IN TIIE DUNN MUNICIPAL BUILDING. ,PRESENT WAS MAYOR ABRAHAM OUDEH AND COUNCILMEMBERS CAROLYN MCDOUGAL, TOBY SUMNER, GEORGE ROBINSON, JOEY TART AND PAUL BASS. ALSO PRESENT WAS INTERIM CITY MANAGER RONNIE AUTRY, FINANCE DIRECTOR RENEE' DAUGHTRY, RECREATION DIRECTOR PERRY HUDSON, POLICE CHIEF PAT GODWIN, FIRE CHIEF AUSTIN TEW, LIBRARIAN DEBORAH MELVIN, PLANNER/CODE ENFORCEMENT OFFICER KELLY BOLLINGER, TAX COLLECTOR PAM HODGES, UTILITY SERVICE SPECIALIST PATTY PAGE, CITY ATTORNEY BILLY GODWIN, DEPUTY CLERIC TINA SILLS AND DAILY RECORD REPORTER LISA FARMER. MAYOR PRO -TEM WOMBLE WAS ABSENT - EXCUSED. INVOCATION MAYOR OUDEH OPENED THE MEETING AT 7:05 P.M. AND ASKED COUNCILMEMBER SUMNER TO GIVE THE INVOCATION. AFTERWARD, THE PLEDGE OF ALLEGIANCE WAS REPEATED. PUBLIC HEARING AMEND CHAPTER 11 -DUNN CITY CODE MAYOR OUDEH OPENED UP A PUBLIC HEARING AT 7:06 P.M. AND YIELDED TO INTERIM CITY MANAGER AUTRY WHO STATED THAT THE PUBLIC HAS BEEN NOTIFIED THAT THE CITY COUNCIL OF THE CITY OF DUNN WOULD HOLD A PUBLIC HEARING FOR THE PURPOSE OF RECEIVING PUBLIC COMMENT CONCERNING AMENDING CHAPTER 11 OF THE DUNN CITY CODE BY ADDING ARTICLE VIII - LEVYING A TAX ON GROSS RECEIPTS DERIVED FROM RETAIL SHORT -TERM LEASE OR RENTAL OF VEHICLES. HE ADDED THAT THE PUBLIC HEARING WAS DULY ADVERTISED ON MAY 24 AND MAY 31 2001. ' MAYOR OUDEH ASKED IF THERE WERE ANY COMMENTS FROM THE PUBLIC. MR. ROY TEW OF 809 WEST DIVINE STREET ASKED WHAT DOES SHORT -TERM LEASE ON A VEHICLE CONSIST OF. CITY ATTORNEY BILLY GODWIN RESPONDED THAT SFIORT TERM WOULD BE ONE YEAR OR LESS. HEARING NO FURTHER COMMENTS, MAYOR OUDEH CLOSED THE PUBLIC HEARING AT 7:10 P.M. MAYOR OUDEH ASKED IF ANYONE WOULD LIKE TO SPEAK ON ANY OTHER SUBJECT. MS. HELEN BLUE ALSPAUGH STATED THAT SHE AND MS. JESSIE MCKOY WERE PRESENT ON BEHALF OF THE HARNETT HIGH ALUMNI ASSOCIATION AND SHE YIELDED TO MS. MCKOY TO EXPLAIN THEIR REQUEST. MS. JESSIE MCKOY STATED THAT SHE HAD TALKED WITH THE FORMER CITY MANAGER ABOUT OBTAINING TWO ROOMS VACATED BY THE LIBRARY AT THE OLD HARNETT PRIMARY SCI -IOOL. SHE ADDED THAT TIIE HARNETT HIGH ALUMNI NEEDED A PLACE TO MEET AND TO STORE THEIR PARAPHERNALIA SUCH AS PICTURES, TROPHIES, AND OTHER THINGS AND IT WOULD BE SIMILAR TO A MUSEUM. SHE FURTHER STATED THAT WHEN OTHER ALUMNUS COME TO DUNN, THEY WOULD LIKE TO HAVE SOMEWHERE TO MEET AND THE HARNETT HIGH ALUMNI ASSOCIATION WOULD HAVE SOMETHING TO SHOW THEM. SHE ADDED THAT THE HARNETT HIGH BUILDING MEANS A LOT TO PEOPLE THAT HAVE ATTENDED OR GRADUATED FROM THAT SCHOOL. SHE ADDED THAT THERE ARE TEACHERS IN THE AREA WHO TAUGHT THERE, AND IT MEANS A LOT TO THEM ALSO. SHE FURTHER STATED THAT SHE GRADUATED FROM THAT SCHOOL IN 1932 AND THERE ARE A LOT OF PLEASANT MEMORIES FOR HER AND SEVERAL OTHER PEOPLE HERE TONIGHT. 