CITY OF DUNN

JULY 12, 2006
The City Council of the City of Dunn continued the City Council Meeting of Thursday, July 6, 2006,
on Wednesday, July 12, 2006 at 1:00 P.M. in the Dunn Municipal Building. Present at the continued
meeting was Mayor J. Dal Snipes, Mayor Pro Tern Donnie Olds, Council Members Buddy Maness,
Bryan Galbreath, Billy Tart, Billy R. Godwin, Jr. and Joey Tart. Also present was City Attorney P.
Tilghman Pope, Interim City Manager Ronnie Autry, and Administrative Assistant Melissa Dudley.
INVOCATION
Mayor Snipes opened the meeting at 1:00 p.m. and asked Council Member Joey Tart to give the invocation.
Motion by Mayor Pro Tern Olds, seconded by Billy Tart to add an item to the agenda. Motion
unanimously approved.
Interim City Manager Autry explained that he and Mike Uskiewicz had been approached by the County in
December of 2005. Harnett County needs to have a water tank installed in the industrial park. However,
due to the County having several other outstanding grants at this time, they are unable to apply for a block
grant. They are proposing running all the applications through the City of Dunn and they would cover all
costs. They meet quarterly. In order for us to be considered for the $70,000 grant to join the spur track, we
need to submit the application prior to the next DOT Board Meeting on between now and August ls`
Nothing will be final until you sign on the dotted line. Rural city money, city rail, CDBG, everything is run
through the city with the all expenses paid by the county. We will be receiving all sales tax equaling about
$20,000 for administrative costs.
Council Member Maness asked if there would be any impact on us for letting this run through us. Mr.
Autry said that it could affect us, but he doesn't know to what extent. This particular grant should run 1 '/2 -
2 years and shouldn't affect any future grants that we would be applying for. There isn't any other project
we'd be eligible for because the only way to apply for a CDBG is to bring in an industry with a certain
number of employees. If for some reason an industry with the number of jobs required comes, it could
affect the amount. We don't have anything on the drawing board at this time.
Mayor Snipes stated that if this is passed today, it will at least get it on the DOT Board Agenda. There will
be a number of other meetings. There are a lot of things that Harnett County will need to provide before
signing on the dotted line.

Motion by Council Member Galbreath, seconded by Council Member Godwin to approve the resolution
authorizing the submittal of a NCDOT Rail Access Application to Assist a New Company to Locate a
Manufacturing Facility in Harnett County, NC. Motion unanimously-passed. A copy of (82006 -14)
authorizing the submittal of a NCDOT Rail Access Application to Assist a New Company to Locate a
Manufacturing Facility in Harnett County, NC is incorporated as Attachment #1.)
Council Member Maness stated that he was not opposed to this project as long as it doesn't keep us from
applying from what we need. Mr. Autry further stated that there will be more detailed information before
going any further.
CLOSED SESSION
Motion by Council Member Joey Tart, seconded by Council Member Maness to enter closed session to
conduct city manager interviews. Motion unanimously approved.
Interim City Manager Autry and Administrative Assistant Melissa Dudley exited at this time.
