060519574 JUNE 5th. 1957 The Board of Commissioners met in a call session on Wednesday, June 5th.,1957 for the purpose of continuing the study of the Budget with all members present. Also present were the Auditor, the County Attorney and the Clerk to the Board. L. B. McLean was appointed Veteran Service Officer for a period of six months.- Commissioner Womble introduced the following resolution: WHEREAS, it has come to the attention of the Ham ett County Board of Commiss- ioners that the North Carolina Highiaay and Public Works Commission proposes to re- locate U. S. Highway No. 401 in such a way and manner that said highway will no longer go through Bunnlevel; and WHEREAS, a large number of citizens of Harnett County residing upon said Highway as now located and likewise residing along the proposed new location for said Highway are opposed to said proposed re- location andYhave petitioned the Harnett County Board of Commissioners and the State Highway and Public Works Commission to leave said Highway at its present location, and the Board of Commissioners is Sf the opinion that it is for the best interest of the citizens of Harnett County, and particularly those residing along said Highway between Lillington and the Cumberland County line, not to change the location of said Highway in said vicinity; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONIRS OF- HARNETT COUNTY That said Board is opposed to re- locating U. S. Highway No. 401 in such a way as to by -pass Bunnlevel and said Bo rd hereby respectfully requests the State Highway and Public Works Commissi &P /to re- locate said Highway so as to by -pass Bunnlevel Upon motiQr. of Commissioner Womble, seconded by Commissioner Currin, the foregoing resolution was adopted by unanimous vote. Upon - motion ofcGommissione :roGurrinpnseconded by Commissioner Pleasants, the Board adopted the following resolution: Be it resolved by the Board of Commissioners of Harnett County that the First Citizens Bank & Trust Company of Dunn, North Carolina and the Bank of Lillington of Lillington; North Carolina be and the same are hereby designated as the official depositories of the County of Harnett for all of the funds of said County,' sub- ject to the following terms and conditions: 1. That the Clerk of Superior Court of Harnett County, the Clerk of the Recorder's Court of Harnett County, the Sheriff of Harnett County andthe Register of Deeds of Harnett County shall each deposit daily all funds belonging to Harnett County which shall come into their respective hands in the Bank of Lillington in Lillington, North Carolina, Each of said officers shall obtain from. the Bank of Lillington a receipt for each deposit and shall forthwith deliver said receipt to the Harnett County Auditor. 2. That all other funds belonging to Ham ett County shall be deposited in the First Citizens Bank and Trust Company at Dunn, North Carolina, and D. P. Ray, Jr,, Harnett County Tax Collector, is hereby directed to deposit daily in the said First Citizens Bank & Trust Company of Dunn, North Carolina, to the credit of Harnett - County all amounts collected by him or coming into his hands and belonging to the County of Ham ett; provided, however, that the said Tax Collector shall not be required to make daily deposits when he. does not have on hand and in his poss ession more than 5250 belonging to the said County, of Harnett. The said First Citizens Bank & Trust - Company shall issue to said Tax Collector a receipt for- each deposit and said Tax Collector shall forthwith deliver said receipt to the Harnett County Auditor. 3. That the Harnett County Auditor shall, at the time of making his monthly distribution, determine the total amount of funds deposited in said depositories for the preceding month and upon making said determination Shall forthwith cause to be trsnsferred from the First', Citizens Bank & Trust0ompany and deposited in the Bank of Lillington such portion of the funds deposited in the First Citizens Bank & TrustCompany for said preceding montp as shall be necessary, when combined with the funds deposited during said preceding month in the Bank of Lillington by the/ Clerk of SuperiorCourt, the Clerk of Recorder's Court, the 'Sheriff and the Reg- ister of Deeds to aggregate, as nearly as is practicable and feasible, thirty per cent of the total funds deposited by the County of Harnett in both banks for said preceding month. And each of said depositories shall furnish bond as by law required to secure all funds of the County of Harnett which may be deposited in it, the bond of each depository at all times to be in a principal amount aggregating not less 49\ than the total deposits of the County of Harnett on any given date in said bank; provided, however, that in lieu of said bond each of said depositories may for the purpose of securing such deposits place in trust with a bank or banks approved as by law required by the North Carolina Local Government Commission, acceptable securities approved by the County Auditor for aggregate amount of such securities so placed in trust by each depository to be in a sum not less than the amount of bond required by law for each of said depositories. And be it further resolved that this resolution shall come effective on July 1, 1957. Voting in favor of the foregoing resolution: Commissioners Pleasant, Currin and Cameron. Voting against the foregoing resolution: Commissioner Womble.