715 715 SHE STATED THAT THE HARNETT HIGH ALUMNI IS A NON - PROFIT ORGANIZATION WHICH GIVES SCHOLARSHIPS TO CHILDREN WHOSE PARENTS ARE INVOLVED IN THIS ORGANIZATION. SHE ADDED THAT THERE ARE CHAPTERS IN OHIO, NEW YORK AND BALTIMORE. SHE FURTHER STATED THAT THE HARNETT HIGH ALUMNI WOULD CERTAINLY APPRECIATE IF COUNCIL WOULD CONSIDER ALLOWING THEM TO USE TPIE TWO VACANT ROOMS AT THE HARNETT PRIMARY SCHOOL. MAYOR OUDEH ASKED HOW OFTEN WOULD THE ROOMS BE USED. MS. MCKOY RESPONDED THAT THEY MEET ONCE A MONTH UNLESS THERE IS A CALLED MEETING. 1 COUNCILMEMBER MCDOUGAL STATED THAT SHE HAS MET WITH THE HARNETT HIGH ALUMNI ASSOCIATION AND ALSO COUNCILMEMBER ROBINSON AND COUNCILMEMBER BASS. SHE ADDED THAT THE HARNETT HIGH ALUMNI IS REQUESTING TO LEASE APPROXIMATELY 1200 SQUARE FEET OF SPACE FOR $1.00 PER YEAR AND SHE WOULD LIKE TO ADDRESS THIS MATTER FURTHER AT THE END OF THE MEETING. INTERIM CITY MANAGER AUTRY ASKED COUNCIL IF THERE WERE ANY CONSENT ITEMS THEY WISHED TO DELETE FOR FURTHER DISCUSSION. (ATTACHMENT #2 IS WAITING FOR SIGNATURES FROM COUNTY AND WILL PRESENTED AT A LATER DATE) MOTION BY COUNCILMEMBER BASS, SECONDED BY COUNCILMEMBER MCDOUGAL TO APPROVE THE ABOVE CONSENT ITEMS. MOTION UNANIMOUSLY APPROVED. AMEND CHAPTER 11 -DUNN CITY CODE ARTICLE VIII, SECTIONS 11.271 - 11.290 INTERIM CITY MANAGER AUTRY STATED THAT THE GENERAL ASSEMBLY HAS RATIFIED SENATE BILL 1076, WHICH HAS BEEN DESIGNATED AS SESSION LAW 2000 -02 [TFIE "ACT"] AND MADE EFFECTIVE FOR TAXABLE YEARS BEGINNING ON OR AFTER JULY 1, 2001. HE ADDED THAT THE ACT REPEALED THE PROPERTY TAX ON CERTAIN VEHICLES LEASED OR RENTED UNDER RETAIL SHORT -TERM LEASES OR RENTALS AND AUTHORIZED MUNICIPALITIES TO REPLACE THE LOST TAX REVENUE THROUGH ENACTMENT OF A LOCAL TAX ON GROSS RECEIPTS DERIVED FROM RETAIL SHORT -TERM LEASES OR RENTALS. I-IE YIELDED TO CITY ATTORNEY BILLY GODWIN FOR EXPLANATION. (_� CITY ATTORNEY GODWIN STATED THAT RENTAL CARS ARE TAXED AS PROPERTY, AND IN ORDER TO ALLOW MUNICIPALITIES TO MAKE UP FOR LOSS REVENUE IN PROPERTY TAX, THE LEGISLATURE HAS PASSED THIS STATUTE WHICH ALLOWS MUNICIPALITIES TO ASSES THIS SALES TAX OR GROSS RECEIPTS REVENUE ON RENTAL CARS. HE ADDED THAT IF THIS ORDINANCE IS APPROVED BY COUNCIL IT WOULD ALLOW THE CITY TO START COLLECTING A 1 I/2% SALES TAX ON RENTAL CARS. COUNCILMEMBER ROBINSON ASKED IF ANY OTHER CITIES WERE ASSESSING THIS SALES