03031958MARCH 3rd. 1958 The Board. of Commissioners met in regular session on Monday, March 3rd., at 10 :00 A. M. with all members present. Also present were the County Attorney, the Auditor and the Clerk to the Board. The following reports of the County Officials were approved and ordered filed. D. P. Sellers Tax Collector Clerk Superior Court Clerk Recorders Court Register of Deeds Veterans Service Officer Dog Warden County Electrical Inspector County Electrical Inspector The following road petitions were approved: (1) That road in Upper Little River Township, to be graded and drain pipe placed which runs from Alex Thomas place to Cameron place, known as Old Mill road. (Petition mailed) (2) To sand -clay and runs from the road leading Winnie Word McAllister to as Cemetery Road. (Petition mailed) (3) To grade and gravel that road in Lillington Township, which runs from near Shawtown School to N. C. Highway # 27 known as Thomas Street a distance of 3/10 miles. (Petition mailed) The Board ordered the County Offices closed April 7th. for Easter Monday. The Board will meet on Tuesday, April 8th., for its regular meeting in April. A delegation of interested Harnett County citizens appeared before the Board of County Commissioners and emphasized the immediate need for the appointment of an assistant County Farm AGent to work with farmers interested in growing produce. The delegation pointed out that it has become necessary for farmers to turn to crops other than cotton and tobacco to supplement their farm income, and emphasized the need for trained leadership to assist the farmers in growing such additional crops. After thorough discussion the Board, upon motion of Commission- er Currin, seconded by Commissioner Womble, adopted by unanimous vote the following resolution: pull up that road in Stewart's Creek Township which from Bunnlevel- ,Erwin at a point 1/L miles from home of the Oak Grove A. M. Zion Church Cemetery and is known WHEREAS, in the opinion of the Harnett County Board of Commissioners it is desirable and necessary to employ an assistant County Farm AGent to aid the farmers of this County in planting and producing various truck crops in order to supplement and bo]f er the farm income and economy of this County; and, WHEREAS, it appears that the sum of $1500 will be required to defray the necessary expenses of employing such assistant County Farm Agent for the remainder of the current fiscal year and no funds have heretofore been appropriated for such purpose but the County has on hand in the General Fund unencumbered and unappro- priated funds in excess of said required sum of 51500; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY: 1.- That the sum of $1500 be and the same is hereby appropriated from the General Fund Surplus to be used for the purpose of defraying the necessary ex- pense of employing an assistant County Farm AGent for the remainder of the current fiscal year. 2. That the Harnett County Auditor be and he is hereby directed to transfer said sum from the General Fund Surplus to said appropriation and to disburse the same for such purpose as directed by this_Board. 3. That the 1957 -58 Budget resolution be and the same is hereby amendedfunds and increased in -the amount of $1500, said increase to be financed by surplus/on' hand July 1, 1957 and not used -.in the original Budget Resolution or any amendment thereto to meet expenses for the currect fiscal. year. 131 Miss Lela Moore Hall, County Superintendent of Public Welfare, appeared before the Board and requested that the Board authroize the sum of $1000 to be transferred from the Old Age Assistance account to the A.P.T.D. account and that the Board also authorize the transfer of $1000 from the Aid to the Blind account to the General Assistance Account, all of which accounts are within the General, Poor and Health Fund. Miss Hall advised theBoard that the funds heretofore appropriated for A.P.T.D. would not be adequate to meet the needs of said fund for the remainder of the current fiscal year and that the Old Age Assistance appropriation had a surplus of more than $1000 from which said transfer could be made without ad- versely affecting the Old Age Assistance program. She likewise advised the Board that the General Assistance Fund, as appropriated, would not be sufficient to meet the needs of said fund and that the Aid to the Blind appropriation had a surplus from which said transfer could be made without adversely affecting the Aid to the Blind.program. THEREUPON, on motion of Commissioner Womble, seconded by Commissioner Cameron, theBoard, by unanimous vote, authorized and directed: 1. That the sum of $1000 heretofore appropriated for Old Age Assistance be transferred to the appropriation heretofore made for Aid to the permanently and totally disabled. 2. That the sum of $1000 be transferred from the appropriation for the Aid to the Blind heretofore made to the General Assistance appropriation. 3. That the Harnett County Auditor be and he is hereby directed to make such transfer and that the 1957 -58 Budget resolution be and the same is hereby amended to the extent herein set out. TO HONORABLE MEMBERS OF THE BOARDS OF COMMISSIONERS FOR THE COUNTIES OF JONES, SAMPSON, DUPLIN, WAYNE, CARTARET, JOHNSTON, HARNETT, CRAVEN, PAMLICO AND ONSLOW: AND TO HONORABLE LUTHER H. HODGES, GOVERNOR OF NORTH CAROLINA: Pursuant to the instructions given this 6ommittee upon appointment to in- quire into the operations of the Eastern Carolina Regional Housing Authority, the Committee convened in Raleigh, February 28, at 10:00 A. M. The Committee held public sessions that date and on March 1, 1958. From the evidence placed before this Committee, we unanimously make the following conclusions: (1) The activities of H. Emmett Powell, Executive Director of the Eastern Carolina Regional Housing Authority, and N. E. Mohn, Jr., the Assistant Execu- tive Director of the Regional Housing Authority, in acquiring ownership of lands underlying Seymour Johnson Homes and in later asserting ownership to all of the property known as Seymour Johnson Homes constitute an obvious conflict of interest. (2) The loan of money to the Housing Authority by the Executive Director, under the circumstances related to the Committee, was in our judgment, improper. (3) With respect to the Executive Direc of the Authority, this Committee recommends that it is the best interest of the Regional be requested to resign immediately, and that them from office, if necessary. tor and Assistant Executive Director to the County Boards and the Governor Housing Authority that these officers appropriate steps be taken to remove (4) This Committee is of the opinion that the Housing Authority as a body did not exercise necessary diligence in protenting the interests of the Authority. This Committee is further of the opinion that as among the Housing Authority members there were varying degrees of responsibility by reason of different and varying degrees of knowledge concerning the operations of ttne Authority. (5) It is the unanimous recommendation of this Committee that our appointing authorities take whatever action is necessary to insure that the Regional Housing Authority asserts is interest in the property described as property Seymour Johnson Homes.
