAK, BUT THE PEOPLE HAVE SPOKEN TWICE, AND ASKED COUNCIL IF THEY ARE GOING TO KEEP HAMMERING AWAY UNTIL THEY DESTROY EVERY GOOD RELATIONSHIP IN THE COMMUNITY. I-IE FURTHER STATED THAT IF LIQUOR BY THE DRINK EVER DOES PASS, WILL THE PEOPLE HAVE THE RIGHT EVERY THREE YEARS TO REVOTE TO KEEP IT OR GET RID OF IT. 740 HE STATED THAT HE PLEADS WITH COUNCIL TO LEAVE IT ALONE, THE PEOPLE HAVE SPOKEN; SO YIELD TO IT GRACEFULLY AND BY DOING SO ADDITIONAL LIVES WILL BE SAVED THAT OTHERWISE WOULD HAVE BEEN TAKEN BECAUSE OF LIQUOR BY THE DRINK. HE ADDED THAT OF ALL THE POLITICAL ITEMS ON THEIR AGENDA THROUGHOUT THE WHOLE TENURE ON THIS COUNCIL NONE WILL BE AS FAR REACHING AS THIS ONE ITEM AND IT WILL BE A SAD THING FOR THIS CITY IF COUNCIL DID NOT DO THEIR HOMEWORK TO MAKE THEIR DECISION BASED OBJECTIVELY ON WHAT HISTORY HAS SAID AND WHAT THE BIBLE HAS SAID ABOUT THIS MATTER OF LIQUOR. HE FURTHER STATED THAT SOME MAY SAY THAT THEIR RIGHTS TO DRINK ARE BEING SUPPRESSED BUT THERE ARE ENOUGH OUTLETS ALREADY IN OUR CITY TO BUY AS MUCH LIQUOR AS THEY WANT. / HE STATED THAT HE LEAVES WITH A PRAYER THAT GOD HAVE MERCY ON THEIR SOULS AS LEADERS AND HAVE MERCY ON THIS CITY, FOR SIN IS A REPROACH TO MANY PEOPLE AND THEY WILL EITHER DO WHAT IS RIGHT OR WILL BURY THEMSELVES FURTHER IN THEIR OWN PRIDE, SELF RATIFICATION AND MONEY WITHOUT ANY REGARD TO LIFE, AND LOVE AND A WHOLESOME MORAL COMMUNITY. MR. BOBBY MILLER STATED THAT IT HAS BEEN SAID MANY TIMES TONIGHT THAT OVER 50% OF THE PEOPLE HAVE SAID NO TWICE, AND HE DOES NOT KNOW HOW MANY TIMES THEY HAVE TO SAY NO BEFORE IT STOPS COMING UP. HE ADDED THAT IF LIQUOR BY THE DRINK IS VOTED IN, IT CAN NOT BE TAKEN OUT IF THEY WANT IT TO. HE FURTHER STATED THAT HE DID NOT THINK THERE WAS ANY CITY THAT HAS VOTED IN FAVOR OF LIQUOR BY TFIE DRINK THAT HAS LESS BARS, LESS NIGHT CLUBS, AND LESS CRIME THAN IT HAD BEFORE THE PASSAGE OF LIQUOR BY THE DRINK. HE STATED THAT THE CITIZENS OF DUNN FIAVE BEEN LEAD TO BELIEVE THAT LIQUOR BY THE DRINK WILL BRING INDUSTRY AND HE DOES NOT BELIEVE THIS IS TRUE. HE ADDED THAT TWO EXPERTS TONIGHT HAVE STATED THAT IT IS NOT LIQUOR THAT BRINGS INDUSTRY, IT IS HELPING INDUSTRY WITH TAXES, WATER AND SEWER, GIVING THEM A YEAR OR TWO BEFORE THEY HAD TO PAY TAXES AND NOT ONE OF THE TWO EXPERTS MENTIONED THAT WE NEED LIQUOR BY THE DRINK FOR INDUSTRY. HE FURTHER STATED THAT THREE YEARS AGO, DANA COCHRAN WAS QUOTED AS SAYING "IF DUNN DID NOT GET LIQUOR BY THE DRINK, INDUSTRY WOULD BE