08232007247 MINUTES CITY OF DUNN DUNN, NORTH CAROLINA The City Council of the City of Dunn held a Special Call Meeting on Thursday, August 23, 2007, at 8:00 a.m. in the Multi- purpose room of the Dunn Recreation Center, 209 Jackson Road, Dunn, NC. Present was Mayor J. Dal Snipes, Mayor Pro Tem Donnie Olds, Council Members Buddy Maness, Bryan Galbreath, Billy Tart, Billy R. Godwin, Jr. and Joey Tart. Also present was City Manager Ronnie Autry, City Planner Steven Neuschafer, City Attorney P. Tilghman Pope, City Clerk Debra West, and Daily Record Reporter Reece Murphy. INVOCATION Mayor Snipes opened the meeting at 8:00 a.m. and asked Council Member Galbreath to give the invocation. Afterwards the Pledge of Allegiance was repeated. ITEM FOR DECISION PURCHASE OF PARKING LOT — CORNER OF N. CLINTON AVE. AND E. EDGERTON STREET Mayor Snipes explained that the City Council authorized approval to purchase the parking lot that was previously leased for many years. This offer was accepted; however, there were other ownership issues that needed to be resolved. City Attorney Pope has resolved this issue and due to time constraints, the Council needs to take action with regard to this purchase. City Attorney Pope explained that this transaction is ready for completion once the Council takes action with regard to funding. Manager Autry proposed to remove monies from the courtroom renovations account 10 -500 -7403 in the amount of $55,999.10 and $29,001.00 from the Jernigan Parking lot account 10 -500 -7400 to complete this purchase. Motion by Mayor Pro Tem Olds, seconded by Council Member Godwin to adopt the budget amendment authorizing the City of Dunn to purchase the parking lot located at the corner of N. Clinton Avenue and E. l Edgerton Street from the Jernigan Family. Council Member Joey Tart asked how the monies were expended within the Jernigan family. Mr. Autry explained that $42,500 will be paid to the children of Nathan Jernigan and $42,500 to Ms. Rowena Jernigan. Attorney Pope explained that Mrs. Jernigan has changed her mind and would prefer payment at once instead of three annual payments. Motion unanimously approved. A copy of budget amendment #1 is incorporated into these minutes as Attachment #1. Mayor Snipes stated that the City of Dunn has been leasing this property for many years and presently pay $7200.00 per year to lease this lot. Mr. Autry announced that the City of Dunn Fire Department recently received a grant in the amount of $119,178 for breathing apparatus. The City Council will be asked to contribute a match of approximately $6272.00. With no further business to discuss, the meeting was adjourned at 8:15 a.m Attest: CITY p �2 • ........
