The Board will sit as a Board of Equalization and Review on Monday, May
24th, 1952, at 10 :00 o'clock A. M. in the Courthouse.
Upon Motion of Commissioner Holloway, seconded by Commissioner Byrd,
Harnett County P M A was ordered to transfer tobacco acreage allotment on Harnett
County Home property from the Serial No. account in the name of C. Reid Ross
to Serial No. Account in the name of Harnett County for the year 1952 and there-
after until otherwise ordered.

The following Road Petitions were received and placed on file with the Clerk
to the Board:
1. To treat with an all- weather surface that certain road in Grove Township,
Harnett County, beginning at its point of intersection with N. C. Highway No. 40
near the reasidence of Joe Penny and runs thence in a Southerly direction a dis-
tance of five tenths of a mile to the R. L. Turlington homeplace, and then con-
tinues in an Easterly direction a distance of approximately one and five tenths
miles to Coats.
2. To maintain by the State Highway and Public works commision said road being
an outlet for some nine (9) families, and is two (2) miles in length:
Beginning at or near the home of Edison Hayes in Anderson's Creek Township,
and running thence in a northernly direction two miles to the junction with the
Blacktown road near the home of Lemuel Black.
3. To approve and maintain by the State, a road to be located in Grove
Township, Harnett County, N. C. which begins at a point on N. C. Highway # 40
where the lands of W. T. Hodges and B. A. Norris join and running approximately
with the line between them in a Northward direction and over the lands of Herbert
J. Wood, Mrs. Maggie Ennis, Chick Ennis, Lonnie Stanley, W,R. Denning heirs,
Delphia Bailey, Mack Heed Hudson, Harvey V. Barefoot, Joe Johnson and Bailey
Hudson to a point at or near the land lines of Joe Johnson and Bailey Hudson on
hardsurfaced road leadine from Bailey's Crossroads to Coats, N. C. a distance
of approximately two miles. 'A distance of approximately a quarter mile has been
partially constructed on the south end of said proposed road and a distance of
approximately one mile on the North end of said proposed road has been partially
constructed. If constructed and maintained this road would serve as many as eight
families and help them and serve many other people in attending Ebenezer Church,

4. To pull and smooth over that certain road in Upper Little River Township wh
which runs from Spring Hill Church to Margaret Morrison's farm and known as the old
Morrison Road, a distance of l* miles.
5. That certain road to be pulled up and sand graded in Johnsonville Township
which runs from Highway i 27 at the home of Harry Cameron to Cypree Church Road
at the home of George McKay, a distance of two miles,
6. To build a new road from Johnsonville Road at Matthews Service Station to
the Mamers Road and known as the Mount Olive Road, a distance of 2 -2 miles.
A delegation of Dunn citizens consisting of Mayor Ralph Hanna, City Manager,
0. 0. Manning,and Commissionrs Ruby Tart, dndVJ.BVzBass appeared before the Board
of Commissioners with Dr. W. B. Hunter, County Health Officer in connection with
the proposed Dunn Health Center. This delegation called upon the Board to request
that such Board ask the State Medical Care Commission to increase the square foot-
age to be allotted to the Dunn Health Center from 1800 to 2000 square feet. This
delegation assured the Board of Commissioners that if such request was complied
with by the Medical Care Commission, and the Medical Care Commission agreed to par-
ticipate in a building containing 2,000 square feet on the same basis it had agreed
to participate in a building containing 1800 square feet, that they would reimburse
the County for its proportionate part of such additional 200 square feet in order
that the increase in the size of such building would not cost Harnett County any-
thing. After some discussion the following Resolutions was introduced:
Whereas, the State Medical Care Commission has previously approved the constru-
ction of an 1800 square feet health center in Dunn, North Carolina and has agreed
-to share in the cost of erecting such building; And,
Whereas, it now appears that a building containing 1800 square feet will not
be adequate and that it is desirable to erect at Dunn a health center containing
2,000 square feet;
NOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett County
that the North Carolina Medical Care Commision be, and said body is hereby respect-
fully requested to approve the erection at Dunn, North Carolina, of a health center
to contain. 2,000 square feet, the construction of such building to be financed b
by State, Federal and Local Funds on the same basis and in the same ratio that said
Medical Care Commission has proviously established in connection with the erection
of an 1800 square feet health center.
Upon Motion of Commissioner Worth Lee Byrd seconded by Commissioner H. S.
Holloway, the foregoing Resolution was unanimously adopted.
RESOLUTION
Commissioner Worth Lee Byrd introduced the following Resolution which was
read: -
WHEREAS, the intersection of N. C. Highway No. 210 and N. C. Highway No 421
at a point approximately two miles North of Lillington in a very. dangerous and
hazardous intersection and receives an unusually heavy amouht of traffic; And,
WHEREAS,- although said intersection is protected by stationary warning,devices
and signs, an unusually large number of serious accidents have occurred at such
intersection, the most recent accident being one in which three people were killed
and two others were seriously injured; And,
WHEREAS, because of the 7a rge number of accidents at such intersection, num--
erous citizens feel that such intersection should be more properprotected by
warning signals and have expressed such opinions to the individual members of the
Board of Commissioners and the Lillington Post of Veterans of Foreign Wars has,
by letter dated March 3, 1952, requested the Board of County Commissioners-to
cooperate with the State Highway and Public Works Commission in providing more ad-
equate warning signals at such intersection, and the Board of County Commissioners
of Harnett County is of the opinion that traffic through anda cross such intersec-
tion should be controlled by an automatic traffic control signal.
NOW, THEREFORE, be it resolved by the Board of Commisioners of Harnett County
that the State Highway and Public Works Commission be, and said body is hereby
requested to erect and maintain at such intersection an electrical warning device
or traffic control signal that will properV and safely control and regulate the
movement of traffic through and across such intersection, and the Clerk of this
Board is hereby directed to furnish Honorable George S. Coble, Sixth Division
Highway Commissioner, with a copy of. this Resolution and the letter received from
the Lillington Post -of the Veterans of Foreign Wars

Upon motion of Commisioner Worth Lee Byrd seconded by Commissioner H. S.
Holloway, the foregoing Resolution was unanrbusly adopted.
The Board adjourned to reconvene on Monday, March 24th at 10 :00 o'clock

The Board of County Commissioners met in a call meeting at 2:30 P. M. March
24th. 1952, with L. A. Tart, Chariman, B. P. Ingram, R. L. Pate, Worth Lee Byrd
and H. S. Holloway present. Also present were the County Attorney and the Clerk
to Board.
Upon motion duly made and seconded, M. 0. Lee was unanimously elected Recorder
of Harnett County Recorder's Court to fill the unexpired term of Hon. F. H. Taylor,
dec'd.
Upon motion duly made and seconded L. M. Chaffin was unanimously elected Vice
Recorder of Harnett County Recorder's Court to serve at the pleasure of the Board.
The oath of office for the Recorder and Vice Recorder was administered by
Elizabeth F. Matthews, Acting C. S. C.
H. S. Holloway moved, seconded by Worth Lee Byrd, that M. 0. Lee be paid the
auxn of $150.00, for serving as Vice Recorder of Harnett County Recorder's Court.
