10051953270 October 5th. 1953 The Board of Commissioners met in regular session on Monday Dctober 5th., 1953 at 10 :00 A. M., with L. A. Tart, Chairman, D. E. Lasater, Jr., Worth Lee Byrd and B,. P. Ingram present, R. L. Mangum being-absent. • Also present were the County Attorney and the Clerk to Board. The report of Robert Morgan, Clerk superior Tiled. Court, was app oved and ordered The report of Inez Harrington, Register of deeds, was approved and ordered filed. The report of D. P. Ray, Tax Collector, was approved and ordered filed. The_•re-port of B. H. Sellarsr, CountyElectrical Inspector, was s - apporved and ordered filed. Commissioner Byrd upon recommendation of the Sheriff, moved that the salary of K. C. Matthews, as jailor, be increased to $250.00 per month, retroactive to July lst. 1953, seconded by Commissioned Ingram the motion was unanimously passed. Honorable John A. Oates appeared before the Board of Commissioners and advised the Board that Cumberland County would celebrate -its 200th Anniversary in April, 1954, Mr. Oates issued a special invitation to Harnett County to participate in such celebration and emphasized the fact that Oumberland County was most anxious for Harnett County to have'a part in the celebration because Harnett was formed from Cumberland County., Mr. Oates requested that the Board of Commissioners appoint a committee to plan`for Harnett County's participation in such celebration and also requested that the County prepare and-furnish a float to represent Harnett County in the parade which will be held in Fayetteville as a part of the celebratin Thereupon, upon motion of Commissioner Byrd, seconded by Commissioner Lasater, theBoard voted unanimously to accept the invitation of Mr. Oates and appointed a committee composed of Malcom Fowler, L. L. McDonald and J. A. McLeod to work with the Board of Commissioners in- preparing for Harnett County's participation in the celebration of the.200th Anniversary of Cumberland County. Commissioner Byrd introduced the following Resolution: WHEREAS,:a Resolution was adopted by the Board of Commissioners at the regular meeting on September 8, 1953 calling a special election upon the question of wheth- er or not a special tax should be levied for the support of the public schools in the - Lillington School District, which election was set for October 10, 1953; And, WHEREAS, the local committee of the Lillington School thereafter requested that said election be deferred to -some later date and be not, held on October 10 as ori- ginally scheduled, and -the Registration Books were not opened in apt time as by law required for the holding of said election on October 10, 1953, NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Harnett County that said Resolution calling said election be and the same in hereby rescinded. A Petition signed by more than the requited number of citizens and voters of the Lillington School District, requesting that an election be held in said Lillington School District relative to voting a special tax not to exceed fifteen (15) cents on the One Hundred Dollars ($100) valuation of property, for the purpose of supple- menting funds otherwise available and lawfully alloted to the Lillington School District, was presented to the Board of Commissioners of Harnett County on the firs °1onday in May, 1953, >dilly endorsed by the Chairman and Secretary of the Harnett County Board of Education as required by Article 22, Chapter 115, of the General Statutes of North Carolina. Profitt, Secretary Harnett County Board of Education The description of the Lillington School District as above set out having been so filed, Commissioner Byrd introduced the following resolution, which was read: WHEREAS, more than the required number of qualified voters who have resided in the Lillington School District for more than twelve (12) months have in writ- ing petitioned the Harnett County Board of Education for an election in said District to ascertain whether there would be levied in said District a local annual tax not to exceed fifteen (15) cents on the One Hundred Dollars ($100) valuation of all property, real and personal, to supplement the funds for the nine (9) months public school term for said District; And, WHEREAS, on the 4th day of May, 1953, said Petition was considered and approv- ed by the Harnett County Board of Education, and said Petition was thereupon en- dorsed by the Chairman and Secretary of said Board of Education and a record of the Endorsement made upon the Minutes of that meeting of the Harnett County Board of Education, and said Petition was then presented by the Harnett County Bo r of Education to the Board of Commissioners at the regular meeting of said Boar�A the first Monday in May, 1953, with the request that said election be called and held as provided by law; And, WHEREAS' at the regular meeting of the Harnett County Board of Commissioners held on September 6, 1953, the Board of Education of Harn tt County presented to the Board of Commissioners a written description of the physical boundaries of the Lillington School District as theretofore established and determined by the said Harnett County Board of Education; NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS, in compliance with Article 22 of Chapter 115 of the General Statutes of North Caroline as follows: 1. That an election be held, and the same is hereby called to be held in the Lillington School District of Harnett County, North Carolina, for the purpose of enabling the qualified voters in said Lillington School District to determine whether there shall be levied in said District a local annual tax not to exceed fifteen (15) cents on the One Hundred Dollars ($100) valuation of 272 all property, real public school term -held and conducted Saturday, November and personal, to supplement the funds for the -nine (9) months 'for said district, and said election is hereby ordered to be at the Courthouse in the Town of Lillington, North Carolina, on 21, 1953, between the hours of 6 :30 A. M. and 6 :30 P. M. 2. That for the purpose of conducting the registration of voters, and 'like- wise for the purpose of holding and conducting said election, - Marjorie Taylor, a qualified elector residing in the Lillington School District, be and she is here - by appointed Registrar, and -that Virginia R. Johnson and Venable S. Baggett, each being qualified electors residing in the Lillington,School District be and they are hereby appointed as Judges of said election. 3. That a new - registration of the, qualified voters in the Lillington School District be and_the same is hereby called in and for said District, and that the registration books shall open at 9:00 A. NOTICE OF ELECTION IN THE LILLINGTON SCHOOL DISTRICT OF NOTICE OF REGISTRATION Notice is hereby given that a Special Election has been called by the Board of Commissioners of Harnett County, North Carolina, to be held in the Lillington School District for the purpose of enabling the qualified voters therein to de- termine whether there shall be levied in said District a local annual tax not to exceed fifteen (15) cents on the One Hundred Dollars ($100) valuation of all prop- erty, real and personal, to supplement the funds for the nine (9) months public School term for said District. 273 Said election shall be held and conducted at the Courthouse in the Town of Lillington, Harnett County, North Carolina, on Saturday, the 21st day of November, 1953, between the hours of 6:30 A.M. and 6:30 P.M. Marjorie Taylor has been appoint- ed as Registrar for said election, and Virginia R. Johnson and Venable S. Baggett have been appointed as the Judges thereof. Person otherwise qualified to vote who have resided within North Carolina for one year and within the boundaries of the Lillington School District for four (4) months next preceding said election shall be entitled to register and vote therein. Notice is hereby further given that for said election a new registration has been called in the Lillington School District. The Registration Book shall be open for the hegistration of qualified voters at Lillington Town Hall from 9:00 a. m. until Sunset on each day except Saturday, Sundays and Holidays, beginning on Saturday, the 24th day of October, 1953, the date on which said hegistration Books shall be opened, and ending at Sunset on Saturday, the 7th day of November, 1953, the date on which said Registration Books shall be closed. On each Saturday during said Registration period, to wit, Saturday, October 24, 1953, Saturday, October 31, 1953, and Saturday, November 7, 1953, the above named Registrar shall have said Registration Book open at the polling place at the Courthouse in Lillington, North Carolina, Saturday, the 14th day of November, 1953 shall be Challenge Day and the above named Registrar and Judges of the election shall be at the polling place at the Courthouse in Lillington, North Carolina, from 9:00 a.m. until 3.00 p.m. for the parpose of hearing challenges.
