The City Council of the City of Dunn continued the Special Call/Budget Work Session Meeting of
Tuesday, May 15, 2007, on Wednesday, May 23, 2007 at 8:30 a.m, in the Dunn Community Building,
205 Jackson Road, Dunn, NC. Present at the continued meeting was Mayor J. Dal Snipes, Mayor
Pro Tern Donnie Olds, Council Members Buddy Maness, Bryan Galbreath, Billy Tart, Billy R.
Godwin, Jr. and Joey Tart. Also present was City Manager Ronnie Autry, Finance Director Renee'
Daughtry, City Planner Steven Neuschafer, Building Inspector Mike Blackmon, Recreation Director
Perry Hudson, Interim Police Chief B.P. Jones, Interim Public Works Director Billy Addison, Fire
Chief Austin Tew, City Clerk Debra West and Daily Record Reporter Steve Reed.
City Attorney P. Tilghman Pope was absent.
Daily Record Reporter Steve Reed arrived at 8:55 am.
Finance Director Renee' Daughtry arrived at 9:20 a.m.
INVOCATION
Mayor Snipes opened the meeting at 8:39 a.m. and asked Council Member Joey Tart to give the invocation.
Afterwards the Pledge of Allegiance was repeated.
CLOSED SESSION
Motion by Council Member Godwin, seconded by Council Member Billy Tart to enter closed session
pursuant to the North Carolina open meetings law to discuss a personnel matter at 8:40 a.m. Motion
unanimously approved.

Closed Session adjourned at 8:55 a.m.
Motion by Council Member Joey Tart, seconded by Council Member Billy Tart to approve the minutes of
the closed session as recorded by City Clerk Debra G. West. Motion unanimously approved.
ITEMS FOR DISCUSSIONAND /OR DECISION
RAIL INDUSTRIAL ACCESS AGREEMENT
Manager Autry explained that before the Council is an agreement between the North Carolina Department
of Transportation and the City of Dunn whereby NCDOT will authorize the distribution of state financial
assistance in an amount not to exceed $124,000 for the construction of a rail industrial access track to serve
the new Old Castle /Adams Products production facility, located on Gateway Drive in Dunn, NC. The rail
project will consist of grading, installing a secondary turnout connection off an existing Food Lion spur,
construction of a new approximate 1,500 -foot rail spur track, erosion control and extension of a culvert.
Harnett County Economic Development asked that the City of Dunn apply for these monies as Old Castle
is located in Edgerton Industrial Park II. After completion of the spur track, NCDOT will issue a check to
the City of Dunn. Upon receipt of check, it will be forwarded to Old Castle.
Motion by Mayor Pro Tem Olds, seconded by Council Member Maness to adopt the Rail Industrial Access
Agreement between the City of Dunn and the North Carolina Department of Transportation. Motion
unanimously approved. A copy of the Rail Access Agreement between NCDOT and the City of Dun: is
incorporated into these minutes as Attachment #1.
FY 07 -08 BUDGET
Manager Autry presented the following revised accounts from direction given to him at the May 15, 2007
budget work session.

REVENUE
• 10- 351 -0000 - Reduced $15,000 — Mr. Autry and Chief Jones with Judge Corbett last week
speculating that this revenue will be lost — monies have been budgeted to renovate the courtroom
to add offices
10- 353 -0000 - Increased $81,200 for Capital Outlay Items
• 10- 361 -0000 — Increased $10,000, proposed $100 increase per grave space —

Discussion was held about purchasing elevated bleachers at Tyler Park. Additional seating has been needed
and especially this year since Dunn is hosting the 2007 North Carolina Dixie Youth Majors Baseball
Tournament in July. Discussion was held about removing the current playground equipment that is in
disrepair before the state tournament. New playground equipment will not be in place prior to the state
tournament.
Motion was made by Council Member Godwin and seconded by Council Member Maness to authorize the
Recreation Director to order elevated bleachers for Tyler Park to be paid by the excess $20,000 in revenue
presented by City Manager Autry in the F/Y 07 -08 budget. Motion unanimously approved.
WATER FUND
REVENUE
• The proposed Nextel antenna installation on Powell Avenue Water Tank would generate
approximately $20,000 in revenue. These monies could possibly be used toward debt service.

A proposed budget will be available by June I" and a public hearing will be scheduled for June 7 °i along
with the budget ordinance and increased fee schedule.
Discussion was held about leasing additional space to Hope Ministries at the Harnett Primary Property.
Mr. Autry stated that there is a renewal clause in the Harnett Primary School property agreement that states
the lease will automatically renew at the end of the 10 year initial lease ending November 30, 2008 for an
additional 10 year period provided the City does not cancel the agreement.

Council Member Joey Tart asked that he be excused from the June 7 City Council meeting. He will be
out of town. Council consensus was to excuse Mr. Tart.
With no further business to discuss, the meeting was adjourned at 10:10 a.m.
