0414200532 MINUTES CITY OF DUNN DUNN, NORTH CAROLINA The City Council of the City of Dunn held a Special Call Meeting on Thursday, April 14, 2005, at 8:00 a.m. in the Dunn Municipal Building. Present was Mayor J. Dal Snipes, Mayor Pro -Tern Donnie Olds, Council Members Buddy Maness, Bryan Galbreath, Billy Tart, Billy R. Godwin, Jr. and Joey Tart. Also present was City Manager Michael Uskiewlez, Human Resources /Safety Officer Moses Gallion, City Planner Julie Reid, Recreation Director Perry Hudson, City Attorney P. Tilghman Pope, and City Clerk Debra West. INVOCATION Mayor Snipes opened the meeting at 8:00 a.m. and asked Council Member Maness to give the invocation. Afterwards, the pledge of allegiance was repeated. ITEM FOR DECISION FINAL PLAT APROVAL LEISURE LIVING COMPANY (9.63 ACRES) PIN # 1507 -95 -7312 GLENEAGLES SUBDIVISION -IVEY GLEN This property is located on the west side of Powell Avenue betweeri•Ashe Avenue and Friendly Road Mayor Snipes yielded to Manager Uskiewicz to give information about this final plat approval. Mr. Uskiewicz explained that this agenda item was removed- from a previous Planning Board Agenda and subsequently from the City Council's Meeting held on April 7, 2005. There were concerns about flood issues; however, they have been addressed. The Planning Board held a special meeting on April 13, 2005 and approved this final plat with conditions. The Council is being asked to concur with the Planning Board in passing this final approval. Motion by Mayor Pro -tern Olds, seconded by Council Member Maness to approve the final plat for Gleneagles Subdivision -Ivey Glen Phase with the following conditions: a. As -built plans be submitted to the City for all previous construction. b. All previous construction be approved and accepted. c. The construction bond for previous phases be released. d. A construction bond be posted and maintained intact until construction of water, sewer, storm water and roads for this phase have been completed and approved by the City. e. The execution of an addendum to the median maintenance agreement to add new median are in the Magnolia phase where the homeowner's association will be responsible for maintenance of the medians within the subdivision. f. The execution of an addendum to the median maintenance agreement to add new median areas in the Ivy Glen phase where the homeowner's association will be responsible for maintenance of the medians within the subdivision. (This will not be recorded until construction has been completed, inspected and approved by the City). Motion unanimously approved. Mayor Snipes recognized Mr. Bobby Wellons representing Wellons Realty and asked if he was in agreement with the conditions. He responded yes. Mayor Snipes thanked Mr. Wellons for his continued investment in the City of Dunn. Mayor Snipes entertained a motion to add a closed session to the agenda. Motion made by Council Member Maness, seconded by Council Member Galbreath and unanimously approved. 8:05 a.m. Motion by Council Member Godwin, seconded by Mayor Pro -tem Olds to go into closed session to discuss a personnel matter. Motion unanimously approved. Closed Session Closed session adjourned at 8:54 a.m. and Mayor Snipes reconvened the regular meeting at 8:55 a.m. Motion by Mayor Pro -tem Olds, seconded by Council Member Maness to approve the closed session minutes as recorded by City Attorney P. Tilghman Pope. Motion unanimously approved. No Action taken during Closed Session 11►T�i�i�[i�I Mayor Snipes made the council aware of the upcoming Mayor's Prayer Breakfast scheduled for May 5, 2005 at 7:30 p.m. at the Gospel Tabernacle Life Center. This is in observance of the National Day of Prayer. Council Member Joey Tart will be bringing the message. Mayor Snipes announced Town Hall Day will be held on May 11, 2005 in Raleigh. This meeting will consist of legislature updates. He encouraged the council to attend. 33 He also announced the Chamber of Commerce Clean Sweep scheduled for Saturday, April 16, 2005 and encouraged the council to attend. Manager Uskiewicz asked the council to consider possible dates in May for budget workshops. They will be set at the May 5, 2005 council meeting. Manager Uskiewicz is scheduled for surgery on May 6, 2005. Everyone wished him well. With no further business to discuss, the meeting was adjourned at 9:00 a.m. Attest: Debra G.