TAX ON RENTAL CARS. 716 CITY ATTORNEY GODWIN RESPONDED THAT HE DID NOT KNOW IF ANY OTHER MUNICIPALITIES HAVE ENACTED THIS ORDINANCE. CITY TAX COLLECTOR PAM HODGES STATED THAT THE CITIES OF CLINTON AND TARBORO ARE ABOUT THE SAME SIZE AS THE CITY OF DUNN AND BOTH HAVE ADOPTED THIS ORDINANCE AND ARE CURRENTLY COLLECTING ABOUT $250043500 A YEAR IN REVENUE. MOTION BY COUNCILMEMBER ROBINSON, SECONDED BY COUNCILMEMBER BASS TO APPROVE AN ORDINANCE LEVYING A LOCAL TAX ON GROSS RECEIPTS DERIVED FROM RETAIL SHORT -TERM LEASES OR RENTALS OF VEHICLES. MOTION UNANIMOUSLY APPROVED. SET DATE FOR PUBLIC HEARING BUDGET FY 2001 -2002 INTERIM CITY MANAGER AUTRY STATED THAT HE IS RECOMMENDING A SPECIAL CALL MEETING TO BE HELD ON JUNE 19, 2001 AT 7:00 P.M. TO HOLD A PUBLIC HEARING ON THE FY 2001 -02 BUDGET, TO PROPOSE TO ADOPT THE BUDGET, TO CONSIDER BUDGET AMENDMENTS, DEDICATION OF STREETS AND SIDEWALKS FOR THE DUNN HOUSING AUTHORITY AND TO HEAR KURT JENNE FROM THE INSTITUTE OF GOVERNMENT SPEAK ON THE PROCEDURES FOR HIRING A CITY MANAGER. MOTION BY COUNCILMEMBER ROBINSON, SECONDED BY COUNCILMEMBER TART TO HOLD A SPECIAL CALL MEETING ON JUNE 19, 2001 AT 7:00 P.M. TO HOLD A PUBLIC HEARING ON THE FY 2001 -02 BUDGET AND TO CONSIDER BUDGET AMENDMENTS, DEDICATION OF STREETS AND SIDEWALKS FOR THE DUNN HOUSING AUTHORITY AND TO HEAR KURT JENNE FROM THE INSTITUTE OF GOVERNMENT SPEAK ON THE PROCEDURES FOR HIRING A CITY MANAGER. MOTION UNANIMOUSLY APPROVED. MOTION BY COUNCILMEMBER ROBINSON, SECONDED BY COUNCILMEMBER MCDOUGAL TO ADD THE HARNETT HIGH ALUMNI ASSOCIATION'S REQUEST FOR ROOMS AT THE HARNETT PRIMARY SCHOOL BUILDING TO THE AGENDA UNDER ITEMS FOR DECISION. MOTION UNANIMOUSLY APPROVED. HARNETT HIGH ALUMNI ASSOCIATION COUNCILMEMBER BASS ASKED IF THE TWO ROOMS THAT THE HARNETT HIGH ALUMNI IS REQUESTING ARE THE SAME TWO ROOMS THAT WERE REMODELED FOR THE LIBRARY. INTERIM CITY MANAGER AUTRY RESPONDED YES, AND ADDED THAT THE COMMITTEE WAS MEETING TO DECIDE A POLICY ON HOW TO HANDLE ALL ROOMS IN THE OLD HARNETT PRIMARY SCHOOL. HE ADDED THAT WHEN THE TWO SENIOR CENTERS COMBINED AT THAT LOCATION, THEY NEEDED EXTRA SPACE SO HE INFORMED THEM THAT THEY COULD USE THE LIBRARY SPACE. RECREATION DIRECTOR PERRY HUDSON STATED THAT THE SENIOR CENTER WAS PLANNING TO USE THAT AREA FOR AN EXERCISE ROOM. MAYOR OUDEH ASKED HOW MANY ROOMS ARE THERE. RECREATION DIRECTOR HUDSON RESPONDED FOUR ROOMS ACCORDING TO LIBRARY DIRECTOR DEBORAH MELVIN. MAYOR OUDEH ASICED IF THERE WAS ANY WAY THAT THOSE ROOMS CAN 3E SHARED. RECREATION DIRECTOR HUDSON RESPONDED THAT HE WAS SURE