DOWN AND TOURISM WOULD BE DOWN ", AND TODAY'S PAPER STATED THERE HAS BEEN A 9% INCREASE IN TOURISM. HE ADDED THAT ALL TYPES OF MOTELS HAVE COME ALL WITHOUT THE LIQUOR BY THE DRINK REFERENDUM. MR. MILLER STATED THAT TONIGHT'S PAPER SAID "SUPPORT THE COMMUNITY, THAT THERE IS A GREAT DEAL OF SUPPORT FOR THIS MOST IMPORTANT ECONOMIC ALCOHOL CONTROL ISSUE ". HE ADDED THAT IF THE ECONOMY AND A DOLLAR IS ALL THAT IS ON THEIR MINDS, WE COULD LEGALIZE PROSTITUTION, BECAUSE HE IS SURE IT WOULD BRING A LOT OF MONEY. HE FURTHER STATED THAT THERE IS NO CONTROL WITH LIQUOR BY THE DRINK. HE ADDED THAT HE WAS NOT PROUD OF IT BUT WHEN HE DID DRINK, HE COULD DRINK ALL HE COULD BUY AND THEN HAVE SOMEONE ELSE BUY HIM MORE. HE ADDED THAT HE COULD GO TO ANY CLUB IN FAYETTEVILLE, DUNN, OR RALEIGH AND DRINK ALL HE WANTED BECAUSE AS LONG AS HE COULD STAND UP THEY WOULD SELL IT TO HIM, SO THERE IS NO CONTROL OVER IT. FIE STATED THAT PROVERBS 14:34 SAYS GOD EXALTED A RIGHTEOUS NATION, AND HE THINKS THAT MEANS A CITY TOO. HE ADDED THAT HE DID NOT BELIEVE THAT LIQUOR BY THE DRINK WAS SOMETHING THAT GOD LOOKS AT AS RIGHTEOUS. HE FURTHER STATED THAT LIQUOR IS A DRUG AND IS VERY ADDICTIVE AND DRUGS DO NOT BRING INDUSTRY. MR. CHARLIE CARPENTER STATED THAT HE HAS BEEN LIVING IN DUNN FOR 31 YEARS AND HAS BEEN INVOLVED IN ECONOMIC DEVELOPMENT FOR MANY YEARS. HE ADDED THAT LIQUOR BY TFIE DRINK HAS NEVER COME UP AS AN ISSUE AT ANY MEETING HE HAS EVER ATTENDED, AND THOUGH IT WOULD PROBABLY BRING IN RESTAURANTS IT WOULD NOT HELP AS FAR AS INDUSTRY IS CONCERNED. HE STATED THAT AS WE PUSH LIQUOR BY THE DRINK WE ARE SETTING AN EXAMPLE FOR �- OUR YOUNG PEOPLE, AND IT IS NOT A GOOD EXAMPLE. HE ADDED THAT ONE OUT OF EVERY 12 PEOPLE THAT TAKE THAT FIRST DRINK BECOME AN ALCOHOLIC AND WE WOULD BE ALLOWING THEM MORE OUTLETS TO GET THAT FIRST DRINK. HE FURTHER STATED THAT HE PRAYS THAT COUNCIL WILL LOOK AT THIS A LITTLE HARDER, AND SEARCH THEIR HEARTS BEFORE MAKING TFIIS DECISION. MR. BILL MARSHBURN STATED THAT HE IS THE FORMER MAYOR OF DUNN AND HE WOULD LIKE TO LET THE YOUNG PEOPLE KNOW THAT WHEN HE WAS MAYOR THIS CITY GOT ONE OF THE BEST INDUSTRIES THIS CITY HAS EVER HAD AND LIQUOR BY THE DRINK DID NOT BRING IT. HE ADDED THAT THE NAME OF THAT COMPANY IS MORGANITE. 