A RESOLUTION OF THE HARNETT COUNTY BOARD OF COMMISSIONERS
REQUESTING THAT THE NORTH CAROLINA GENERAL ASSEMBLY INCLUDE
HARNETT COUNTY ON AN ACT TO ESTABLISH A MORATORIUM
ON FH.ING OF ACTIONS BY CERTAIN LOCAL BOARDS OF EDUCATION
CHALLENGING THE SUFFICIENCY OF LOCAL FUNDS
APPROPRIATED BY BOARDS OF COUNTY COMMISSIONERS
FOR PUBLIC SCHOOLS
WHEREAS, litigation between local boards of education and boards of county
commissioners in some counties in North Carolina has resulted in costly legal fees for both
parties; and,
WHEREAS, costly legal fees for such boards results in fewer available local funds for
public education and other purposes of county government; and,
WHEREAS, such litigation has led to prolonged legal battles resulting in unresolved
matters over several school years in some counties in North Carolina; and,
WHEREAS, mediation is generally a less expensive, more expedient, more efficient, and
more effective option than litigation;
NOW, THEREFORE, BE IT RESOLVED THAT the Harnett County Board of
Commissioners adopts this resolution in support of being included in legislation that would
provide a moratorium on such litigation;
FURTHER BE IT RESOLVED that copies of this resolution be transmitted to the
members of the North Carolina General Assembly representing Harnett County so that they are
aware of Harnett County's support for these issues.