THAT SOMETHING COULD BE WORKED OUT. INTERIM CITY MANAGER AUTRY STATED THAT HE HAS ASKED THE BUILDING MAINTENANCE SUPERVISOR TO SUBMIT TO HIM A SET OF PLANS SHOWING WHICH ROOMS HAD BEEN REMODELED AND WHICH ONES HAD NOT. HE ADDED THAT HIS ONLY CONCERN WITH LETTING DIFFERENT PEOPLE UTILIZE THE ROOMS IS THE BUILDING IS ON ONE ELECTRICAL METER, AND CURRENTLY THE CITY IS TRYING TO DETEFNINE HOW TO ` DIVIDE THE BILL. HE FURTHER STATED THAT HE IS TRYING TO MEET WITH HOPE MINISTRIES BECAUSE THEY HAVE QUESTIONED THEIR BILL. COUNCILMEMBER MCDOUGAL ASKED WHAT IS THE SQUARE FOOTAGE OF THE BUILDING. INTERIM CITY MANAGER AUTRY RESPONDED HE DID NOT KNOW, BUT THE PLANS WERE IN HIS OFFICE. COUNCILMEMBER BASS STATED THAT HE THOUGHT IT WAS ROUGHLY 10,000 SQUARE FEET. 717 717 COUNCILMEMBER ROBINSON STATED THAT COUNCIL IS DRAGGING THEIR FEET AND THESE PEOPLE NEED TO KNOW SOMETHING. HE ADDED THAT IT IS A DISGRACE TO THE CITY OF DUNN AND THE CITIZENS WHEN A GROUP CAN NOT EVEN GET TWO OLD ROOMS FROM THEIR HOMEPLACE. COUNCILMEMBER TART STATED THAT HE APPRECIATES WHAT THIS GROUP IS DOING BECAUSE THERE IS A LOT OF HISTORY THAT NEEDS TO BE RETAINED AND PRESERVED; HOWEVER, HIS QUESTION IS WHAT DO YOU DO FOR OTHER ORGANIZATIONS AND GROUPS WHO HAVE THE SAME REQUESTS. COUNCILMEMBER BASS STATED THAT HE DID NOT HAVE A PROBLEM WITH HARNETT HIGH ALUMNI HAVING SPACE THERE, BUT HE DOES THINK THEY NEED TO SETTLE THE ELECTRICAL PROBLEM FIRST. COUNCILMEMBER ROBINSON STATED THAT A BREAK COULD BE PUT IN THE LINE BECAUSE HE HAS SEEN HOUSES WITH THREE OR FOUR METERS ON THEM. COUNCILMEMBER MCDOUGAL ASKED WHAT WAS THE METHOD USED FOR HOPE MINISTRIES. INTERIM CITY MANAGER AUTRY RESPONDED THAT IN ONE PORTION OF THE BUILDING, HOPE MINISTRIES INSTALLED ONE METER, AND THERE IS A METER THAT IS COMBINED WITH THIS BUILDING (MUNICIPAL BUILDING) THAT SUPPLIES HEAT AND SOME LIGHTING AT THE OLD HARNETT PRIMARY BUILDING THAT IS SEPARATE FROM THE CITY AND THE CITY PAYS A PORTION OF THAT BILL. MAYOR OUDEH ASKED HOW MUCH DOES A SEPARATE METER COST. COUNCILMEMBER TART STATED THAT IT WOULD BE IN THE THOUSANDS OF DOLLARS MS. HELEN BLUE ALSPAUGH STATED THAT WHEN THIS MATTER WAS DISCUSSED WITH FORMER CITY MANAGER DEAN IT WAS AGREED UPON THAT THE HARNETT HIGH ALUMNI WOULD PAY $1.00 A YEAR AND ABOUT $50.00 FOR UTILITIES EACH MONTH. COUNCILMEMBER ROBINSON STATED THAT THE CITY COULD CHARGE BY THE SQUARE FOOTAGE AND BE FAIR TO EVERYBODY. COUNCILMEMBER BASS STATED THAT THEY COULD RERUN THE LINES. MAYOR OUDEI-I ASKED WHAT WAS THE AVERAGE ELECTRIC BILL PER MONTH. INTERIM CITY MANAGER AUTRY RESPONDED