741 HE STATED THAT WHAT GRIEVES HIM ABOUT THIS WHOLE THING IS THAT HE HAD A BROTHER -IN -LAW WHO DRANK HIMSELF TO DEATH, LEAVING HIM TO RAISE HIS CHILDREN. HE ADDED THAT HE HAD A LOT OF FRIENDS HERE THAT WERE ON BOTH SIDES OF THIS ISSUE BUT HE COULD NOT GO DOWN THE ROAD THAT THIS CITY COUNCIL IS FACING. HE FURTHER STATED THAT COMPARED TO FIGURES THAT WERE PUT OUT BY THE STATE OF NORTH CAROLINA, LIQUOR BY THE DRINK HAS RESULTED IN A 23% INCREASE IN LIQUOR SALES THAT HAVE LEGALIZED LIQUOR BY THE DRINK. HE FURTHER STATED THAT IT HAS ALSO RESULTED IN A 16 % -24% INCREASE IN ALCOHOL RELATED ACCIDENTS COMPARED TO THE AREAS IN NORTH CAROLINA THAT DO NOT HAVE LIQUOR BY THE DRINK AND HAS ALSO RESULTED IN A 250% INCREASE IN THE NUMBER OF LIQUOR OUTLETS IN NC THAT HAVE LEGALIZED LIQUOR BY THE DRINK. MR. MARSHBURN STATED THAT FOR EVERY ONE DOLLAR GAINED FROM ALCOHOL TAXES, WE PAY $25 FOR ALCOHOL PROBLEMS DUE TO THE N.C. REVENUE STATISTICS AND BEER IS ONE OF THE WORST PROBLEMS. HE STATED THAT PAT POPE IS HIS GOOD FRIEND AND HE HATES TO BE AGAINST HIM; HOWEVER, MORE BUILDINGS WERE BUILT IN THE TWO TERMS HE WAS MAYOR BECAUSE HE HAD A GOOD CITY COUNCIL, AND A GOOD CITY MANAGER. HE ADDED THEY BUILT CITY HALL, THE LIBRARY, THE HOSPITAL, A NEW WATER PLANT AND TWO NEW SEWAGE TREATMENT PLANTS AND EXPANDED THE CITY LIMITS; AND THEY DID NOT HAVE LIQUOR BY THE DRINK, THEY HAD HARD WORK AND A GOOD GROUP OF BUSINESSMEN ON THE BOARD. MR. MARSHBURN STATED THAT MR. DAL SNIPES AND MR. JOHNSON TILGHMAN ARE BOTH GOOD BUSINESSMEN AND CAN SALE ANYTHING THEY WANT TO BUT THEY CANNOT SALE HIM ON ALCOHOL BEING A GOOD THING FOR THIS COMMUNITY. HE PASSED OUT TO THE COUNCIL A COPY OF THE 10 COMMANDMENTS AND THEN READ A PRAYER TO THE AUDIENCE. HE ADDED THAT HE HAD 300 COPIES OF THE 10 COMMANDMENTS AND THE PRAYER FOR ANYONE THAT WANTED A COPY. MAYOR OUDEH ASKED IF THERE WAS ANY DISCUSSION FROM THE CITY COUNCIL. COUNCILMEMBER BASS STATED THAT HE WANTED IT TO GO ON RECORD THAT HE IS AGAINST ALCOHOL, LIQUOR BY THE DRINK, BY THE BOTTLE AND ANYTHING ELSE. HE ADDED THAT HE HAD FRIENDS ON BOTH SIDES OF THIS ISSUE AND HE HOPES THEY WILL STILL BE HIS FRIENDS, BUT IF WE ARE DIFFERENT, THEN HE WANTS TO BE DIFFERENT. HE FURTHER STATED THAT WHAT GAINL^TH THE MAN IF HE GAINS THE WORLD AND LOSES HIS SOUL. COUNCILMEMBER SUMNER STATED THAT IT IS A SHAME THAT CITY COUNCIL HAS TO MAKE A DECISION ON THIS ISSUE; THIS IS NOT A BLACK OR WHITE ISSUE AND HE PERSONALLY DOES NOT LIKE IT AND HE HATES HAVING TO MAKE THIS DECISION, BUT HE DOES NOT WANT DUNN TO JUST DIE AWAY EITHER. HE ADDED THAT THERE IS ALCOHOL IN DUNN AND HE WOULD LIKE TO SEE IT BETTER CONTROLLED; BUT IT WILL NOT BE DONE AWAY WITH.