BETWEEN $200 -$300 PER MONTH. MAYOR OUDEH STATED THAT IT IS HIS SUGGESTION THAT AT THE JUNE 19, 2001 SPECIAL MEETING THE COMMITTEE COME UP WITH A DECISION AND RECOMMENDATION FOR HOPE MINISTRIES. COUNCILMEMBER BASS STATED THAT BEFORE A DECISION IS MADE ON THE ROOMS AT THE OLD HARNETT PRIMARY SCHOOL AND BEFORE A NEW CITY MANAGER IS HIRED, AUDIT NEEDS TO BE DONE HE THOUGHT THE CITY NEEDED A COMPLETE AUDIT OF THE BOOKS BEFORE A NEW CITY MANAGER IS HIRED. COUNCILMEMBER MCDOUGAL STATED THAT SHE AGREED. MOTION BY COUNCILMEMBER BASS, SECONDED BY COUNCILMEMBER MCDOUGAL TO ADD TO THE AGENDA UNDER DISCUSSION THE REQUEST TO HAVE AN AUDIT CONDUCTED BY AN OUTSIDE SOURCE. MOTION UNANIMOUSLY APPROVID. CITY ATTORNEY GODWIN STATED THAT THE CITY PAYS GILES, STRICKLAND & ASSOCIATES EVERY YEAR A LOT OF MONEY TO CONDUCT AN ANNUAL AUDIT AND REVIEW. COUNCILMEMBER BASS STATED THAT HE THINKS GILES, STRICKLAND & ASSOCIATES DO �1 A GREAT JOB AND HE HAS A LOT OF RESPECT FOR THEM, BUT HE STILL THINKS SOMEONE ELSE SHOULD CONDUCT A SEPARATE AUDIT. CITY ATTORNEY GODWIN ASKED IF THIS WOULD BE IN ADDITION TO THE REGULAR AUDITS THAT ARE DONE AND ADDED THAT IT TAKES GILES, STRICKLAND & ASSOCIATES MONTHS TO COMPLETE AN AUDIT. COUNCILMEMBER BASS RESPONDED YES. 718 COUNCILMEMBER TART STATED THAT GILES, STRICKLAND & ASSOCIATES ARE HELD TO THE SAME STANDARDS AS .EVERYONE ELSE IN THE CPA PROFESSION, AND ASKED COUNCILMEMBER BASS IF THERE WAS ANY REASON TO BELIEVE THAT SOMETHING HAS NOT BEEN DONE CORRECTLY. COUNCILMEMBER BASS RESPONDED NO. HE ADDED THAT THERE WAS NOTHING AGAINST GILES, STRICKLAND & ASSOCIATES, BUT HE STILL BELIEVES THAT AN AUDIT NEEDS TO BE DONE BY AN OUTSIDE SOURCE. COUNCILMEMBER TART STATED THAT GILES, STRICKLAND & ASSOCIATES IS AN OUTSIDE SOURCE AND THEY ARE NOT A PART OF THE CITY OF DUNN AND ADDED THAT IT COSTS BETWEEN $18,000 AND $20,000 AND TAKES MONTHS TO COMPLETE. FINANCE DIRECTOR RENEE' DAUGHTRY STATED THAT THE CITY DOES HAVE TO BE AUDITED EACH YEAR BEGINNING JUNE 30, 2001. SHE ADDED THAT A CONTRACT WAS ENTERED INTO IN APRIL AND IT WAS APPROVED BY THE CITY OF DUNN, THE LGC AND GILES, STRICKLAND & ASSOCIATES WITH THE TOTAL COST BEING A LITTLE OVER $23,000.00. SHE FURTHER STATED THAT A COPY OF THE AUDIT WILL BE AVAILABLE IN DECEMBER. COUNCILMEMBER BASS STATED THAT HE DID NOT THINK HOPE MINISTRIES CONTRACT WAS RIGHT OR FAIR AND HE WANTED IT CHECKED. FINANCE DIRECTOR DAUGHTRY STATED THAT HOPE MINISTRIES WAS ACTUALLY A SEPARATE ITEM FROM THE CITY'S AUDIT EVEN THOUGH IT IS REVIEWED BY STAFF AND GILES, STRICKLAND & ASSOCIATES. CITY ATTORNEY GODWIN STATED THAT THERE IS A LEASE WITH HOPE MINISTRIES AND THEY ARE NOT A PART OF THE AUDIT. FINANCE DIRECTOR DAUGHTRY RESPONDED THAT THOSE DOCUMENTS ARE STILL REVIEWED. CITY ATTORNEY GODWIN STATED THAT UNLESS THERE IS A BREACH OF THE LEASE, THE CITY HAS NO BASIS FOR EVICTION, IF THAT IS WHAT THEY ARE PLANNING TO DO. COUNCILMEMBER MCDOUGAL ASKED CITY ATTORNEY GODWIN IF HE WAS SAYING THAT HOPE MINISTRIES IS A SEPARATE ENTITY FROM THE CITY OF DUNN. CITY ATTORNEY GODWIN RESPONDED ABSOLUTELY IT IS SEPARATE. HE ADDED THAT COUNCIL CAN LEASE WHATEVER SPACE THEY DECIDE, BUT COUNCIL NEEDS TO IDENTIFY WHAT SPACE THEY ARE GIVING TO THEM AND THE LEASE NEEDS TO BE SPECIFIC. INTERIM CITY MANAGER AUTRY STATED THAT HE WOULD BE MEETING MONDAY WITH THE SENIOR CENTER BOARD, AND AT THAT TIME THEY CAN ALSO LOOK AT HOW MUCH SPACE THE SENIOR CENTER NEEDS, AND THEN DETERMINE WHAT IS LEFT THAT WOULD BE AVAILABLE. MS. JESSIE MCKOY STATED THAT THE SPACE HAS ALREADY BEEN IDENTIFIED BEFORE THE FORMER CITY MANAGER LEFT AND HE WAS SUPPOSE TO BRING IT BEFORE COUNCIL. SHE ADDED THAT SHE HAS VISITED THE SENIOR CENTER AND THERE ARE NOT THAT MANY PEOPLE THERE AND SHE FELT LIKE THE TWO ROOMS OFF FROM THE LUNCHROOM WOULD BE ENOUGH ROOM FOR THE SENIOR CENTER FOR EXERCISE. MS. MCKOY STATED THAT IF THE HARNETT HIGH ALUMNI ASSOCIATION PUTS THEIR PARAPHERNALIA IN THE SPACE THEY HAVE REQUESTED, THEY WOULD NOT WANT IT DESTROYED. SHE ADDED THEY HAVE SUBMITTED THREE PROPOSALS AND THEY FEEL THAT THEY ARE GETTING THE RUN AROUND AND THEY DO NOT LIKE IT. SHE FURTHER STATED THAT SHE ASKED FOR THIS ONCE BEFORE BUT IT WAS IGNORED; AND ADDED THAT THEY ARE CITIZENS OF THIS TOWN, THEY PAY THEIR TAXES, AND THEY WOULD LIKE TO RECEIVE THE TWO ROOMS VACATED BY THE LIBRARY IN RETURN. INTERIM CITY MANAGER AUTRY STATED THAT IF COUNCIL DOES DECIDE TO GIVE THE 4 HARNETT HIGH ALUMNI SOME SPACE, HE WOULD RECOMMEND THAT THEY NOT DESIGNATE ANY PARTICULAR AREA UNTIL THE COMMITTEE HAS MET TO DETERMINE WHAT IS AVAILABLE. POLICE CHIEF PAT GODWIN STATED THAT THERE ARE FOUR ROOMS THAT HAVE BEEN REMODELED AND FOUR ROOMS THAT HAVE NOT AND EACH ROOM IS APPROXIMATELY 600 -800 SQUARE FEET IN SIZE. HE ADDED THAT IF ANYONE HAS A RIGHT TO THAT BUILDING IT WOULD BE THE HARNETT HIGH ALUMNI ASSOCIATION. 719 MOTION BY COUNCILMEMBER MCDOUGAL, SECONDED BY COUNCILMEMBER SUMNER TO DESIGNATE AT LEAST 1200 SQUARE FEET OF SPACE AT THE OLD HARNETT PRIMARY SCHOOL TO THE HARNETT HIGH ALUMNI ASSOCIATION. MOTION UNANIMOUSLY APPROVED. COUNCILMEMBER TART STATED THAT HE WOULD LIKE TO ADD THAT HE WAS IN FAVOR OF THE HARNETT HIGH ALUMNI HAVING A PLACE TO MEET; HOWEVER, HE WANTS COUNCIL TO BE FAIR TO EVERYBODY BECAUSE THERE ARE OTHER ORGANIZATIONS THAT MAY WANT PROPERTY AS WELL. COUNCILMEMBER MCDOUGAL STATED THAT A POLICY AND PROCEDURES NEED TO BE PUT IN PLACE NOW JUST AS IT SHOULD HAVE BEEN DONE BEFORE. MAYOR OUDEH STATED THAT INTERIM CITY MANAGER AUTRY SHOULD DECIDE WHAT NEEDS TO BE DONE WITH THE ELECTRICITY BILL AND BRING BACK BEFORE COUNCIL. INFORMATION MAYOR OUDEH ADVISED COUNCIL THAT ADMINISTRATIVE REPORTS WERE IN THEIR AGENDA PACKETS. COUNCILMEMBER ROBINSON STATED THAT HE AND POLICE CHIEF GODWIN WOULD LIKE TO MAKE A FEW BRIEF COMMENTS. HE ADDED THAT CHIEF GODWIN AND HIMSELF HAD WORKED TOGETHER FOR TWENTY OR MORE YEARS AND SOMETIMES THEY SAY THE WRONG THINGS OR GET OFF ON THE WRONG TRACK. HE FURTHER STATED THAT IN THE FUTURE THERE WILL NOT BE ANY PROBLEMS BETWEEN HIM AND THE CHIEF BECAUSE THEY HAVE MET AND TALKED AND THEY ARE GOING TO CONTINUE TO WORK TOGETHER. POLICE CHIEF GODWIN STATED THAT THE CONFRONTATION THAT HE AND COUNCILMEMBER ROBINSON HAD AT THE LAST CITY COUNCIL MEETING HAPPENED BECAUSE THERE WAS NO DIALOGUE, AND THEY REALIZE NOW THAT IT CAUSED THE PEOPLE TO SUFFER. HE ADDED THAT THEY ARE HAVING GREAT DIALOGUE NOW AND THAT THEY ARE MEETING TWO OR THREE TIMES AND WEEK AND THINGS ARE GOING WELL. MAYOR OUDEH STATED THAT HE WOULD LIKE TO CLEAR SOMETHING UP FROM THE LAST CITY COUNCIL MEETING CONCERNING ECONOMIC DEVELOPMENT. HE ADDED THAT ON BEHALF OF HIS OFFICE AND THE CITY COUNCIL, HE WAS FOR ECONOMIC DEVELOPMENT; BUT THEY WANT TO KEEP THE MONEY IN DUNN. HE FURTHER STATED THAT IF LILLINGTON IS WILLING TO BRING INDUSTRY TO DUNN, THEN THEY WOULD BE WILLING TO FINANCE IT. COUNCILMEMBER BASS STATED THAT IN HIS COMMENT MADE EARLIER REGARDING GILES STRICKLAND & ASSOCIATES, HE MEANT NOTHING ILL' WILLED AGAINST MR. GILES OR HIS FIRM. COUNCILMEMBER MCDOUGAL STATED THAT SHE WOULD LIKE TO THANK THE HARNETT HIGH ALUMNI ASSOCIATION FOR BEING AT THE MEETING TONIGHT AND INVITED THEM TO COME BACK AGAIN TO THE NEXT COUNCIL MEETING. MR. CHRISTOPHER POPE STATED THAT THE DUNN POLICE DEPARTMENT TREATS FAMILIES LIKE THEY ARE THE BOSS. HE ADDED THAT THEY ARE VERY PROFESSIONAL AND THEY WOULD GO OUT OF THEIR WAY TO HELP ANYONE AND HE WOULD LIKE TO RECOMMEND A PAY RAISE BECAUSE THERE ARE QUALITY PEOPLE ON THE POLICE FORCE AND THE CITY WOULD NOT WANT TO LOSE THEM TO SOMEONE ELSE. COUNCILMEMBER SUMNER ASKED IF THERE IS ANY INFORMATION ON THE FRIENDLY ROAD PAVING. INTERIM CITY MANAGER AUTRY RESPONDED THAT EVERYTHING WAS IN PLACE EXCEPT THE FINANCING.
